1. Introduction : MSME-Development Institute, Ranchi along with its Branch Institute at Dhanbad is catering to the development and promotional requirements of Micro Small & Medium Enterprises (MSME) in the state of Jharkhand. The Jharkhand State was carved out of erstwhile Bihar. This 28th State of the union came into existence on 15th November 2000. From administrative point of view Ranchi is the State Capital. The details of Divisions comprising of various districts are given hereunder as per Census of India 2011 :

2. Jharkhand at a Glance :

‘JHARKHAND INDUSTRIAL POLICY, 2012 has been formulated and

launched. Apex Committee has also been constituted to look into industrial

sickness. To cater to the needs of sick units and to avoid further sickness of the

industrial units, Jharkhand Rehabilitation Scheme, 2003 has also been

launched. Micro & Small Enterprises Facilitation Council has also started

functioning to deal with cases pertaining to interest on delayed payment. Even

medium & large industries are being taken proper care of by the Deptt. of

Industries, Govt. of Jharkhand. To make the environment congenial for

industrial development, efforts are being made to implement ‘SINGLE

WINDOW SCHEME’, where the entire facility to launch an industrial

enterprise will be dealt with under a single roof. The State Govt. in its JIP-2001

had envisaged the concept of ‘UDYOG BANDHU’, who would be the

coordinator of various Govt. departments to facilitate smooth, functioning of

‘Single Window System’. Facelifts are being undertaken at Industrial

Estates/Areas all over the State to give boost to existing as well as new units.

Continuation of such efforts would ensure that there will be no reason why

Jharkhand would not stand at par with other industrially developed states of

the Nation. Currently, there are as many as 26 mega industries, 106 large and

medium Industries and 18,109 micro and small industries operative in the State

with an approximate investment of Rs 28,424.06 crore and about 63,000 people

thus far got employment in these industries.

4. Trainings And Seminars Conducted During 2013-14:

A. This Institute conducted the following programmes:

a) Under Core Programme Target a one day programme on BAR CODE was orgnised by

this Institute on 19th July; 2013 at the Lions Club, Ranchi for the benefit of MSMEs

The Programme was attended by 44 participants. Report enclosed at Annexure – I.

b) Under Core Programme Target a one day programme on BAR CODE was orgnised by

BR. Institute, Dhanbad, in association with District Flour Mill Association on 27th

May; 2013 at IMT Hall,Br. Institute,Dhanbad for the benefit of MSMEs The

Programme was attended by 30 participants. Report enclosed at Annexure-II

c) Intensive Motivational Campaign: 82 Nos. Motivational Campaigns were conducted

and a total no. of 4952 persons were motivated to take-up self employment. Reports

already forwarded to DC (MSME) along with MPR.

d) This Institute organized 111 Nos. of ESDP, EDP, MDP, on various subjects like Beauty

Therapy, Motor Binding, Mobile Repairing, Garment Cutting & Stitching, MS Office &

Tally, Computer Hardware & Networking, Plumbing, Automobile Repairing, Food

Processing, DTP, Video Shooting, Retail Business Management, Marketing

Management, Basic Welding,BasicCNC lathe Machining Turning & Fitting,Electrical

Gadgets, etc. wherein 2727 persons were imparted training.

B. Other Seminars :

a. Under NMCP ,a one day Awareness programme on Intellectual Property Right

was conducted on 16th july; 2013 for the benefit of Entrepreneurs at Hotel Capitol

Hill, Ranchi in association with CII. In this programme research scholars, officers

from Centre/ State Govt., NGOs, Consultants/Consultancy Organizations

addressed the participants. Total 70 entrepreneurs participated in the programme.

Report is enclosed at Annexure- III.

b. Packaging for Export: Target was not assigned during 2013-14.

c. Product Certification: Target was not assigned during 2013-14.



5. Vendor Development Programme :

During 2013-14, this Institute was assigned a total Target of 10 Nos. of SVDPs and 2

Nos of NVDPs.Total 10 Nos. of VDPs was organized by this Institute. There was a

shortfall of one each in NVDP and SVDP.

A) One National level VDP was organized at GOPAL MAIDAN,Jamshedpur in

collaboration with CII from 11TH to 14TH JAN;2014.Report enclosed in ANNEXURE-

IV(A-F)

B) The State level VDP was organized at places like ,Ranchi , Jamshedpur, Ramgarh,

Bokaro , Dhanbad, Gumla.

6. Cluster Development Programme :

a) Under Cluster Development Programme various activities were undertaken and those

are detailed in Annexure- V-V(A)

7. Economic And Statistical Investigation:

Although the Institute is facing acute Paucity of Staff in E.I./P.I. Section, it undertook

extensive activities, besides coordinating the work of entire Institute. A brief

description of activities is tabled below :

8. Assistance To D.I.C. / A.I.A.D.A.

There are 12 DICs, which cater to the needs of all the 24 districts of the State. They

are being provided all possible assistance by the Institute as per their requirements. The

assistance provided to different DICs, are detailed below:

Beneficiaries : Project profiles on various activities were

provided to 680 unemployed youths free of cost.

9. Assistance To I.A.D.As. :

There are 3 Industrial Area Development Authorities in the State of Jharkhand viz.

Adityapur Industrial Area Development Authority (AIADA); Ranchi Industrial Area

Development (RIADA) & Bokaro Industrial Area Development Authority (BIADA).

