a Community Baseline serviCe surveyDevelop and conduct a community-wide annual survey analyzing key service indicators using unchanging baseline questions and metrics to determine, with year-over-year measurements, the:

• Value of services and amenities in relation to your association’s base assessment

• Quantity and quality of communications received from Board of Directors and Management Company

• Management Company’s effectiveness in performing the overall day-to-day operations of the community

ContraCtor PerformanCe evaluation Expand performance evaluation and improvement plans for key contractors, with emphasis on our largest service contracts for Landscape and Management Services with quarterly reports presented to the Board of Directors.Community ConCerns rePorting Continue to refine the web-based Community Concerns and Response Tracking System for use by residents. Create and present quarterly reports to the Board indicating the total number of concerns received, average days for resolution, and the number of opened and closed concerns by major category. Based upon the volume of concerns, develop quarterly action plans for improvement and report highlights to residents through the community website (www.LifeInEstrella.com) and in Life In Estrella Magazine.governanCe PraCtiCes Research governance practices in other communities that could be implemented to strengthen resident participation and oversight of the EJC, ECA and VCA. A community association handbook can be so dry, tedious, and repetitive that

many new homeowners are happy to toss it in a bottom drawer and move on with unpacking boxes and getting settled into their new home.

That means they are likely to remain oblivious to critical regulations that may eventually apply to their pets, landscaping or future remodeling projects.

When an association rule is broken, the most common excuse we hear is “I didn’t know.” So how do we ensure that residents read the rules, understand them and, most importantly, follow them?

This is where WE come in. We’re here Monday – Friday from 8:00am – 5:00pm at our Community Services Office to answer all of your questions or concerns and to assist you with home improvements. If these days and timesdonotfitintoyourschedule,you can always leave your name and number with the Starpointe Staff and we’ll be sure to contact you the following business day to make arrangements to meet with you at your convenience.

The Community handbook includes a variety of information to assist the residents of Estrella including: Community Structure, Landscape Design Guidelines, ModificationReview Procedures, Protection of Washes, Property Use Restrictions, Common Area Rules, Starpointe Residents Club Rules and Violation Enforcement Policy.

New Year, New Plans & New ProjectsBy Four Peaks Landscape Management, Inc.

Happy New Year! We are all given the opportunity to start anew with the beginning of a new year. We are looking forward to the

New Year and the new opportunities that it will bring. When it comes to the landscape for Estrella we have reviewed our schedules, made some changes, and added a new crew to maintain the landscaping in some new neighborhoods that recently have been constructed and where they are now building new homes for future residents.

Currently we are beginning our planned pruning on select plants so that we can complete the work and allow them to rejuvenate with new growth and more color during the spring and summer seasons. You may see some plants that look like they have been cut back a little too much throughout the community. This is by plan, to help with the health of the plant, as well as the beauty of the flowers theyproduce. You will see the crews rejuvenate different plant species at the appropriate time for that species as the year progresses.

Some of the larger plans this coming year are to continue with planting in the common areas, adding granite to some areas, and improving the overall appearance

of the Estrella landscape.

The crews’ goal for this year is to continue to work hard to keep the common area landscape throughout Estrella thriving and looking its best. We appreciate the opportunity to be your landscape maintenance contractor and look forward to a great 2015.

GOLF cLubHappy Hour Comes to Estrella>>> tee tiMe

We were very excited to learn that The Golf Club of Estrella has a Happy Hour from 4:00 p.m. - 7:00 p.m. on Mondays through

Thursdays at the Player’s Grill & Patio. We had the opportunity to sample their menu and drink specials at their kick off Happy Hour on Monday, December 22nd. Needless to say, this will be on our weekly bucket list.

Let us just give you a taste of their scrumptious Happy Hour menu. We had the Coconut Shrimp served with a cranberry Cabernet dipping sauce which was wonderful. Our table also ordered the Tacos stuffed with Pulled Brisket Beef, Pickled Peppers and south of the border Cotija cheese. Another new item that we loved was their Beer Battered Fries loaded with three cheeses plus bacon. We asked for the hot sauce

which really added to the dish. Somehow after those tasty munchies we still had room for their Calamari, lightly flavored and fried golden brown and servedwith a jalapeño tartar sauce.

What would a Happy Hour be without enjoying our favorite drinks? With outrageously low prices on their drink specials, we weren’t disappointed: domestic drafts for $2 and import drafts and house wines at $3. Did we mention that they have the only liquor license in Estrella so you can enjoy well and premium call brands at low, low prices?

baby clams steamed in green onion broth By Estrella Resident

IngredIents 40 baby clams 4 tbsp olive oil 1 tablespoon chopped garlic 1 small onion, peeled & sliced thin 3 cups clam juice 1 cup dry white wine 3 tbsp lemon juice 1 cup packed parsley leaves 1 tbsp honey Salt & freshly ground pepper

dIrectIons

Heat the oil in a large saucepan over medium high heat until almost smoking and sauté the garlic until golden brown. Add the onion and cook until soft. Add the clam juice, wine and lemon juice and bring to a boil. Reduce heat and simmer for 10 minutes. Place the broth in a blender with the parsley, honey and salt and pepper to taste and process until pureed. Combine the broth and clams in a large saucepan over high heat and bring to a boil. Reduce heat then cover the pan and steam the clams until they open. Spoon into large bowls and serve with garlic bread.

