Following series of discussions, along with other Associations, we were told that that a new policy regarding allotment of transit/hostel/guest house would be formulated to in more clarity on this issue. Accordingly, HRM Circular- 04/2012 dated 1i January 2012 was issued. Even though the intent was to clarify the position, there has been lot of scope for misinterpretation. Para (f) of the circular states that "The above norms shall apply wherever hostels are in existence and are being used as transit accommodation except at training institutes". lt has been interpreted that the clarification through the above mentioned circular is for all places except CATC. Fact remains the deliberations started with CATC hostel issues. This decision has totally disturbed the peace of mind of Instructors at this premier institute because most of them were bonafide occupants of the hostel, paid charges as per the rules in vogue and vacated the hostel when they were told to do so. Making recovery from 2004 lacks logic and appears arbitrary. Making recovery in spite of Principal's order is anti-employee and disturbing. Treating this issue as a case of vigilance raises many eyebrows as both collection of Rs 50/- per day and payment of HRA was made by Principal CATC only. In view of the above it is requested that: 1. No recovery shall be made from retrospective date, i.e. 2004. Corporate HRM circular-04/2012 shall be made effective prospectively. 2. Instruction shall be issued to principal CATC to withdraw the order for recovery immediately. 3. Correct interpretation of the above circular may be conveyed to Principal CATC. Recovery of HRA from CATC Instructors w.e.f. 01.01.2004

Sir,

Principal CATC has ordered recovery of HRA from 25 Executives vide letter no. AAI/CATC/FIN/SALARY/908-16, dated 11th May 2012. Such officials were authorized to stay in the hostel under certain provisions made vide CATC principal's order No:P/Misc/2k4/7330-34, dated 19.07.2004 (Copy attached).

4. CATC being the least sought after posting for Instructors, more incentives may be granted to them rather than creating unnecessary trouble.

Please refer to corporate office letter no-A.600 11141/20 11/PP dated-04/07/20 11 (copy enclosed) on above mentioned subject.

Officers posted at CATC, stayed in hostel/guest house/ transit accommodation beyond the period of entitlement as per CHQ policy letter no- PERS/GENL/1209/5/83/PT/123 Dt-15/01/2002 are required to refund the excess amount ofHRA paid to them.

Since, you have stayed beyond the permissible period as per above mentioned policy letter, the excess of HRA paid to you amounting to Rs. is to be refunded immediately.

This has the approval of principal, CATC.
