This is the time of year

when everyone is getting

out to enjoy all of the

wonderful amenities Estrella has

to offer. Last month, in the March

magazine there was a great

article about the trail system and

we are happy to see more and

more folks utilizing those trails.

But, what makes every minute

of every day worth doing what

we do for Estrella is the following

note from a new resident that I

would like to share:

Hi. This is our first home in Arizona, and our first home with an HOA.

When we came out to look around, it became obvious to us why

“our” HOA was so important at Estrella. Everything was organized,

clean, in the scope of the environment, and perfect. It takes a lot

of work to keep that going as ‘expected.’ We got to explore after

our closing on January 18th and although impossible for us to

comprehend, Estrella was more beautiful than it was in September.

I saw smiling faces and no litter anywhere. Things just make sense

there. The noise was almost zero, and everything was ready for us

if we wanted to accept it. SAFEWAY is incredible, by the way. It is

resort like in Estrella. We hope to move there full time by September.

We have been coming to Arizona for 25 years and never knew you

were there. We explored several active 55+ sites and felt that would

be what we wanted. Then we saw Estrella online through our real-

estate agent. We changed our minds and don’t want to be isolated

from families. Seeing a new family starting to grow, listening to the

words of veterans, and sitting on a step by the lake is what we

truly wanted. The overall feeling that Estrella gives us is a sense of

belonging and a sense of being so lucky to find our new home. ‘Now

this is home’ should be the motto.

We get a clubhouse, two pools, two lakes, paths, sunsets, and a

professionally-managed environment for a very reasonable fee. A

simple 18-minute drive and we have stores and restaurants that

we can’t count. That is an incredible value. But value has to be

maintained and our HOA sees to it. Very impressive job, folks! Thank

D uring the past several years, trees in residents’ front yards

have suffered damage from strong storms passing through

the Estrella Mountains. Many trees have not survived and

have subsequently been removed. Of issue is the fact that a good

number of these trees have not been replaced and therefore these

homes do not have the required number of trees in their front yard.

Specific quantity requirements for front yard trees have been

established to create a consistent and desirable streetscape

image within single-family neighborhoods. The Associations are

in the process of conducting inspections of the number of trees

in residents’ front yards. After the assessments are complete, any

home not in compliance will receive notification that the appropriate

number of trees shall be planted in front yards by December 1,

2013. The Estrella staff is currently working on several options to

assist residents in bringing their front yards into compliance.

Please check the approved plant list for your neighborhood to find

out what trees are allowed. The plant list can be found online at www.

lifeinestrella.com. Go to Document Library and under Home Modification

Information click on Plant List. Please view the chart below for the

recommended number of trees for your lot size. A minimum trunk

caliper size is recommended for trees as indicated below.

In July of 2008, three residents volunteered to serve on the Budget

Committee: Mark Weber, Frank Cavalier and Jennifer Barber. The

committee was rounded out by the president of the Estrella Joint

Committee Board of Directors and the community manager.

The Budget/Finance Committee charter allows for the Board of

Directors to annually appoint a Budget/Finance Committee. In

2009, the BOD, in an effort for continuity, continued the terms of

Mark Weber, Frank Cavalier and Jennifer Barber to represent the

community on behalf of the residents.

In 2010, the Budget/Finance Committee was composed of four

homeowners. To minimize homeowner assessment increases, costs

associated with the community were reduced by almost $600,000

in community patrol services and common area plant replacement

programs.

The BOD approved a revised Budget/Finance Committee Charter

in December 2011. Several aspects of the Charter were evaluated.

The Charter states that the Budget/Finance Committee shall work

with the EJC Board of Directors and Management Company staff to:

• ReviewandevaluatemonthlyEJCfinancialstatements,to

include Reserve Fund contributions and expenses.

• Analyzequarterly financial report summaries for theEJC

Board of Directors and post on the community website as deemed

appropriate.

• SupporttheManagementCompany’sdevelopmentofan

annual budget proposal for the ensuing year; including assisting in

the creation of an explanation of the rationale and data supporting

proposed assessment changes.

• ProvideCommitteerecommendationtotheEJCBoardon

Operating Budget proposal and resulting annual assessments.

• ParticipatewithManagementCompanytodevelopaplan

to implement and maintain long-term, three-to-five-year operating

budgets and provide support as requested by the EJC Board when

implemented.

• Reviewtheinvestmentpolicyandrecommendappropriate

changes, to the Board of Directors.

• EvaluatetheoutcomeofReserveStudiesperformedand

recommend modifications as deemed appropriate.

