Torch Bearers in Rural DevelopmentWhen we think of farmers, we generally think of a person of ordinary means

with little motivation for adoption of new technology but Prathama KrishakClub,Taharpur has changed this image about villagers and farmers. Prathama Krishak club,Taharpur in its formative stage mainly concentrated onsocial activities and formation of SHGs .Dedicated members of club played a pivotalrole in popularizing the concept of Self Help Group. The club actively involved itselfin popularizing primary education , plantation . women education , Polio Vaccination,Sanitation etc. Club was also instrumental in establishment of SHG school at KaranpurMafi Village and also renovated a 100 years old Shiva Temple. A Cycle rally fromTahrapur to Haridwar was also organised for popularizing concept of SHG. Later onthis club actively involved itself in economic activities and members of the club startedbee keeping and vermi composting after getting training with support of NABARD.The sincere efforts of the club for socio economic upliftment were recognized byapex body for Agriculture and rural development i.e. NABARD from time to time andfor the last 7 consecutive years this farmers’ club is awarded with the best farmers’club of the state. Impressed by its performance NABARD has provided a grantassistance for establishment of Rural Mart for marketing of the SHG’s products mainlyHoney and thus saving Honey producer from the clutches of middle man and fetchingthem reasonable price of their product. For improving the quality of honey a processingunit of honey is also being run by the club. By March 2007 around 400 units of beekeeping have been established and their turn over was Rs. 50.00 lac and during theyear 2007-08 this turn over has surpassed the level of Rs.100 lac thus bringing arevolutionary change in the lives of villagers in the area.Main activities performed by the club during 2007-0801. In May 2007, Club took the initiative for popularising solar Home Light Sys-

tems and now 35 families are taking benefit of solar light.02. In June 2007, Club constituted 3 teams from its volunteers headed by Prem

Singh, Khacheru Singh & Gyanchand Sharma for guiding the bee keepers inproper management of disease and mitigating the problems of Bee Keepers.

03. For Water Management in June 2007 , Club was instrumental in cleaning /clearing a community pond at Rajhoha village.

04. In July 2007, Club under took plantation programme and more than 200 plantswere planted.

05. Club organised meet with expert programme for popularizing system of riseintensification ( SRI) in June 2007.

06. In Aug. 2007 a team of 15 farmers was sent on exposure visit to village Beehtafor propogation of organic farming.

07. In Oct. 2007 on the occasion of Gandhi Jayanti club organised a programme formaking villagers, aware about rural sanitation .

08. In Oct. 2007 a five days training programme on bee keeping was organisedunder SDP and 50 unemployed youth participated in training programme andstarted bee keeping.

09. In Nov. 2007, 200 farmers were provided training for taking up organic farming.10. The club volunteers participated in Lucknow Mahotsava for marketing SHG

products11. In Nov.2007 a stall was also put up at Tigri Mela for marketing SHG products.12. 02 Honey boxes free of cost were provided to 4 poor persons for starting their

activity13. A team from Indian Institute of Management, Lucknow visited Taharpur to

study im pact of Farmers Club in economic development and was impressed bythe role playedby the Club in economic development of the area.

Besides this, Club has also helped Branch in 100% financial inclusion of theservice area and in freeing villagers of 03 villages from the clutches of money lenders.Club was also instrumental in spreading financial literacy and banking habits amongvillagers which has resulted in substantial growth of business and phenomenal reductionin NPAs level.

Prathama Krishak Club Taharpur is synonym to Prathama Model of ruraldevelopment . The members of Farmers club, Bank staff and local people are deeplyinvolved in the development of the area.

