Евгений Понужаев, особенность за-ключалась в том, что вся документа-ция была в английских дюймах. Спе-циалистам пришлось переводить все в российскую метрическую систему и разрабатывать новые чертежи. Не меньше трудностей вызвала и операция по транспортировке новых 20-метровых мачт.

Перед установкой мачт, отдавая дань давней морской традиции, под их основания рабочие заложили монеты: российские рубли и бри-танские фунты. Моряки считают, что эта добрая примета принесет удачу легендарному крейсеру.

Уэнлок В XIX веке барон Пьер де Кубертен был приглашен в деревню Мач Уэн-лок на традиционные игры, которые устраивались по образу и подобию Олимпийских игр Древней Греции. Де Кубертен был так впечатлен Уэн-локскими играми, что это подвигло его на создание Олимпийского движения.В то же время Уэнлокские Олимпий-ские игры по-прежнему ежегодно проводятся в июле, собирая спор-тсменов со всей Британии.

МандевилльБольница Стоук Мандевил-ля в Букингемшире широ-ко известна как родина Паралимпийского дви-жения и на сегодняшний день продолжает активно участвовать в подготовке паралимпийцев. Профес-сор Гуттман, позднее – сэр профессор Гуттман, впервые начал использовать спорт как элемент реабилитации при лечении ветеранов Второй миро-вой войны, получивших травму позвоночника. 29 июля 1948 он организовал соревнования между 16 пациентами клиники обоих полов прямо на лужайке больницы Стоук Мандевилля, что совпало с датой церемонии от-крытия Олимпийских игр 1948 года в Лондоне.

Британский автосалон, который должен был пройти летом 2012 года, отменен в связи с низким интересом к нему автопроизводителей. Об этом сообщили организаторы шоу – Общество производителей и продавцов автомобилей Великобритании (SMMT).

По словам руководителя Общества Пола Эверитта, в последние годы автосалоны все меньше влияют на выбор потребителя при покупке автомобиля. Вместе с тем, теряют интерес к подобным мероприятиям и автопроизводители. В кризисное время они предпочи-тают вкладывать деньги в другие направления, которые эффективнее влияют на решение людей приобрести конкретную машину.

По итогам сентября 2010 года британский авторынок занял первое место в Европе: на нем было реализова-но 335,2 тыс. машин. При этом спрос на автомобили уменьшился на 8,9% по сравнению с аналогичным периодом прошлого года.

Пока вся Великобритания затя-гивает пояса, сокращает расходы и всячески борется с дефицитом бюджета, траты британского обо-ронного ведомства продолжают расти.

Военные расходы Великобритании с начала 2010 года превысили запланиро-ванный показатель на £3,3 млрд. Об этом сообщила Национальная счетная палата Соединенного Королевства. Как удалось выяснить Счетной палате, наиболее суще-ственное несоответствие наблюдалось в расходах Королевских военно-воздушных сил, чьи затраты на покупку 16 многоце-левых истребителей Typhoon превысили запланированные на £2,7 млрд. Кроме того, серьезные превышения наблюдаются

по статьям расходов на закупку новых авианосцев для военно-морских сил. Здесь превышение бюджета достигло £650 млн., а их общая стоимость – £5,4 млрд. фунтов.

Комментируя проведенный анализ, в Счетной палате назвали расходы обо-ронного ведомства «черной дырой» для налогоплательщиков, которым приходится платить больше, чем изначально планиро-валось. «для вооруженных сил это значит то, что они получают не столько оборудо-вания и не в те сроки, в которые должны были», – отметили в организации.

В ближайшем будущем в Лондоне состоится заседание по пересмотру рас-ходов на военные нужды, в ходе которого эксперты ожидают от Министерства фи-нансов давления на оборонное ведом-ство с целью сократить данную статью в бюджете страны на 10% в период с 2011 года по 2015 год. Однако несмотря на то, что официальных решений по данному вопросу еще не принято, ближайший со-юзник Великобритании – СШа – уже начал высказывать сомнения в связи с «опасно-стями», которые сулит сокращение затрат на оборону страны.

Россия готова к диалогу с Великобританией об упрощении визового режима между двумя странами. Об этом заявил глава МИД РФ Сергей Лавров по итогам переговоров со своим британским коллегой Уильямом Хейгом.

Вариантов не так много, но они есть. Есть и сред-ства, и люди для их реализации. Необходимо учиты-вать, что за время правления Лужкова Московская власть интегрировала многие бизнесы, которые с радостью приняли правила игры и деформацию рынка как в пользу чиновников, так и в свою лич-ную. Смена власти грозит им гигантскими убытками. Честной рыночной конкуренции они боятся как черт ладана. Таких компаний множество. и у их хозяев существует достаточный финансовый ресурс для по-пыток защитить себя.

Есть и существенный людской ресурс. и речь как о строительных компаниях, так и рынках, которые являются нанимателями десятков тысяч человек с очень непрозрачной ситуацией с гражданством и регистрацией, но которые подчинены жесткой дисциплине диаспор и зависят от благосклонности властей. За свое счастливое будущее эти люди могут и побороться, а использовать их довольно просто.

Надеюсь, что в ближайшем окружении Лужкова безумцев, подстрекающих к акциям неповинове-ния, немного, и их голос не станет определяющим. Власти необходимо учитывать существование такой угрозы.

