LWS Staff

E. Steven Wright, PLS – President Steve has over 30 years experience in surveying and directing large projects in the USA and Canada. Expertise includes residential, commercial, construction and route surveying (fiber-optics and pipelines), as well as pipeline facilities maintenance, pipeline route design and construction, and pipeline HCA programs. Steve is a licensed Professional Land Surveyor in 10 states. Chad Toenjes – Regional Vice President of Northeast Operations Chad has over 30 years of experience in pipeline engineering, construction management, land surveying, drafting, route development, and design. He has provided extensive management for major pipelines and facilities throughout the United States, Mexico, North Africa and the Middle East. Chad specializes in project planning and implementation. He has led the permitting process on a number of large projects, and is thoroughly familiar in working with FERC, BLM, BIA, State and County agencies towards filing applications and gaining approval. Bill Cash , PLS – Regional Vice President of Southern Operations Bill has over 35 years of experience as a land surveyor and associated fields. His expertise includes large boundary retracement, residential, construction, and route surveys. For over 30 years, Bill has specialize in surveying, routing, and managing projects for the Oil and Gas Industry, ranging from well staking, gathering systems, midstream and transmission pipeline projects. Gordon T. Brinker, PLS, CFEDS – Regional Vice President of Northern Operations Gordon has 26 years experience surveying and has directed large survey projects in Alaska, Korea, and Russia. His expertise has been in dimensional control, pipeline engineering, and overseeing large ongoing survey term contracts for most of the Major oil companies who perform work In Alaska. His most recent project was completing a two year stint working as the Survey coordinator and a Right of Way Engineer for "Denali the Alaska Gas Pipeline" in their effort to estimate a 1750 mile +/- pipeline with associated facilities. Mark Miller, PLS – Regional Vice President of Western Operations Mark has 34 years of experience in land surveying, with extensive experience delivering preliminary surveys, legal surveys, construction surveys and detailed record surveys for major cross country interstate and intrastate pipeline and electric transmission line projects, primarily in the western United States. In addition Mark has extensive knowledge of cadastral surveys, aerial control surveys, commercial development and residential development surveys. Mark is a Professional Land Surveyor registered in 17 states. Scot J. Cheney - Regional Vice President of Midwestern Operations Scot has over 30 years of experience in multiple industries, including the oil and gas industry, co-generation power systems, aviation fueling systems, fiber optic telecommunication networks, and commercial real estate development. Scot’s oil and gas industry experience encompasses project management for all phases of pipeline construction projects, and integration of all engineering disciplines from project proposal to construction completion, including route assessment, constructability review, preliminary engineering, value engineering, BOM development and Construction Program Management Plans. Scot has provided direct management services for over 2,350 miles of fiber optic builds and over 100 associated outside plant facilities in 22 states, which were completed in less than four years. Additionally, Scot has worked in the building construction industry, where he developed and implemented safety, quality control, and production processes. Jesse Williams – Lead Business Developer Jesse has over ten years experience in the pipeline services sector, with extensive experience in business development, revenue forecasting, proposal writing, alliance management, estimation, project management, cost accountability, and construction management. Jesse has been involved in every phase of pipeline construction from feasibility studies through start-up. Jesse has been involved in projects of every shape and size, from small production facilities, gathering systems, mainline pipelines, as well as numerous pipeline integrity projects throughout the United States.