13 Progressive farmers of Service Area of our branch Sarkara Kamal took theinitiative and came forward for formation of farmers’ club which decided to work forthe development of the Area in a dedicated way. 5 Club members attended the trainingprogramme on Bee keeping at Syndicate Institute of Rural Development Moradabadand started Bee keeping activity. Impressed by their success 300 unemployed youthstarted this activity after getting training with the help of Farmers Club by the end ofMarch 2008. This Farmers Club was instrumental in saturating the farmers of 25 villagesof the Operational Area by providing Kisan Credit Card facility. Besides this landlesslabourers were provided Prathama Swarojgar Credit Card and General Credit Cardfacility for starting their own economic activity. Krishak Club organised camps atvarious villages for providing knowledge about Vermi Compost. Later-on trainingprogramme at branch level was conducted & result was encouraging. About 40 familiesare preparing vermi compost and stopped use of Chemical fertilizers and saved theexpenses being incurred on them. Besides this reclamation of Soil fertility has beenmaintained. Farmer Club has also organised SHG awareness programmes. Presentlybranch is having 265 working SHGs. SHG members have been trained in Silver foilmaking , Stitching, Tailoring , Bee keeping, Candle making , Zaree work, Dona making, Handle making, Dairy, organic farming, Turmeric farming , Mobile repairing, Fruitprocessing activities. A Health check-up camp for women was organised by the farmerclub during the year and 108 women were provided medicines free of cost. A campfor cattle vaccination was also organised by the club.

Members of the farmers club went on exposure visit to Sardar Patel AgricultureUniversity, Meerut, G.B. Pant Agriculture and technical University Pant Nagar andService Area of other branches to collect latest information on High tech Agriculture.Club members visited Pant Nagar Agriculture Fair on 07.10.2006 for acquaintingthemselves of new HYV seeds and new agri implements. This club celebrates Julymonth as month of Tree Plantation & every member of the club plants at-least 25trees. Club also participate in Pulse Polio, helps poor widows and Old women ingetting pensions. Parents of poor children were encouraged to enroll their wards forprimary education and upto some extent books are also being provided to such childrenby the Farmers Club. Downward shifting of water table has resulted in non availabilityof drinking water in the area. Farmer club took initiative to address this problem andapproached Member of Parliament and local MLAs which resulted in installation ofIndia Mark Handpumps at public places. Club was also instrumental for construction

of 23 Km long pukka road from Narangpur to Dhakka diversion. In July 2007 farmerclub cleaned/ cleared the community pond for water conservation. Club also providedinformation on Medicinal Plants, Horticulture , Cultivation of Fruits etc. Keeping inview the downward shifting of water table club organised a training programme onSystem of Rice Intensification with an objective to take maximum yield with lesswater. Rural students are unable to utilise their ability and capability due to nonavailability of light. Club members took a initiative for propagation of Solar Lightwhich resulted in installation of 125 Solar Home Lighting Systems. 200 SHGs wereformed and 175 were linked due to active involvement of this Farmers club. FarmersClub has also played a pivotal role in business growth of the branch by educatingvillagers about credit and deposit products which has resulted in substantial growth indeposit mobilization and advances of the branch. Club has also educated the villagersabout the utility of timely repayment and result is that branch NPA is nil. Villagerswere also informed about the necessity of Insurance and Soil testing. For propagationof organic farming and getting certification club has registered 200 farmers at thebranch level.

Krishak Club actively involved itself in 100% financial inclusion by conductingsurvey work and helping in opening of No frill accounts. Club also played a leadingrole and helped the branch in freeing all the villagers of 3 villages from the clutches ofMoney lenders.

Impressed by the constructive work of the club, NABARD Lucknow awardedthe consolation prize to the farmer club in 2005-06 and Mr. Gajendra Singh ChiefCoordinator represented the farmers in RBI , Lucknow for discussion of simplificationof procedures in providing loan to farmers. Sri Sukhbir Singh, CGM NABARD visitedbranch on 05.03.2007 and appreciated the efforts of the club. International team of 12countries having 17 members visited the branch for study of Prathama Model of Micro-finance and were so much impressed that they took a vow to implement this low costmodel in their country for eradication of poverty . No doubt Prathama Krishak ClubSarkara Kamal is playing a key role in transformation of technology, Propagation ofSolar light , Vermi compost,Plantation and Primary education etc.

Success Story No. 1 :

Our Bhawanipur branch was the first branch to saturate 02 villages of its

service area namely Chhachera and Jogipura in Pawansa Block, Tehsil –Sambhal,

Distt. Moradabad. Chhachera Village has 627 families with a total population of 4500

and Jogipura village has 278 families with a total population of 1687. In the initial

stage our branch took the help of branch staff , Ration dealer and Panchayat Secretary

for conducting family survey of these 02 villages. After survey Gram Pradhan was

involved and a announcement was made from Masjid and Mandir that on the following

date, branch staff will visit their village and the No Frill accounts of the villagers will

be opened at the spot. Villagers were advised to bring their 03 photographs and identity

proof with them for opening the account, 03 educated youth voluntarily were ready

for introducing the villagers and they also went door to door with branch staff for

convincing the villagers. The result was that No Frill account of all adult villagers

were opened in 03 visits. In the next process those families were identified with the

help of these 03 youths , Gram Pradhan who were availing debts from money lenders.