Политический авторитет Лужкова могут попытать-ся использовать себе во благо и оппозиционные партии. из реальных игроков – КПРФ. Вплоть до попыток выдвижения в кандидаты в президенты, но без ресурса ТВ и с обилием припасенных разобла-чительных историй активности мэра, да еще и учи-тывая возраст ЮМ, такой вариант, - скорее, угроза, чем реальный план.

Любые попытки ЮМЛ педалировать тему свое-го отрешения и вопросы в воздух «за что?» могут привести к резкому обострению ситуации, когда материалы ТВ-передач сменят уголовные дела. Оче-видно, что пострадают не только чета Лужковых, но и все высокопоставленные московские начальники, чего они допустить не хотят, обговаривая условия тихой капитуляции.

де-факто президент Медведев проявил милосер-дие, не объясняя в деталях причины своего реше-ния, хотя, уверен, что они гораздо глубже и систем-нее, чем указанные мэром в своем письме.

На обострение ситуации может повлиять вы-движение кандидатуры на должность нового мэра. Очевидно, что если будет предложен выходец из Питера без широкой московской известности, то это не может не быть использовано как информацион-ный повод для начала истерии и попыток раскачать ситуацию. Судьба Мосгордумы в этом случае не столь важна, но вот серьезные акции массового не-повиновения от представителей диаспор могут пред-ставлять угрозу стабильности ситуации в Москве и вызвать далеко идущие последствия, так как могут перерасти в столкновения на этнической почве, что должно беспощадно пресекаться.

Власти предстоит сделать ряд серьезных шагов по назначению нового мэра и передаче всей власти в его руки. Необходимо будет проявить волю и му-дрость. Решение будет принято в кратчайшие сроки, так как есть и фактор времени. Мэр отвечает и за подготовку города к зиме, которая совсем близко. Необходимо уже в ближайшие дни заниматься хозяйственными вопросами, так как провал в под-готовке к зиме может нивелировать все политиче-ские плюсы от отрешения Лужкова и создать новые социальные проблемы, играющие в нашей стране, подчас, наиважнейшую политическую роль.

Маргарет Тэтчер – пер-вая и единственная женщина, занимавшая пост премьер-министра Великобритании. Она никогда не боялась непопулярных мер и любила повторять «Не здавайтесь без боя!». Сегодня Тэтчер редко появляется на публи-ке, хотя по-прежнему остается членом Па-латы лордов. На днях Железной леди испол-нилось 85 лет.

В конце 70-х ей досталась страна с с 17%-ной инфляцией, бюджетным дефицитом и с огромным влиянием профсоюзов. Однако забастовки Тэтчер не пугали. Не волновала ее и гибель ирландских террористов, объявлявших голодовки в тюрьмах.

Она решительно подавила мя-тежи, справилась с профсоюзами, приватизировала государственные компании, снизила налоги. Таких радикальных реформ консерватив-ная Британия не ожидала.

По сути, Тэтчер действовала как либерал-демократ. При этом рейтинг реформатора в стране был низкий, консерваторы должны были проиграть выборы, но их спасла война с Аргентиной за Фолкленд-ские острова. Эту войну называли

После 11 лет у власти иметь дело с Маргарет Тэтчер отказались со-ратники по партии. Они вынудили ее покинуть Даунинг-стрит, то есть уйти в отставку. В этот момент люди впервые увидели слезы на глазах сильной женщины.

Британский художник-граффитист Банкси, из-вестный на весь мир не только своими произведе-ниями, но и тщательным сокрытием своей личности, принял участие в создании еще более известного аме-риканского мультсериала «Симпсоны».

Создатели сериала в прошлом при-глашали некоторых известных британцев (в том числе Тони Блэра) к работе над своими произведениями, но никогда в этом процессе не участвовал ни один независимый художник.По словам самого Банкси, его участие в составлении раска-дровки привело к проволочкам в выпуске новой серии: далеко не все были согласны с его идеями, а аниматоры даже грозили забастовкой.

Эту серию в США показали в вос-кресенье. В ней чуть ли не весь городок Спрингфилд, в котором происходят события «Симпсонов», исчерчен узнава-емой подписью Банкси. А Барт Симпсон занимается тем, что исписывает мелом

стены своего класса фразой: «Я не должен исписывать стены». Ukraine seeks revision of Russian gas contract

Improved ties between Ukraine and Russia means there is little chance of a natural gas emergency in Europe this winter. Most of Russia’s gas for Europe runs through Ukraine’s gas transit system. Kiev brokered a gas deal with Gazprom earlier this year in exchange for an extended lease for the Russian Black Sea fleet in Crimea. But Ukrainian Prime Minister Mykola Azarov said he aims to discuss a revision to the country’s natural-gas contract with Russia when he meets with his counterpart Vladimir Putin on Oct. 27, saying the agreement that the previous government signed with the Russian counterparts is unfair.

Sergei Sobyanin deputy prime minister and a top manager of the ruling United Russia party and “will ensure close cooperation between Moscow’s administration and the federal authorities and strengthen the party’s positions in the capital”, a senior Kremlin official has said.

«Sobyanin is an excellent political strategist, and he will strengthen positions of the party (United Russia) in Moscow,» said Vladislav Surkov, First Deputy Chief of Staff of the President of the Russian Federation.

