•Between 2010 and the end of 2013, the number of individuals in the United States struggling with homelessness fell by 6%, according to the Department of Housing and Urban Development. Despite this figure, the homeless population in Los Angeles County rose 15% from 2011 to 2013, a rise bested only by that in New York City. The Los Angeles Homeless Services Authority proposed an even higher number. Together, New York City and Los Angeles County account for about 20% of all individuals facing homelessness in the United States. Many people blame this number on the high cost of housing in these two places. An increasing number of families, in addition to individuals, have entered into the cycle of homelessness.

•At the same time, reports have shown sharp reductions in homelessness among certain groups, such as veterans and those who have been without a home for more than a year. The Obama administration made a pledge to end homelessness among veterans and people facing chronic homelessness by 2016. To accomplish this feat, the administration needs to turn toward the nation’s centers of homelessness and implement creative, effective programming. A recent 5% reduction in federal funds for homeless programs, however, jeopardizes the ability to make a real impact.