15 families of these 02 villages were availing debts from money lenders of Sambhal

town by pledging their Jewelry @ 7 to 8% p.m. Out of these 15 families , 9 families

were in the category of small and marginal farmers having a land holding of 1 Acre to

2.5 Acres and rest 6 families were land less labourers and the debt taken by them

from the money lenders varied from Rs. 5000/- to Rs. 15000/-. These 15 families

were contacted by branch staff and they were informed about bank’s lending schemes

and the rate of interest to be charged . 09 families having land requested the branch

manager to provide them Kisan Credit Card facility and the rest 06 families also

requested to provide them financial assistance so that they can be freed from the

clutches of money lenders and can start some productive activity. With in a week

these 09 families were provided Kisan Credit Card facility and the rest 06 families

belonging to BPL category , their applications were submitted by the block under

Ambedkar Gram Sabha Vikas Yojna. The branch sanctioned them loan for Dairy and

Retail shop. The past record of these 02 villages with the branch has also been very

encouraging due to having negligible NPA.

Success Story No. 2 :Our Taharpur Branch was the second branch to saturate 02 villages of its

service area namely Kuri Viran and Shahapur urf Bhoot Khaderi in HasanpurBlock, Tehsil-Hasanpur, Distt. J.P.Nagar. Shahapur village has 65 families witha total population of of 400 and Kuri Viran village has 10 families with a totalpopulation of 100. In the initial stage our branch took the help of branch staff ,members of farmers Club, IRVs and SHGs members for conducting familysurvey of these 02 villages. In Kuri Viran village all families are agriculturistand in Shahapur Village 45 families are agriculturist and 20 families are nonagriculturist. In both the villages 04 SHGs were already working. After surveywith the help of Chief Coordinator of farmers Club villagers were madeconvinced for opening No Frill accounts and they were informed that on thefollowing date photographer and bank staff will visit their village and theiraccounts will be opened at the spot. Villagers were advised to bring identityproof with them for opening the account, IRV and SHG members were readyfor introducing the villagers. The result was that No Frill account of all adultvillagers were opened in 02 visits. In the next process those families wereidentified with the help of IRV, SHG members, who were availing debts frommoney lenders. 02 families of these 02 villages were availing debts from moneylenders @ 7 to 8% p.m. The head of family were provided General Card facilityto wipe out the debt of money lender and to start their own productive activity.We would like to bring to your kind notice that our Tahar pur branch is havingmaximum number of SHGs working and that’s why number of families underthe clutches of money lenders is minimum in its service area. Our TaharpurBranch is Birth Place of Prathama Model which is a syngeric combination ofvolunteers of farmers club with local touch and dedicated branch staff, the resultis over all development of the service area of branch.

1. Bank has implemented the Scheme of one time compromise settlement of theloans since 1997. The policy of OTS is renewed every year with time to timemodification so as to make it beneficial and attractive for the borrowers.Besides above scheme, as per the guidelines of RBI Bank has also implemented theschemes of OTS in Small Borrowal Accounts with principal amount upto Rs. 25,000.

2. To popularize OTS scheme of Bank and obtain better results and speedy disposal,Area-wise settlement camps, Prathama Adalats were organised from time to time.Branch officers and higher Authorities from Head Office participate in such camps tonegotiate the OTS amount. In Prathama Adalats on the spot decisions are taken byBank and negotiated offer amount is deposited by borrowers immediately. Thus Bankas well as borrowers are benefitted mutually.

3. To recover NPA through Recovery Certificates of loan amounts exceedingRs.1.00 lac, Bank is maintaining liason with concerned Revenue/ Tehsil Authoritiesto press the hardcore defaulting borrowers. In case of RCs lodged with Tehsil, Bank isalways open for settlement through OTS scheme at considerable offer amountsproposed by the borrowers.