• Respond to other items as needed and requested from

time to time by the Board of Directors.

T he Budget/Finance Committee is a standing committee

established by the Estrella Joint Committee Board of

Directors under Article VI of the EJC By-Laws. It functions

according to the Estrella Joint Committee Budget/Finance

Committee Charter dated January 26, 2012, as amended, and

the Estrella Joint Committee General Committee Guidelines dated

October 26, 2010, as amended.

In general terms, the Committee’s yearly mission is to team with

CCMC to review and evaluate the EJC monthly financial statements

and give support to current year financial representations and

budget performance to residents and advise the Board on concerns

as appropriate; support the Management Company’s development

of an annual budget and a three-year operating budget; and provide

a recommendation to the EJC Board of said budgets and resulting

annual assessments.

As background, the Estrella community benefitted from significant

developer subsidies from 2004 to 2007, which provided in excess

of 35% of the costs associated with operation of the community.

In 2008, with the economy in decline and Estrella approaching a

size where it could self-sustain, the developer subsidies ended.

Currently, the developer pays for its share of the assessments based

on number of platted lots it owns.

In the year 2008, the Estrella Joint Committee Board of Directors

(BOD) chartered the inaugural Budget/Finance Committee to

foster a spirit of teamwork among the Boards, the residents and

the Management Company and provide better transparency and a

means for resident input in the annual budget process.

Management Company) prepares detailed

financial reports for eleven separate

areas: The Estrella Joint Committee (EJC),

Starpointe, Estrella Community Association

(ECA), The Villages Community Association

(VCA), and the seven gated communities.

Each of these reports detail monthly and

year-to-date financial activity by type of

revenue and expense, and measures each

against the approved budget. The Budget/

Finance Committee quarterly prepares a

summary of the EJC and Starpointe reports.

In 2012, the Budget/Finance Committee was

able to recommend for approval the 2013

Budget to include granite replenishment

and plant replacement project with no

increase to the assessments.

Budget/Finance 2013 SurveyBy Budget/Finance Committee

April 1 through April 30

The EJC Budget/Finance Committee, along with the management company CCMC, is

starting to plan ahead for the 2014 budget year. We are assembling the priorities and a

“wish list” for the 2014 budget and are looking for input and suggestions from residents.

We plan to evaluate the 2014 budget proposal using the community goals, good busi-

ness practice and resident input as a guide. Your input is important to establish evalua-

tion criteria that is responsive to the total community needs.

In 2010 the Board of Directors tasked the Committee and management to start to

reduce the amount of EJC funding (assessments) required to support activities and

events. The Committee is requesting your input on the various types of events and the

level of funding support.

The survey is available at www.lifeinestrella.com. Please complete one survey per reg-

istered user. Paper copies are also available at the Estrella Community Services Office

and Starpointe. Paper forms may be mailed or hand-delivered to the Estrella Community

S tarpointe is a large facility with many moving parts.

We do our best to perform our maintenance tasks

with little disturbance to the residents and guests

of Estrella. Most recently, if you frequent the gym, you may

have noticed that there has been an upholstery project

underway. Rather than removing all the upholstery for a

week, we worked with a local vendor to make multiple trips,

shutting down the equipment piece by piece temporarily

and in shorter time spans in an effort to reduce the

inconvenience to the residents.

In February, the maintenance team at Starpointe shut down the lap pool to make re-

pairs and complete the necessary acid washing. CCMC sent out numerous e-blasts

to Estrella residents in an attempt to get the word out about the repairs. It is important

that all residents of Estrella register to www.lifeinestella.com and visit it often to stay

aware of what is happening in and around the community.

When we ask residents their favorite feature of Starpointe, it seems

each answer is as unique as the individual. Some of the most

popular features are the StarSplash Water Park, the heated lap pool,

library, Starpointe Café and state-of-the-art fitness center.

Starpointe also plays host to many of our community’s social clubs

and events, utilizing the talents of our own Lifestyle Director, Holly

Aguilar, and Recreation Coordinator, Tammy Campbell, who focus

on developing and creating events, programs and clubs that meet

the residents’ needs. Many of these events have even become

Do April Showers Bring May Flowers?Submitted by: Jim Potts, Horticulturist

Do April showers bring May flowers? Well, maybe not so

much in the Deserts Southwest. April is typically a fairly

dry month for the deserts, but rain is not unheard of. The

rains in January and February have helped our poor desert plants

get a jump-start after the hard freezes we experienced. This is a

good time to start pruning away some of the larger stems on your

shrubs and trees that suffered freeze damage, as the new buds are

breaking and you can see the extent of the dieback.

