This is the 1st Year Anniversary Edition of ‘Life In Estrella Magazine’

and all of us who are involved in the production hope that you have enjoyed it as much as we have.  Each month we

look forward to a new and exciting issue; all of the colorful photos of the community and residents, along with interesting articles and information.

We started out with 24 pages and, as of this issue, are up to 32 pages.  This is due to your interest, participation in writing articles and submitting photos, not to mention all of our wonderful advertisers who support and make each publication possible.  Since ‘Life In Estrella Magazine’ is about your wonderful community including the schools, City of Goodyear, the developer and the HOA, we encourage and welcome your stories and pictures to be displayed in future magazines, as well as any suggestions for upcoming articles. You can easily submit your articles, photos and/or suggestions to the Communications Coordinator, Shirley Robertson, at [email protected], or call her at 623.386.1112.

This edition features a new page called the “Association Community Business,” which was a suggestion of one of the resident Board members in an effort to bring more of the business matters to

the forefront. We will also include in this monthly section a Board and a CCMC staff profile, to help everyone become more acquainted with the folks who serve you in Estrella. 

Also in this addition you will find a list of the 2014 Board members and Committee members. We welcome all of

them and thank them for their volunteerism in the community.  It is going to be a great year here in Estrella, and if you haven’t applied for a committee or volunteered to assist with events, please contact our office to find out ways to become more involved.

The Estrella Community handbook

As you already know, Estrella is the finest master-planned community in the West Valley. As a property owner in Estrella, you are

automatically a member of the Estrella Community Association, The Villages at Estrella Mountain Ranch Community Association (henceforth referred to as Associations), or the CantaMia Community Association. The Associations are incorporated for the purpose of preserving and enhancing the value of the homes and amenities of Estrella. It is the commitment and responsibility of the Associations to ensure a quality lifestyle and to provide for appropriate control of the general architectural theme and maintenance of common areas throughout Estrella.

The foundation for any high-quality planned community is the understanding of the Covenants, Conditions and Restrictions (CC&Rs) and the cooperation of the property owners. The information was compiled to provide homeowners easy access to pertinent design guidelines and procedures as well as rules and regulations. The content of the document is important because it allows the Board of Directors, their managing agent and the homeowners clear direction and understanding of the expectation of quality for Estrella.

The handbook includes a variety of information to assist the residents of Estrella including: Community Structure, Landscape Design Guidelines, Property Design Guidelines, Modification Review Procedures, Protection of Washes, Property Use Restrictions, Common Area Rules, Starpointe Resident Club Rules and Violation Enforcement Policy.

Each year, the Management Company develops an Annual Operating Plan to replace or refurbish community assets that have reached the end of

their useful life. Projects in the plan include improvements funded from the 2014 Operational Budget, as approved in October of 2013, and projects identified in the community’s July 31, 2013 Reserve Study update.

From these sources, the staff develops an Annual Operating Plan containing all proposed projects. Following detailed review by the staff, a final list of projects is prepared, implementation schedules developed and the overall plan is reviewed by the Board of Directors. Subsequently, the staff develops requests for proposals (RFPs) for specific work to be undertaken. The community’s Procurement Policy requires expenditures in excess of $2,500 necessitate multiple bids. After bids have been received, the staff prepares bid evaluations and a recommendation for the Board of Directors. After Board approval, the staff oversees contract negotiations and implementation of each project.

Kristine McIlhenny, Estrella’s new Lifestyle Director is originally from Colorado and

graduated from CU Boulder with a bachelor’s degree in Broadcast Journalism. After working in the field of radio and TV news for seven years, she evolved into the world of event planning. Five years with the American Cancer Society

provided experience in events ranging from festivals to formal balls. It also enabled her to achieve the role of an executive director for the American Cancer Society. 

When her two kids came along, Kristine put her event planning skills to use in the world of children. The next ten years involved planning and coordinating events within the Deer Valley School District. Kristine comes to Estrella from another residential property where she planned events for a 55+ community whose residents loved happy hours, dinners and shows.

Event planning is a busy life but, when she has free time, Kristine loves beautiful hikes, dancing, gardens, animals and curling up with some good historical fiction and a nice glass of red wine.

It has been a pleasure for her to have spent the last 20 years doing what she loves for such a variety of age groups. For Kristine, one of the beauties of being a lifestyle director at Estrella is the fact that it encompasses all ages and types of people. Combine that versatility with Estrella’s beautiful setting, and Kristine loves her new position.

Kristine is excited to continue the traditional events held in our community and would also love to shake things up and try something new. Be sure to drop her an email with your ideas at [email protected]! She looks forward to being a part of creating fun, laughter and fabulous memories for the residents of Estrella.

In the coming months, Life In Estrella Magazine will introduce elected

HOA Board members, and members of various volunteer committees in the community. John Compton is one of the two HOA Board members elected at last September’s 2013 Annual Meeting.