4. Branches are motivated to achieve the goal of Zero NPA and Bank has beenable to achieve the Zero NPA status this year with the all out efforts put by the branchstaff.

5. Incentive and prize schemes are declared every year for the branches and itsstaff to motivate them. All the officers and staff of the Bank are actively participatingin the scheme.

6. NPA of the Bank is being monitored at Head Office level and Area Office leveland necessary suggestion / instructions are given to the branches for its reduction.Nodal officers are made specially for the purpose of supervision and controlling theNPAs of branches and these officers visit the concerned branches to mobilize them.

7. The Potential NPAs of the Bank are monitored and checked at initial stages inorder to obtain the recoveries by adopting various measures so the a creation of newNPA could be minimised .

Bancassurance – the combination of banking & Insurance has emerged as

most important development in Banking Industry.In order to augment the non interest income through sale of Insurance products

to customers of the Bank covering all their financial needs – banking, insurance andinvestments, Bank has executed MOU with M/S Bajaj Allianz Life Insurance Co. Ltd.and M/S Oriental Insurance Co. Ltd. for sale of life Insurance policies and generalinsurance (non-life) products on 30.11.2005 & 01.03.2007 respectively under referralarrangement.

The insurance business, initially started through 35 branches, during 2006-07, was implemented to all 191 Branches during 2007-08, yielded very good results.

Bank earned referral fee amounting Rs. 93.43 lacs and Rs. 137.24 lacs throughsale of life Insurance/General Insurance products of Bajaj Allianz life insurance Co.Ltd.and Oriental Insurance Co.Ltd. during 2006-07 and 2007-08 respectively.

Prathama Bank, the first RRB of the country is making earnest efforts for theproliferation of renewable resources of energy in its area of operation. Bank’s area ofoperation is limited to district Moradabad, Rampur & J.P. Nagar. The total numberof villages in 3 district are 3610. According to Government’s sources most of thevillages have been electrified after implementation of Rajeev Gandhi Vidhyut Yojna.In so called electrified villages, there is no supply of power or it is so erratic that it isequal to having no power. The same condition prevails in the whole operational areaof the Bank, still many villages of operational area have no facility of electricity.

Hence keeping in view, the electrification position of villages, supply ofelectricity in electrified villages and the villages having no electricity facility, PrathamaBank a premier Rural Regional Bank with innovative ideas has formulated a schemeunder name Prathama Solar Jyoti Yojna on 8th Jan.2005 to finance solar home lightingsystems in rural area specially in unelectrified villages in association with BhartiyaVikas Trust, a NGO based at Manipal.

In 2006, our Bank had identified two villages in Dilari Block, Iesapur andChandupura which were unelectrified since impendence and extended financialsupport to the villagers for purchasing solar home lighting systems. 65 villagers availedthe loaning facility and purchased the systems. Now Isapur village has become thefirst village in U.P. with 100% solar electrification. The inaugural function waspresided over by Sri G.P. Patnaik, Principal Secretary, Govt. of U.P. on 22.11.2006.District Magistrate Moradabad, Sri. Pandhari Yadav, I.A.S with other district officialswas also present on the occasion.

In 2007 Bank adopted a new unelectrified village Lala Teekar for saturationthrough solar home lighting systems. Lala Teekar village is situated about 40 Kmsfrom district, Head Quarter, Moradabad in Moondha Pandey Block. This village issurrounded by rivers, from three sides. During rainy season, the village takes shapeof an island and is also known as “ Andaman Nicobar” of Moradabad. Total population

of village is about 2500 comprising of 700 house holds. The approach road to thevillage is in poor condition and villagers of this village was lacking basic facilities oflife such as Electricity, Drinking water, Road, Education , Sanitation etc. due to thebackwardness a social stigma was imposed on the villagers of Lala Teekar Villageand they have to face a lot of problems in selecting a suitable match for marrying theirdaughters. Prathama Bank took initiative and a Farmers’ club was organized whichlater on motivated local social activist and youth to form an organization named“Khadar Vikas Manch” to ameliorate the social and economic backwardness of thearea. Khadar Vikas Manch was vocal in putting forward the problems of the areabefore the District Administration and development/extension departments whichresulted in construction of roads and development of the area. For providing light,Prathama Bank made a plan for installation of 100 solar Home lighting systems initially.After installation of 100 units in first phase, inauguration of another solar village wasdone by Sri G.B. Patnaik, special secretary, Governor of Uttar Pradesh on 22nd July,2007. Along with other dignitaries Sri Amit Kumar Ghosh, IAS, District Magistrate,Moradabad was also present and he announced the construction of a Public HealthCentre at Lala Teekar Village.