This is also a good time to start waking up your Bermuda lawn if

you did not overseed for the winter. Apply a good lawn fertilizer

at the recommended rate and start watering a couple times per

week; don’t water excessively though, as most of our weeds are

advantageous and will overrun the lawn quickly. Shrubs, trees and

cacti should also be fertilized

now to stimulate root and shoot

growth before the summer

blast gets here. Yea, it gets hot

here, in case you’ve forgotten

after a nice winter.

April is also the time to change out your annual flowerbeds. There

are many varieties of beautiful flowers that do well in the desert;

keep in mind sun, heat and rabbit exposure when deciding on which

plant to use. Lantana is always a hardy choice, they come in many

colors now and the critters don’t seem to like them (as much).

The warmer weather also brings out the bugs; Aphids, Psyllids,

White Flies and Caterpillars will start to show up—but don’t panic.

Most insects are busy in the spring as it warms up but move on as

the heat sets in, doing little damage as long as the plants are healthy

and vibrant. If you really feel like helping Mother Nature with her pest

control, try Lace Wings or Lady Bugs. These can be purchased at

most quality nurseries or online. It makes for a fun family project.

Any tissue damage on your Succulents, Cacti, Aloes and Agave

from the cold should also be pruned now as well. If you notice a

black discoloration or a “rotting” smell at the wound site, dust the

area with sulfur and keep it dry as much as possible. Use a sharp

knife and clean the knife with water and bleach solution between

cuts to prevent spreading any bacteria or other disease.

As temperatures continue to rise, it’s time to turn your irrigation timer

back on (if you shut it off for the winter) and adjust the settings for

the season to come. There is a great deal of information available

online for irrigation settings, such as “Water: Use it Wisely” and other

municipal resources. Be sure to test the timer to see if it’s working

properly, replace the back-up battery if necessary and check the

system for leaks. It’s not unusual for valves to stick on, or pass water

slightly after sitting idle for the winter. Your local irrigation supply

store can help walk you through the repair, if necessary.

O ur Pre-Schooner Club is one of Starpointe’s best-kept secrets! It is available for

children of residents and their guests (children must be potty trained and under age 10).

Indoors, we provide a broad array of toys, games and books, along with a variety of movies and

crafts. Our outdoor fun consists of a mini-basketball hoop, playhouse and mini-climber with slide.

To ensure the safety of the children, all elements of the Pre-Schooner

Club are routinely sanitized and the first step in entering the Pre-

Schooner Club is the sanitation of each child’s hands. This practice

is also encouraged upon leaving.

Each month the club is decorated to reflect the various holidays.

Youngsters awaken their inner artist through seasonal crafts and

coloring contests sponsored by the club.

Always of interest to the staff are the personal names of individual

children and how they have changed with the times. While the

adult staff names are the more commonly heard (Vicki, Michelle,

Barbara, Margaret, Carol, etc.), the latest generation of children are

given more interesting names like Allie, Jayde, Saleena, Nina, Elijah,

Tegan, Savana and Shyanne to name but a few. The intent of the

staff is to develop a personal relationship with each of the children,

and it’s always a pleasure to hear the children ask “is Miss Vicki here?”

The staff continues to contemplate documenting the club’s own

version of “Kid’s Say the Darndest Things,” a long-ago radio and

television program hosted by Art Linkletter. One very young child

recently requested to drive the toy car in the club and when asked

where she wanted to go, she replied “to Oasis Bagels.” When asked

if she wished to take a baby with her she said, “No, the car doesn’t

have seat belts.” There is never a dull moment when there are one

or ten kids in the club.

The Pre-Schooner Club provides a safe, enjoyable and cost-

effective arrangement for residents and their guests who would

otherwise be unable to utilize the many amenities of the Starpointe

Residents Club. It is a great place for kids to be kids (the staff too)

A rts of Estrella is a group of Estrella residents who, quite

simply put, love art. Some members are advocates of

the arts, others are artist members who sell their work

professionally, as well as some artists who are on hiatus. All will

join to exhibit their talents when the Phoenix Symphony comes to

Estrella on April 28th. Gates open at 4 p.m. Goodyear residents will

have the opportunity to “buy local” from these very talented artists.

A portion of all sales are donated to the West Valley Arts Council to

support their mission to keep all forms of art alive in the West Valley.

Cellina Buckborough from Albuquerque, N.M. is a mixed

media artist who uses a combination of untraditional application

and traditional expression to convey her unique message. She

specializes in portraits and the human form. Cellina will be offering

a collection of Estrella children’s portraits at the Symphony event.

