CRENSHAW/LAX TO GREEN LINE TIE-IN PLAN

Green Line service between Hawthorne Station and Redondo Beach Station will be suspended between January 26, 2018 and April 7, 2018 to accommodate tie-in construction work necessary to connect the Crenshaw/LAX transit project infrastructure with the Green Line. During this period, free bus shuttle service will be provided to maintain transit service to all Green Line stations west of Hawthorne Station, including Aviation, Mariposa, El Segundo, Douglas, and Redondo Beach Stations (see Attachment A). A comprehensive public outreach and communications plan is being implemented to ensure customers are informed of the construction activity, and supported through the service interruption.

DISCUSSION

Construction work continues on the Crenshaw/LAX transit project. As part of this effort, the Crenshaw/LAX infrastructure must be connected to and integrated with the Green Line west of the Green Line Aviation Station. Segundo Stations, encompassing Aviation and Mariposa Stations must be powered down and isolated, eliminating train movement through the area.

During the tie-in period, regular Green Line service will continue to be provided between Norwalk Station to the east and Hawthorne Station to the west. Since the Green Line yard (Division 22) is located between Douglas and Redondo Beach Stations, west of the construction zone, it will not be accessible during construction, isolating the rail cars from their regular maintenance and storage facility. Therefore, regular servicing and maintenance as well as overnight storage of the Green Line cars will be temporarily located at the Norwalk Station. Security will be provided at the temporary maintenance and storage facility; the rail to bus shuttle transfer location at Hawthorne Station; and the closed stations to ensure the safety of customers and employees, and to prevent vandalism of vehicles and facilities.

Service between Hawthorne and Redondo Beach Stations will be provided with buses that will meet every Green Line train (see Attachment 8). Buses will connect with trains every 6 minutes during the weekday peak period and 15 minutes during midday and weekends at Hawthorne Station and serve all closed Green Line stations to and from Redondo Beach Station.

Communications to our customers will be critical to the smooth transition between rail and bus service. A four phased approach to outreach has been developed, including:

Phase 1: Communications Leading up to Public Announcement (Nov 27 - Dec 18, 2017)

• Brief and coordinate with internal project working groups and external stakeholdersand Service Councils

• Create and print marketing materials, including but not limited to website advisories,maps, take-ones and on-board postings

• Create wayfinding signage and bus stop signage for Green Line bus service

• Develop key messages and content for internal use, talking points, marketingmaterials, media messaging, etc.

• Create a digital media strategy and content for The Source, El Pasajero, and Metro'sdirect social media channels, and place media buy targeting those who may beimpacted by station closures

Phase 2: Communications from the Public Announcement to the Closure Date (Dec 18, 2017 -Jan 26, 2018

• The key messages in this phase will be related to the "what", ''where", ''when", "why",and "how" of the closure

• Continue outreach to stakeholders in the surrounding area, including electedofficials, South Bay and Gateway Cities Councils of Government, Los Angeles WorldAirports, and other stakeholders as needed

• Install bus stop and wayfinding signage, and on-board closure postings

• Issue closure information through news releases and media advisories, articles onThe Source and El Pasajero, and alerts on Metro's social media channels

• Distribute take ones on all Metro rail lines and mailers within the station areas

• Distribute flyers to customers at Green Line stations, parking lots, and throughoutthe immediate neighborhoods through door-to-door distribution

• Hold a press conference on Monday, Jan 22 to remind the public about the closureand maintenance of service through buses

Phase 3: Communications during the Closure (Jan 26-Apr 7, 2018)

• The key messages for this phase will be related to the specific station closures and

maintaining transit service through the bus shuttle

• Provide customer support by having customer service representatives helping

customers navigate at three of the most heavily impacted closed stations for the first

two weeks

• Provide project updates and construction mitigation via media and Metro's social

media channels

• Respond to public inquiries through a hotline phone number and email

• Hold a media availability on January 26 to answer questions from the media

Phase 4: Post Closure (Apr 7 - May 7, 2018)

• The key messages in this phase will include the benefits of the new Crenshaw/LAX

Transit Project, successful completion of the tie-in, and the significant milestone

Metro has reached for the Crenshaw/LAX Transit Project

• Thank you to customers for their patience

In addition, the Metro Parking Management Pilot Program (Pilot Program) implementation is ongoing, and the date for the Green Line station implementation

phase was initially established for January 2018. Stations included for the Pilot Program along Green Line included Aviation, Norwalk, Lakewood and Crenshaw stations. To further reduce confusion and inconvenience to customers, staff is recommending delaying the implementation of the Pilot Program until May 2018, after the tie-in project has been completed.
