W elcome to a bumper issue of London Homes & Property magazine where we’re looking
forward to Christmas and beyond. We’re glad to share details of some of the local area’s festivities including the brilliant Greenwich Christmas Market, carol services in Blackheath (p. 22) and traditional pantomimes (p. 24).
We’ve also embraced a suitably snowy interiors theme in The Trend (p. 48) and would be glad to receive gifts in the form of any of our new favourite homeware brands (p. 47)!
While the holiday season usually sees the property market slow down, we’re hearing the opposite is true of the South East (p. 29) where family homes are particularly sought after. The new year will also see Greenwich made a Royal Borough as well as the long-awaited Olympics action which is sure to have a positive effect on the market (p. 22)

Transport latest…Train operators Southeastern and Southern who manage the main overground network for South East London have released preliminary details of their Christmas schedules. No Southeastern services will operate on Christmas Day or Boxing Day, but on the Southern managed part of the line, reduced services to Gatwick Airport, Sutton and East Croydon will run. The name of the borough will change to the Royal Borough of Greenwich and will come into effect from 3 January. O ver the past few months, contributors to London Homes & Property have spoken enthusiastically about the impact of the London 2012 Olympics on the residential property market.
However, the Games are obviously having a wider impact, not least on the plans of the schools and colleges in the area.
Unsurprisingly, with Greenwich Park the site of the sporting event’s equestrian activities, there is great excitement in this region of London amongst young people. The capital’s schools have been encouraged to enter a ‘Get Set’ network, helping them to share the spirit through classroom tasks and sports days,
educationfOcus
and have been offered access to over 125,000 tickets for Olympic and Paralympic competitions. While 67 per cent of London schools who are eligible have registered for the opportunity, Greenwich is one of the boroughs where this figure is much higher. In fact, by July of 2011, all of the schools maintained by the Council in the area had signed up to the education programme leading Lord Sebastian Coe to issue a congratulatory message.
“I am delighted that every Greenwich-maintained school is incorporating Olympic and Paralympic values into their curriculum and are part of the official London 2012 education programme,” he said. “Greenwich schools are not only taking advantage of the many ways children and young people can get involved and take part in the London 2012 Games, but will also receive free tickets to the Games for pupils through the scheme.”
So far, local schools have shown their enthusiasm in a variety of different ways, such as fun runs across Greenwich Park and sponsored walk-to-school weeks accompanied by the Olympic mascots. In November 2011, councillor John Fahy, Greenwich Council’s cabinet minister for Culture and the Olympics, reiterated the area’s commitment to the event, going forward.
“The Council and local schools are using the forthcoming Olympic and Paralympic Games to inspire more children to take part in sport,” he explained, as part of a visit to Cherry Orchard Primary School. Pupils had participated in a day of coaching with Judy Murray, renowned tennis instructor and mother of professional competitor, Andy.
Local parent Jill Smith, whose two children attend one of the state schools in the area, is one mother who has found the level of participation encouraging. “It’s great to see the kids so happy and asking questions about the Games,” she told me. “They come home and are really very excited about the whole thing. It’s great that the schools are getting them to enjoy exercise and learn about the history of the event.”
There will of course be many more opportunities for local schoolchildren to take part in the next few months. Not least this summer, when Greenwich becomes the first London borough to welcome the Olympic Flame. The torch relay will visit the Meridian Line on 21 July 2012. n

RESTAURANT review
T hree AA rosettes and a covetable Michelin Bib Gourmand is probably guarantee enough of great food. Nevertheless, I wasn’t going to miss an opportunity to visit
Chapters All Day Dining in Blackheath, which was decked out beautifully for Christmas when I visited with a friend.
To be honest, her starter gave me serious food envy – the baked scallops with chorizo and a sweet chilli dressing were absolutely delicious. That isn’t to say that the risotto was not appetizing, but I’ll make a note of how good the scallops were for next time. Other potential orders include a hearty charcuterie board, soups and mackerel.
For my main course I enjoyed slow roasted belly of pork, which was cooked absolutely perfectly and served with seasonal vegetables. My friend tried the spatchcock chicken straight off a specially imported josper which gives it a
really unique flavour. Unlike a lot of fine dining restaurants, the servings were really generous and we were quite happy to eat slowly, drink wine and soak up the great atmosphere.
Meat dishes are clearly something Chapters excels at. We were tempted by the prime fillet steaks, duo of venison and even the signature burger, which many diners around us ordered and looked amazing, while the menu and specials suggest that those who tend to choose fish will also easily be satisfied.
If you have room for dessert after dinner, you can’t really go wrong either. These are unapologetically indulgent – options such as chocolate brownie sundae with hazelnuts and ice cream, baked vanilla cheesecake with strawberry sorbet and chilled rice pudding with golden peaches and pistachios, are all classics with a little twist which round off a lovely evening. n

