1 ExecutiveSummary LoCloudisaBestPracticeNetworkco-fundedundertheCIPICT-PSPProgrammeoftheEuropeanCommission.OneofthemaingoalsoftheprojecthasbeentoaddasignificantamountofcontentfromsmallandmediumsizedculturalinstitutionstoEuropeana1.
EuropeanaprovidesaccesstomillionsofdigitisedmaterialsfromEuropeanmuseums,libraries,archivesandmultimediacollectionsviaitsportal.LoCloudhashadaspecificfocus on the content available in smaller cultural institutions partly because theircontent has been under-represented in Europeana but also for its focus on the localculturalheritage.
LoCloudorganisedanopencompetitionduring2015with thedualaimofstimulatinginnovative use of cloud technologies and the creation of views of local places usingcontentmadeavailableviaEuropeana.TheyearbeganwithaHackathonhostedattheGoogle Culture Institute in Paris. The launch of the “My Local Heritage” and “MyLoCloud Services” strands of the competition followed in early summer 2015. Thecompetitionresultedinsomeinterestingandenjoyablepresentationsof localheritageseenthroughtheeyesofstudentsandothers.ThecompetitionconcludedwithaprizeawardceremonyheldatLoCloud’sfinalconferenceinAmersfoort.
This deliverable describes the LoCloud competition and the related disseminationactivities. Through the competition it was possible to reach stakeholders outside thepartnerorganizations,likestudents,librarians,journalists,designerandothersworkingintheculturalfield.

2 IntroductionThe aim of the LoCloud competition was to stimulate best practice and innovationamong individual regions and localities in a ‘view’ in Europeana of the history andheritageoftheirlocality.
Anothergoalof the competitionwas to contribute todisseminationabout theprojectand its results across Europe to curators, local historians, students, volunteers,developers,aggregatorsandculturalinstitutions.
TheLoCloudCompetitionwasorganizedin2rounds:
1) LoCloudHackathon,heldinParisinFebruary20152) LoCloudCompetition,launchedinMay2015with2strands:
- MyLocalHeritage- MyLoCloudServices
The competition was been promoted through LoCloud’s web site, LoCloud partner’swebsites,FacebookandTwitter.
DedicatedwebpagesweresetupforboththeHackathonandtheLoCloudCompetition:
• The Hackathonmicro-site provided developers with access information aboutLoCloud Services and Europeana content, and the Hackathon itself:http://more.LoCloud.eu/hackathon/.
• A new section was created within LoCloud’s Website for the competitionprovidinginformationforpotentialparticipantsaboutthetwostrands,thekindof entries that we were looking for and an application form:http://www.locloud.eu/LoCloud-Competition/Competition-Information.
LoCloud partners created dedicated web pages in their national languages andtranslated the competition press release to launch the competition in their country.Partners actively promoted the competition through their networks. Details and thelinks of the national web pages are published at http://www.locloud.eu/LoCloud-Competition/In-your-country.
Thirty-seven entries were received for the LoCloud Competition and five teamsparticipatedintheLoCloudHackathon.
TheentriestotheHackathonwerejudgedandtheprizeawardedtothewinnerontheday of the Hackathon. The entries to the LoCloud Competition were judged inNovember2015andthewinnersinvitedtopresenttheirentriesandreceivetheirprizeattheLoCloudfinalevent,inAmersfoort,Netherlandson5thFebruary2016.
All of the competition entries were published on the LoCloud website and entrantsreceivedaCertificateofParticipationinappreciationfortheircontributions.

