As one of the most prosperous cities in the world, Hong
Kong is famous for its forest of skyscrapers and vibrant
downtown areas. The environment in which wireless
networks must operate is extremely complicated, and
constructing wireless networks is challenging. Moreover,
the previous networks of CSL own three frequency
bands with two modes which require high maintenance
costs and were not competitive in data services. The
complicated network structures made upgrading difficult.
To simplify network structure, CSL adopted ZTE’s SDR-
based Uni RAN solution, which allows for coexistence
of 2G, 3G and 4G. CSL’s network structure was
simplified in terms of wireless, core, transmission, and
management. Operation and maintenance costs were
reduced by 61.4%.
World’s First Commercial LTE/DC-HSPA+ NetworkOn 25 November 2010, CSL announced the launch of
the world’s first LTE/DC-HSPA+ network, heralding a
new era in mobile communications. After a commercial
LTE trial network had been established by CSL, Telstra,
and ZTE in September 2009, LTE was then formally
deployed in Hong Kong with peak downlink speeds
of 100Mbps and low latency. At the launch ceremony,
CSL demonstrated how LTE/DC-HSPA+ will outperform

CSL’s spectrum position to provide customers with
better coverage for a more satisfying communications
experience. The deployment will help CSL deal with
its exponential growth in broadband customers and
increase demands for network coverage, enhance LTE
coverage for indoor broadband customers especially.
With the innovative and unique Dual-band RRU, CSL
will run LTE services on both 2600 MHz and 1800 MHz
in the same RRU. This greatly reduce the network
investment, that is to say, with only one set equipment,
CSL can get GSM 1800M, LTE 1.8G and LTE 2.6G three
network. Further, the RRU is scalable to LTE-A With
the software upgrade at no hardware cost. Because of
this, CSL will be able to seamlessly integrate its GSM,
UMTS and LTE networks and its network management

With this Co-site design, the shared method can reduce
the networking investment and period obviously, we

Background InformationBharti Airtel is India's largest operator and provides
integrated telecommunications services in more than 20
countries of India, South Asia and Africa. The number
of its worldwide subscribers is among the top five. India
auctioned 2.3GHz BWA license in June 2010. Bharti
Airtel spent 33.14 billion Rupees ($ 655.6 million) on 4G
spectrum for four areas of India. In the same year, Bharti
Airtel selected TD-LTE technology to construct 4G network
in oder to seize the commanding heights of the high-speed
data services at the fastest pace. According to the statistics
of the world famous consulting company Informa, Indian
3G users has increased 2000% from early 2009 to the
end of 2011. The demands for mobile broadband services
are very urgent and massive in India, but the price of fiber
construction is expensive because India’s land is private
own which limits the development of broadband users.

Overcome All Difficulties, Rank First in Technical TestIn November 2010, Bharti Airtel invited many vendors to
participate in TD-LTE system test which lasted six months.
The test items covered network basic functions, reliability,
network coverage, performance indicators and so on. In
this test, ZTE is the only vendor pasted most items of test
and ranked first in technology evaluation which won the
customer’s highly recognization. In January 2012, after the
comprehensive assessment of the technical, commerial
price and many other indicators, ZTE was the first to
sign commercial contract with Bharti to construct TD-
LTE commercial network for Kolkata which is the famous
seaport tourist destination in India.
Customized Solutions Perfectly Solved Customer ProblemsFlexible Space Design Saved Installation Cost
Indian tower resources and equipment room spaces
are limited, the cost of new construction of tower is 5 to
10 times than that is in China. In order to save network
installation cost, ZTE has done lots of work on site space
design and equipments installation design. Regarding TD-
LTE BS site selection, we preferentially reused 2G sites.
TD-LTE distributed baseband module shared the same
rack ,the same power and transmission equipment with 2G
equipment,. At the same time, we replaced the existing 2G
antennas by 2G/TD-LTE broadband multimode antennas
which can effectively saved the antenna costs as well as
the room, pole and tower space. The 2G antennas which
have been replaced can be re-used and installed in other
independent 2G equipment sites which can minimized the
loss of network construction.

