DREWRY MANNING REPORT

Drewry estimates the current officer supply to be 610,000, representing a shortfall of 19,000 personnel. This shortfall is forecast to rise to 21,700 by 2018 given that there will be a requirement for an additional 38,500 officers by this time.

Shortage of officers remains, especially among senior engineering ranks and for specialist ships such as LNG carriers

FROM SPECIALIZED TO COMMODITY

COST

COMPETENCE

What is today a specialized trade is soon a commodity trade – i.e. Earnigs are fastly being challenged and reduced – seen lately in the LNG Segments, but also starting to be visible in Offshore.

Especially PSV are seeing a fast development towards commodity. For majority of owners, manning models are not reflective of market situation.

Consequence of this is a pressure on cost, and thereby the manning

model – including recruitment, pay, training etc.

This impact crew supply and crew stability

Introducing this in more and more countries – i.e. Africa, India and already known in i.e. North Sea, Brazil, Australia, US

When trade changes happens, new manning (local content) is required – and few have presence in all locations able to meet this requirement.

And when vessels return you need the experienced crew back.

Oil Majors are facing continued pressure on cost, as the break-even figures has in recent years increased dramatically

With an oil price around USD 60/barrel forces Oil majors to review their cost pictures, which impact the whole value chain.

This is moving closer to Crewing supply, where existing high cost crew, are challenging to keep – i.e. Europeans versus far eastern crew.

Benefits and associated cost are also becomming pressured – i.e. Training and insurance schemes.

Because of the move from high cost to low cost – this causes bigger demand on training for core skills in lower cost manning locations.
