Why Now?

Liverpool John Moores University has a visionary, ambitious, strategic plan 2012-2017. To support the delivery of the plan the University has exciting proposals for its future development in the city centre.

Liverpool has undergone a dramatic renaissance during the past decade. The University itself is successfully undergoing a major repositioning as a Modern Civic University committed to a quality student experience, world class research and knowledge transfer in key sectors and playing a leadership role in Liverpool city region. LJMU now plans to take a once in a lifetime opportunity to make a major investment in its city centre estate which will sustain this transformation and raise the University’s role and reputation locally, nationally and internationally.

A significant quality investment with Copperas Hill at its heart will: improve the quality of our students’ experience; attract more quality research and researchers; improve our civic and cultural engagement and impact. It will transform LJMU’s existing estate into a city centre University Village which will meet its long term strategic ambitions and enthuse and motivate its current and future students, staff, parents, partners and investors.

The University Village with Copperas Hill at the heart will enhance the experience we give our students by creating a real ‘Home in the City’. It will:

• Combine all student facing services

Making the Student Experience Even Better


A Flying Start for A New Faculty in the City

Copperas Hill would ensure a brilliant flying start for the important new Faculty in the University, which has brought together Nursing, Health Visiting, Paramedic Practice, Social Work, Teacher Education, Sport Development, Nutrition and the wider children’s workforce. Its quality, location and accessibility will: increase internal collaboration and performance; encourage innovative working; bring in many partners to LJMU. A new HE Faculty building at Copperas Hill would bring the following advantages for LJMU, its partners and the city:

• Provide a single location in an iconic building in the heart of Liverpool with excellent public transport links, social facilities and practice space

• Offer state of the art facilities to match those in hospital, schools and children’s centres

• Break down barriers with our external partners in the city

• Bring in communities to work with students and staff

• Allow us to work in innovative ways with real user groups on real problems

• Create opportunities for greater collaboration across professional groups

• Allow us to build on good practice in teaching, mental health and learning disability

We will combine the existing three University Libraries in a single, central location. This state of the art facility will help us to attract and retain students in the future since it will:

• Be modern, expansive, technology rich

• Be a cultural, social and knowledge hub physically and digitally

• Be flexible for students who integrate technology seamlessly within their everyday lives

• Give full print and electronic access to materials, spaces and facilities

• Be a city centre showcase for LJMU and engage local people

• Encourage interaction, collaboration and networking within LJMU

• Fund better services in one location, not the same services in three different locations

LJMU’s history is inextricably intertwined with the city of Liverpool. It has provided Liverpool with the skills and knowledge to drive its economy and to enrich its cultural life. Copperas Hill would provide new meaning to our cultural activities, strengthen our partnerships and raise our profile with cultural, community and creative partners in the city. The development will help:

• Create new networks and partnerships at heart of the University Village

• Create a cultural hub in the city where innovation and inspiration meet

• Attract national and international partners like Sony or the BBC

• Set a truly global agenda within a local context

• Increase community cohesion by becoming a focus for LJMU’s civic agenda and engaging communities in debate about crucial public issues

Connecting LJMU even more with Culture, Community and Creativity in the City

In particular the development would concentrate and strengthen LJMU’s extensive experience and capacity in digital technologies – including:

• Open Labs work with creative technology companies

• the School of Computing and Mathematical Sciences involvement in computer games, animation, computer and cyber security

• the Institute of Cultural Capital work on the impact of digital technology on society

• The Liverpool Screen School partnerships with media and digital organisations

With Copperas Hill, all will do more to drive the digital technology and culture agendas in Liverpool. This digital agenda will involve:

• radical and social transformative applications of innovative technologies

• the majority of business and social transactions and communications

• communications and culture shift equivalent to that effected by Gutenberg or Marconi

• the need for new skills and a social digital inclusion agenda

Our ambition is to encourage students, staff and the wider community to make healthier lifestyle choices and provide opportunity to take part in all levels of fitness activity, from light exercise to competitive and elite sport. The village will help us do this better and to exploit and develop our key strengths of Public Health, Sport and Exercise Sciences, Physical Education, Sports Development, Community Sports and Coaching, Competitive Student Sport and Elite Sport through the Sports Scholarship Scheme. It will radically improve LJMU’s ability to

• showcase our research and knowledge on public health, fitness and wellbeing

• promote engagement with competitive sport

• provide facilities that are visible to students, staff and the community

It will not need special effort to use but will be part of the normal campus activity of the University.

2.7Sports, Health and Wellbeing for Everyone in our City

Copperas Hill would allow us, for example, to explore creating a pioneering Sports Community Hub to integrate sport and community education welcoming the community into the facility through an expansive fitness facility that caters for all health, well-being and training needs from the community to the elite athlete level. It would increase our civic engagement and raise our profile with many partners locally and nationally. It would be a cutting edge fitness facility and pioneering sport development programme that will put LJMU on the map in the UK and globally. LJMU would give back to the local community to bolster public support and ensure long term relationships within the city.


The SMART City Innovation Hub

Cities are the drivers of national economies but also the source of huge social and environmental challenges. Policy makers everywhere are looking for sustainable strategies to encourage economic competitiveness whilst finding answers to these problems. LJMU plans to create an Innovation Hub for a Smart City which will pool all its intellectual and applied resources to develop solutions for the range of economic, social and environmental challenges faced in cities in the UK and globally.

The idea has huge resonance in Liverpool, a city which has experienced dramatic changes during the past decade and has seen a wide range of initiatives, experiments and solutions – local, national and European. The fruits of those efforts are now being realised as the city region increasingly repositions itself as a successful Core City in the UK.

There is a huge amount to learn from Liverpool and build upon in future which will be of interest nationally and internationally. LJMU is perfectly positioned to exploit that opportunity.

Improving our Knowledge Transfer and Supporting the City Economy

The Hub will concentrate on the compelling idea that has been increasingly adopted by the European Commission, the UK government and Liverpool itself. A Smart City is one where investments in human and social capital as well as traditional transport and modern ICT communication infrastructure promote sustainable economic development and a high quality of life with wise management of natural resources through participatory governance. The Hub will draw on elements of the Fraunhofer concept – cities as living labs. It will involve key institutions and individuals from LJMU who have expertise in the field and will expand to attract additional national and international resources and expertise.

Byrom Street - Connecting it back into Liverpool3.C.1

Liverpool plans to dramatically improve St George’s Plateau. This presents a huge civic opportunity for LJMU’s city centre village.

Copperas Hill and Byrom Street are the bookends to St Georges Plateau. A re-defined, attractive and fast route through the historic plateau will bring the vibrancy and life of our University Village right into the heart of the city.
