imagination, out-of-the box thinking. They
have all preached the same message…
compassion for the fellow man, innovation,
ecological responsibility, awareness,
bending the rules and expectations, if need
be. Their openness, what set them apart
from the crowd (not that every single
person possess these exact things).
Through civilization, humans as a species
have ignored these ideals and have chosen
material well being of the world. This has
evidently not worked as we have seen
countless historical examples of political
and social systems imploding on
themselves.
We are currently in such a cycle and the
time has come for us to try something
different as a collective. We must find a
way to communicate the message of
compassion, mutual help, feeling to those
lost to the monsters of greed, and
individualism. All forms of religion,
spirituality in their essence, speak the same
truth. It’s humanities’ implementation of
these dynamics that is the need of the hour.
We need to change, and this change comes
through feelings. Feel for every one around
us.
R Mani
Dear All,
……well, to put it simply, this is my
attempt to fill Apex India with thoughts
on uplifting, encouragement, passionate
words, shares and so on. I truly believe
that We the Apexians can turn this world
around us through positivity, acceptance
through creative expression, openness
and Service. If we look at some of the
most influential public figures and minds
in history (fictional or real) ranging from
Abraham Lincoln, Martin Luther King,
Gandhiji, Swamy Vivekananda, John
Lennon, Stephen Hawking, Isaac Asimov,
Steve Jobs, Barack Obama, Maya
Anjelou, (don’t feel bad if you don’t know
a lot about some or any of these people,
there’s always google.. I still don’t know
detailed information about many
important people in history’s archives)
one common thread in the minds of these
folks is creativity, high intelligence,
„Dil Se‟ by Diptendu
Respected Life Governors, Life
Members, all Seniors and my dear
friends, I am very happy to write
again in this July, 2018 issue.
LM Apxn. R Mani is taking an all
out efforts for bringing out this
beautiful publication.
During this period Apex India is
very active. All the clubs are
doing a number of activities and
service projects in their
concerned areas. The services
are mainly focused on Health,
Education, Environment &
Communication.
The DGs of District 1, 3, 5 and 7
are doing extremely well for good
apexing. I have seen all of them
are preparing for the coming
District Conventions. The deputy
DG and all National directors are
very active throughout the year.
Few apexians are inactive during
last couple of months
apprehending the outcome of
pending constitution amendment
despite my assurance to all I will
solve this issue at my level
during Midterm National Board
Meeting in Sept, 2018. I implore
you all to have faith in me and
put in your best for growth of
Apex. This is purely due to
communication gap and with my
words of assurance , no gap
should exist, in all districts.
The difference of opinion is the
symbol of growth but difference
of mind mean the negative
growth. We all should able to
over come this. My sincere
request to all clubs to make
regular communication with
National Board and make Apex
Directory and Registration of our
organization, a reality.
The preparation for the ensuing National
Convention KANHAPEX is in full swing, under
the able Chairmanship of LG Apxn G P Singh
hosted by Bhilai Club. The Midterm Board
Meeting will be held in District 5, in September.
I feel very proud to hold the Honorary
Membership of Apex Madras during my stay in
Chennai as a National President, besides my
parent club being Bally.
The minutes and a number of decisions taken in
National Board meetings have already been
circulated in Booklet format for all following my
open policy. If any correction is required, write
to NS with details.
Coming to Age and Constitution Amendment, I
have decided to make an agenda in Midterm
Board meeting. There is also feeling in me, that
we should aim at “No elections” for District and
National level positions and all elections should
be consensus only. During my visit to all
districts I had a talk with most of the
seniors/members and requested to call for
nominations for Deputy DGs and DG in coming
district conventions so that we can continue
with the positions of Dy DGs. My personal
request to all of you, file nominations by
consensus only; let not there be any election at
all If you can do it at the ensuing District
Conventions, we hope we can able to do the
same thing at National Convention too.
At the club level, most of the clubs are doing
extremely well but a few senior members’
contributions are noteworthy. My request to all
clubs, honour your senior members, if you
really feel, with Life Membership by sending
the Clubs’ proposal to that effect to National
Secretary, justifying your action for the honor.
As a part of celebration of 50 year of Bally Club,
they are able to successfully install a CT Scan
machine in their Hospital project. It is a proud
moment for Apex. Without the support of local
people and local authority it is not at all
possible, Apex remaining a bridge.
Our IR is noteworthy this year. It is a proud
moment that our IPNP is going to take charge
as Global Chairman. My Best wishes and all kind
of support are with him.
I express my deep sorrow for the Family
members of few apexians, who passed away
recently..
My best Wishes and Regards to all

