ForewordfromABAPresidentIt is a great honor for me to write this foreword to the 17th Asian BioethicsConference(ABC17)ProgramBook.Theconference,whichisheldonNovember14–17,2016,inYogyakarta,Indonesia,ishostedbyUniversitasGadjahMadaincollaboration with the National Bioethics Commission of Indonesia, and theAsianBioethicsAssociation.Wearedeeplygratefultothemanypeoplewhohaveworkedsohardtoorganizethisevent,especiallyProf.UmarAnggaraJenie,theOrganizingChairofthe17thABC.

The ABC continues a tradition of bringing together researchers, academics,professional experts, and students fromAsia and around theworld. Universitas Gadjah Mada is an Indonesian public ivyleague research university located in Yogyakarta,Indonesia, foundedonDecember19, 1949.UGM is theoldest and largest institution of higher learning inIndonesia. National Bioethics Commission (Komisi BioetikaNasional, KBN) was established in September17,2004; by joint-three Ministerial Decree ofMinistersofResearchandTechnology,HealthandAgriculture.TheKBNisaimedtobeaplacewhere

bioethicists could discuss all matters concerning bioethical issues; and giveadvisetotheGovernmentsandsocietyconcerningtheseissues.ThedutyoftheKBNistocarryoutcomprehensiveandprogressiveexaminationrelatingtobioethicalprinciples, togiveadvicetotheGovernmentonbioethicalaspects of research, development and application of science and technologywhich based on biological sciences, and to disseminate bioethicscomprehensivenesstosocietyatlarge.

Members of KBN representing academicians (including medical doctors,molecularbiologists,geneticists,chemists,biologists,etc),ethicists(bioethicists),religious scholars (from 6 religions which are recognized by the Government,namely Islam, Catholic, Protestant, Buddhism, Hindu and Confusianism),businessmen, educators, and lawyers. KBN is amember of theAsianBioethicsAssociation(ABA)since2005.AsianBioethicsAssociation

The principles of this Constitution wereinitially adoptedat the InauguralMeetingoftheEastAsianAssociation forBioethicsheldin Beijing on the 5th of November, 1995,when the Officers of this Association werealso nominated. At the UNESCO AsianBioethics Conference, 4 Nov, 1997, the

Association was broadened to become the Asian Bioethics Association, andseveralfurthermemberswerenominated.The basic objective of the Association is to promote scientific research inbioethicsinAsiathroughopenandinternationalexchangesofideasamongthoseworkinginbioethicsinvariousfieldsofstudyanddifferentregionsoftheworld.Inorder toachieve thisend theAssociationwill encourage the followingworkandprojects:(1)toorganizeandsupportinternationalconferencesinbioethicsinAsia; (2) toassist thedevelopmentand linkageof regionalorganizations forbioethics;(3)toencourageotheracademicandeducationalworkorprojectstoaccomplishtheirgoalsconsistentwiththeobjectivesoftheAssociation.

Organizer

CenterforBioethicsandMedicalHumanitiesThe Center for Bioethics and Medical Humanities (CBMH) history was started in 1997 as Bioethics and Medical Humanities Teaching Team. The team was aiming to improve moral, ethical, and behavioral aspect of medical students. CBMH wasofficially established in year2004, underthe decree of The Dean of Faculty ofMedicine, Universitas Gadjah Mada (FK-UGM), and is currently promoting, a trans-disciplinary approach. In its further development, the center has eveloved into an innovative andproductive center with main vision “to improve bioethics and medicalhumanities education, research, and service in order to create highly qualifiedmoral and humane practitioners”. The center aspire to achieve through itsmissionsinthefollowingarea:• Education(integratingbioethicsandmedicalhumanitiesintocurriculum)• Research (establish local, regional, and international research on relatedissues)

• Service (training and educating professionals and community in relatedissues)

Contrary to its humble and modest profile, CBMH has been acknowledgednationally as one of the pioneers, trendsetting institution, and baromoter forbioethics development in Indonesia. The center has been given the honor toserve as permanent secretariat for the national network on Bioethics andMedical Humanities (JBHKI). On regular basis, Certified bioethics training forhealth professionals have been conducted and joined by participants fromaroundthecountry.WitharatherdistinctapproachtoBioethics,theaspectsofHELP have been promoted as a strategy unique to CBMH. It emphasizes oncultivating Humanities as the basic starting point for Ethical skills, whilstbalancingwithproperunderstandingof Legal aspects, andProfessionalism forframework.Aspiring for global participation, the center has made significant efforts toencourage and empower Asia-Pacific Innitiatives in enriching bioethicsdevelopementinthisglobalsociety.Inlinewiththatspirit,thecenterhasbeenappointed as the leading coordinator for the International Consortium onBioethics and Humanities, which houses the Asia-Pacific (Trans-nations)bioethics collaboration (initiator countries are Indonesia, Taiwan, Malaysia,Australia).