3 LoCloudHackathon,ParisEuropeanaTech is a communityof experts, developers and researchers from theR&Dsector,whichformspartof theEuropeanaNetwork. Europeanaorganisedthesecondinternational EuropeanaTech conference at the Bibliothèque nationale de France inParisinFebruary2015.LoCloudwasinvitedbyEuropeanatoorganiseaHackathoninacollaborationwiththeGoogleCultureInstituteinParisaspartofthisevent,.
The Hackathon was organised by the Digital Curation Unit of the Athena ResearchCentreonbehalfofLoCloudaspartofthecompetition.
TheaimoftheHackathonwastoinvitedeveloperstotryoutsomeoftheservicesthathave been created by LoCloud and to use them to come up with some innovativeapplications.
TheLoCloudHackathonwasheldonFebruary11,2015attheGoogleCultureInstituteinParis.
3.1 CallforparticipationThe call for participation was launched by Athena RC, who set up a micro-site fordeveloperstoaccessinformationabouttheHackathon:http://more.LoCloud.eu/hackathon/.
ThecallinviteddeveloperstotakepartinaHackathonattheGoogleCulturalInstituteinParisonWednesday,February11th,tobuildaninnovativeapplicationusingLoCloudServicesandEuropeanadata.
ThecallwasadvertisedviatheEuropeanaTechmailinglist,anewsitemontheLoCloudwebsiteandviasocialmedia.
3.2 TheeventTheHackathon tookplace in theLabat theGoogleCultural Institute inParis. AfterashortwelcometotheLabfromGoogleandapresentationaboutLoCloudservices, theparticipant’sworkstationsweresetup.LoCloudservicesweremadeavailablefordevelopersonVirtualMachinesviatheMOReinfrastructure,including:
• TheMORerepositoryitself,• TheEnrichmentservices,• Geolocationservices,• Historicalplacenamesservice,• Vocabularyservicesand• TheWikimediaapplication.

Sample Europeana content was also made available for download and though RESTendpoints. Other useful information (such as thesauri) were also provided throughREST.
APIs were available for the MoRe aggregator and the LoCloud micro-services fordeveloperstousetobuildtheirownapplications.TheAPIswereRESTbasedandmadeuseofoneofthethreefollowingformats:XML,RDF,JSON.
All participants were asked to bring their own laptops and to be familiar with thetechnologiesusedbythevariousservices.Developerswereinvitedto:
• createtheirownapplications(e.g.awebbasedapporamobileapp)or• create their own metadata enrichment services in any programming languagethroughMORe’svirtualenrichmentdriver(VED)andplugthemindirectlyintotheenrichmentprocess.
Thedeveloperswereworkinginanamazingspace.TheGoogleLabhasagigapixeldisplaywall,which in the later part of the daywasused to display some of the results of theInstitute’s very high definition scanning ofartworks.
3.3 PresentationoftheapplicationsThefiveteamsparticipatingtotheLoCloudHackathoncameupwithsomeinterestingideasandapplicationsinashortspaceoftime. All5teamspresentedtheirprototypeapplicationstothepanelofjudgesandtheotherparticipantsattheendoftheday.
The applications presented were very varied. Two teams came up with map-basedapplications for end-users – one for crowd-sourcing the addition ofmap locations toarchives of photos and the other a route planning app for tourists. A third teamproposed creating links between archive items and news from culturalinstitutions. The final two applications were designed to help with managing the

process of ingestion – one to quality check metadata and the other to help projectmanagerstomonitortheprogressofpeopleworkinginthesystem.
An international judging panelwas appointedtoreviewall theentries to theHackathonandtoselectthewinner.Thepanelincluded:
Costis Dallas (Athena Research Centre andUniversityofToronto),
JamesHelmsley(Europeana),
AndyNeal(DigitalNewZealand),
IngridaVosylute(UniversityofVilnius)and
KateFernie(2Culture).
The panel voted for the most innovative application/service presented at theHackathon.
3.4 ThewinnerThe winning entry wasMoRe Quality presentedbyVangelisBanos.
The winning application was developed with theaim ofmaking it possible to check the quality ofmetadata in a repository and makecorrections. The application uses the LoCloudMoRe API key to check for common metadataproblems (such as invalid date formats, authornames,languagecodes)andtomakecorrectionstonormalize the data. The application isconfigurable in a way that allows repositorymanagerstodesignadditionalchecks.
ThewinnerofthecompetitionwasawardedwithaprizeofaMoto360smartwatch.
Theconcept
TheMetadata&ObjectRepository (MoRe2) is aneasyandpowerful tool toaggregateinformation and harvest metadata from multiple sources in multiple schemas. The 2 http://more.dcu.gr/

variety of aggregated metadata usually creates problematic situations regarding thequalityoftheharvestedmetadata.
Metadata may pass the standard Europeana XML validity tests but elements mayincludeproblematic values. For instance: adc:datevalueor anauthornamecouldbeformatted in thewrongwayorbe incomplete.Theaimof theMoReQuality tool is toimplementavalidationsystem,whichcouldbeabletocatchtheseerrorsandproduceusefulreportstothecollectionadministrators.
MoReQualitycommunicateswiththeLoCloudMoReinstanceusingaspecificuserAPIKey, retrieves the ingested metadata and performs evaluations to identify commonerrorssuchas:
• Invaliddateformats• Invalidauthornames• Invalidhyperlinks• Invalidlanguagecodes
The application is implemented in such a way that enables developers to add extraevaluation rules in an easy and intuitive way by implementing simple functions -plugins.