Besides, selection of villages for solar electrification in 2006 and 2007, Bankhas also selected its five unelectrified remote area branches to equip them with solarpower Pack- Tejas 640. Now these 5 branches are functioning on Solar energy power.

During the year 2007-08 M/s Satyam Enterprises, the owner of Akhchhayaurja Shop Dealer of Tata, B.P. Solar Company, organized 30 demonstration programmesat different villages of the area and due to demonstration effect, people have nowbecome aware of usefulness of Solar Home Light Systems. Keeping in view the utilityof the scheme and to fulfil its commitment towards social obligation, Bank fixed uptargets to the branches for financing solar Home lighting system in remote area villagesduring the financial year 2007-08.

In the year 2007-08, 86 branches have financed 1258 solar home lightingconnections and 6 street light in their operational area. 5 Branches have financedmore than 50 connections each and most of the branches have financed more than 10solar home lighting systems.To create more competition among branches, Bank hasstarted solar Shree award programme on yearly basis for best performing first 3

In 2007, one of our branch manager of Karanpur branch, Sri Rajendra Singhwas awarded 2nd prize under the solar financial capacity building alliance, a Nationalaward co-sponsored by united states Agency for international Development, Win rockinternational and Bhartiya Vikas trust for financing maximum number of solar Homelighting systems.

This year Bank has planned to allot 2 villages to its each rural branch for inten-sive financing and saturation under the scheme. The scheme is gaining popularity andmomentum in Bank’s area of operation.

Financing under Innovative Scheme

Initially the Regional Rural Bank were established for granting the loans andadvances, particularly to small and marginal farmers and Agricultural labourerswhether individually or in groups, artisans, small entrepreneurs and persons of smallmeans engaged in trade, commerce or industry or other productive activities.

According to its objective Bank finance to the weaker sections of the societyand mainly under priority sector. As per the need of the customers, Bank formulatedmany lending schemes for farmers, rural artisans, retail traders, small businessmen,self employed persons, rural and cottage industries and professionals. In early yearsBank mainly financed for dairy, poultry, pisciulture, goat/sheep rearing, cropproduction, Dunlop carts, Bullocks, Horse carts etc. Later on Government permittedRRBs to finance to non target group also. Due to this relaxation, Bank started financingto the persons of non target group for agriculture and non agriculture purposes suchas Tractors, Combine harvester, Trucks, Jeeps, Housing loans, small scale industriesetc. While formulating lending schemes, Bank has also kept in mind the socio-economic development of the people of its area of operation. Bank has made thefollowing schemes specially for the purpose of upliftment of poor people :-

01. Prathama samooh sakhi yojna to provide finance for purchasing LPG(RasoiGas) connection.

02. Prathama Grameen swachhta yojna keeping in view the sanitation purposefor construction of Flash latrine.

03. Solar Home lighting system.04. Solar water heating system.05. Prathama Laxmi yajna for women.06. Prathama Vidhyarthi yojna to meet out immediate urgent requirement of

students.

Bank is financing under all the above noted schemes at nominal rate of interest.Year by year Bank is trying to launch new products for its customers with the purposeto provide more employment, increase income of loanees and minimize the risk ofrecovery. In last two years, Bank has diversified its lending from the traditional schemesto new innovative schemes, such as seed plants, Rural Godowns, Milk Chilling Plants,

Cold storage, Meat processing unit, Bee keeping, Rice Mills, raising of medicinalplants, Nursery, Vermi compost etc. In last two years Bank has trained 1305 personsin bee keeping and 510 in vermi compost. Out of 1305 persons, about 800 personshave started work of Bee keeping and now people are getting good income throughthis activity.

Till March 2008 Bank has extended finance for 26 rural Godowns, 13 coldstorages, 01 meat processing plant, 10 seed processing plants and for one sugar mill.Due to diversification in lending, Bank’s outstanding advances have increased fromRs. 1073 crore to Rs. 1406 crore in last one year.
