The Civil Protection Department, within the Presidency ofthe Council of Ministers, coordinates theactivities of components and operational structures ofthe National Service of Civil Protection in case of declarationof an emergency, in agreement withthe regional governments.
The activities of the system are the prediction andprevention of various scenarios of risk, and relief to thepopulation and any activity designed to overcome theemergency.

PLAN FOR RECEPTION OF MIGRANTS
Objectives of the Plan: ensure firstreception, fair distribution on the Italian territoryand assistance to refugees andmigrants arrived in Italy from North Africa.
The Plan is based on a joint management ofmigration flows for which a state of emergency hasbeen declared and involves the Department of CivilProtection, the regional administrations andAutonomous Provinces, local authorities and othermembers of the National System.
.It offers a model of modular accommodation ofrefugee to ensure assistance to 50thousand migrants entered Italy between 1 Januaryand 5 April 2011 in dedicatedfacilities usable immediately or at short notice.

Since 1998, Italy has had good cooperative relationships
with Tunisian authorities. In April 2011 the cooperation
was reinforced with the sign of a new specific
agreement:
1. Italian supplies of naval units, motor vehicles and
technical devices for the strengthening of border
checks in Tunisia;
2. Intensified patrolling in international and national
waters. In 2011, 2.611 illegal Tunisian migrants were
stopped by Tunisian patrol boats
3. Improved cooperation in identifying and returning
Tunisian illegal migrants
