Background on the Existing Plant Built in 1961, and went through 3 stages of expansions for addition of sedimentation tanks (#5, 6, 7, 8) and digesters (#3, 4), and relocation of 54” outfall. The plant location is west of the Lions Gate bridge, on leased land that is being returned to Squamish Nation. Serves the North Shore Municipalities (West Vancouver, City of North Vancouver, District of North Vancouver, and First Nations).

Metro Vancouver’s Integrated Liquid Waste and Resource Management Plan As identified in Metro Vancouver’s Integrated Liquid Waste and Resource Management Plan approved by the BC Minister of Environment in May 2011, Lions Gate Wastewater Treatment Plant should be upgraded to secondary treatment within 10 years in accordance with the Canada-wide strategy for the Management of Municipal Wastewater Effluent. The actions were confirmed by the Minster in the May 30, 2011 letter of approval supporting the upgrading to secondary level treatment for the Lions Gate Plant by 2020.

Location of New Treatment Plant In 2008 Metro Vancouver purchased a 3 hectare property from BC Rails Properties Division. The property is 2km east of the existing site. located in the area of industrial land south of 1st St. and between Phillip and Pemberton Ave.

Outfall Lions Gate Outfall was installed as part of the Stage 3 expansion in 1969. The multi-port diffuser ensures the effluent is discharged at a high velocity and well mixed within the current of the First Narrows.

Objective 2 – Sustainability Metro Vancouver’s sustainability objectives will be a key consideration in undertaking the business case analyses and designs that target achieving the maximum use of energy available from liquid waste, considering the integration of liquid waste and solid waste resources, using reclaimed water where appropriate, minimizing the greenhouse gas emissions, and making effective use of on-site stormwater. Annacis Wastewater Centre is one of Metro Vancouver’s Sustainability Academies. It was opened in the fall of 2011. The vision for the Centre is to support wastewater research and development, training and public education. The intent of the centre is to transform our approach to managing and treating wastewater, promoting energy reduction, reuse of materials and mitigating environmental impacts.

Objective 3 – Integrated Resource Recovery If the plant is designed to optimize generation and capture for use of these materials (fuel, electricity, heat, water, and nutrient), Metro Vancouver can reduce its energy costs, carbon footprint, effluent discharge, and environmental impact. Ideally, the plant would operate as a net energy provider, be carbon neutral, and displace potable water used by local industry by substituting treated effluent.
Objective 3 – Integrated Resource Recovery - This is the codigestion facility at Annacis Island Wastewater Treatment Plant. This facility receives select high strength industrial wastes and injects these into the plant’s solids handling process. Doing this allows us to turn products that would cost more to process if they are sent to the plant through the sewer system to a product that can be used to increase energy produced at the plant. This project received the 2011 Award of Excellence from the Canadian Water and Wastewater Association for the Implementation of Innovative Technologies.

Objective 4 – Community Integration Located in Brooklyn’s Greenpoint community, Newtown Creek is the largest of New York City’s 14 wastewater treatment plants. Plant expansion and redesign have also included thoughtful development of the quarter-mile Newtown Creek Waterfront Nature Walk with its unique architectural features, plantings and environmental sculpture, as well as stunning views from the skywalk of New York City and the nearby industrial landscape.

Project Phases Phase 1 - Project Definition Phase (2011 - 2013): Development of a Project Definition Report defining the complete scope of the work including an indicative/preliminary design and cost estimate for upgrading the LGWWTP to secondary treatment . Phase 1 also includes the assessment of and recommended procurement and contracting method for design and construction. Phase 2 - Detailed Design and Construction Phase (2014 - 2020) Completion of detailed design and construction for the Lions Gate Secondary Wastewater Treatment Plant following the development of a procurement plan based on the approval of the recommendation from Phase 1. The second phase will proceed with execution of the procurement method recommended in Phase 1 and lead to detailed design of the Lions Gate Secondary Wastewater Treatment Plant. The completion of construction will also include commissioning of the new plant and decommissioning of the existing plant.
