InpreparationfortheLiberalPartyofCanada'sNationalPolicyConventioninHalifax,NSonApril19-21,2018,thepolicycommitteehasstartedtheprocessofpolicyproposalsubmissionsfromEDAsandLiberalmemberproponents.FormoreinformationontheConventionpleasevisittheLPCwebsite.
PolicyCommitteeDecisions
1. ImportantDates
October1,2017–isthelatestdateforsubmissionsofresolutionsbytheEDAsandotherproponents.
October1toOctober31,2017–thePolicyCommitteewillworkwithsubmissionproponentstoensurethatresolutionsmeettheNationalGuidelines.
November1,2017–isthelastdayforresolutionstobefinalized.
November1to15–resolutionswillbeavailableon-lineforrankingvote.
November27–LPCAwillsendrankedresolutionstotheNationalCommittee.
2. Caponresolutions
WhilethereisnocaponthenumberofresolutionsperEDA,theCommitteesuggestanumberofresolutionsbetween1and5.
3. ResolutionsfromCommissions
TheCommitteeallowsoneresolutionfromeachofthecommissionstobeconsideredforvoting.
4. OtherProponents
TheCommitteeallowsgroupsof5registeredLiberalstosendpolicyresolutionsasithasbeendoneinthepast,withtheintenttomakethisprocessasopenandaccessibleaspossible.
5. DuplicateResolutions
Policyproposalssimilartopreviouslyadoptedresolutionsatnationalconventionswouldbeconsideredduplicateresolutions,however,thosethatwerepresentedbutwerenotadoptedwillnotbeconsideredduplicates.Theonusisontheproponentstoensurethattheresolutionsproposedarenotduplicateresolutions.PleasevisitthisLPClinktoreviewpreviouslyadoptedresolutions.

6. PolicyResolutionFormatandGuidance
Proponentsmustensurethatresolutionsfittheformatdescribedintheguidelines.Fordetailedinformationonpolicyresolutionformatpleaseconsultsection4oftheLPCPolicyDevelopmentGuideline.AdditionalassistancepleasereviewtheNationalPolicyKit.

ResolutionsonIndigenousaffairsmustconsulttheIndigenousCommissionbycontactingMichelleRobinson,President,IPC,[email protected]
8. Evidence-BasedResolutions
Proponentsmustconsultarecognizedexpert,orciteresearch,orrefertoavalidandrecognizedsource/resourcetobackuptheproposedresolutions.Thisinformationmustbedocumentedandattachedtoallresolutionproposals.Proposalswithoutsupportingdocumentationwillnotbeconsidered.
9. Onlinevoting
TheCommitteewillannounceinSeptemberthevotingprocess,rulesandtheonlinevotingsystemforthepurposesofrankingtheresolutions.
10. PolicySubmissionProcess
Thefollowingarethepolicysubmissionsteps:• Proponentssendanemailtothegenericemailboxwiththepolicyresolutiontitle,abriefof
itssynopsisandsupportingevidence-basedresearch.• ThepolicyresolutionmustbefiledonGoogledrivefolder:NewResolutions.• Thedraftsubmissionwillbereviewedtoensureitiscompleteanditmeetsthecriteria
establishedaboveinsections1to8.Proponentswillbenotifiedifthereareissuesandwhatisnecessaryfortheresolutiondrafttomoveforward.
• PolicyresolutionsacceptedbytheCommitteewillbeassignedtooneormoreCommitteememberswhowillreviewthemandworktogetherwithproponentstofinalizeresolutions.
• Finalresolutionswillbepostedon-lineformembershipreviewandvoting.• ForfeedbackandassistancepleasecontacttheCommitteeusingthegenericemailbox:
