. The regular monthly meetings of the Louisiana Wild Life, - , x V z v 'and Fisheries Commission were held in New Orleans, Louisiana,
on Monday arid Tuesday, July 22 and 23, 1968.
Monday1 s meeting consisted of conferences .with the Division
Chiefs.and the preparation of the agenda for the Tuesday meeting.
Monday's meeting was an informal session, open to the public and
held in the Director*s office.
The public meeting was held on Tuesday, July 23, 1968, at
lOtOO A. M., in Room 226, Louisiana Wild Life arid Fisheries Commission
Building, New Orleans, Louisiana.
Members present at both meetings were;

Chairman Jones called the meeting to order at 10:00 A. H#
stating the first order of business would be the approval of• ' -
the minutes of the meeting.of May 27 and.28, 1968,
On motion of Mr. Thompson, seconded by Mr. Fairchild, and
unanimously adopted, the reading of the minutes of the meetings
of May 27 and 28, 1968 were dispensed with and approved-as previously
submitted to the Commission,
Chairman Jones then stated the next three items on the agenda
were corrections in the minutes of previous meetings which concern
the purchase of various parcels of land by the Commission. He
explained that on January 23, 1968, the Commission adopted a' ' ' - - - 'resolution to purchase 0.90 acres of land from Bobby S. Forman
for the purpose of constructing a boat launching ramp on Black
River Lake, second, the Commission adopted a resolution at the
meeting of September 26, 1967, to purchase 40 acres of land, more
or less, adjacent to the Spring Bayou Wildlife Management Area
from Clarence Rico. Third, on November 14, 1967, the Commission .
adopted a resolution to purchase 1*16 acres of land, more or less,,
in Lafourche Parish, from Mrs. Hallette Barrow Cole, for the purpose
of constructing an office to house study teams working in the area.
Chairman Jones explained the Commission is presently in the process
of finalizing the purchases of the above mentioned lands? however,
detailed legal information as to the exact course of action that
would be used by the Commission in purchasing these lands had not
been definitely decided at the time the Cdmmisslbn granted. approval
3to purchase. Therefore, chairman Jones recommended the Commission'sapproval on the correction of the minutes of the meetings ofJanuary 23, 19,68, September 26, 1967, and November 14, 1967 in
order for our attorney to acquire legal title of these lands in
behalf of the Louisiana Wild Life & Fisheries Commission, .On motion of Mr. Thompson, .seconded by Mr. Wright, the '
. following resolution was unanimously adopted and to be inserted