John and his wife, Penny, along with their two children, Hallie Kate and Xan, relocated to Estrella in early 2010. Hallie Kate attends Estrella Mountain Elementary and Xan attends Phoenix Children’s Academy. John is active around Estrella participating in Estrella Youth Sports and volunteers in school projects. When free time presents itself, John and his family enjoy golfing, four wheeling and grilling on one of four different BBQ grills.

John’s past experience includes five years serving in the US Air Force. He deployed to Saudi Arabia among five other duty assignments, performing duties in long haul telecommunications and networking. John spent three years in the private sector as a project manager in network engineering and fiber optic cabling. Before moving to Arizona, John was a real estate agent focusing on residential sales for five years. As a former Realtor, John has witnessed firsthand communities that fail to keep their association strong. In 2006,

John began his most difficult undertaking thus far—a stay-at-home dad to Hallie Kate and Xan. This fall, Xan will begin kindergarten and John will resume his work in real estate.

John believes in and supports community associations, as they are vital in protecting our largest asset, our home. Giving back to the community has always been important to John. From volunteering in youth sports, Commander of the VFW in Castle Rock leading a group bringing ‘The Moving Wall’ (www.themovingwall.org) to Castle Rock, Colorado and now with the Estrella HOA. John was an intricate part of the Budget/Finance Committee and assisted his fellow members and CCMC to develop a three-year operational plan and is currently a Voting Member Committee Member.

oversee the Phoenix team and Estrella community. In this position, Olson will oversee all aspects of the community’s development and build strategic partnerships to ensure its long-term growth as a self-sustaining master-planned community.

With more than 30 years of distinguished experience in the real estate industry, Olson brings a fresh perspective and commitment to growing the community and will be a tremendous asset for Newland and Estrella. Before joining Newland, Olson was Managing Director and Designated Broker for the international development firm, Hines Interests Limited Partnership.

“Estrella offers such a unique sense of arrival and I couldn’t be happier to join the Newland team,” said Olson. “A 20,000-acre development, with this much diversity, has so much potential to help shape the West Valley and I’m excited to be a part of what lies ahead for this great community and the City of Goodyear.”

As Senior Vice President and Division Manager, Olson will work to enhance and optimize relationships with existing and new homebuilders, the City of Goodyear and other diverse organizations to advance the economic strength of both the community, and the city.

Olson’s impressive list of professional accreditations includes State of Arizona real estate broker, general contractors’ license, National Association of Industrial and Office Properties (NAIOP) Board of Director’s member and membership in Urban Land Institute and the Institute of Real Estate Management, demonstrating a commitment to the real estate and building industries.

A Michigan native, Olson moved to the Valley of the Sun in 1972 and is a graduate of Arizona State University. An avid athlete in his personal time, Olson will be sure to enjoy a hike or two through Estrella’s many scenic

trails. He’s also an artist and enjoys sculpting pieces out of welded metal and stone. If you see Olson at community meetings be sure to introduce yourself and welcome him to Estrella.

Frost can typically occur in the Valley any time between the end of November through February. A common sign of frost damage

is darkening of leaves and death of stems or shoots. Winter annuals are sensitive to frost, but as with all plant material there are ways to help protect them.

Plant selection is a good step in preventing frost damage. Most of the native desert plants are tolerant to frost damage.

Plant frost sensitive plants in more sheltered areas.

Items like walls, boulders and homes give off heat that they have collected during the day to help give warmth at night.

reDuCing HeAt Loss:

Cover plants at night with a frost cloth or fabric sheet. Make sure the cloth goes completely to the ground to allow the heat from the ground to exit up into the plant.

Make sure to remove the frost cloth every morning after the temperatures get above 36 degrees to allow the plant to warm up with the sun light.

Frost damaged plants should not be trimmed back until later February or into March when the potential threat of frost is minimal. By leaving the frost damaged material on the plant it will help protect from further die-back.

The Conservative republican Group updatesBy Group Members

We have developed and passed an organizational motto and mission statement that describes who we are,

what we are about, and our direction moving forward. A club member, Bonnie Jansson, was elected to set up our organizational account and handle club records. Currently, items that are in the process are a set of bylaws that will structure our organization and a package of benefits and advantages to club membership. One of the new and exciting directions, we are undertaking, is to combine our meetings with that of Rhonda King, Chairwoman for Legislative District 4.

Guest speakers at our previous two meetings have been Mr. Tom Husband, Executive Director of the Maricopa County Republican Party (October), and Ms. Wally Campbell, Councilwoman for the city of Goodyear (November). Each brought

an informative and insightful presentation to the group. Mr. Husband spoke of the need for additional Precinct Committeemen. Currently, there are approximately 6500 openings in 20 Legislative Districts. He discussed Agenda 21 and sustainable development, as well as, the Common Core Curriculum, its implementation and the involvement of government in our educational system. Ms. Campbell spoke of how her background prepared her for her position with the Goodyear City Council. She, also, discussed the City of Goodyear, its economy, taxes, leadership, and priorities. All in all, she believes that the city is on its way back with many new and exciting things to come.

