PolicySS1 – Spatial strategy 4.3 b) The Council is specifically concerned that infrastructure is delivered at the time of construction 4.5 The council feels strongly that the facilities and services must be provided as a condition of development not just ‘alongside’. At a Charvil public meeting of residents, this issue was raised and was supported by the majority. 4.12 The Council supports that development of infrastructure and service is in line with character within the settlement.

Charvil Parish Council agrees with the settlement hierarchy but not the supporting comments in 4.20 (C) – see below 4.17 The statement that the scale of development must reflect the proposed level of facilities and services at or in the location is essential. Charvil has limited existing services and facilities and over the last thirty years, has seen around 550 homes built in three major locations, with few additions to facilities or services, and none that would put it close to being a tier 2 location. 4.20 (C) The council notes that Charvil is deemed as having fair access to public transport provision whereas in fact provision is similar to the other tier 3 settlements, with erratic, unreliable and limited bus services that do not connect to train services or neighbouring communities with facilities. This was raised at a public meeting in Charvil by several residents. In particular, both Charvil and Sonning are served by the same buses and main road, but Charvil is regarded as better connected than Sonning.

The Council has reviewed these policy statements and fully supports their implementation in Charvil. Residents attending a public meeting expressed concern with any increase in traffic without effective crossing and safety measures as current crossing are often not adhered to on busy roads., notably A4. In addition, 5.13 & 5.14 fully implemented for any developments in Charvil

The Council and residents are keen to develop cycle and foot paths especially those that link settlements and facilities. Residents raised concerns about the safety of pavements and crossings – the pavements are narrow, they often have parked cars on them, and there needs to be a crossing near to the school on Park Lane if walking to school is to be encouraged – more traffic on Park lane will exacerbate this situation. It was also felt that the A4 cycle shared use cycle track is dangerous, particularly at present, with mud, water and broken bits of tree all over it. It was also mentioned that there needs to be an off-road route to the station from Charvil, which would alleviate pressure on the roads.

The Council understands that the existing waste water supply is at capacity and not fit for purpose in an area at risk of flooding, (Edward Road pumping station). Also, the current fresh water supply is of historic interest due its age and is reaching the end of its life span.

Charvil residents have access to one shop and one garage/shop and have recently lost the Post Office, not because of cuts, but because the new shop manager did not want to run it. Such facilities need to be maintained, or if they can’t, then there need to be better connections to surrounding centres that do provide these facilities.

The Council understands the logic behind the reluctance to include sites that could, in future, erode the settlement gaps, even though on other criteria, they may be regarded as suitable for development. However, the Council has greater concerns about building in flood zones, and including sites that have limited infrastructure to support them. Our comments concentrate on the sites local to Charvil as follows: 5CV001 Land to the east and north of Park View Drive North Although only the southern part of this site has been included in the sites for possible development, Council object to any of the site being developed. The area included in the plan is prone to flooding and is in flood zones 2 and 3. Even if efforts are made to build on the drier bits, with the likely rising water levels due to climate change, this would seem an unwise place to build, given that the Environment Agency have already made plans for a temporary flood barrier on the opposite side of the A4 for houses similarly placed on the edge of the flood plain. The areas not included in the flood plain may be less prone to flooding but would make no sense at all for the coherence of the village, and there are two ancient monuments on this site so these could not be built over. A further concern about this site is that it would be a loss of open countryside and would have an adverse effect on wildlife in the wetland corridor. The access onto the A4 would either have to mean the removal of trees with TPO’s on them onto the narrow Park View Drive North, or another junction onto the A4 where it is already busy and would compromise the cycle/pedestrian route to school for many children. This in turn may affect the ability of the borough to reach its climate change targets, as more parents will end up driving their children to school. The Parish Council also shares some residents’ concerns that some of the data is incorrect, in that there is now no longer a hall in the north side of the village, as the Borough gave it permission to be replaced with five more homes. Many residents near to the second large site in Charvil, the land west of Park Lane (5CV002) have cited the poor road infrastructure in the area as a serious impediment to the further development on this small but busy road, and the Council shares the concerns of residents that the road infrastructure serving both of these major sites is inadequate to deal with a possible extra 350 vehicles from these developments.

The A4 is already near capacity in the mornings and evenings, and with the proposed developments in all the sites in the north of the Borough, its ability to cope with s substantial increase in local traffic must be called into question without major improvements. Park Lane is narrow and has serious constraints at either end of it, and there is little alternative for most people in this area to travel by car as the majority do not see cycling or walking as safe alternatives with the present infrastructure. This means that the levels of pollution at the northern end of Park Lane are likely to increase to dangerous levels as traffic tries to access Old Bath Road, accidents are more likely to happen as vehicles try to access Park Lane from the side roads, and also when negotiating the railway bridge to the south. Charvil has, in the recent past, been seen to be a Tier 3, Limited Development Location, which has limited developments to 25 homes. This was why the successful appeal to allow development on the site was limited to 25 homes – without the limit, there would have undoubtedly been pressure for a larger development. Given that no improvements to infrastructure have been forthcoming to change this position, the Parish Council feels that a further 75 homes is at odds with the village’s current status, and that a maximum of 50 would be as much as both the site and the village could bear – the amount would preferably be 25 in line with the policy for Tier 3 settlements. The Parish Council do also share residents’ concerns about the lack of other amenities, including the pressures on local schools, and medical facilities, but understand the latter is not in the gift of the Borough Council – it is nevertheless a serious issue. The Parish Council supports the designation of the other sites in Charvil (5CV004 and 5CV005) as being unsuitable for development and the site west of Milestone Avenue (5SO004) as unsuitable.

The Council and residents discussed this at a public meeting and are keen to ensure that biodiversity and

nature conservation guidelines are adhered to. Assessments will need to take place. The Council

understands that The Loddon Lily (a protected species) is thought to be present on the land West of Park

lane and the Common Toad and Common Frog are endangered species found in the land east of Park

View Drive North.

For both Councillors and residents flooding issues are the greatest concern, and it was agreed that this was one of the strongest arguments against building north of the A4; the land directly south of this proposed site has flooding issues, with temporary flood defences assigned by the environment agency recently, in case of flooding like that of 2014. They believe building on the north side would adversely affect them as well as residents of Loddon Drive. Moreover, the Environment Agency has recently re-iterated the fact that flood zones two and three should not be built on. East Park Farm was built on the flood plain, and residents have received automated calls over the past few weeks of flooding to prepare to vacate their homes – that this did not happen was immaterial – it serves to show that there is a recognised problem in much of Charvil. Also, a part on the A4 already floods regularly, and this is the major access route from the village, therefore further building on flood plains is likely to exacerbate the issue.

At a meeting attended by Charvil residents recently, an issue related to flooding was the Edward Road pumping station, which residents say serves much of the village, and has not been upgraded or expanded despite the number of homes it serves increasing over time. The proposed Charvil developments could put even more pressure on this station, which has failed twice in the floods of the past six years, causing widespread pollution and misery for nearby residents.

More residents will generate more waste and therefore alongside this policy, it is also important to review the recycling facilities currently offered kerbside from Wokingham, as it is lacking when compared to other boroughs (lack of closed recycling containers for cardboard that cannot be recycled if wet, and lack of kerbside glass recycling for a starting point)