Medvedev sacked long-serving mayor Yury Luzhkov citing a «loss of trust.» State media had previously accused him and his businesswoman wife of massive corruption.

Analysts say there is little doubt that the Moscow Duma will approve 52-year-old Sobyanin, who was head of the presidential administration under first Putin and then Medvedev from 2005-2008 and ran Medvedev’s

presidential election campaign in 2008.

Sobyanin is an experienced international player. Most recently he co-chaired the fifth Russia-Singapore Business Forum with Singapore’s Senior Minister Goh Chok Tong and signed bilateral agreements.

Born on June 21, 1958, in what is now the Khanty-Mansiisk region of Russia, Sobyanin started work in the Chelyabinsk tube and pipe mill in 1975, and went on to graduate in 1980 from the Kostroma Technology Institute. He worked for the Komsomol in the early 1980s before returning to Khanty-Mansiisk in 1984 and holding various government and party jobs until 1990.

After a brief spell as presidential envoy to the Urals Federal District, Sobyanin served as governor of the oil-rich Tyumen Region from 2001 to 2005.

Despite clear forewarning that Russia would not yield on its constitutional obligation to deny extradition of Duma Deputy Andre Lugovoi, Brit-ish foreign Secretary william hague insisted during his three day visit to Moscow last week that Mr. Lugovoi should be tried in a British court on charges of murdering Alexan-der Litvinenko

Litvinenko is the former KGB agent who later joined the payroll of self-exiled tycoon Boris Berezovsky and participated in anti-Putin activities after seeking asylum in London. Lugovoi is another former KGB agent who also worked at one time for Berezovsky. Litvinenko died in London in 2006 from radiation poisoning caused by a fatal dose of Polonium-210 allegedly administered by Lugovoi in a pot of tea in the Pine Bar of the Millenium Hotel.

Edward Jay Epstein, the American investigative reporter who is the only western journalist to have sight of the documents submitted by Britain in support of their extradition request, says the evidence is flimsy, lacking amongst other things a motive and an autopsy report.

There are other disturbing questions about the case. If Litvinenko was poisoned on the afternoon of November 1st 2006 as the British Crown Prosecution Service alleges, then where did the Polonium come

from that contaminated a lap dancing cubicle in the Hey Joey Mayfair nightclub where Litvinenko enjoyed himself a few nights earlier?

Epstein wrote, “After considering all the evidence, my hypothesis is that Litvinenko came in contact with a polonium-210 smuggling operation and was, either wittingly or unwittingly, exposed to it. His past murky operations, whatever their purpose, involved his seeking contacts in one of the most lawless areas in the former Soviet Union, the Pankisi

Gorge, which had become a center for arms smuggling. He had also dealt with people accused of everything from money laundering to trafficking in nuclear components. These activities may have brought him, or his associates, in contact with a sample of polonium-210, which then, either by accident or by design, contaminated or killed him”.

The abrupt 2007 winding up of the case by the British Crown Prosecution allowed the British to stonewall Russian investigators requests to interview people connected to the case in London, claim the so-called murder solved and blame the lack of justice on Russian intransigence.

If Litvinenko had a shadowy connection with Britain’s security services as has been alleged, then they would not want William Hague find a solution to Russia’s offer to try Lugovoi in Russia and which he himself has agreed to.

As one well seasoned British observer told me this week, “They will keep playing this tune until a more important stake appears”.

Eugene Kasevin is the man who brought Victory Day (9th of May) celebrations to London and founded the Kifir Finance and Investments Market Players Club in Moscow is urbane, cosmopolitan and rapidly makes himself at home wherever in the world he finds himself.

Born in Simferopol in the Crimea in 1970 he qualified as a teacher of music and came to England when he was 21 to promote the Russian composer, Alemdar Karamanov. “It was successful. Decca released recordings of Karamanov’s works played by the Deutsche Symphony Orchestra conducted by Vladimir Ashkanazi”, Eugene recalls over breakfast in the Heeltap wine bar near London Bridge..

He took a break from London to do his military service in Russia from 1989-91 as an officer in the Presidential Honor Guard in Moscow.

Returning to the UK in 1998 from a stint consulting in Kazakhstan, he took up recruitment consultancy and in 2004 with old friend Barry Martin (see London Info No 1 of 15 October), he opened Russia House Associates and continued head hunting, specializing in the financial sector.

In 2007 Eugene launched what is one of his major achievements to date: The celebration of Victory Day, which is a national holiday in Russia commemorating the allies triumph over the Nazis in the Second World War. “I focused on HMS Belfast, the most visible symbol in Britain of the Arctic convoys which sailed to the arctic ports of Murmansk and Arkhangelsk carrying war material. The Belfast is the last surviving destroyer that escorted these convoys through appalling

conditions and heavy attack, “ Eugene says.“I was able to involve members of the British

Royal family in particular the Duke of Kent and Prince Michael of Kent. The Victory Day in London celebrations on HMS Belfast are now an annual event thanks to the support of the Petropavlovsk company and its chairman Peter Hambro, who has become a personal friend and VTB Capital. Every year we invite British veterans of the Arctic Convoys and bring to London some Russian veterans from Arkhangelsk. This year we received a congratulatory message from the Queen and the Russian Ambassador presented medals to the British veterans.”