WHEREAS, Louisiana Wild Life and Fisheries Commission Is interested in acquiring lands or developing outdoor recreational facilities for the enjoyment of citizenry of said Catahoula . Parish and the. State, of Louisiana? and, - -
BE IT RESOLVED that the Louisiana Wild Life and Fisheries Commission purchase from Bobby S. Forman for the price and sum of $4,300.00, cash, the following described immovable property, to-wits
Lots 36, 37 and 38> Rabb Lakefront Property situated in Lot 7, Section 2, Township 5 North Range 7 East, containing 0*90 acres more or less, Catahoula Parish, Louisiana.
BE IT FURTHER RESOLVED that the acquisition of said land is for the purpose of building a boat ramp on Black River Lake.
BE IT FURTHER RESOLVED that the Chairman and Vice-Chairman, . be and they are hereby appointed, authorized and empowered to act for and on behalf and in the name of this Commission to purchase the aforementioned immovable property, to sign any . and all necessary deeds and documents in connection therewith, to pay the purchase price thereof and all the necessary and usual expenses to purchase, which said deeds and documents may contain, and to include and incorporate in said documents any and all additional stipulations, conditions and provisions as they in their sole discretion deem to the best interest of the Commission* ^
On motion of Mr. Wright, seconded by Mr. Fairchild, the
following resolution was unanimously adopted and to be inserted
as a correction in the minutes of the meeting of September 26, 1967:
' • - 4 -WHEREZU5, oh July 26, 1966, the Commission resolved to accept the offer of certain persons and corporations, being the valid recorded owners of approximately'11,273 acres of land in Avoyelles Parish, Louisiana, and to purchase said lands from those owners, which properties were described in the resolution of July 26, 1966; and
WHEREAS, the purchases were completed and placed of record in the official records of Avoyelles Parish Louisiana on . November 16, 1966, and the area has been designated by the Commission as the Spring Bayou Wildlife Management Area? and, .
WHEREAS, the Commission has now received a written offer by Mr. Clarence Rico of Moreauville, Louisiana to sell to the Commission for the price of Seventy-Three and No/100 ($73.00) Dollars per acre and other considerations stated in his written offer, two (2) small tracts of land totalling approximately forty (40) acres, adjoining and contiguous to property owned by the Commission in the Spring Bayou Wildlife Management,Area; and,
WHEREAS, the land is being offered for the same consideration as the Commission paid for all adjoining properties in the, Management Area, and the property being offered is of like nature and value to that which has been acquired by the Commission; and,
WHEREAS, the acquisition of this additional property has been carefully considered by the Chairman and all members of the Commission, the Director and his Staff, and it is considered that the .acquisition, thereof would be most favorable and advantageous as an addition to the wildlife Management
'Area? , v. .NOW THEREFORE, BE IT RESOLVED, that the Louisiana Wild Life and Fisheries Commission purchase from Mr. Clarence Rico the property, hereinafter described on Exhibit “A" attached hereto and made a part hereof, and situated in Avoyelles Parish, Louisiana, for the consideration of Seventy-Three and No/100 ($73.00) Dollars per acre, the reservation by the vendor in perpetuity of all of the oil, gas and other minerals, and the
' provision that Should the property cease to be used for game management purposes and sale is contemplated, that the former
' vendor be granted a right'of first refusal to reacquire title, if the contemplated sale is to be by private sale, or be given written notice a reasonable time in advance of the contemplated sale, if the contemplated sale is to be by sealed competitive bidding, all subject to the following conditions, exceptions and. reservations $
(a) The vendor will furnish to the Louisiana Wild Life and Fisheries Commission a title insurance policy covering the lands purchased, issued by a company acceptable to the vendee.The policy will be subject to the exceptions hereinafter set forth.
(b> The conveyance shall be subject to the reservation in perpetuity of all oil, gas and other minerals made by the vendor in the conveyance, and subject to any mineral reservations made by prior owners, and to all rights of ingress and egress for the proposed drilling for and producing said minerals, and other surface uses of said lands as provided for in the deeds of record in the office of the clerk of Court of Avoyelles Parish, v(c) The conveyance shall be subject to the provisions that should the property cease to be used for game management purposes, and sale is contemplated, that the former vendor be granted a right of first refusal to reacquire title, if the contemplated sale is to be by private sale, or be given written notice a reasonable time in advance of the contemplated sale, if the contemplated sale is to be by sealed competitive bidding.
(d) Vendor shall convey, said lands subject to all servitudes of rights-of-way for highway and utilities, timber sales and surface leases and all other servitudes of record in the office of the Clerk of Court of Avoyelles Parish.
(e) vendor shall not Warrant the exact number of acres sold, and the acreage to be acquired will be accepted in accordance with the latest United States Government Survey? should it develop by later survey that the acreage is more or less than stipulated on the deed, neither vendor nor vendee will be accountable therefor to the other.
(f) Vendor shall not be responsible for any adverse claims of title to any of the lands not disclosed by the records of the office of the clerk of Court of Avoyelles Parish, Louisiana.
(g) The warranty of vendor shall be limited to the obligation to return the purchase price in the event of failure of title.
(h) The ad valorem taxes on said lands for the past three years, including the year 1967 shall be paid by vendor? taxes for the year 1968 shall be pro-rated as of the date of sale, based on the assessment of the previous year.

BE IT FURTHER RESOLVED, that Mr. Jimmie Thompson, Chairman, or his successor, and Mr. H. B. Fairchild, Vice-Chairman, or his successor, he and they are hereby authorized and empowered to act for and on behalf and in the name of this Commission to purchase the above mentioned lands, and to sign any and all necessary deeds and documents in connection therewith, to pay the purchase price thereof and all pertinent and necessary, and usual expenses of the purchase, which said deeds and documents may contain such additional conditions, stipulations, and provisions as they may deem wise and to the best interest of the Commission.

WHEREAS, due to this fact. Item 41 on page &-3 of the Extraordinary Budget for the fiscal year ending June 30, 1968 provides for the purchase of such property,
SOW, THEREFORE, BE IT RESOLVED, that the Louisiana Wild Life and Fisheries Commission does hereby grant approval to purchase from Mrs. Hallette Barrow Cole, Wife of Dr. C.Generes Cole and Jennie Barrow Dawson, wife of Dr. Harris P,