Cellina has been part of several shows in New Mexico, Texas and

Arizona.

Michael Cunningham from New York City has exhibited his

work nationally and internationally. Best known for his bold style of

textured oil painting, Michael has another side to him—he is also

a chef whose creativity with flavors and fresh preparations allows

Estrella residents to enjoy artful dining at Starpointe Café!

Linda Enoch was born in Ohio but has lived all over the Midwest

and also in Germany, where she took art lessons from a Dresden

German artist who taught her the Old Master technique. Linda

concentrates on floral and still-life paintings and loves to paint old

faces and hands; she believes wrinkles are beautiful and tell secrets

and stories.

Susan Freed began her career in advertising and fashion illustration.

She won an Addy Award for newspaper ad fashion illustration

and has had ads in Women’s Wear Daily. Her work covers several

mediums including acrylic, watercolor, photography and pen and ink.

Debra Goley is a former practicing architect who now owns Bella

Villa Designs, a decorative design and mural business in Estrella. Her

art has been exhibited at many Phoenix civic exhibitions, galleries

and businesses. She serves as a Board member and Director of

Art Education for the Creative Arts Academy of the West Valley

and owns and operates Art d’Triomphe, a studio for teaching art to

children of all ages.

Mike Greenfield is a sculptor who moved from Lake Tahoe to

Estrella. The extremely difficult process of creating art from stone

and bronze can be appreciated by all who view his work. Mike

has studied under Cowboy Artists of America, John Coleman and

Orland Joe. His latest endeavors include carving stone, agate, and

petrified wood that is then finished with bronze castings. You’ll often

see Mike’s sculptures used to advertise events featuring fine art.

Bonnie Kitchens, a native Arizona artist, is well known for her vibrant,

colorful and dynamic paintings. Bonnie has taught workshops around

the country and has been published in articles and magazines. Her

work is in collections both privately and publicly owned.

Stewart Rein was born and raised in New York City and spent his

career years in upstate New York. Stew is a seasoned traveler and self-

taught photographer, with more than 40 years of shooting fine art quality

photos. He has photographed in all 50 states, as well as throughout the

Caribbean, Western Europe and parts of the Middle East.

Gus and Doris Schoenamsgruber are the husband and wife

team of photographers at Wild Acacia Photography. Their stunning

imagery is primarily of landscapes and botanicals. Gus captures

most of the landscapes, sunsets and likes to see “the whole

picture.” Doris prefers to compose her pieces with up close and

Gerald Schwartz is a classical oil painter originally from Brooklyn,

N.Y. His work has transcended many styles and presents works

Frank Williams is originally from Chicago, Il. His life-long interests

in art were mainly pen and ink until he moved to the Southwest and

Jackie Lavin, who faithfully helps with our breakfast prep and also

serves food at great events like Cocktails and Conversations, has

been volunteering for about 10 years. She has made many good

friends through volunteering. “Not only do you feel like you’ve ac-

complished something, you get to meet new people.” She goes on

to say that it takes resident volunteers to make all of these events

run smoothly, as events don’t run themselves.

Duane Eskew, a three-year Social Committee member adds, “You

will meet people you would not otherwise meet.” He says that he

and his wife, Jeanie, also a dedicated volunteer, have made many

great friends while “putting themselves out there.”

Steve Turke, who served on our Social Committee for four years,

adds, “We offer so many events here, but it takes people to make

the these happen. You can volunteer as little as once a month—ev-

ery little bit helps.” Steve and his wife, Lorrie, are always willing to

lend a helping hand to our events.

Most events require minimum physical requirements, so there is

something for all ages and abilities. Teens can acquire community

service hours, moms and dads can enjoy events with their families,

I t’s hard to ignore the fact that Estrella has so much to offer;

from monthly adult events like Bingo, Trivia and Cocktails and

Conversations to great family events like our weekly breakfast,

run smoothly. With events happening at various times and days,

everyone can find a place to plug in.

share the story of their ongoing successes.

H ugs & Stitches, Inc. is a dedicated group of lady volunteers

from the Estrella community who are committed to

brighten a sick child’s hospital stay, ease their discomfort

and put a smile on each of their faces. Since 2009, Nancy Kramer

is the visionary and the leader who motivates these more than 23

volunteers who partner with community establishments to make

this goal happen. These ladies meet Thursdays at the Starpointe

Residents Club to make beautiful pillowcases from start to finish

and deliver them to the various hospitals and centers for the

children. Financial help comes from donations and grants from local

businesses and individuals such as Sam’s and Wal-Mart stores of

the Valley, Swift Charities, Osborne Jewelers, Wilhelm Automotive,

Small Biz Express (who developed the group website), Cliff Thomas

Photos and Videos, and other anonymous individuals who share the

giving spirit of the group.

