    1 Introduction

    This document describes the Limited Service Mode Emergency Call Supportfeature and its main benefits and impacts in the LTE RAN

    1.1 Basic CharacteristicsThis section describes the basic characteristics of the feature.

    This feature introduces the functionality to support handling of emergency callsin an LTE network for UE:s in limited service mode.This comprises

    Broadcast in SIB1 of an indicator of the core network support of emergencycalls for UE:s in limited service mode, e.g. UE:s without a SIM card. Withthis indication UE:s will be allowed to set up emergency calls when inlimited service mode.

    Support of the EIA0 (null) integrity protection algorithm expected to be(implicitly) signaled by the MME for UE:s in limited service mode

    Support of mobility of emergency calls for UE:s in limited service mode

    This feature has no prerequisite features.

    This feature affects no other features.

    1.2 BenefitsThe feature enables the UE user to setup and maintain emergency calls evenwhen out of home network coverage or without a SIM card inserted.

    This section describes how the Limited Service Mode Emergency Call Supportfeature impacts the network functions and capabilities.

    4.1 CapacityThere is a minor negative impact on network capacity from the implementationof this feature due to the fact that UE:s normally served by other networks willbe allowed to make emergency call in this network.

    4.2 MobilityThere is a minor impact on mobility from the implementation of this featuredue to the fact that UE:s in limited service mode will be granted access whentrying to do hand over into this network.