t he winter season has officially arrived, the clocks have changed and the days are drawing in rapidly.
However, the unusually warm weather of late has meant that
demand for rental properties, and for larger flats and houses to buy, has continued as normal. This is fantastic news for the property market, especially considering the current economic climate which is broadly seen to be impacting upon the mortgage market and the confidence of buyers and vendors alike.
Christmas has traditionally been the time of year when people take stock of where they are, slow down and get ready for next year in their existing homes. This is not the case in East Dulwich where the situation is proving to be totally the opposite in fact. In particular, buyers for family houses have continued to purchase at a good pace and people are still looking to get onto those key roads within the catchment of the local primary schools.
There is one problem in finding a larger family house in the area, and this is shortage of stock. One of the reasons, that this is becoming so hard is simply that that there are less people leaving the area and so there are less suitable properties available which are sizeable and have benefits such as gardens.
Next year holds some uncertainty for the property market, but here in East Dulwich there only seems to be high demand and we can’t see this changing.
I would advise those looking to capitalise on the popularity of the local area to see the holidays as an opportunity to prepare for sale. The Christmas period is an excellent time to get those DIY and decorative jobs organised so that you are ready to market in the New Year and capture the attention of the early season buyers. n

W hen you market your property, you will naturally want to achieve the highest price today’s market will pay. But how do you know
what this is? Sadly, there is no almanac of “correct” prices relating to an address and a date, so most people will take the advice of their chosen estate agent to guide them towards the right decision.
In a previous article I looked at how the statistical data that subscribing estate agents can access can be of tremendous assistance in assessing the correct asking price for a property. Here we consider the benefit of using similar information when it comes to weighing up the relative merits of an offer from a prospective purchaser.
Whilst buyers do of course make offers, what one individual purchaser is willing to pay must be reflective of the maximum likely selling price in a given market if it is to be worthy of consideration.
This is where the statistic come in. For example, if you receive an offer of say 96 per cent of your asking price, you might be more inclined to regard this as a good offer if the recorded national or local figures suggest that most properties are selling at just 94 per cent of their asking price. Of course, if your offer is just 92 per cent then it might be easier to reject the offer as too low.
Likewise, if your property has been on the market for say seven weeks, but the collated data across thousands of other sales suggests that most properties sell in four weeks, then you know your property is in danger of going stale on the market and it might be worth accepting a lower offer before it’s too late.
Naturally, your buyer’s ability to purchase will be a prime consideration, and this is where your agent’s skill in assessing their situation, financing options, and linked transactions will also be of particular value. n

A t first glance the pictures on this page might seem a little incongruous. One is of the thriving Panama City by night, with its flourishing amenities and glittering skyscrapers. The others
capture the unspoilt serenity of Pearl Island which is being transformed into a luxurious, sustainable hideaway in the Pacific Ocean.
In reality, the two locations are just one hour apart and the development of the retreat and its real estate and leisure properties, embody the emerging prosperity of Panama and in particular, its capital.
Panama City is rapidly turning into the leading metropolis of Latin America due to the country’s burgeoning economy. From 2005 to 2010, Panama’s economy expanded by more than eight per cent a year - the fastest rate in the Americas and one of the fastest in the world for that matter. The International Monetary Fund is also confident that this progress will continue, with annual growth estimated at six per cent during the next five years.
Currently one of the five richest countries in mainland Latin America, Panama’s friendly business regulations have led to the expansion of the insurance, financial and legal industries. Many multinationals have recently chosen to relocate their regional headquarters to Panama for this reason, including Caterpillar, Hewlett-Packard, and Proctor and Gamble. Panama also boasts the two busiest ports in Latin America, Colon and Balboa, as well as the Panama Canal which is the driving force behind the country’s growth and increasing revenues, with an income totalling $2bn in 2010. The expansion of the canal is well underway after beginning in 2007 and is set to drive foreign investment and bring in more expatriates to the city.
Despite the recent economic downturn affecting some parts of the world, investment in Panama’s
tourism sector has also not wavered. Spurred by the boom that is currently taking place in the country, large international hotel chains such as Hilton, Starwood, Sheraton, and Grace Hotels among others, have opened modern and sophisticated properties designed to meet the growing demand in the country. Underscoring this increase in tourism, Panama has been voted one of the ‘Best Trips in the World 2011’ by National Geographic.
Unsurprisingly, the real estate market in Panama City has always been one of the country’s strongest sectors and over the past five years Panama has been the scene of something of a property boom, led by savvy international tycoons including Donald Trump, whose Ocean Club launched a range of luxury apartments this summer.
There are many advantages to buying residential property in Panama which has attracted an array of foreign buyers from North and South America, as well as Europe. Property is bought and sold in US dollars with no restrictions on foreign buyers and the city has an affordable cost of living with regular flights to the Americas and Europe, not forgetting Panama’s attractive tax exemptions (assessed on a case by case basis). The Panamanian American Chamber of Commerce also disclosed this year that annual value appreciation of up to 20 per cent along with rental yields of eight per cent can be expected, which makes for a very worthy investment.
All of these factors have led to a growing expat community which has added a cosmopolitan atmosphere to the city. Additionally, in 2009 Forbes named Panama as one of the best retirement havens in the word and just recently, Panama was ranked third in International Living’s Annual Global Retirement Index 2011.