In 2008 Eugene decided to return to Russia “to experience the post-Yeltsin dynamism of the new Russia.” He already had developed the idea of KIFIR, the Finance and Market Players Club and launched it in Moscow’s Tinkoff brew pub opposite the British Embassy on 25th November 2008.

A monthly networking meeting was suspended in the summer because of the smog and fires enveloping Moscow but Eugene is now gearing up to resume the sessions this winter with an avid following of business and financial students among the 800 members representing some 500 companies.

Leading Russian mining and steel company Mechel has reported that Sberbank has opened a credit line for its Chelyabinsk Metallurgical Plant unit.

Sberbank has opened a credit line totalling 15bn roubles ($490m) for Mechel’s subsidiary CMP. The credit facilities provided will have a 5-year maturity and a 3-year grace period and will be used to refinance the short-term debt.

Stanislav Ploshchenko, Mechel’s Chief Financial Officer, commented on the event: «We achieved a significant improvement in the maturity profile of our debt in September 2010 when we had placed 10bn roubles of 5-year bonds in two tranches and refinanced $2bn of the syndicated

credit facility with international banks. We are not stopping there. The support we receive from Sberbank -- our longstanding partner -- helps us in achieving that goal. With the new credit line we will optimize the structure of our debt portfolio further, which will help us to continue working on our main task -- financing the growth of our business.»

This summer Prime Minister Vladimir Putin made a rare public apology for rebuking the company over prices in 2008.

Putin said he regretted his criticism of Mechel, at a meeting with metals oligarchs in Chelyabinsk that was broadcast on national television. His original criticism contributed to Mechel’s share price falling more than 20 per cent in the space of a day and wiping $6bn off the value of the company.

IRC Listing delayed a weekHong Kong stock exchange listing by Petropavlovsk Plc’s iron ore unit IRC Ltd. has been delayed by a week after Petropavlovsk said last week that demand for the initial public offering had failed to meet its “highest expectations.”

The final allocation of shares will be completed by Oct. 20, according to the offer terms. IRC, with iron ore projects in Russia close to the border with China, already cut the size of the IPO by more than half, according to a sales document sent to investors on Oct. 8. Bank of America Corp.’s Merrill Lynch unit, UBS AG and Bank of China International Holdings Ltd. are managing the offer.

Zanadvorov consolidates control over Seventh ContinentAlexander Zanadvorov has consolidated his control of Sedmoi Kontinent (Seventh Continent), one of Russia’s biggest grocery store chains after his Bashnya 200 company bought the 21.3% stake of the Vladimir Gruzdev’s family foundation.

Bashnya 200 now owns 96.11 of the upmarket grocery chain. Gruzdev, the second wealthiest member of the Russian state Duma, founded Sedmoi Kontinent along with Zanadvorov in 1994. Natalya Chernyak, manager of the fund, said that a deal to sell their stake to Bashnya 200 company for about $400 million was struck at the start of October. Zanadvorov is financing the deal with a line of credit from VTB and is now obligated to make a buyout proposal to the minority shareholders.

VTB set to acquire TransCreditBankBy year end, VTB plans to acquire the majority stake of TransCreditBank from Russian Railways and other minority shareholders.

The acquisition includes TransCreditBank and all of its subsidiary businesses, including leasing, factoring and investment businesses VTB said in a statement. The Supervisory Board has set the purchase price equal to the ratio of no more than 2.2 of TransCreditBank’s adjusted tier-one capital by the end of 2010. VTB Group President and Chairman of the Management Board, Andrei Kostin says the move fits in with the strategic plans of Russia’s second largest bank as well as the existing majority stakeholder.

Addressing a Delovaya Rossiya business lobby meeting he said, «The investment climate improvement is a two-way street and not everything depends on the government, though it undoubtedly plays an important role. It sets rules of the game but it is businessmen, the business community who form a favourable atmosphere for its activities.»

He said that Russian companies must stringently adhere to laws.

«Not because they can be caught red-handed but because to deceive consumers, employees, not to pay taxes are indecent,» he said.

Companies must improve their own

standards and social programs, Putin said.

«Only in this case will the government be able to continue its policy of reducing bureaucratic obstacles, including in taxation,» he said.

The Prime Minister supported a proposal to rate Russian regions by their business climate.

The meeting focused on how to improve the climate for business development in the country. Russia was ranked 120 out of 183 countries by Doingbusiness.org in its 2010 index of national business environments.

Members of Delovaya Rossia who attended the meeting said they had won government backing for two proposals: the creation of a rating system for the investment climate in individual regions and a public-private center for the battle against corruption and corporate raiders.

The best places to do business in Russia include the Ulyanovsk, Kaluga and Yaroslavl regions, thanks to carefully prepared infrastructure and business parks, and governors who are prepared to get personally involved in attracting investors.

China’s request to double planned Russian oil deliveries through the new newly completed branch of the East Siberian Pacific Ocean (ESPO) pipeline won’t be met anytime soon because of the need to develop deposits and feeder links, OAO Transneft has said.

“It is not that simple,” said Nikolai Tokarev, head of Transneft, Russia’s state-run pipeline operator. “You have to find resources for this oil and provide for technically pumping this oil.”

State-run OAO Rosneft, Russia’s largest crude producer, and Transneft will deliver Russia’s first commercial oil by pipeline to China under a contract for 15 million metric tons a year, starting Jan. 1, 2011.