Robert’s Rules MEETING PROCEDURE
HOW TO MOVE A MOTION? Some of new members during their
attending the meeting in the Club, see
other members raising “Point of Order”,
“Point of information” etc., they feel odd
man out. Sometimes they want to place
their views or move a motion but because
they do not know the procedure, they
keep silent. This system is called
“Meeting Procedure.” These Rules are
called Robert’s Rules and throughout the
world this procedure is followed. While it
would require a workshop for a whole day
to explain the procedures, some of the
main points are being discussed here.
Proposal : Every Motion must be moved
by some member saying, “I move
that…… He should specify the resolution /
motion clearly.
Seconder: Every motion must be
seconded by some other member saying
“I second the motion”.
Discussion: The proposer must give
reasons for the resolution and then the
house should discuss the motion /
resolution.
Amendment: If any member wishes to
amend the proposal he should move the
amendment which must be seconded
Amendment to Amendment: Still there is
scope for amendment. Likewise the
amendment to amendment also must be
seconded.
Procedure for Discussion
Amendment to amendment is to be
discussed first. If that amendment to
amendment is lost then the amendment
to the original motion is taken up for
discussion.
If amendment to amendment is carried
then amendment to the original motion as
amended is taken up for discussion.
If the amendment to the original motion
(amended or not as the case may be) is
lost then the original motion is taken up
for discussion.
If the amendment to the original motion
is carried then the original motion as
amended is taken up for discussion and
decision is taken accordingly in case the
motion is carried or lost.
This is a procedure for putting up a
motion. Now some points while
proposing a motion or discussing it should
be taken note of.
All Motions and Amendments shall be
proposed and seconded.
No discussion is permitted on a motion or
on amendment unless or until it is
seconded and if there is no seconder, it
shall lapse.
A person may second a motion or an
amendment in order to permit the
discussion, but he needs not support or
vote for the motion. He has seconded the
motion or the amendment simply for the
sake of discussion only.
The motion shall be clear and
unambiguous It shall be in precise and
definite language and it should be
affirmative in form.
A Motion or an amendment may be
withdrawn by a proposer with the consent
of the seconder and with the agreement
of the meeting.
An amendment shall relate to the matter
involved in the motion and shall not be a
direct negative of the motion.
A right to reply is exercisable by the
proposer of the motion but not by the
proposal of the amendment.
The Debate or discussion shall be
terminated when the proposer of the
motion has replied.
An amendment shall be voted upon
before the original motion is put to vote.
It the amendment is lost the original
motion is revived and is subject to further
amendment until all amendments have
been disposed off.
Now there are some rights of the
members and they can ask for from the
President or Chairman of the meeting.
Apex Education – by LG Mahesh Sharma, PNP

POINT OF PRIVILEGE :A request for personal comforts, privilege or complaint -

POINT OF INFORMATION : Request for information -May interrupt the speaker ;No

concerned responds.
OBJECTION FOR CONSIDERATION :Objection for consideration of the matter or
motion or amendment - “I object the consideration of --------“ - May interrupt the
speaker - No Seconder is required, Not debatable, not amendable - 2 /3 votes required,
PREVIOUS QUESTION: To end discussion There is no previous question but it is a
phrase. You say, “ I move the previous question. No interruption - Seconder is
required , Not debatable, not amendable - 2/3 votes required.

As my time on the Apex National Board draws
to a close I would like to reflect on my time of
service. At times I found it challenging, and yet
the experience has been extremely rewarding. I
have learnt so much more about Apex and
what we have achieved right across our
country, but more importantly I have learnt
so much about myself. By interacting with
members, clubs, regions and our international
counterparts, I have extended my limits and
grown in confidence. The skills acquired by
serving on National Board will continue to
serve me, both in my career and in my
personal life for many years to come
Serving on National Board has given me the
opportunity to support and attend
conventions, events and functions all across
Australia. In turn, this enables me to bring
ideas and knowledge back to my own club. I
wholeheartedly encourage anyone who is
passionate about taking that next step in their
Apex journey to nominate for a Regional
Communicator or National Board position. I
started my journey to becoming National
President only 15 years ago when I joined Apex
after moving to Chinchilla. I was just a quiet
shy country lad off the farm, in town having a
go. After filling several club portfolios, I sought
to give back to the association which had
already given me so much. I stepped up to be a
Regional Communicator in 2014 and enjoyed
the challenge of coordinating 14 clubs. I
realised at the end of those 12 months I still
had plenty of fire in my belly and wanted to
give more, so I stepped up to serve on National
Board.
My two year term coordinating the 13
Regional Communicators was certainly a
learning curve but hugely gratifying. I was
encouraged to put my name forward for the
Presidency itself and whilst it was not a role I
aspired to, I accepted the nomination and was
successful. Since assuming the role I have
relished the responsibility of leading and
working with a great team of Directors. Even
at the highest position in Apex Australia, the
old adage holds true, “The more you put in, the
more you will get out”. I am most grateful for
the trust the members have in placed in me
and the wonderful opportunities I have
enjoyed, and the people I have encountered.
The friendships and memories I have made
with Apex will endure a lifetime. What other
organisation could give the son of a dairy
farmer, an opportunity to rise up to become
National President.