Another year has flownby and 2015 soon will be upon us. Looking

back on 2014, there were many accomplishments that were the result of hard-working City of Goodyear staff and a dedicated

City Council. It remains our commitment and utmost priority to provide citizens with the best services possible so you can continue to enjoy our quality of life for years to come.

Goodyear continues to be nationally recognized for a number of its attributes. In 2014, Goodyear was named the sixth fastest growing city in the United States, according to the U.S. Census Bureau.

Thanks to the Arizona Department of Transportation and many regional leaders, we dedicated the state’s firstmajorfreewayinadecade–theLoop303.

2014’s accomplishments included the dedication of new and expanded facilities – the state-of-the-art 911 emergency call center and the Goodyear Branch of the Maricopa County Library featuring the InnovationHub@GoodyearAZ, a business incubator space providing resources for entrepreneurs and small business owners.

Goodyear Ballpark, spring training home of the Cincinnati Reds and Cleveland Indians, was voted Best Place to see a Spring Training Game in Arizona in the USA Today Readers’ Choice Poll. Our ballpark staff remains dedicated to the ballpark serving as a year-round facility for community events. It hosted more than 80 events in 2014 alone.

Numerous economic development projects came to fruition: West Valley Hospital achieved status as a Level 1 Trauma center, Lockheed Martin signed a two-year lease to retain 50 jobs in the city and Goodyear Gateway South, and the 221-acre industrial zoned park being developed by EJM Development Co. just north of the Phoenix-Goodyear Airport, announced MichaelLewisCo.asitsfirstuser.MichaelLewisCo.isaglobalproviderofin-flightandcateringproducts,logistics and supply chain management solutions.

Forty-three new businesses opened within the last year, according to information from the City’s Economic Development Department.

To add to your dining choices in Goodyear, Texas Roadhouse, Rudy’s Barbecue, Haymaker Restaurant, Native Grill and Wings, Dutch Bros. Coffee, and SaddleMountainBrewingCo.(thefirstmicrobreweryin the city) have opened. The Valley-based Oregano’s Pizza will open soon with a Goodyear location. On the retail side, Cal Ranch Stores (a western themed store) opened in October; Fashion Boutique, Dress Barn, and Maurice’s also opened. I hope that you stop by and see what all of our new businesses have to offer.

Luke Air Force Base welcomed a new commander as Brigadier General Scott Pleus will be managing the transition to the F-35 IIA Fighter Jet.

Will we rest on our laurels? No. Among my New Year’s resolutions is a wish for Goodyear to strive for a prosperous 2015. Happy Holidays and Happy New Year – let’s continue making Goodyear great!

Goodyear is asking artists throughout the city to follow their art. The City of Goodyear has launched a program that allows local artists

to learn how to promote their work through a series of seven professional development opportunities.

Theprogram,FollowYourArthosted itsfirstevent,Business of Art on Saturday, October 18, 2014 at the Goodyear Branch of the Maricopa County Library District’s Community Room, 14455 W. Van Buren Street (Suite C-101) – and the program has more events scheduled in the months ahead.

The series will conclude on Saturday, May 16, 2015 when a presentation, Other Arts Opportunities, will be held from 9:00 a.m. to 11:00 a.m., also inside the library’s community room.

Designed to engage emerging and mid-career artists, the series will be facilitated by experts in public art, arts administration, and professional artists. A wide range of topics will be covered including public art, portfolio development, business practices, brand cultivation and recognition, marketing through social media connections, self-promotion, and best practices for juried submissions. Each program will allow time for question and answer and networking.

“Workshops are a superb opportunity to expose artists to fresh ideas, gain insight into their artistic life, and develop new skills,” said Goodyear Arts and Culture Coordinator Guylene Ozlanski. “This is a first timeseries in Goodyear, and we are excited to help provide opportunities for local artists to better showcase their

work. We look forward to meeting a diverse group of artists and hope they take advantage of the series that could help open new doors for them.”

The workshops cost $10 each or $50 for the series of seven.

Open daily except holidays, the Fitness Room at Starpointe is currently accessible to

Estrella residents 16 years old to adult. Ifaccompaniedbyanadult,teens age 13, 14 & 15 years old may alsousethefitnessequipment.The opportunity to use weight and

cardiofitnessequipment isappealingandcanhelptoencourageincreasedphysicalactivityinouryouth. With that philosophy, Starpointe, in 2007, started the V.I.T.program. Thistwohourclasswasstartedsothat13 through 15 year old teens could earn the privilege ofaccessanduseofthefitnessequipmentwithoutthe supervision of an adult. Since that time, we have seen hundreds of Estrella resident teens participate in this program and then have enjoyed coming to the Starpointe Fitness Room with their friends. The

Fitness Room orientation, instructed by personal trainer Bob Jankowski, was designed to teach the teensproperuseofthefitnessequipment,safetyinusingtheequipment,andthebenefit to theteentoknowproperexercisetechniques. Afterparticipatingin this class, the teen receives a V.I.T. card that they will use, along with their valid resident I.D. card, to enterthefitnessarea.Starpointeisanadvocateofphysicalfitnessandweencourage teens to participate in the Very Important Teen Program.