Russia will fill supply roughly 600,000 tons of technical oil from November. China has asked for 30 million tons of oil a year, which is technically possible, although “so far just a wish.”

The development of new resources for eastern markets has lagged behind schedule. “Licenses that companies have already received need a lot of money to develop and oil companies have strained resources now, especially with regards to the state’s tax regime,” Valery Nesterov, an oil and gas analyst at Troika Dialog in Moscow has been quoted as saying.

China Development Bank agreed last year to provide a $25 billion loan to Transneft and Rosneft, which has helped finance the construction of the Asia pipeline and the development of Rosneft’s Vankor deposit.

Rosneft has delayed an investment decision on the remote Yurubcheno-Takhomskogo deposit, one of the eastern Siberia fields that the pipeline aims to unlock, until the state offers more visibility on the size and duration of tax breaks.

Meanwhile PetroChina Co Ltd has fully completed an upgrade at its unit refinery Liaoyang, the main processor of Russian oil through ESPO.

CNPC said the 200,000 barrel per day Liaoyang plant in northeast China Liaoning province added in late September a 1 million tonne per year hydrocracker and a 30,000 tonnes per year sulphur recovery unit.

BP signs Azeri gas dealIn his first deal since taking over the leadership of BP, CEO Bob Dudley has agreed his first deal which cements the British company’s leading position in energy-rich Azerbaijan.

BP joins state-owned Socar to explore and develop the Shafaq-Asiman deep-water structure, 125 km southeast of Baku. Socar says the field could hold 300bn-0.5 trillion cubic metres (cm) of natural gas. BP says its knowledge of the basin suggests the structure would hold gas, not oil.

The deal followed a heads of agreement forged in July, and its signing further strengthens BP’s presence in the country: it holds a 25.5% stake in the huge, 1 trillion cm Shah Deniz gasfield; and operates the AIOC venture.

rosneft to explore Abkhazia shelfTo protests from Georgia, Russia’s Rosneft has started preparatory work on exploring the Black Sea shelf of Abkhazia.

«Currently, work is under way to allocate territories for the operation and delivery equipment. So far, work is planned between Gudauta and Novy Afon. They are now hiring vessels in the places where they will work,» Abkhazia’s President Sergei Bagapsh said in an interview with Kommersant. According to Bagapsh, seismic studies during the Soviet period showed that oil was largely concentrated in the Gudauta depression, between the Abkhaz capital of Sukhumi and Gagry resort. All Black Sea littoral states are exploring the shelf.

Exxon seeks doubling of costs for sakhalin 1

Exxon Neftegas, the operator of the Sakhalin-1 oil and gas project, has proposed that the Russian government double the project’s capital and operating costs to $47.9 billion and $52.2 billion respectively, effectively doubling 2005 estimates. The updated development and extraction project presented by Exxon also stipulates delays in the development of the oil fields. The project proposes shifting the Odoptu and Arkutun-Dagi deposit development deadlines for two years and the Chaivo field second stage for four years. If approved the revisions could make Sakhalin-1 the most expensive project in the Russian oil sector.

American farmers could bring technology and invaluable

The Vankor oil & gas field is the biggest field to have been discovered

and brought into production in Russia in the last 25 years. It is located in the northern part of Eastern Siberia, in Turukhansky District of Krasnoyarsk Territory, 142

km from the town of Igarka. The area of the field is 447 square km. Reserves are estimated at over 3.8

bln barrels (524 mln tonnes). Target

for annual production is 510,000 barrels per day, or 25.5m tonnes of

oil per year.

Russia is poised to increase taxes on crude oil exports by as much as 9.6% from November 1, while mulling a tax break for Rosneft on its Vankor Arctic field.

Bloomberg has calculated that the standard tax rate is likely to rise to $288.90 a metric ton to $292.20 a ton from $266.50 a ton ($36.36 a barrel) in October, based on Finance Ministry data. The discounted rate on oil pumped via Russia’s East Siberian-Pacific Ocean pipeline to Asia may jump to $97.60 a ton to $99.90 a ton from $82.10 a ton.

Russia sets the duty based on the average Urals price from the 15th day of each month to the 14th day of the next. The export tax on light oil products may rise to $206.90 to $209.20 a ton from $191.80. The duty on heavy products may increase to $111.50 to $112.70 a ton from $103.30.

Meanwhile the government is mulling an

extension of tax breaks for state-run Rosneft at it’s Vankor field, the country’s largest new oil development, which could save the company $4 billion a year.

The Finance Ministry is reviewing a request from Deputy Prime Minister Igor Sechin, who is Rosneft’s chairman, to prolong the reduced tax rates at Vankor beyond this year after costs rose.

“Right now we are concentrating on Vankor because there is a proposal on Vankor in particular to extend breaks for a little bit longer,” Finance Minister Alexei Kudrin told reporters.

The world’s attention was focussed by visiting Governor of California, Arnold Schwarzenegger. “Here is a great opportunity for all of us”, the ex-Hollywood actor said at a forum in Skolkovo. Medvedev has pushed the planned high-tech hub in Skolkovo and earlier this summer travelled to the United States for talks with his counterpart Barack Obama and California was the first stop.

