• SBIR: Established by Congress in 1982 to strengthen the role of innovative small businesses in R&D. STTR is the sister program established in 1992. STTR requires the small business to have a research partner consisting of a university, federally funded R&D center, or a qualified non-profit research institution.

– By law, each Federal government department/agency with an annual extramural R&D budget in excess of $100M must participate in the SBIR/STTR Programs

– R&D set aside is approx. 3.2% of annual extramural R&D budget• DoD: ~$1B• All other agencies: ~$1.5B

SBIR/STTR Program Overview: 3 Phases

The SBIR/STTR Program is structured in three phases:➢ Phase I: Determines the scientific, technical and commercial merit and feasibility of the ideas submitted

(SBIR/STTR Program Funding).➢ Phase II: Major research and development effort, funding the prototyping and demonstration of the most

promising Phase I projects (SBIR/STTR Program Funding).➢ Phase III: Ultimate goal of each SBIR/STTR effort is to reach commercialization. Statute requires that Phase

III work be funded by sources outside the SBIR/STTR Program.
