Hearing Session: President Pérez extended an invitation to the audience to present matters to the Board on items not on the Agenda. The following individuals came forward:

Jerry Leslie, Vice President of AEA, stated that today was his first day back to work. Mr. Leslie shared a CTA study on API/AYP outlining the reasons for low test scores. Mr. Leslie emphasized the importance of teacher training, experience and attracting and retaining fully trained teachers. Mr. Leslie expressed his disappointment with a recent article in The Press-Enterprise that mentioned Wells Middle School.

Craig Adams, President of AEA, reviewed test score data showing that students with disabilities are slipping through the cracks. Mr. Adams expressed concern stating that the scores are misleading. Mr. Adams stated that the No Child Left Behind Act is the largest unfunded mandate.

Penny Mayer, 11871 Taylor Street, has Entertainment Books available through the Alvord Educational Foundation. They cost $20.00 and proceeds are used to provide scholarships for Alvord seniors. If you are interested in purchasing a book, please contact Penny at 785-0974 or Linde in the Superintendent’s office at 509-5070. Mrs. Mayer also expressed concern for the Business Academy at La Sierra High School. She would like to see the academy continue in operation.

Rene Younkin, 2779 Wildcat, expressed her desire to see the 8th grade promotion activities continue. Action Items: The following Consent Agenda items were presented for approval: 5.a. As Amended – Approve Minutes:

Minutes of the Regular Board Meeting of August 12, 2004. Item number 13 – Review and Discuss District-wide Policy for Uniforms at

Elementary Schools, was revised to more accurately reflect the discussion that took place. 5.b. Accept Gifts: 1) Rosemary Kennedy PTA donated $500.00 to Rosemary Kennedy

Elementary School for the purchase of trees.

2) Edison International donated $210.00 to Twinhill Elementary School from their Employee Contributions Campaign.

Financial Reports for: Report of Receipts (July) were presented. 11.Conduct Annual Review of Board Policy 6145 and Administrative Regulation 6145 entitled “Extracurricular and Cocurricular Activities”: Following discussion the majority of the Board requested that Administrative Regulation 6145 be modified to reflect the current CIF regulations regarding eligibility. This change in language will allow students to participate in practice regardless of their eligibility to participate in competition, if recommended by the coach(s). Administrative Regulation 6145 will also be modified to allow spring and/or summer school grades to be used to determine eligibility. 12. Review and Discuss Correspondence Related to Student Expulsions: Following discussion the majority of the Board preferred Sample #2 with some suggested revisions. This item will be brought back on September 16, 2004, for further review and possible action. 13. Conduct First Reading of Revised Board Policy 5127 and Administrative Regulation 5127 entitled “Graduation Ceremonies and Activities”: Following discussion, the Board requested that Option #2 be brought back for a second reading on September 16, 2004, with suggested changes as follows:

Administrative Regulation 5127 – reflecting 3 options: 1. Cumulative grade point average of 2.0. 2. Cumulative grade point average of 2.0 with one “F” grade. 3. Cumulative grade point average of 2.0 with no “F” grades.

Conduct First Reading of Revised Board Policy 5132 and Administrative Regulation 5132 entitled “Dress and Grooming”: Following discussion, Board member Ben Johnson requested that this item be placed on the September 16, 2004, agenda as an action item. Mr. Johnson requested that staff incorporate Long Beach Unified School District’s mandatory uniforms Board Policy language in Alvord’s current Board Policy 5132 and Administrative Regulation 5132. The Board unanimously approved extending the meeting beyond 10:00 p.m. upon a motion made by Mike McKelroy and seconded by Ben Johnson. 15. Conduct First Reading of Revised Board Policies and Administrative Regulations: The Board requested that all Board Policies and Administrative Regulations be brought back for a second reading on September 16, 2004, with the following changes: a. Mike McKelroy – Mr. McKelroy wished everyone a safe, enjoyable weekend with their families. Mr. McKelroy received a 60” big screen TV for his anniversary. José Luis Pérez – Mr. Pérez wished everyone a happy weekend. Paul Jessup – Mr. Jessup stated that on Tuesday morning, September 7, 2004, we will have 10,000 students descending on our secondary campuses. Mr. Jessup thanked Wendel, Sue and Kathy for doing a great job in readying the sites and staff. Mr. Jessup commented on an upcoming Press-Enterprise article regarding AYP/API scores at the high school level; the impact the High School Exit Exam has on those scores and the discrepancy in how various districts determine who to test.