These neighborhood hospitals welcome the group with open arms

and have great gratitude for their selfless work. The group, together

with the Phoenix Children ‘s Hospital, Banner Thunderbird, Arizona

Children’s Center (Maricopa County Hospital) and the Ryan House,

puts a smile on the faces of many sick children in the Valley.

Hugs & Stitches, Inc. is a non-profit organization that relies heav-

ily on charitable contributions. In 2012, a total of 1600 pillowcases

were delivered to area hospitals. Funding is critical to continue the

group’s passion. The group’s needs, fueled by the many requests

The kids at Westar really know how to have a great day. This

tradition originated with our Principal, Mr. Dave Bogart.

He always says this simple saying at our school: “Make it

a great day or not, the choice is yours.” Also, the Westar School

announcements end with this single phrase everyday. It allows you to

realize that it’s not the people around you who are making you have

a bad day. It’s YOU!

If you take this saying seriously, you’ll know that it’s true. It doesn’t

matter how bad your day is. If you want to have a bad day, then you

will have a bad day. It’s your choices that will affect your day. Only you

City Council is set to begin

budget talks in April, an

important time of year when

we look at how to the City is going to

spend taxpayer money and make the

most of the funds we have available.

As city departments submit their goals

and needs for Council consideration,

we plan to continue to follow the philosophy that has worked well

for us in the past: Stay conservative and hold the line on spending.

The last five years have presented challenging financial times for

families and businesses as well as the city and the state. But, as

the country begins to recover from the economic downturn, we will

continue to look for innovative ways to better position ourselves for

continued growth and economic prosperity.

Our fiscal outlook is “cautiously optimistic” as reported to the City

Council at the Mid-year financial update in February. Revenue

estimates are up for the third straight year. While this is a positive

trend, the market remains very volatile, therefore our budgeting

must remain conservative.

We will have the opportunity to address some needs that have been

on the radar for a while, as well as provide a few amenities for the

community, by using one-time funds – specifically construction

sales tax and the fund balance from this year. These funds will help

us maintain services, improve our roads as well as invest in other

infrastructure where necessary.

Don’t answer the phonbe…that call could kill you! Did you

know that in 2010, nine percent of all fatal motor vehicle

crashes and 18 percent of injury crashes were due to

distracted driving? Of those crashes, 13 percent were directly

related to cell phone use! The largest group of distracted drivers is

those under the age of 20.

Distracted driving is defined as, “any activity that could divert

a person’s attention away from the primary task of driving. All

distractions endanger driver, passenger, and bystander safety.

But, because text messaging requires visual, manual, and cognitive

attention from the driver, it is by far the most alarming distraction.

According to the National Highway Transportation Safety

Administration, texting while driving makes the driver 23 times more

likely to crash, it slows breaking reaction time by 18 percent and is

equal to driving blind for five seconds or the length of a football field.

So, the next time you go to answer that call or send a text while

driving, ask yourself…is that call worth my life or the lives of those

around me?


CITYCity to Continue Conservative Spending ApproachSubmitted by the City of Goodyear

While smart budgeting has been the catalyst for our success during

the downturn, taking a strong look at our operations, reorganizing

and streamlining some of the city’s internal procedures has really

been the focus of this council for over twelve months. Creating the

Development Services Department by merging the Building and Life

Safety Division with the Economic Development and Community

Development departments has allowed the City to streamline our

processes to better serve the business community and our residents.

This effort is a direct result of discussions with the business both

large and small in our city. We heard their concerns and created a

“one-stop shop” for business: Making their interaction with the City

as straightforward as possible.

In addition, efficiency measures like recycling wastewater to reduce

watering costs for the grounds at the spring training facilities will

help the city save money allowing us to invest in other much needed

projects.

Goodyear is continuing to grow, and we have seen more houses

and commercial industry coming in over the past year, which is great

news. The growth also comes with added responsibility to provide

services. We are always working to balance the needed services

with the available funds.

As we head into these budget discussions, it is imperative that we

hear about the community priorities. We encourage residents to

attend our Council meetings and the public budget meeting and

Phoenix Symphony Sunday, April 28th, 2013Lakeside AmphitheaterThe Phoenix Symphony will return to Estrella once again as part of its annual Pops Concert Series.