The assistance provided to I.A.D.As. is detailed below :

9.1 Project Clearance Committee Meetings attended - 04

9.3 Project Appraisal: 38 Nos. of Projects Reports were appraised by the Institute to

enable the Project Clearance Committee to take suitable decision on allotment of land

in Industrial Estate. Through Project Appraisal a revenue of Rs. 3,90,061/- was

earned.

9.4. Joint Capacity Assessment: Capacity assessment of 91 Nos. of units was carried out

jointly by MSME-DI and the representatives of the respective IADAs and DICs. A

total revenue of Rs2,75,000/- was earned.

9.5 NSIC Single Point Registration for 154 Micro & Small Enterprises was carried out and

a reveue amounting to Rs.5,65,000/- was earned.

9.6. Bokaro Industrial Area Development Authority was advised by the Institute to take

up Cluster of Engineering Fabrication Units at BIADA for further development under

the Small Industry Cluster Development Programme of MSME-DO. Full details of the

scheme were furnished to them. The Director of the Institute also participated in the

meeting taken by the Managing Director, BIADA and shared his views with the

entrepreneurs present in the meeting.



9.7 The DICs issued 2362 Nos. of E.M.Part- II Registration to the MSEs as per details

given hereunder up to FEB; 2014 during 2013-14:-

10. Assistance To SC/ST/Women/Weaker Section

This Institute has been making concerted efforts to uplift SC / ST / Women / Weaker

Section Entrepreneurs, by way of providing technical assistance / E.S.D.P. Courses /

E.D.P. Course / M.D.P. Courses / Motivational Campaigns etc. During the training

11. Other Activities Undertaken By the Institute :

11.1 The cultivable area of Jharkhand is well endowed with fertile land for cultivation of

fruits and vegetables. Although much emphasis has not been initiated for the

cultivation of fruits, tremendous effort has been put to cultivation of vegetables. It

would not be an exaggeration to say that whole of Jharkhand is very rich in vegetable

production and launching food-based units in Jharkhand would bring increasing

returns to the masses in general. On the initiative of the Ministry of Food Processing,

Govt. of India Govt. of Jharkhand has allotted land for development of Food based

industries at Gatelsud Industrial Area, Gatelsud, Ranchi.

11.2. On request of M.D., RIADA, Ranchi 38 nos. of Project Appraisal of various units was

carried out as per requirement of Project Clearance Committee (PCC) and a revenue

of Rs 3,90,061/- was realized towards appraisal fee.

11.3 During the year under report a total of 154 nos. of technical reports pertaining to

various units were given NSIC for Single Point Registration Scheme and revenue

amounting to Rs.5, 65,263/- was earned.

11.4 During the year under report this Institute prepared 04 nos. of new and 12 nos. of

updated Project Profiles:

A. LIST OF NEW PROJECT PROFILES : 1. Ceramic Tiles (Decorated). 2. Steel Fabrication.

B. LIST OF UPDATED PROJECT PROFILES :

1. Glass Toys. 2. Glass Bangle. 3. Wire & Welding Electrodes 4. Pre-Stressing Anchorages & Equipment.

11.5 The officers of this Institute attended on regular basis the meetings organized by

Deptt. of Industries, Govt. of Jharkhand on the issues pertaining to Cluster

Development, Facilitation Council, Capital and Interest Subsidy, etc.

11.6 During the year under report regular Governing Council meetings and Annual

General Meeting(AGM) with JGMTRTC Ranchi , GTRTC, Dumka and MSME-Tool

Room were held.



11.7 A Special Drive has been initiated jointly by the Deptt. Of Industries, Govt. of

Jharkhand and MIN. Of MSME to organize sensitization-cum- awareness programmes

on policies of MSME including nine components of NMCP in different districts of

Jharkhand without financial assistance for the benefit of existing as well as new

MSMEs.

11.8 Officers of this Institute attended Seminar organized by NSE on equity participation

by MSME at hotel BNR, Chankaya, station road, Ranchi.

11.9 The officers of this Institute attended on regular basis the meetings organized by

SLBC and RBI, Ranchi to discuss credit facilities to MSMEs.

12. Significant Work Undertaken By The Institute During The Year 2012-13:

12.1 The Hindi Workshop was organized during the year 2013-14.

12.2 The officers of this Institute responded to fill up the requisite data as devised in the

questionnaire supplied by the Indian Institute of Public Administration, New Delhi.

12.3 The officers of this Institute carried out Quick District Industrial Potential Survey of

three districts of Jharkhand.

12.4 The officers of this Institute participated in PMEGP Udyog Melas organized by Deppt.

Of Industries, Govt. of Jharkhand.

12.5 One MSEs were disbursed the Subsidy amount of Rs.33,452/- for acquiring BAR

CODE.

12.6 Two MSEs were disbursed the subsidy amount of Rs.90,000/- for acquiring ISO-9000:14000.

12.7 Two MSEs was disbursed the Subsidy amount of Rs.1,67,844/- for acquiring Product

Standard (i.e.IS Mark). 12.8 One Seminar on Lean Manufacturing was organized by this Institute jointly with

NPC, Patna at Hotel Ashoka, Ranchi on 13-03-14. 12.9 Officer of this Institute graced the occasion of Design Clinic as Chief Guest organized

by DC(Handicraft) at Kokar, Ranchi. 12.10 Officers of this Institute attended Seminar on Packaging of Handicrafts organized by

IIP, Kolkata at Institute of Social Service, Ranchi, on 28-03-2014.