BE IT FURTHER RESOLVED that the Director be and he is hereby authorized and empowered to sign any and all documents in connection with the foregoing purchase, to pay the purchase price thereof and all pertinent and necessary and usual expenses, and to incorporate and include in said documents any and all additional stipulation, conditions and provisions as he, in his sole discretion, deemed to the best interest of the Commission.
- 8 -Chairman Jones requested Mr, Richard Yancey to explain the
next item on the agenda.M r Y a n c e y stated that i&t the last meeting of the Commission
approval was granted to request the Louisiana State Mineral Board
to readvertise for the sale of a mineral lease on an 820;acre,
portion of the Commission's Russell Sage Wildlife Management
Area as submitted by Mr. Sam A. Freyer, Shreveport, Louisiana,
fir. Yancey explained that in accordance with the deed, the Louisiana
Wild Life and Fisheries Commission owns only one-half of the mineral
rights. Therefore, Mr. Yancey recommended that the Commission
request the Louisiana State Mineral Board to advertise for the
mineral lease sale on the Commission’s one-half mineral ownership
of the 820 acre tract,of land in the Russell Sage Wildlife
Management Area in Richland and Ouachita Parishes.
On, motion of Mr. Fairchild, seconded by Mr. Morris, the■ ■ ■ ' , -
following resolution was unanimously adopted:
WHEREAS, the Louisiana Wild Life & Fisheries Commission, by.
resolution adopted June 21, 1968, requested the Louisiana State
Mineral Board to readvertise for mineral lease purposes an 820
acre tract on the Russell Sage Wildlife Management Area in Richland and Ouachita parishes, and

WHEREAS, it has been determined that it would be advisable that
only the Commission’s share of the minerals be advertised, which. - ' . - ■ . '
amounts to fifty percent (50%) due to administrative and possible • legal problems. .

and Fisheries Commission does hereby amend its resolution dated ., ■ • ■ • . ■ , *.
JUne 21, I960, and requests that the State Mineral Board advertise
for bids only on the Commission’s one-half mineral ownership
of the 820 aero tract of land in the Russell Sage Wildlife
Management Area in Richland and Ouachita Parishes, as outlined
in the attached plat.
BE IT FURTHER RESOLVED, that the rules and regulation
promulgated by the Louisiana Wild Life & Fisheries Commission
at its meeting held on February 20, 1968, for the protection
of wildlife on this tract be made a part of any mineral lease

XIHr. Yancey continued by telling the Commission that a request
was received from the Louisiana Department of Highways for a :
right-of-way to construct a black top road across a portion of
the Red River Wildlife Management Area in Concordia Parish. He
said the right-of-way will generally follow the existing gravel
road that runs west from Shaw along the south side of Grand Bayou.
Mr. Yancey explained that the agreement, if approved, would not
convey title to the right of way to the highway department, but
will only give them an easement to construct and maintain this
roadway. Also, it will not effect the Commission's ownership
of the property, therefore, Mr. Yancey recommended Commission
approval on this matter.
On motion of Mf • Thompson, seconded by Mr. Fairchild, the
following resolution was unanimously adopted? ; ~
RESOLVED, that. Leslie L. Glasgow be and he is hereby authorized
and empowered for and on behalf of this Commission to grant to
the Department of Highways of the state of Louisiana certain
Rights, of way on,, over and across property owned by this Commission, tO-wit e.
A certain tract or parcel of land situated in Concordia Parish, state of Louisiana, and in North Half . (»%) Of Section 36, Township 3; North, Range, 8 East, the boundary lines Of which tract are more particularly described as follows:Being all that portion of Grantor1 b property lying within • .a width of 60.00 feet, measuring• 30.00 feet right and 30.00 feet left of the adopted centerline of State Project No. 815-03-04, beginning at a point opposite Highway Survey station 104-00; thence extending in a westerly direction at said width of 60;00. feet to a point opposite Highway Survey Station 99+50.