Schwarzenegger praised Russia as a land of opportunities. “I think we could really create a great boom in (the high-tech) industry here”, he said, adding, “I love places with extraordinary potential, and in Russia the potential for growth is so extraordinary”, Schwarzenegger said. “You look at it and say ‘Oh my God!’ it’s like a diamond or gold mine”. Also last week, President Medvedev said at the first meeting of the Skolkovo Scientific Council that the project represents a special partnership between the government, business and science. Medvedev said that a series of decisions, designed to ensure that this project acts as a pilot one and, eventually, a model, have been prepared.

President Medvedev welcomed the preliminary results of the Skolkovo Fund, a non-profit organisation designed to run the Skolkovo innovation centre.

The Council is an expert body composed of scientists from Russia,

USA and Germany. The board’s co-chairs are Nobel laureate in physics Zhores Alferov (Russia) and Nobel laureate in chemistry Roger David Kornberg (USA).

The Russian government has earmarked $85 billion for the Skolkovo innovation and development project over the next three years, according to the President of the Skolkovo Foundation Viktor Vekselberg as he addressed the first meeting of the Council in Moscow, raising figures earlier reported in the media.

Vice-President of the Skolkovo Fund Oleg Alexeyev said five guidelines for the centre’s research will likely comprise energy efficiency, high technologies, telecommunications, biometric and nuclear technologies.

He said 12 thousand jobs will be created in the innovation center which will cover a territory of 375 hectares outside Moscow.

Kudrin forecasts steady growth for RussiaBasking in the accolade of eu-romoney magazine’s Best Fi-nance minister in 2010, Russia’s Finance minister Alexei Kudrin is forecasting steady economic growth of 4% for this year and each of the next two years. He also vowed to rein in infla-tion to 5.5 percent by the end of 2013. He made the remarks at a moscow business conference where he advertised Russia as an «island of stability» for foreign investment.

The 4 percent growth figure is consistent with conservative predictions before the summer’s devastating droughts and fires,

which wiped out at least one-fifth of crops. Russia banned grain exports and prices soared. Economic officials estimated growth would by dented by 0.8 percentage points. He also vowed inflation would not exceed 8 percent by year-end, the lowest in years.

Russia needs oil prices above $60 per barrel in 2011 to ensure stable growth, although the country’s economy is less vulnerable than those of developed markets, Kudrin has said. That’s 21 percent less than this year’s average price. The Urals blend, Russia’s benchmark for oil exports, has risen 7.3 percent to $82.31 per barrel this year. It averaged $76.08

during the period and dropped to a low of $67.31 on May 25, according to data compiled by Bloomberg.

Kudrin, while in Washington recently for the annual International Monetary Fund and World

Bank meetings, said both Russia and emerging markets now have a better economic outlook than developed nations.

«Russia is less vulnerable than other countries,» Kudrin told reporters on the side lines of the meetings. «Developing economies are as a whole better off, have more optimistic outlook.»

He added, however, that substantial uncertainty remained and that if the situation in developed countries deteriorates it would hurt emerging markets.

Skolkovo waits construction

For Skolkovo to succeed, Russia needs role models of successful entrepreneurs, a venture capitalist who came to Moscow last week with Schwarzenegger said. According to Faysal Sohail, managing director at CMEA Capital

In general the art shown here is about starting a conversation, perhaps with someone who has never given much thought to «contemporary art». In that sense, the fair is much more «user-friendly» than Basel where the presence of Modern masterpieces means increased security and tight crowd control.

The Frieze Art Fair takes place every October in London. The brand is connected to Frieze magazine, one of the world’s leading art publications. The magazine was founded in 1991 by Amanda Sharp and Matthew Slotover with artist Tom Gidley and is published eight times a year. In 2003, Sharp and Slotover founded the Frieze Art Fair. The fair presents a curated programme of talks, artists’ commissions and film projects, many of which are interactive or involve performance and encourage visitors to engage with art and artists directly. Frieze is located in Regent’s Park.

We invited Kate Sutton, associate curator of BAIBAKOV art projects, to comment on the fair and its highlights. BAIBAKOV art projects is a non-profit exhibition space in Moscow which

has two main goals: to foster an understanding of global contemporary art in Russia and to support the presence and infiltration of Russian contemporary art in the rest of the world. Kate regularly attends events such as this to search for not only new artists or projects, but also institutions for international collaborations.

On uniquenessAs compared to ArtBasel and

ArtBasel MiamiBeach, Frieze is entertaining, but at the same time intellectual. Basel really puts an emphasis on serious buying and selling, while Miami tends to be about the more hedonistic aspects of the art world. Frieze is an excellent forum to discover emerging galleries and artists – it is very brave in that sense.

On selectiOn

Like both of the Basel fairs, Frieze

operates as a brand and is thus incredibly competitive. This is good because it means first-time buyers know they are working with a top gallery. In order to participate, a gallery has to have a strong international presence, which often means actively participating in other less prominent fairs and working up. Another way would be through participation in a curated project like Frame – a section that is dedicated to the solo artist presentations. While selling is always important, and sales DO happen at Frieze, one of the most critical aspects of a fair is networking and exposure. Often, rather than bringing an entire stock of an artist’s work, a gallery will bring just one really strong work. Interested buyers can then build a relationship with the gallery to learn about other pieces.

