Presenters Kathy Daniels IT Administrator, Statewide Legal Services in Connecticut Rochelle Klempner Chief Counsel, NYS Courts Access to Justice Program Mike Monahan Director, State Bar of GA/GLSP Pro Bono Project Sandra Sandoval Field Support Coordinator, Immigration Advocates Network Mirenda Watkins (Moderator) Pro Bono Net 6. What We Will Cover Today What technology tools are being used by legal service providers and courts to enhance legal services and court access for Limited English Proficiency (LEP) communities? Why is technology important in this context? What are the challenges of creating and maintaining multi- lingual tech tools and how have programs addressed these challenges? 7. Defining the Terms What we mean by Limited English Proficient individuals? Individuals who do not speak English as their primary language and who have a limited ability to read, speak, write, or understand English can be limited English proficient, or "LEP." 8. Limited English Proficiency (LEP) Individuals in the U.S. More than 20% of individuals in the US speak a language other than English at home 25 million people have limited English proficiency in the US Spanish-speakers account for about 66% of this group, followed by Chinese (6%) and Vietnamese speakers (3%) 9. How can technology help? Assessing LEP needs Designing user-centered services Delivering and expanding language access services Providing crucial resources to LEP community Substantive legal information Information about the legal system and language access rights 10. Considerations for reaching LEP communities Online resources should not exist in isolation as a delivery system Will most benefit the target community when they are supported and promoted by an access-oriented delivery system Cultivate broad partnership networks 11. When something is changed look for affected resources on the website first Search the website for common terms Put English clues in the comments lines in the html of other language webpages Post all pdfs on-line in one location only once Use the same interpreter for all translations to keep the same vernacular Use someone for audio work that is accessible for future updates Use a cloud based internal site for employee shared access that points to the same pdfs for the public Dont have a tech person oversee the job Make sure you pass on institutional knowledge Remember to tell all the players involved when changes are made 24. TEXT interpreter probono milvets to 99699 Mobile Landing Page 26. Statewide Legal Services of CT Presented by Kathy Daniels 27. This is what a fotonovela picture looks like. You can change the text in the existing boxes so that it says anything you want. This is great! I can think of a lot of ways to use this. 28. The fotonovela style has its roots in Latino culture and uses photos with conversation bubbles. The format is similar to a comic book. Fotonovela videos can be easily modified for additional languages and adapted to almost any legal topic or jurisdiction. Weve taken the comic book format, made it into a video and added audio. And then weve made PDFs out of them. 29. The fotonovela places concepts in a relevant context and offers greater readability and comprehension than material presented primarily as text. 30. Programs can link to or embed our YouTube videos: 31. 1. Family and Medical Leave Act (FMLA) 2. Rights of Special Education Students - Establishing an IEP 3. Discipline of a Special Education Student 4. SSDI Overpayments: What to Do if You Got a Notice of Overpayment from Social Security 5. SSI Overpayments: What to Do if You Got a Notice of Overpayment from Social Security 6. Applying and Appealing for Social Security 7. Help for Domestic Violence Victims Living in Federally Subsidized or Public Housing 32. Kate Frank, Web Manager for the statewide website in Connecticut, CTLawHelp.org Created the videos using Adobe Photoshop, Adobe Premier, and a free program called Audacity. 33. English English / Espaol Portuguese / Portugus Polish / Polski Chinese / 34. Link to the videos on CTLawHelp.org Embed the videos from YouTube on your site Change the audio & text in the videos to create your own Link to the PDFs on our site Download the PDFs from our website and use them on your own site Use the photos & other assets posted on ShareLawVideo.org to build your own fotonovelas using PowerPoint or other software you are comfortable with Use the photos for other projects Print out PDFs to distribute in the community 35. The fotonovela is an affordable tool that can be utilized by outreach workers, community organizations, and professionals who want to reach people with low literacy skills, as well as address language or cross-cultural communication barriers. 36. DIY? 37. The PDF versions of the fotonovelas can be printed and distributed at non-traditional locations such as corner stores, health fairs, through church programs, and still serve as a source of information for the community. 38. And they are easy to update if laws change, or if you want to add in content that is specific to your own jurisdiction. 39. Usage Statistics: Fotonovela videos on the CTLawHelp YouTube channel have been viewed over 3,500 times and visitors have spent almost 10,000 minutes watching. 40. Would you please send us a quick email if you use the videos, PDFs or other assets? Wed love to know how and where they are being used. Questions?