4 LoCloudcompetitionThe main aim of the LoCloud international competition was to encourage people toexploreafavouriteplaceorpartoftheirlocalhistorythroughEuropeana,andpresenttheirexperienceonlineintheformofwebpages,ablogorvideo.AsecondstrandwasincludedtoencourageusesofLoCloudServices.
Thecompetitionstrandswere:
1) "MyLocalHeritage"forcurators,volunteers,localhistorians,orstudentstopresenttheirexperienceofexploringtheirlocalheritageinEuropeanainashortvideo,blogpostoronlineessay.
2) "My LoCloud Services" for developers, aggregators and culturalinstitutions topresent their implementationordevelopmentofLoCloudservices.
ThecompetitionwaslaunchedinMay2015withtheinitialdeadlineforentriesgivenasthe1stofOctober.Thedeadlinewaslaterextendedtothe8stofNovember,withtheaimofencouragingmoreschoolstoparticipate(the1stdeadlinewasfelttobetooearly).
The competition entrieswere judged at the end of November 2015 and thewinnersannounced. The winners were invited to present their entries at the LoCloud finalevent,whichwasheldinAmersfoort,intheNetherlandson5thFebruary2016.
Thecompetitionwinnersreceivedaprizeconsistinginatabletandadiploma.
4.1 ThelaunchoftheLoCloudcompetitionLoCloudcompetitionwaslaunchedonthe13thofMay2015withanewwebpageandapressrelease.
A section of the LoCloudwebsitewascreatedforthecompetition. Thisprovidedinformation about thecompetition, the types ofentries that we werelooking for in each strand,links to pages about thecompetitionineachcountryandalinktotheapplicationform.

Projectpartnerstranslatedthepressreleaseintotheirnationallanguage,andmostalsocreated a webpage in their own language to promote the LoCloud competition. As aresultthecompetitionpageswereavailablein21Languages(includingEnglish).
All LoCloud partners publicized the competition among their national networks,throughtheirwebsites,socialmedia,nationaleventsanddirectmailing.

The competition was promoted through social media (mainly via Twitter), throughevents (suchas theLoCloudworkshopat theDigitalHeritage conference inGranada)andaPressrelease.

A press release was published on LoCloud’s website in English and this was thentranslatedintodifferentlanguagesbythemajorityofLoCloudpartners.Theaimwastoattract creative people across Europe, with different backgrounds and develop aninnovativeproductcelebratinglocalhistory.

4.2 ProcedureforselectingthewinnersThirty-sevenentriesweresubmittedtotheMyLocalHeritagestrandofthecompetition.Aninternationaljudgingpanelreviewedtheseentriesandthewinnerandrunnerupwereselected.
4.2.1 ThejudgingpanelAn international selection committee was appointed to review all the entries and toselectthewinnersoftheLoCloudcompetition.Thecommitteeincluded:

4.2.2 CriteriaForMylocalheritagethejurymadetheselectionsfollowingthesemaincriteria:
1. First looking for how the person/team has explored their local history orfavouriteplaceusingEuropeana.
2. Secondobserving if theentry includedsimpletextorspokenwordkeptsimplesothattheentriescouldbesharedwithpeoplefromacrossEurope
3. Third verifying if the entry shared the experience of usingEuropeana in someway
4. Fourth checking if the licencefor the content used in the entrieswas openlylicenced, or the rights cleared by contacting the institution that provided thecontent.
Eachjurymemberviewedandexploredeachoftheentriesoveraperiodoftwoweeks.
A free online tool called “Trello” was used to support the judging process. ThecompetitionentriesweremountedascardsinaTrelloproject.
Byclickingonacarditwaspossibletoopenitandviewtheinformationsuppliedbytheparticipants on their entry form. In cases where the entrant had provided thedescription of their entry in the local language, the text was been translated usingGoogleTranslateandaddedtothecardasanaidforhejudgingpanel.