Mr. Yancey then recommended that the Commission adopt a
resolution protesting the cancellation of this year's September
Teal Season, . He stated it is the general concensus that this
act was unjustified. Mr. Yancey further recommended that copies-
of the resolution be forwarded to Stewart Udall, Secretary of the
' Department of the Interior, John 6. Gottschalk, Director of the
Bureau of Sport Fisheries and Wildlife, and all members of the
Louisiana Congressional Delegation.
, Cm motion of Mr. Thompson, seconded by Mr. Fairchild, the following resolution was unanimously adopted a,
WHEREAS, the Louisiana Wild Life and Fisheries. Commission.,
concludes that the recent action of the U. S. Bureau of Sport Fisheries and wildlife in canceling the September teal hunting
season in Louisiana for this year is totally unjustified, and
. WHEREAS, the past three seasons have provided excellent
hunting in Louisiana and many thousands of days, afield for the
state's sportsmen without damaging the continental population .
of the blue-winged" teal or any other waterfowl species,, and
WHEREAS, the Bureau of Sport Fisheries and wildlife has
taken this action in total disregard of the views and "repeated
recommendations of the Louisiana Wild Life and Fisheries Commission.
THEREFORE, BE IT RESOLVED that the Louisiana Wild Life and
Fisheries Commission does hereby go oh record as vigorously
protesting the arbitrary action of the Bureau of Sport Fisheries
and Wildlife in closing the September teal hunting season in
Louisiana, thereby depriving the states' sportsmen ofmany
thousands of days of outdoor recreation.
BE IT FURTHER RESOLVED, that copies of this resolution be
forwarded to Stewart Udall, Secretary, Department of the Interior,
John S. Gottschalk, Director, Bureau of Sport Fisheries and
Wildlife, and all members of the Louisiana Congressional Delegation
Hr. Yancey then explained that a letter dated July 1 & 1968,
was received from the Hew Orleans Sportsmen's League requesting
the Louisiana Wildlife and Fisheries Commission to initiate
proceedings to have the State of Louisiana withdraw from the
Mississippi Flyway Council and that this bubject be placed on
the agenda for discussion. Mr. Yancey then stated that Mr. .Clint
Bridgeman, Chairman of the Waterfowl Committee of the Hew Orleans
Sportsmen* s League is present to express his views on the matter.
Mr. Bridgeman said in 1951, when Louisiana joined the .
Mississippi Flyway Council it was understood that the problems
dealing with the waterfowl seasons would soon be solved? however,
the problems have increased and Louisiana has waited too long
for their help. Mr. Bridgeman requested Mr. Dewese Kostmayer to
point out other factors and phases on the matter.
Mr; Kostmayer stated that recent news releases from Washington
indicates that the Mississippi Flyway is experiencing another
bad year for waterfowl. He said it was true that we do not know
for a fact if this is true, until our people see for themselves.
Mr. Kostmayer said that if this is any indication of the prediction
for the coining year, which are the same as we have received in
the past 17 years, Louisiana is going to come back from the .
Mississippi Flyway Council meeting empty handed»insofar as a
reasonable hunting season is concerned. He said the 0. S. Fish and
Wildlife service seem to have closed minds as to our opinions,
findings, and requests. While other states send delegates
unprepared to support their requests and they return with favorable
seasons for their respective states. Mr. Kostmayer cited this as
a reason why Louisiana is being,treated unjustly as our state's
representatives are more qualified and prepared with first hand
information, as well as considering the fact of Louisiana havinga more valuable area for hunters and, yet, they return year after
year empty handed. Mr. Kostmayer stated that it is the feeling
of many that Louisiana should deal directly with the U. S., Fish
and wildlife Service, as Louisiana has received little, if any,- ■ '"" . / - ' „ V - •
help from the Mississippi Flyway Council during the 17 years as
members. Mr. Kostmayer explained Louisiana has everything to gain
and nothing to loose by withdrawing from the Mississippi Flyway
Council.

Mr. Bernard C. Babble of the Little Lake Club of Lafltte,
Louisiana stated that he represents a club which has been Inactive
and just coming back into existence; however, the Little Lake Club
is one of the oldest groups in Louisiana. Mr. Hebbie reiterated
the Hew Orleans Sportsmen's League's sentiments on withdrawing
from the Mississippi Flyway Council Membership.
Mr. Bob LOckette is a captain and Vice-President of the
Motherland Gun Club which is presently known as the Cataouatchie
Club. Mr. Lockette said his club has existed since 1921, during
which years his club has spent a great deal of money to protect
their hunting lands, to abide by the laws and other costly provisionsi . ’
He stated that since 1957, Louisiana has fought for a September
Teal Season? however, he continued after receiving a three year
experimental September Teal hunting season, it has again been
taken away from Louisiana^ Mr. Lockette urged the Commission
to. continue to fight for our rights and withdraw from the Mississippi
Flyway Council.
Chairman Jones then recognized Mr. Thompson to comment on
the matter.
Mr. Thompson said, “I really don't know how to say what I
am thinking but really I guess what I am thinking is this.
If we get on the outside we certainly won't have any Way to know
what is happening on the inside. As someone in a meeting yesterday
said well we just getting a card and not being able to play them.
Well we won't even get a card if we are on the outside. I won't
oppose, 2, will not oppose the withdrawal from the Mississippi
Flyway council but I do want to make these comments that I think
that we have enough evidence that we possibly, understand what I
am saying, that we possibly would have the chance to get into the .
central flyway. Now I don’t have enough background on this and
1 don't even know if this is a reasonable possibility but i know
there is. little facts, mid basic information indicates we could
have, that possibility. - .1 really question whether we should get
out of the flyway knowing full well that we need to do something
to bring those beys to attention but wither this is exactly the
move Or not I don't know. So I would like to ask Mr. Chairman

