COMMENTS:-

Dear Sir,

With reference to your above mentioned letter requesting the approval of your laboratory by Al AinCity Municipality (AACM) for carrying out geo-technical investigation, we write to confirm that we haveno objection to your proposal under the following conditions.

1 ) General Requirements:-

The laboratory shall have proper documentation system of its policies, procedures & operationsrelated to geotechnical investigation activities starting from receiving the request, performing tests &site activities, recording results and up to the issuance of final report in accordance with therequirements of ISO/lEC 17025:2005 (General requirements for the competence of testing andcalibration laboratories) and any other additional requirements set out by AACM.

ln order to determine the surface and sub-surface condition of the proposed site, the fieldinvestigation will generally involve either drilling boreholes for civil structure works (e.g. Buildings,Villas, Bridges, Underpass, Tunnels) or trialpifs for roads & related structures.

Among others, the relevant clauses of the following standards shall apply.

ISO/IEC 17025:2005, BS 5930:1999, BS 1377 Part-9 (ADM8264-95), IBC 2009, AASHTO R13-99,ASTM D-75, ASTM D-420-98, ASTM D-1586.

Approval by AACM shall not relieve the laboratory of their contractual obligation to fulfill therequirements of their Client.

2) Sampling and TestingWhere scope of the work requires drilling of specified boreholes up to specified depth and performstandard penetration test, the requirements of ASTM D-1586 shall be complied with in respect ofdrilling equipment, split barrel sampler, hammer assembly etc.. Hammerfall guide shall bepermanently marked (or equally effective other measure taken) in order to enable theoperator/inspector to judge the correct hammer drop height. Unless otherurise specified, SPT shall betaken at every 0.5m interval or every change of strata up to a depth of 3m.At depths more than 3m,SPT shall be taken every 1m or every change of strata.Adequate sample representing each sub-surface material shall be obtained, accurately identified &recorded against each borehole.Borehole log, in its standard format, shall contain among others, detailed lithological description ofstrata, sampling type, depth with respect to given level, SPT field records, N-values, Core recovery(TCR, SCR, RQQ, Fl, UCS if & as applicable) water table, loss of drilling fluid (if any), rate ofpenetration etc.

Where the scope of work requires sampling from trialpifs, the requirements of ASTM D-75 shall becomplied with. Adequate samples, representing each sub-surface strata, shall be obtained from the

vertical cut face & accurately identified and recorded against test hole, test pit number & depth below

reference ground level from where it was taken. Laboratory tests shall be carried out in accordancewith those specified by the Client. Due records shall be made and reported on the verticality & slope

stability of the cut face of the excavated trial pits. Colored photographs of exposed soil obtained fromhigh resolution digital camera indicating date & reference scale shall be provided as a part of the

report.

3) ReportingThe laboratory shall produce report to fulfillthe Client's needs and the requirements of applicable

Clauses of BS 5930 (specially Section 47) and the relevant Clauses of ISO llEC 17025.

General lnformation in the investigation report shall include, but not limited to, the following:a) the site & project description, purpose of study, scope of work indicating testing plan/investigation

procedure, standards used, boreholes/trial pit logs, generalized sub-surface profile and testresults including fixtures of pizometer for ground water table (where applicable).

b) analysis and recommendation on the overall sub-surface condition, expected settlement, methodconsidered for computing allowable bearing capacity/calcul.ating the ultimate bearing capacity offooting, foundation type (shallow, isolated, strip, raft or pilg}nd depths, seismic design parameter(where applicable).

c) special attention shall be paid and appropriate/safe recommendations made for areas where deepexcavations for (sewer line, open cut, NDRC etc.) are involved and unstable, loose, non-cohesivematerials are encountered. Appropriate design for lateral support system and slope stability shallbe provided if it appears from investigation that the construction site is built on loosely backfilledunsuitableiuncontrolled buried materialthat might cause settlement to adjacent structures or mayresult in remediate effort.

4) Special ConditionThe laboratory shall have a suitable storage facility to maintain sample integrity and traceability.

Samples with proper lD number shall be retained in the storage area for a period of at least one

month from the date of issuing the final report.

The laboratory shall hold the following.a) Valid Registration Certificate of "Visual Examination & Functional Test of Drilling Rig" issued by

appropriate organization approved by Labor Ministry of Abu Dhabi.b) Valid Certificate of "Thorough Examination & Test for Geotechnical Sampling Rigs" issued by

approved professional organization (say Technical lnspection Bureau or equivalent).c) Valid Calibration Certificate on SPT assembly carried out by an appropriate specialist company

every six (6) months as well as by the in-house quality control section of the laboratory.The laboratory shall be subject to planned surveillance visits by AACM at least twice a year with prior

intimation. Special surveillance visit, without giving any prior notification, may also be carried out by

AACM as the need arises.Non-compliance/irregularities found with the above requirements may be a reason for the

suspensioniwithdrawal of the approval.

Continuity of approval for the tests listed above (pagel) shall be subject tocompliance with the following:1. Certification from competent authority for compliance with ISO 17025 shall be

obtained within six months from the date of issuance of this letter.

2. The testing laboratory shall maintain respective QAQC Manual includingintemal (every month) and extemal (every six month) audits and intemalQuality Control checks. Evidence shall be maintained for the regular trainingprogramme and evaluation/competency of laboratory staff .

3. All equipment shall meet requirements of the Standards and have validcalibration certificate (both intemaland extemal as applicable). Tests shall be

canied out by competent laboratory staff only. Extemal calibration shall be

canied out only by competent and reputable accredited agency.4. The contracUrequest from the client shall be adequately defined, all

necessary information entered, test methods properly indicated and latestintemational sta ndard/project specification fo I I owed.

5. Requests from clients and copies of corresponding work sheets and testreports shall be kept to gatherfor any future reference/MCM audit check.

Samples shall be retained for a period of minimum one month from the dateof reporting. Tests report shall contain conect and true picture of thesample/materialon which tests are made.

6. Generally approval shall be renewed every three years. However,surveillance check shall be undertaken every six months in addition to any

spot checkwithout any prior notice/surprise visit by AACM QAQC Section.
