Court seeksclarification on multi-level parking lot plan

The Madras High Court on Dec. 7 granted 4weeks time for the Chennai Corporation coun-sel to get instructions as to whether the pro-posed construction of a multi-level parking lotadjacent to Panagal Park in T. Nagar will in anyway obstruct the park area and cause incon-venience to people.

The First Bench, comprising Chief JusticeM. Y. Eqbal and Justice T. S. Sivagnanam,passed the order on a public interest petitionfiled by ‘Traffic’ K. R. Ramaswamy, a socialactivist.

Ramaswamy contended that the plan toblock the Bashyam Road entrance to createthe multi-level parking complex will benefitonly commercial establishments and not resi-dents. He said that the business establish-ments had not left any space for parking facil-ity but the civic body is executing plans tobenefit such firms.

In this regard, he pointed out that two similarattempts by the previous government had tobe shelved in view of stiff opposition. The firstdecision to construct a parking area in T. Nagarbus terminus was dropped two years ago andthe next attempt to construct a parking lotbeneath Natesan Park on VenkatanarayanaRoad was also put on hold after the court’sintervention.

Now, without taking into account the earlierdecisions and court orders, the newly electedChennai Corporation adopted a resolution onNov. 24 stating that a multi-level facility willbe built by closing Bashyam Road.

Ramasamy said that closing the road willlead to congestion on North Usman Road,Prakasam Street and Nageswaran Road. Al-ready the civic body has closed one entrance tothe sprawling Panagal Park, he said, addingthat permanent shops in the region were cater-ing to the needs of visitors and not locals. Instead of closing roads or shrinking parks,the authorities must clear roads of encroach-ers and augment parking facilities, Ramasamysaid. The views of the public had not been heardby the authorities before initiating steps tocreate parking facilities in the area, he added.

Ramaswamy said that he had sent a tele-gram to the authorities to withdraw the pro-posal and appealed to the court to direct theauthorities to take action on his telegram sothat the public could go to the park without anyinconvenience.