tout maybe Alabama, certainly Mississippi could follow. And, you
may have the pole that you are looking for, as a pry pole. But,
I do question right hew, again, that whether this is not,proper,
it is certainly needed, i'll put it this way, it is certainly
needed, tout whether we might be chopping off something we might :
need a little further down the line. So, if we do go ahead and
vote this, and please let’s try to see if we can't have someone

comment too. X don't know if you gentlemen know that in our Baton
Rouge meeting a week ago I made a motion and that for every month
of this year that this commission do something to let Washington
know that we are dissatisfied and discontented and displeased
particularly with the teal season and if we work hard enough and: -- "long enough not waiting for next teal season but right now which
this a fore-runner of and goes.in conjunction with it we possibly
could stir up enough to maybe we might get a teal season a little
later, but that is a motion and it was passed X recall, so you
will be hearing from us. X think one of the things today was the
resolution that you heard passed and these things will be coming monthly if not more."
Chairman Jones called on Dr. Lyle St. Amant for the next item on the agenda.
br. St. Amant told the Commission that a request for a permit
has been received from the Grand Isle Materials Company to remove
sand from the property of M r . Francis Robichaux in the near shore
waters and they would like to sell any sand not necessary in the
local filling. Accompanying the application for a permit were
letters of no objection from the Grand Isle Planning Commission,

the Corps of Engineers, the Louisiana Department of Public Works
and the State Land Office. Dr. St. Amant explained the Grarti
Isle Material Company would like to place some of the excess sand
dredged in commercial channels which would require a permit in
order for the Company to pay the commission proper royalties
on that portion of the sand being sold. Dr. St. Amant therefore
recommended the Commission's approval on the issuance of this
.permit.
On motion Of Mr. Kyle, seconded by Mr. Thompson, the following
resolution was unanimously adopted: .
WHEREAS, the Grand Isle Materials Company has made application
for a permit to remove sand from the property of Mr. Francis
Robichaux in the near shore waters for which said permit would
allow the company to sell any sand dredged in excess of the amount
necessary for the establishment of a marina on the Francis RObichaux
property, and
WHEREAS, it is necessary that a permit be issued to the Grand Isle Materials Company in order.that proper.payment of royalties,
be remitted to the Louisiana wild Life and Fisheries Commission'
on that portion of sand to be sold.
THEREFORE, BE IT RESOLVED hy the Louisiana Wild Life and %
Fisheries Commission that a-permit be issued to the Grand Isle
Materials Company to remove sand from the waterbottom adjacent to .
the property of Francis Robichaux, in the Caminada Bay vicinity,

Mr. Ensminger told the Commission of the request recently
received from the Lafourche Telephone Company, Inc. of LaRose,
Louisiana, for a right of way across property being purchased
by the Commission from the Humble oil and Refining Company,
located in Lafourche parish. Mr. Ensminger explained that the
property in question would require a letter of no objection from
the Louisiana Wild Life and Fisheries Commission, since the Commission
is in the process of purchasing said land? however, the right-
of-way permit would have to be issued by the Humble Oil Company.
Mr. Ensminger said the proposal has been examined and found to be
feasible provided the Lafourche Telephone Company, Inc. shall
agree to certain terms and conditions as stipulated in the letter
of no objection for the protection and benefit of the wildlife resources in the area.
On motion of Mr. Guidry, seconded by Mr. Kyle, the following
resolution was unanimously adopted:
WHEREAS, the Louisiana Wild Life and Fisheries Commission is
presently in the process of purchasing land from the Humble Oil
and Refining Company for the purpose of establishing a wildlife
management area, and

WHEREAS, on May 21, 1968, the Lafourche Telephone Company
requested a letter of no objection from the Louisiana Wild Life
and Fisheries Commission in order to acquire permission for a
right-of-way on said property presently owned by the Humble Oil
and Refining Company.
, THEREFORE, BE IT RESOLVED that the Louisiana Wild Life and
Fisheries Commission does hereby grant permission for the issuance
of a letter of no objection to the Lafourche Telephone Company
for a right-of-way on approximately 5,000 feet of property in
Lafourche Parish as said property is in the process of being
purchased by the Louisiana Wild Life and Fisheries Commission.
The issuance of a letter of no objection is hereby approved provided
the Lafourche Telephone Company, Inc. of LaRose, Louisiana, is in
agreement to certain terms and conditions as stipulated in the .
agreement which shall be binding upon-said company.
BE IT FURTHER-RESOLVED that the Director be and he is hereby
authorized and empowered to sign any and all documents in connection
therewith, with copy of said agreement of notification being forwarded
to the Humble Oil and Refining Company.
Mr. Ensminger continued by telling of the Union producing
Company's request for permission to construct an access canal on
State Lease 2340 to service well Wo. 9 on the Rockefeller Wildlife
Refuge, Cameron Parish, Louisiana.' Mr. Ensminger said an
examination of the proposal has been made by representatives of

provided certain terms and conditions are incorporated in the
permit in order to protect the interests of the Commission,