Consumption
India's public infrastructure construction lagged behind
and the electric charge is very high, ZTE's green energy-
saving technology could help effectively reduce the
network operational costs which have won customers
recognization. ZTE’s DPD and Doherty technology made
power amplifier efficiency increased 30% ~ 40% which
help maximized reduce system power consumption.
Exclusive Cell Splitting Technology Saved Equipment Cost
Under common circumstance, one RF module can only
support one sector regarding Distributed macro base
station, ZTE’s 4-channel RF module with cell splitting
technology can be split into two 2-channel RF module
to support two sectors which makes the BS’s capacity
and coverage more flexible. In the initial stage of network
construction, the data services are uneven development
in a region. In order to solve this problem, ZTE adopted
4-channel and 2-channel RRUs hybrid networking
according to different regions in India. Regarding the high
traffic region, we use 4-channel RF module to support a
sector, regarding the low traffic region we used a 4-channel
RF module which can be splitted into two 2-channel
RF modules. So a base station with three sectors only
adopted two 4-channel RF modules could meet coverage
requirements and saved 30% costs for equipment
purchase, network construction and maintenance. As
some low traffic regions ,if users gradually increased and
became a high traffic area, we can make cell merged and
new-added RF modules to meet the traffic requirements.
Interoperability Solutions and Series Terminals Open up
Commercial View
Bhati Airtel has 2G and 3G networks, so it paid more
attention to the interoperability of TD-LTE with existing
2G/3G networks. There are numerous TD-LTE terminal
manufactures. so it is a big challenge to test TD-LTE Base
station’s maturity because of the requirements of various
terminals Interoperability.ZTE’ open and standardized BS’
interface design readily solved all this problems which
maximized opened up the view of commercial terminals.
ZTE's TD-LTE wireless systems has successfully achieved
the integration with NSN ‘s EPC network and has fully
completed Interoperability test with more than 40 terminal
manufactures. ZTE’s five kinds of TD-LTE terminals such
as single-mode, multimode USB dongles, outdoor/indoor
CPEs and Ufi has also been successfully commercial used.

At the end of November 2011, Europe’s largest
telecommunications publication, Connect, organized
formal tests on the mobile networks of eleven operators.
These operators included Telekom, Vodafone, O2 and
E-plus in Germany; Swisscom, Orange and Sunrise in
Switzerland; and H3G, AT-Mobile and Orange in Austria.
Download speed, upload speed, and user experience
were tested. In the download speed test, H3G Austria’s
average rate across the network was 9 Mb/s, better than
that of the second-fastest network. “H3G Austria was
not only the fastest network, it also achieved a score
of 476 out of a possible 500 in customer evaluations
of overall network performance,” said Connect editor
Bernd Theiss.
H3G Austria is a fully owned subsidiary of Hutchison 3G,
a multinational mobile service provider that operates in
several countries. In March 2010, H3G Austria chose
ZTE as its partner to deploy a high-performance,
future-proof mobile broadband network. ZTE was
asked to swap 4005 base station sites and reconstruct
transmission and core networks by the end of 2011. It
was also asked provide six years of managed services.
ZTE’s industry-leading SDR base stations were used
for HSPA+/LTE services. In February 2011, H3G Austria
launched its DC-HSPA+ network with download speeds
of up to 42 Mb/s. H3G Austria commercialized its LTE
network in November 2011. The LTE network is built
on ZTE’s latest Uni-RAN and Uni-Core solutions, which
help H3G Austria make full use of existing equipment
and save CAPEX. ZTE’s professional O&M solution
ensures efficient engineering and O&M work as well as
smooth migration from 2G to 3G and 4G.
ZTE ’s managed se rv i ces i nc l ude co r rec t i ve
maintenance, preventive maintenance, change
management, spare parts management, performance
management, configuration management, quality
management, and expert technical support. The
swapover of H3G’s base station sites involved replacing
large amounts of third-party base stations and reusing
existing auxiliary devices such as power supplies,
towers, air conditioners, shelters, relay nodes, SDH
hubsites and microwave equipment. Maintaining this
diverse equipment is a great challenge. To ensure high
stability, high security, and high availability for H3G
Austria’s mobile network, ZTE outlined seven key points
for network O&M:
● Respect local culture and leverage the advantages
of local employees in communicating with clients
and managing local contractors. Assign important
roles to local employees in project management, and
ensure local employees account for 90 percent of a
project team.
● Outsource some O&M work to or iginal H3G
maintenance staff. This alleviates the difficulty of
maintaining third-party infrastructure before they
are swapped over and allows original maintenance
personnel to remain employed.
● Partner with competent contractors who can
maintain devices from different manufacturers. They
can jointly cope with the risks in maintaining third-
party devices and existing network equipment.
● Adopt the best and most widely accepted O&M
practices, such as eTOM and ITIL, to ensure
standard and professional O&M.
● Attach great importance to training ZTE O&M
personnel, local contractors and H3G O&M
personnel and improve their project execution skills.
● Make network O&M processes transparent, manageable,
and controllable based on quantifiable data.
● Adopt a customized O&M scheme to implement
resource integration and smooth migration from 2G
to 3G.
Before the swapover of base station sites, only about 80
percent of H3G’s SLA conditions were being met. Since
ZTE swapped the network and took over O&M, monthly
fulfillment of SLA has been above 99%. After one year of
professional O&M by ZTE, network KPIs have significantly
improved. Download speed has increased from 1.8
Mb/s to 42 Mb/s or even 100 Mb/s in some areas. The
subscriber base has increased from 600,000 to 1 million
and is expected to reach 6.5 million by the end of 2015.
The volume of network traffic has grown from 8G to 13.2G,
an increase of 70 percent. The call accessibility rate has
reached 98 percent, and the PDP activation rate has
reached 99.5 percent. As a result, customer satisfaction
has been substantially improved. The cutting-edge mobile
broadband network jointly built by H3G Austria and ZTE
is now delivering a variety of feature-rich services to
subscribers across the whole of Austria.
H3G Austria is reaping profits from the new mobile
broadband network. Its success has proved that in
the era of mobile broadband, where user experience
matters the most, a stable, high-speed mobile network
is the key for operators to get a head start on the
competition, reduce CAPEX, and improve profit margin.

