KEY QUOTES FROM THE 2040 COMPREHENSIVE PLAN

P. 10.14 – The right-of-way to be vacated is no shown on the Functional Street and Road Classification plan, nor theLong Range Transportation Plan, only the newly aligned street.

ANALYSIS

1. This is a request to vacate excess right-of-way for Yankee Hill Road east of South 84th Street. The right-of-waybecame excess with the opening of the newly aligned Yankee Hill Road which now curves north and intersects withHighway 2 at South 91st Street.

2. Plans for a revised Yankee Hill Road alignment were in response to development pressure in the area. This includedthe Jensen family donation of land for a public park southeast of the intersection of South 84th Street and YankeeHill Road. Also, major commercial centers were approved on both sides of Highway 2 east of South 84th Street. Aportion of the Jensen Parks site was later acquired by Lincoln Public Schools as a future school site, which is nowhome to Moore Middle School. Planned improvements to the street network in the area have been incorporatedinto the Comprehensive Plan and Long Range Transportation Plan to help provide improved infrastructure to servethis growing part of the city in response to these and other changes.

3. One of the planned improvements for the area included the realignment of Yankee Hill Road. The realignmentcurved it north to intersect with Highway 2 at South 91st Street. The goal was to enhance its utility and increase itsability to better serve area residents.

4. East of South 84th Street, Yankee Hill Road was a gravel road that extended east and terminated at an intersectionwith Breagan Road in Cheney. The entrance into Cheney includes an undesirable diagonal railroad crossing. Thenew alignment now curves north and intersects with Highway 2 at South 91st Street (also an arterial street), andprovides greatly enhanced access to the area.

5. The new street has been built and is now open. As a result, the old right-of-way is no longer needed for a street.The master plan for Jensen Park incorporates the City-owned land on both sides of the right-of-way proposed forvacation into the larger park. A street through this part of the park is not a part of the master plan.

6. Both Jensen Park and Moore Middle School/YMCA have access to the new street via an intersection at YankeeWoods Drive. Serving no purpose in the larger street network, the right-of-way for the old roadway alignment is nolonger needed. It also eliminates an undesirable railroad crossing. As a result, the right-of-way is excess and shouldbe vacated and put to better use.

7. There are existing utilities in the vacation area. Utility easements will be retained to ensure continued access torepair and replace the utilities.

8. Vacating the subject right-of-way will avail it to its highest and best use, eliminate excess right-of-way, andfacilitate development of a regional park for the City. This request is consistent with the Comprehensive Plan andLincoln Municipal Code.

RELATED APPLICATION HISTORY

June 2017 - CPA#17003 was approved amending the Future Land Use Map of the Comprehensive Plan to reflect a land exchange between the City and Krueger Development to consolidate land for the planned regional park site.

July 2017 - CPC#17010 was approved declaring 34.4 acres of City-owned land surplus so that it could be exchanged for 39.76 acres of land deemed more suitable to be added to the future regional park site.