Commission does hereby grant permission to the Union Producing .
Company to construct an access canal on State Lease 2340 to
Service Well No. 9 on the Rockefeller wildlife Refuge, Cameron
Parish, Louisiana. Permission is hereby granted provided the
Union Producing Company adheres to certain terms and conditions
as stipulated in the agreement which shall be binding upon said

Life and Fisheries Commission*
BE IT FURTHER RESOLVED that the Director be and he is hereby
authorized and empowered to sign any and all documents in connection
therewith.
Chairman Jones then called on Dr. Ted Ford to explain the next two items oh the agenda.
Dr. Feed said the Louisiana Department of public Works has
notified the Commission of.the completion of the construction of
sixteen (16) shrimp ponds on Grand Terre Island in Jefferson Parish
and has recommended that same be accepted by the Commission.
Dr. Ford stated the ponds were constructed by Scallan Brothers
— 25 —Contractors, Inc. under contract Ho. 5943. He requested Commission
approval on this matter and that a copy of the resolution be filed
with the Jefferson Parish Recorder of Mortgages in order that
final payment on the construction can be made after a forty-five
(45) day period.
On motion of Mr. Wright, seconded by Mr. Guidry, the following
resolution was unanimously adopted:
WHEREAS, the Chief Engineer of the Department of Public Works,
State of Louisiana, has certified to the Louisiana Wild Life and .
Fisheries Commission that the Contractor has completed Contract
No* 5943, between the Louisiana Wild Life and Fisheries Commission
and Seallan Brothers Contractors, Inc., contractor for the
construction of sixteen (16) shrimp ponds on.Grand Terre Island
in Jefferson Parish, Louisiana, and has recommended that same be
accepted?
NOW, THEREFORE, BE IT RESOLVED by the Louisiana Wild Life and Fisheries Commission that the work done by Scallan Brothers
Contractors, Inc., contractor, under Contract No. 5943, with said
Commission, dated March 15, 1968, be and the same is hereby
accepted.
BE IT FURTHER RESOLVED that the Director be and he is hereby
authorized and directed to file a certified copy of this resolution
in the mortgage records of the Parish of Jefferson, Louisiana.
Dr. Ford then explained that the Old Dormitory Quarters at
theMarino Laboratory onGrand Terrelsland, Jefferson Parish
was rehabilitated prior to the laboratory staff using it and it
was maintained in reasonably good condition. He said, nevertheless,
it was badly damaged by termites and the forces of time dealing -
with nature so that it deteriorated into a bad condition. The
Department, of public works District Engineer and Commission personnel. - ' - i
have reported orally, upon inspection, that the facility is in
very poor condition, stating the structure would not lend itself
to an economical restoration. Due to the factors involved.
Dr. Ford said, expenditure of additional funds for repairs to the
structure could not be justified. Therefore, Dr. Ford recommended
that the Commission grant approval to request the Louisiana Division
of Administration to advertise said structure for sale as is
or approve of the demolition in the most expedient manner.
On motion of Mr. Guidry, seconded by Mr. Kyle, the following
resolution was unanimously adopted:
WHEREAS, the personnel of the Louisiana Department of Public
works and the Louisiana Wild Life and Fisheries Commission, have
inspected the structure of the old dormitory quarters at the
Marine Laboratory on Grand Terre Island, Jefferson Parish, Louisiana
and have found It to be in a state of bad deterioration, and
WHEREAS, expenditure of additional funds for preservation
of the building could not be justified due to mass deterioration.
THEREFORE, BE IT RESOLVED by the Louisiana Wild Life and

Fisheries Commission that the Louisiana Division of Administration
be requested to advertise for the sale of the building, known as,
the old dormitory quarters# located at the Marine Laboratory on
Grand Terre Island, Jefferson Parish, Louisiana. Said building
shall be advertised for sale as is. In the event that no bids
are received, said structure shall be demolished in the most expedient
manner.
.BE IT FURTHER RESOLVED that the Director be and he is hereby
authorized and empowered to sign any and all documents in connection
therewith.
Chairman Jones then called on Mr.; Joe L. Herring to explain
the remainder of the items oh the agenda.
Mr. Herring explained that the Louisiana Division of Administration
has received, bids for the construction of six miles of hog and
cattle proof fence on our Bodcau Wildlife Management Area, Bossier. » -
Parish, Louisiana. Plans, and specifications for the fencing
were furnished by the Louisiana wild Life and Fisheries Commission,
with the proposed contractor to furnish all labor, materials and
tools necessary to install this fence. Mr. Herring said the
Louisiana Division of Administration received two bids; one from
Hollingsworth Construction Company, Inc* of Cotton Valley in the-amount of $26,579.64* and another bid was received from Hurricane
Fence of Hew Orleans/ Inc. in the amount of $27,949.00.
On motion of Mr. Thompson, seconded by Mr. Wright, the