same physical infrastructure and the low cost of ownership. Furthermore, ZTE has advanced LTE

Scandinavia has a history of producing innovative
operators and vendors. Many cutting-edge innovations,
advanced communication technologies, and high-
end communication services are conceived there.
Swedish operator TeliaSonera launched the world’s
first commercial FDD LTE network at the end of 2009;
Danish operator TDC became the second to deploy
an LTE network in Europe in June 2010; and Swedish
operator Net4Mobility deployed an LTE commercial
network at the end of 2010.
Another Scandinavian operator, Hi3G, has the fourth
largest market share in Sweden and Denmark. Its
competitors have all deployed LTE networks, and this
has greatly impacted Hi3G’s development. Therefore, it
is imperative for Hi3G to launch LTE.
Many high-end operators are choosing traditional FDD
mode. However, Hi3G believes that after FDD and
TDD standards are converged, a 4G network with TDD
will have the same quality as FDD but will be cheaper
because of spectral resource efficiency. Building LTE
TDD/FDD dual-mode networks is the best choice for
operators. Hi3G has only 2 × 10 MHz in the 2.6 GHz
band for FDD in Sweden and Denmark. This narrow
bandwidth makes it hard to provide competitive data
throughput in hotspots. Hi3G therefore has to consider
using an LTE TDD/FDD hybrid network that can cater for
high-rate data services and leverage existing spectral
resources.
In September 2010, Hi3G put out a tender for an LTE
TDD/FDD dual-mode network solution. Interoperability
between LTE TDD/FDD and Hi3G’s existing UMTS
was a requirement. Moreover, the LTE FDD network
had to provide wide coverage, and both TDD and FDD
had to be applied in the same hotspots. Later, the LTE
TDD network would be further expanded to cover more
hotspots. From equipment delivery to installation and
commissioning, the entire converged network had to be
completed within three months.
Early in the bidding, Hi3G selected two suppliers to build
its LTE network in Sweden. As the project proceeded,
ZTE stood out from the competition with its advanced
LTE TDD/FDD dual-mode solution, multimode SDR
platform, diverse base stations, customized transmission
solutions, leading multimode terminals, and powerful
project delivery and logistics capabilities. In March 2011,
Hi3G selected ZTE as its exclusive LTE vendor.
ZTE’s TDD LTE/FDD LTE/UMTS multimode converged
solution met the requirements for interoperability and
load balancing between Hi3G’s existing 3G network and
the new LTE network. The solution improved system
security and stability and ensured network throughput
in hotspots. With shared BBUs, antennas, GPS,
transmission, OMC and EPC, the LTE TDD/FDD dual-
mode network meant that site investment and network
O&M costs were reduced for Hi3G, and the network was
constructed quickly.
Because of system interference caused by co-siting the
TDD LTE, FDD LTE, and UMTS networks, ZTE offered a
co-antenna solution that was warmly received by Hi3G.

on base stations in terms of capacity, size, installation

ZTE provided different LTE base stations that could be
used in different scenarios and perform well even at -40
degrees Celsius. ZTE’s FDD/TDD dual-mode SDR base
stations, compact outdoor BBU cabinets, large outdoor
BBU cabinets, and outdoor distributed base stations
were combined in different arrangements according to
the environment. The eNB can be installed indoors or
outdoors, mounted on a tower, or under a tower. This
helped Hi3G save on engineering, alleviate installation
difficulty, and speed up network construction.
Hi3G was a pioneer in 3G, and lagging behind in
4G development was never an option. Fast network
deployment and differentiated 4G terminals are key to
LTE commercialization. ZTE launched the world’s first
data cards based on Qualcomm chipsets that support
3G, TDD LTE and FDD LTE systems. This helps Hi3G
rapidly commercialize its LTE network.
