Garg, Director(S) (IA Division, Industrial Projects) Subject : Queries to the replies regarding grant of environmental clearance of the proposed capacity expansion of existing 200 TPD cement plant to 2500 TPD cement plant ( Phase I : 300 TPD expansion and Phase II : 2000 TPD expansion) and mining of limestone in 29.4141 hectares of land at village Khrew, Tehsil Pampore, District – Pulwama, Jammu and Kashmir. Reference : MoEF office letter dated 10th September, 2013 for File No. J-11011/226/2012-IAII(I) Sir, With reference to the subject referred above, we are herewith submitting you the pointwise reply of the queries raised by your office for the environmental clearance of the capacity expansion of Cemtec Cements Pvt. Ltd. from 200 TPD to 2500 TPD ( Phase I : 300 TPD expansion and Phase II : 2000 TPD expansion) at the same location. 1. The industrial unit is having an existing mine in an area of 29.4141 hectares of land for the mining

of limestone for captive consumption adjoining to the site. The mining site is in the name of the director of the company and has been granted lease by the Jammu and Kashmir Government for 20 years vide dated 9th September, 2002. The lease period is expendable on the expiry of its term. The mining site is for captive use only and the project proponent can extract the limestone as per their requirements in the cement manufacturing. Separate Environmental Clearance for the mining activity is not required by the company as the lease period is valid upto 8th September, 2022. Before the expiry of the mining lease, the company will get the environmental clearance done as per the requirements of MoEF. Copy of documents regarding the same are attached as annexure 1.

2. The company has engaged M/s Ace Engineers and Consultants, Patiala as their environmental

consultants for the preparation of the EIA report and making presentation to the EAC for the environmental clearance of the project. Ace Engineers and Consultants, Patiala have got the interim stay orders from the Honorable Punjab and Haryana High Court against the applicability of NABET for them. Based on the orders of Honorable Punjab and Haryana High Court, Ministry of Environment and Forests, New Delhi are regularly accepting the final EIA reports from Ace Engineers and Consultants, Patiala. Relevant documents in this regard are attached as annexure 2.

3. Map duly authenticated by the Wild Life Warden, for the site and surrounding area indicating the location of the national park, wild life sanctuary, cement plants and their remarks is enclosed as annexure 3.

Considering the above, we now request you to kindly grant us the Environmental Clearance at the earliest.