Two exemplar properties that have recently come onto the market include conversions of a striking 1930s penthouse art deco property and the former residence of famous surgeon Sir John Milsom Rees. The former has an impressive Manhattan loft style feel, offering wide open plan living spread across bright rooms. Two adjoining roof terraces, Apple iPads that control everything from TVs to lighting and an elegant mix of

The price of an average home in the UK edged up by 0.1 per cent, or £350, last month to £166,256, according to Nationwide. Although this is 0.3 per cent lower than in September last year, it’s more than 12 per cent higher than when the market troughed in early 2009. The index for future house prices highlighted the regional split across the UK, with households in the South East and London expecting price rises over the next 12 months. The broad stability in the market over the last year has been underpinned by a shortage in the supply of new homes, and this trend is expected to continue for the rest of this year. This month, there was more positive news when a rise in the closely watched PMI indicator of activity in the services sector signalled that economic activity may have picked up towards the end of the third quarter. FIRST TIME BUYERS STAMP DUTY LAND TAX RELIEF With stamp duty land tax relief for first time house buyers set to end on 24 March 2012, prospective home owners are encouraged to start looking for their first homes now to save up to £2500 in tax. In the majority of cases, tax relief applies to first time buyers who have never previously purchased a residential leasehold or freehold property in the UK or anywhere else in the world. To qualify, the property must also be the main residence for the buyers and must not cost more than £250,000.

RENT REVIEWRents across the UK continued to rise in the three months to July as demand continued to outstrip supply, according to the latest data from RICS. But the pace of growth slowed slightly from the previous three month period.
Prime London rents also continued to climb in September, rising by nearly one per cent in the third quarter, marking the ninth consecutive quarterly increase. Rents are now 27 per cent higher than the market trough in early 2009 and are two per cent higher than the previous record high hit in March 2008. But the growth in rents is likely to moderate in the coming months as supply of properties to rent begins to rise, in part due to the number of new-build completions in central London. THE YOUNG INDEXThe Young Index, a quarterly gauge of market sentiment within the private rented sector, sheds light on landlords’ views of the value of property management and its impact on residential investment returns. The most recent Index suggests that 76.6 per cent of the 500 landlords polled think that tenants pay more for properties that are professionally managed, with 82.9 per cent of the view that tenancies are often longer for homes that are professionally managed. The overwhelming majority, (81.3 per cent) believe that tenants also take better care of property that
is professionally managed while 73 per cent of landlords also think that it enhances a property’s capital value and is money well spent in the long run.

W ith the number of first-time buyers falling from 500,000 in 2000 to 200,000 last year (CML), and the government reporting that the number of households privately renting rocketed from 2.4 million in 2005
to 3.4 million in 2009, clearly there are issues to overcome.Lenders are normally first in the firing line when the blame
is apportioned, but, in fairness to them they are doing their best under trying conditions of their own. Having been blamed for causing market difficulties in the first place by being too “imprudently generous”, according to the deputy governor of the Bank of England, they can hardly be castigated for being circumspect in lending policy now!
But, if it’s true that you cannot purchase, and you don’t want to live with Mum and Dad for the rest of your life, then renting is the only option, with the private sector alone able to fill the void, as demand for community housing outstrips supply.
However, with the private sector dominated by short term tenancies, there is no security of tenure, with the possibility of short notice eviction spoiling the likelihood of long term settlement. Also, it must be said, that it is invariably more expensive to rent than to buy, so defies logic.
The government has asserted that it is determined to pull out all the stops to help those who want to take their first step onto the property ladder, which include encouraging lenders to offer more mortgages to first time buyers, as well as building more homes. However, in my opinion, the restrictions placed upon lenders by bodies such as the Bank of England mean it might be
difficult for this particular direction to succeed.So what is the answer then? Patently, it isn’t simple, so
practicality and personal responsibility must come to the fore. If you are determined to be a home owner, raising a deposit and ensuring ongoing affordability is key.
When it comes to the former, retail interest rates have never been lower, so if a mortgage is outside of your income range, you should not apply. As for raising a deposit, this requires personal determination and dedication - just as it did in the “good old days”.
Without decrying the complications in saving for a deposit, in many ways it is easier now than in days of yore. Lenders are helping, with ten per cent deposit deals being more commonplace, along with greater numbers of approvals and even five per cent deposits accepted. Pragmatic guarantor schemes are also available. Admittedly, saving for a deposit alongside meeting all other budget pressures is not easy, but increasingly, family members are prepared to help, either from their own resources or by re-financing their own homes.
It was never easy to get on the property ladder and it’s not supposed to be. However, it can be done and just needs tenacity. A recent survey by the ABI also indicated that 46 percent of people felt that professional advice on obtaining a mortgage was essential. n