WHEREAS, the tabulation of bids were received for which a
total of two (2) bids were submitted.
THEREFORE, BE IT RESOLVED that the Louisiana Wild Life and
Fisheries Commission does hereby request the Louisiana Division
of Administration to readvertise for bids on the construction
of six (6) miles of hog and cattle proof fence on the Bodcau
Wildlife Management Area, Bossier Parish, Louisiana, as the
bids received were only two (2) and above the estimated
cost, of the project.
BE IT FURTHER RESOLVED that the Director be and he is hereby authorized and empowered to comply with same.
Mr. Herring told the Commission of the request of Mr. Parker Thompson for permission to place three (3) yards of bees on the
Maxwell plantation at Shaw, Louisiana. Mr. Herring said if permission
is granted on this matter, the Commission would be allowing a
private concern to establish operations relative to their own
business on state managed land* He said in the past, requests ofv
this nature have been refused? therefore, Mr. Herring recommended
denial of this particular request for the above mentioned reason*
On motion of Mr. Thompson, seconded by Mr* Guidry, the following
resolution was unanimously adopteds
WHEREAS, Mr. - Parker Thompson of Parker Thompson Wholesale
Grocery in winnfield, Louisiana, has requested permission from the
Louisiana Wild Life and Fisheries Commission to place three (3) yards• - . ' . .
of bees on the Maxwell Plantation at Shaw, Louisiana, and -
WHEREAS, the above mentioned location is presently being
managed by the Louisiana Wild Life and Fisheries Commission for research purposes.
THEREFORE, BE IT RESOLVED that the Louisiana Wild Life and
Fisheries Conmission does hereby deny the request of Mr. Parker
Thompson of Parker Thompson Wholesale Grocery, winnfield, Louisiana,
for permission to place three (3) yards of bees on the Maxwell
Plantation at Shaw, Louisiana.
Mr. Herring then told the Commission the Louisiana Division
of Administration has advertised for bids on the construction
of camping facilities, sheet range, rifle range, resident and
other facilities on the Commission's waddill wildlife Management
Area. The bids will not be opened until the afternoon of July 23rd,
at Which tine the meeting will have already adjourned? therefore,
Mr. Herring requested the Commission to grant permission to Dr.
Glasgow to accept the low bid for this job, provided it is a good
bid and the Division of Administration concurs with same, as well
as assuring the Commission of available funds for this construction.

Mr, Kyle requested the matter to be tabled until the, next
regular monthly meeting and the Commission can discuss the matter
further at that time.
Chairman Jones asked for any discussion or objections on the- - . '
subject.
There being no objection, on motion of Mr. Kyle, seconded
by Mr. Wright, the Louisiana Wild Life and Fisheries Commission
unanimously voted to table the acceptance of bids on the construction
of facilities on the Commission's Waddill Wildlife Management Area
until the next Commission meeting. Mr. Fairchild Abstained from
voting. Those in favor of tabling the action were Mr. Guidry,
Mr. Kyle, Mr. Wright and Mr. Thompson. The motion carried and
was passed.
Mr. Herring then told the Commission the Louisiana Division
of Administration advertised for bids for the construction
of camping, facilities on .the Saline wildlife Management Area.
Only one bid was received which was submitted by Mr. Edgar
Willedms of Alexandria, Louisiana, in the amount of $40,879.00.
Mr. Herring said the bid received is in line with the estimated
cost of the project and the concern is a reputable one; therefore,
he recommended the Commission's approval on the issuance of a
contract to this concern,
Mr. Fairchild explained that this camping facility is
urgently needed. He cited an example as on the Fourth of

July there was a large crowd of people In this area, so much
so that many of them could not park their cars. Mr. Fairchild
recommended the Commission acceptance of this bid stating that
if this bid is not accepted, when the hunting season begins
the sportsmen will not have camping facilities.
On motion of Mr. Fairchild, seconded by Mr. Norris, the -
following resolution was unanimously adopted t
WHEREAS, camping facilities in the State of Louisiana are
urgently needed as this type of recreation is rapidly becoming
most popular among the sportsmen, and
WHEREAS, the Louisiana Division of Administration has
advertised for bids for the construction of camping facilities
on the Saline wildlife Management Area.
THEREFORE, BE IT RESOLVED that the Louisiana Wild Life and
Fisheries Commission does hereby approve the issuance of a
contract to the low bidder, Mr. Edgar Williams, of Alexandria,

amount of $18,794,23. Mr. Herring explained that J. B. Ewing,
and Son is a reputable concern and their bid was in line with
the estimated cost, therefore, he recommended the Commission* s