On Russian aRt maRket

Like most fairs, Frieze is eager to have a larger Russian presence. This year there are two Russian galleries, Regina and XL (both from Moscow). Five years ago, there were really high hopes for the Russian market, which unfortunately has yet to develop like everyone has hoped. Not to say there isn’t activity in Moscow and new centres like Perm, but in general,

the culture of serious collecting and gallery support just does not exist in Russia. Don’t get me wrong - there are plenty of important Russian collectors (many can be spotted in the aisles at Frieze) but they tend to buy in London and New York. There are a lot of reasons for this - the lack of a gallery infrastructure, unappealing tax and customs laws in Russia.. There’s also a lot of fear of contemporary art in Russia, just because the last ten years have put such a heavy emphasis on art as a type of provocation. Art does not have to be offensive to be challenging. I think recent efforts - such as the Garage and our institution, BAIBAKOV art projects, are helping to bring about a change in the mentality towards art, but changes don’t occur over night. The scene will still need more time to develop.

Founded by Maria Baibakova in 2008, this organization is dedicated to the support and sustained development of cultural production. Based in Moscow, it aims to build a cultural bridge between Russia and the world by presenting exhibitions with both international and local artists.

On the other hand, I had an adviser tell me the other day, “Can we please quit pretending that there’s a financial crisis?” – meaning that art IS selling and at strong prices, too. One very silly, but very effective gauge on the market is watching the nightlife; this year the dinners and parties are starting to get more extravagant again. Two years ago you had to come early to a show to catch a glass of champagne. Fortunately or not, that is not the case this year!’

On sOcial life

Frieze is a place where dealers go to build and maintain relationships with their clients, so much of the emphasis is on showing clients how important they are through dinners and cocktail parties. There is actually almost as much competition among clients to get the «good» invitations as there is among the galleries to get into the fair! Of course, as there is so much going on in London, galleries tend to keep the dinners less extravagant than in Basel (where there is hardly anything else competing in the city) but still, it’s not unheard of to rent out a place like the Whitechapel Banqueting Hall and bring in caterers. Because there’s such a restaurant/club culture in London, it’s almost more interesting for a gallery to think of something new they can offer the client, so that even London-based collectors feel like they are seeing a different side of their city.

The Frieze Art Fair is considered the most «intellectual» of the three biggest art fairs. The others, ArtBasel, which takes place in June, tends to be aimed at serious buyers whereas December’s ArtBasel Miami Beach is more of a social affair.) In addition to addressing art world professionals, Frieze also caters to the general public of london, with projects like its sculpture garden in Regents Park, which can be enjoyed by all who pass by.

The particular advantage of such countries is the English language, nowadays spoken by so many Russians, which is particularly welcomed.

Away from even the comparatively mild English winter, the magical islands of the English-speaking Caribbean have long been a top destination for wealthy Britons during the November-March period. The same attractive prospect is now finding increasing favour among wealthy 21st century Russians.

An island of choice - because it has not sought to develop the mass tourism market but opted instead for far fewer, wealthier international residents - is St Lucia. Such was its natural desirability, France and England fought over its ownership and it changed hands fourteen times in the 17th and 18th centuries.

Today St Lucia is an independent country within the British Commonwealth. As the British travel writer Peregrine Arkwright points out :

“St Lucia’s mountains rising to 950 metres, its stunning inland and coastal scenery are a welcome change from uninteresting, mainly flat islands such as Barbados. St Lucia was once volcanic, as its dramatic scenery shows so clearly. Small wonder so many wealthy Britons want to go there. In turn this is reflected in its sophisticated restaurants and other entertainment.”

The island covers over 600 square kilometres; its population speaks English - with some local creole - and totals some 160,000. Air services from Hewanorra International airport provide direct daily services to the United Kingdom. “Adding everything together, it is not hard to see why St Lucia in particular, ranking far above the mass tourist market, is so popular with wealthy and sophisticated Britons.” explains Mr Arkwright.

Our own researches here at London Info have shown some very advanced, perhaps even unique, features of the St Lucia property market. They are proving of growing interest to Russians seeking a personal escape from the rigours of the east European winter and the frenzy of present day Russia. In St Lucia ownership of a property is not necessarily vested in each individual, but in a permanent corporate entity somewhere like the Channel Islands.

That means that successive changes of ownership are very easy - a simple transfer of shares in the owning company. As a result no fees are payable to estate agents or lawyers, nor to government agencies. So far as the St Lucian authorities are concerned the ownership of the property, in local terms, has never changed.

This method of ownership means that such assets as a 365-days-a- year right of residence in St Lucia are automatically conferred on each new owner. The alternative, obtaining a new Visa every time, is nowadays a long and tortuous

Not surprisingly, such desirable and ideally-structured properties are much sought after, and can command a considerable premium in the Caribbean property market. Typical prices run to US $5-6 million for a five or six bedroom villa in its own grounds. However transfer of ownership can be almost immediate; there are no complex legal loopholes to delay or prolong the deal. Plus the fact that the new owner enjoys all the anonymity of a private company listed, not in either Britain or in St Lucia, but entirely legally in the tax-efficient Channel Islands.

The doorway to the basement restaurant is heralded by an imposing doorman, resplendent in a gold-embroidered Uzbek coat. At the bottom of the stairs a Russian-speaking leggy, blonde greets you. As you walk past the glass fronted kitchen you know they are committed to the authenticity of their cuisine when you see the three large clay ovens.