BackgroundBioethicssinceitsearlydevelopment,hasbeendefinedasabodyofknowledgethatbridgesvaluesofhumanitywithdevelopment,scienceandtechnology.Withthe intention to emphasise beneficence in the advancement of science andtechnology, bioethics aims to harmonize and balance these phenomena withhumanity,moral values, and the concept of human dignity. The importance ofbioethics has never been as pressing as nowadays when more specializedscience and technology have been developed, andmay at some point,withoutadequate ethical provision, potentially cause disadvantages, harm and evenjeopardize human lives. History has documented that humanities often havebeen devalued in front of science and technology, and even worse, theenvironment, human lives anddignitywere sacrificed for the sake of researchand experimentations. The Nuremberg trial, the Tuskegee tragedy, andmanyotherexperimentation,especiallyrelatedtohealth,areharshremindersofhowscience and technology development can become immoral and inhumane. Thedevelopmentofatomicbombs,biochemicalweapons,andmanyotherweaponsofmass destruction, only further prove how advanced science and technologyhave the potential and are capable of destroying human lives and theirenvironments. In these contexts, Bioethics is the love of life and critical inpreservinghumanrights.In order to achieve those goals, a bioethicist should have an open mind andrespectallformsofhumanknowledge,whilealsomaintainingethicalprinciplesinthinkingprocess.Thesesetofattitudesareinlinewiththetrans-disciplinaryconcept, inherently embedded in bioethics as a body of knowledge. Bioethicsputs emphasis on rationality, comprehensiveness, and open-mindedness inanalyzingissuessurroundingdevelopment.Therefore, it is imperativetoinfuseand cultivate bioethics values throughout all forms of civic and professionaleducation,atalllevels.In the context ofmedicine and health, bioethics has grown rapidly that it hasbecome one of the basis to build physicians’ and health professionals’competences. Graduates consequently are expected to master the skills ofthinkingethically, inordertohavethecapacitytomakemoraldecisionandactaccordingly as health professionals, be it in services, research or educationalsettings. Other field of sciences have alsowitnessed similar progress of ethicsinfluences, for example ethics in politics, ethics in diplomacy, environmentalethics,ethicsinfoodengineeringandbusinessethics.The efforts to develop bioethics as an emerging science have drawn experts’attentionandcontributionsfromallovertheworld.SpecificallyinAsiaandthePacific, the effortswere stimulated in the 1990s through the establishment ofAsian Bioethics Association (ABA). This organization was formed toaccommodate exchange of ideas between experts, aiming for bioethicsintegration intovarious fieldof sciencesandprofessional expertise.Ever sinceits first establishment, ABA has regularly hold annual scientific conferences,titled the Asian Bioethics Conference (ABC). Indonesia has had the previous

opportunity to host the ABC9 in 2008 at Jogjakarta, organized by UniversitasIslamNegeriSunanKalijagaandsupportedbyIndonesianBioethicsCommission(KBN). This year 2016, Indonesia has once again be chosen by acclamation tohost ABC17, which will be organized by Universitas Gadjah Mada (UGM) incollaboration with KBN. The Center for Bioethics and Medical Humanities(CBMH) representingUGMhas accepted themandate and is ready to organizeanddeliverthisimportantevent.Nationally, the efforts to develop bioethics in Indonesia also share similarenthusiastic spirits, with many experts and professionals have begun tounderstandtheimportanceofbioethicsandthustherelentlessadvocation.Oneof the prominent influence comes from the Indonesian Bioethics and MedicalHumanitiesNetwork(JBHKI),anationalorganizationestsblishedin2000whichhasregularlyholdbiennialnationalscientificmeeting.Thisyear2016,FacultyofMedicine UGM appointed as Secretary General of JBHKI, has the obligation tohostandorganizethe8thnationalmeeting.Both of these major bioethics events, the 8th national meeting of JBHKI andABC17,willbeheldinsuccession,inexpectationtooptimizeparticipationsandcontributionsfromdomesticandinternationalbioethicsscholarsinbotheventstocomeupwithrealpolicysuggestionsbasedonevidenceinmanycountries.