On motion of Mr. Wright, seconded by Mr. Thompson, the-following resolution was unanimously adopted$
WHEREAS, the Louisiana Department of Public works did

Mr. Herring explained that the Northeast Louisiana
Coon Hunters Association has again this year requested to hold
a licensed hunt on the Russell Sage Wildlife Management Area.
Mr. Herring said the hunt held last year which was on an

experimental basis, was very successful and recommended a licensed
coon hunt to be held this year and to be considered on the season schedule,
Mr, Herring then recommended the Commission's ratification
of the issuance of a contract to Louisiana Paving Company, Inc, of .
Huston, Louisiana, the low bid received in the amount of $17,511.62
for the construction of.a boat launching ramp and parking area on
Bayou Dorcheat, Mr, Herring explained that at the last regular
monthly Bohrd meeting held on June 21, 1968 in Alexandria, Louisiana,
the Commission, authorized the Director to accept the low bid
received with the provision that the Director's action would be
ratified at the next meeting. The reason for expediting this
matter was so that the contract could be issued before the end
of the fiscal year which ended June 30, 1968.
On motion of Mr. Thompson, seconded by Mr. Norris, the following resolution was unanimously adopted:

did open bids on Tuesday, June 25, 1968 for the construction of
a boat launching ramp on Bayou Dorcheat, with funds being appropriated
from the fiscal year budget ending June 30, 1968.
THEREFORE, BE IT RESOLVED by the Louisiana Wild Life and
Fisheries Commission that the action taken by the Director in
the issuance of a contract to the low bidder, Louisiana Paying
Coropany, Inc, of Ruston, Louisiana for the construction of a
' boat launching ramp on Bayou Dorcheat, Webster Parish, Louisiana,
is hereby approved and ratified. Said contract was in the amount
of $17* 511,62, with authorization being granted to the Director,
Dr, Leslie L, Glasgow, to sign same in behalf of the Louisiana
Tfild Life and Fisheries Commission on June 21, 1968;
Mr. Herring continued by telling the Commission of the
construction of the road bn the Spring Bayou Wildlife Management
Area, Avoyelles Parish, Louisiana. He said the road will lead to
the headquarters site and camping area. The Louisiana Department
of Highways had originally estimated the cost of the construction
to be $72,900.85; however, they have now refigured the project
and have estimated to the cost to be $119,208.37 for which the
Highway Department will open bids on same on July 24, 1968.
Mr. Herring recommended Commission approval for the Director to
accept the bid and estimated cost, provided the same is acceptable . with the Louisiana Division of Administration and funds will be
provided. He said further that the action taken on this matter
can then be ratified at the next monthly Commission meeting.
On motion of Mr. Wright, seconded by Mr. Kyle, the following
resolution was unanimously adopted:
WHEREAS, the Louisiana Wild Life and Fisheries Commission is
very desirous of having a road constructed leading to the headquarters
site and camping area on the Spring Bayou wildlife Management

L. Glasgow, to review and accept the bids to be tabulated on July 24,
1968, by the Louisiana Department of Highways. Authorization is
hereby granted provided the low bid received is by a reputable;
concern, that the bid is in line with the estimated, cost of the
project and that the Louisiana Division of Administration concurs
with the Director's decision by approving the expenditure of funds
for the construction of approximately 3.595 miles of road on the
Spring Bayou wildlife Management Area to the Headquarters site
and canping area, Avoyelles Parish, Louisiana.
BE IT FURTHER RESOLVED that the action taken by the Director
in signing the issuance of said contract shall be ratified by the.
Louisiana Wild Life and Fisheries Commission at its next regular public monthly meeting.
Mr. Herring then explained the biological recommendations for
the 1968-69 hunting seasons and bag limits for resident game.
The Commission unanimously voted in favor of accepting the
recommendations as made by the Commission's biologists for the
coming season.

Daily Permits: When daily permits are required they may be
obtained at the permit stations located on or near the wildlife
management areas*
Season Permits: The basic resident hunting license will serve
as a season permit on wildlife management areas during the 1968-69
season. No season permit required of persons under 16 or over 60
years of age or non residents.

All deer killed on wildlife management areas where dai ly permits
are required must be checked out at a deer weighing station.
Permanent duck blinds, construction of tree stands and the use of
tree climbing spurs prohibited. All lands within the boundaries
of wildlife management areas will have the same season and regulations
as the management area. Ho firearms permitted on wildlife
management areas during closed season.