It’s a smart operation, with what Time Out calls “an international five-star hotel look of expensive dark wood and mood lighting”.

Their web site promises rare, exotic new flavours. “Let your taste buds be tantalized by a mixture of cuisines from faraway countries like Uzbekhistan and Kazakhstan, as well as influences from Central Asia’s neighbouring territories of Russia, China and Mongolia. Choose from traditional Central Asian dishes cooked with a modern twist, and enjoy enticing spices, fresh herbs and succulent flavours in a stylish and laid back environment.”

This may be rare and exotic for London but the Russian émigrés who flock here and throng the restaurant and bar areas are in search of the familiar plov, chebureki and samsa familiar as street food in the streets of most most Russian and Central Asian cities. Of course it is more hygienic, and smartly presented – and expensive – than in the stalls around Sokol Metro or in the outdoor markets of Moscow.

Also it comes with an amazing choice of vodkas and expensive wines and, if the mood

takes you, there’s even a karaoke room.The reastaurant is open for lunch and

dinner. Try the Shurpa an aromatic lamb soup with vegetables and Asian spices for £6.95 or the Ugro, chicken soup with homemade egg noodles and herbs at £7.75.

They call them small eats, but in Moscow two or three of them at 20 roubles each would be a filling lunch, but for nostalgia’s sake the guests are feasting on Lamb Cheburek, the

There are salads and sides that could have come straight from Bukhara all culminating in a choice of deserts which apart from the Russian favourite Napoleon layered pastry and cream cake is more international than Uzbek. Ice cream and cheesecake more reminiscent of a typical Moscow bar and grill than Central Asia where an abundance of fruits would end a meal.

The 4,100 sq.ft. restaurant is owned by Russia’s SamarQand group which has four outlets in Moscow, holds a 25-year lease on the property in Thayer Street.

Wool yourselfLast week’s Wool Week – the launch of a Campaign for Wool, an initiative by Prince Charles, was a brilliant success.

The campaign aims to help struggling sheep farmers to help produce this eco-friendly and durable fabric. Each year 1.3million tonnes of wool is produced across the world with about 60% of it going into the clothing industry. Over 50 brands, 400 retail chains and over a thousand carpet showrooms joined forces to help make Wool Week a memorable experience. some got super creative – Jigsaw employed an army of ‘knitting grannies’ across the country to help make chunky knitted scarves for window displays, on Saville Row real sheep grazed on freshly laid real grass to mark the opening on 11th, meanwhile Selfridges released a herd of yellow sheep into the main doors of the department store.

the Stone Roses So first up, we will start with a truly

strong album from 1989. The self-titled offering from the then young Stone Roses.

The album proved to be a mysterious, epic and dreamy trip into the curious minds of vocalist Ian Brown and guitarist John Squire who when backed by bassist Gary «Mani» Mounfield and Drummer Alan «Reni» Wren made for a particularly formidable Madchester force.

The album opens with the hedonistic «I Wanna Be Adored» which demands your attention and drops you straight into the heart of all that’s good about the Stone Roses. A vast and beautifully detailed John Leckie production with Squire’s delayed guitar sound and Brown chanting his melodic mantra over distinctly fluctuating moments of musical intensity. This is certainly one of the «All Time Great» first albums tracks, and from here on the quality continues throughout the album in a marvellously similar fashion.

Next «She Bangs the Drums» slightly picks up the pace. The distinct Squire jangling guitars intertwining with the calling vocals of Brown continues and now makes for a more uplifting song.

Something that shines through with the Stone Roses is the quality of the drums and bass provided by «Reni» and «Mani». The drumming is always alive, clever and interesting, and the bass melodic and simple in the best possible way.

I could spend all day talking about this album but instead I’ll leave you to decide how it makes you feel.

The rest of the album is beautiful

with particular further highlights being «Waterfall», «Bye Bye Badman», «Sugar Spun Sister», «Made Of Stone», «Shoot You Down», «This Is The One»… and you are finally bid farewell with the bitter sweet anthem «I am The Resurrection».

So that’s every song on the album besides «Don’t Stop» which is a backwards «Beatles-esque» song, which has been cleverly reversed. A less championed song possibly, but most certainly plays its part in the overall musical journey of the album.

The album also contains a small interlude by the name of «Elizabeth My Dear» which calls for curtains on Queen Elizabeth of England.

Insights:Bye Bye BadmanThis song was written by John

Squire and Ian Brown about the French student riots of 1968. Ian Brown explained the song: «Imagine a protester singing [it] in a policeman’s face during the Paris riots. Then you’ll get some idea what it’s about».

The lyric «Choke me, smoke the air, in this citrus-sucking sunshine I don’t care» refers to the students who carried lemons. This was because they believed that sucking on them would be an antidote of sorts to the effects of tear gas.

Made Of StoneThe main inspiration for this song

was the artist Jackson Pollock’s death in 1956 when he crashed into a tree while driving drunk. Pollock’s classic «Splash Art» painting style was a big influence on the band’s trademark visual style; they wore Jackson Pollock shirts along with their baggy clothes.

Stone Roses guitarist John Squire is an accomplished artist with a love of modern art. Squire’s Jackson Pollock-esque paintings and designs have adorned all the band’s albums and singles

A truly great album, so great that the UK magazine NME declared this album «The Greatest British Album Ever!».