4.3 ParticipantsMostoftheentriesresultedinacreativeremixofEuropeanacontent,creatingablog,avideoorawebsite.There were thirty-seven entries from fourteen different countries. The majority ofentrants were students; there were also several librarians and people working incultural institutions,designers,a journalistandamusiccomposer.Mostof theentrieswerevideos;therewerealsowebsites,blogsandsomeotherresources.

It promotes community engagement by allowingmembers of the public to contribute information by posting reviews,comments, information and photos about each of the NationalMonuments.

Mihael Muršec’s video is a lively exploration of the town of Maribor then and now.There’s a nice mixture of modern images and videos, with the inclusion of screencaptures of searches on Europeana showing how the archives were discovered. Thevideo shows how the townhas changed and also how some aspects of people’s livescontinue from the past to today. The final sequence compares footage of modernsports/adventureactivitiestoarchiveimagesofskiingandothersportsaboutthetowngivingastrongimpressionoflifeinthetownthenandnow.
4.7 TherunnerupTherunnerupwas“TheExtraordinaryAdventuresof Private Nistor” by Bogdan Stanciu anexperienced, award-winning journalist and non-fictionauthorbasedinCluj-NapocainRomania.The blog shows the story of a Romanianartilleryman in theGreatWar,who came to fightagainst the Japanese, for defending a GermancolonyinnowadaysChina.
PrivateNistor sailedhalf the seasof theworld toarrive in theFar East, aboard an Austro-Hungarian cruiser. He took part inthefirstbattlesrecordedinhistorybetweenaplaneandaboat;hewastakenprisonerbytheJapaneseandwroteadiarywithallhisadventures.
PrivateNistortookpartinthefirstbattlesbetweenaplaneanda boat,was taken prisoner by the Japanese andwrote a diarywithallhisadventures,whichisnowavailableonline.Theblog-postusesandcitesEuropeanaasaprimarysourcefortextandphotos, completing the storywith views expressed by varioushistoriansandwarfareexperts.
4.8 AwardsceremonyThe two winners were invited to Amersfoort for LoCloud’s final Conference. Theawards ceremony took place in the afternoon session. The competition awardswereintroducedbyKateFerniewhopresentedofavideoshowcaseoftheentries.

Upon completion of the judging process and announcement of thewinners, all of thecompetition entries were made live on the LoCloud website and promoted throughsocialmedia.Informationrelatingtothecompetitionentryrequirementswasmovedtoasubmenu.Todatethispagereceived342pageviews.Visitorshavecomefrom26countrieswithSerbia,Romania,Spain,CroatiaandSloveniaheadingthelist.

6 ConclusionsThe LoCloud Competition ran in the final phase of the project was organized in tworounds:theLoCloudHackathonheld inParisandLoCloudCompetitiondividedintwostrands“MyLocalHeritage”andMy“LoCloudServices”.
The aim of the competition was to stimulate best practice and innovation amongindividualregionsandlocalitiesina‘view’inEuropeanaofthehistoryandheritageoftheirlocality,withawardstobepresentedattheFinalEvent.
A total of thirty-sevenentrieswere received for the “MyLocalHeritage” competition.Five teamsparticipated in theLoCloudHackathon. Therewerenoentries to the “MyLoCloudServices”strandofthecompetition.AlthoughtherehavebeensignificantusesofLoCloudtechnology,thefeedbackthatwereceivedsuggestedthattheprizewasnotsufficient to encourage entries from developers who preferred the Hackathonenvironment.
An important goal of the competition was to contribute towards disseminating theproject acrossEuropeand to raisingawarenessofEuropeanaamongst curators, localhistorians, students, volunteers, developers, aggregators and cultural institutions. AllpartnerscontributedtoactivedisseminationofthecompetitionthroughLoCloud’swebsite,LoCloudpartner’swebsites,Facebook,Twitter,inconferencesandotherevents.
TheoutcomesofthecompetitionincludeaninnovativeapplicationforqualityassuringmetadataandaseriesofhighlyenjoyableexplorationsofthelocalheritagecreatedbyEuropeanaend-users.