Our next meeting will be held on Tuesday, January 21st at 7pm in the gallery room of the Starpointe Residents Club. The guest speaker for the evening will be MR. DOUG DUCEY, 32nd Treasurer for the State of Arizona. This will be an exciting and informative evening! Come on down and join us. Bring a friend or neighbor and meet members of our group that share the same concerns. The meetings are open to all age groups 18 years of age and up. See you there!

Pickleball! It is the fastest growing sport in Estrella, Arizona and the United States! At South Lake Park,”Pickleballers” play in

the heat and cold, night and day! Many Estrella Residents recently competed in the Sundance Invitational, the 2013 USAPA Nationals and most recently the Surprise Fundraiser Tournament.

While the competition at Sundance was great, Estrella Residents Debbie Belanger and Jo Comstock placed 1st, winning a gold medal for the second time in Women’s Advanced Doubles. Linda Illies and her teammate Jean Kraus placed 3rd, winning a bronze medal.

In Men’s Advanced Doubles, Lindsey Willman and Ron Wilks placed 2nd, winning a silver medal and in Mixed Advanced Doubles, Debbie Belanger and Greg Belanger placed 2nd, winning a silver medal.

Estrella Residents Debbie Belanger and Jo Comstock competed for their first time in the 2013 USAPA National’s Tournament. It was held at Sun City Festival in Buckeye this year where players from all over the United States competed. It was an amazing experience and they both look forward to competing in the Nationals next year.

Most recently, Debbie Belanger and Jo Comstock placed 2nd place and brought home a silver medal in the Women’s Doubles at Surprise’s Pickleball Fundraiser, a USAPA event.

Winter Warm-upBy Estrella Resident

IngredIents1/4 cup olive oil 2 pounds ground beef Salt and freshly ground black pepper 1 large red onion, finely diced 4 cloves garlic, finely chopped 3 tablespoons ancho chili powder 1 tablespoon pasilla chili powder 1 tablespoon ground cumin 5 cups chicken stock 1 (16-ounce) can chopped or crushed tomatoes 1 tablespoon chipotle pepper puree 1 can black beans, rinsed and drained 1 can pinto beans, rinsed and drained 1 can white navy beans, rinsed and drained 2 tablespoons fresh lime juice

dIrectIons

Heat oil in a large Dutch oven over high heat. Season the ground beef with salt and pepper, and saute until browned. Transfer the meat to a plate and remove all but 3 tablespoons of the fat from the pan.

Add the onions to the pan and cook until soft. Add the garlic and cook for 2 minutes. Add the ancho powder, pasilla powder, and cumin and cook an additional 2 minutes. Return the beef to the pot, add the chicken stock, tomatoes and chipotle puree, and bring to a boil. Reduce the heat to medium, cover the pan, and simmer for 45 minutes. Add the beans and continue cooking for 15 minutes. Remove from the heat, add the lime juice, and adjust seasonings.

Serve with a dollop of sour cream, avocado, cilantro and shredded cheddar cheese.

Beef & three Bean Chili

IngredIents2 tablespoons butter Extra Virgin Olive Oil (EVOO) 1 onion, diced 2 garlic cloves, minced 6 sprigs fresh thyme, leaves only 1/4 cup all-purpose flour 6 cups canned vegetable stock 2 cups heavy cream 2 Idaho potatoes, peeled and diced 4 cups fresh corn kernels or 2 (10 ounce) bags frozen corn Salt and freshly ground black pepper 1/4 cup chopped fresh parsley leaves

dIrectIons

Heat the butter and 1 tablespoon olive oil in a soup pot over medium heat. Add the onion, garlic, and thyme and cook until the vegetables are good and soft, 8 to 10 minutes. Dust the vegetables with the flour and stir to coat everything well. Pour in the vegetable stock and bring to a boil. Add the cream and the potatoes. Bring to a boil and boil for about 6 – 7 more minutes until the potatoes break down. This will help to thicken the soup and give it a good texture. Add the corn kernels to the soup. Season with salt and pepper and simmer until the corn is soft, about 10 to 12 minutes. Stir in the parsley and drizzle a little EVOO on top.

2013 has been an exciting year for Goodyear! We are building a new library and 911 Communications

Center, the healthcare industry is expanding operations, manufacturing and distribution companies are bringing new jobs, great progress is being made on our freeways and we invested in critical infrastructure for our future,

such as water.

As we slowly climb out of this recession, it is important for us to remain vigilant in our responsibility to deliver an exceptional level of customer service and a superior quality of life for our residents and businesses.

The responsibility of this Council is to ensure that our city’s financial outlook is strong and our growth is strategically managed. The stability of the national economy is not something this council can control, but what we can control is how we invest our finite resources and where we advantageously focus our energy so that the private sector flourishes and invests in our City.

As the City’s Economic Development team is tirelessly working with site selectors and regional organizations to

draw large employers, local investors and small businesses to Goodyear, City Council remains steadfast in our efforts to invest in the much needed infrastructure, such as water and transportation, for the future of Goodyear.

Investing in infrastructure is essential to successful growth. Our City is only 10% built out, and because we are in this early phase, it is critical that we focus on these investments to continue our successes and have sustainable resources to maintain an excellent quality of life for you, our citizens. While these are not the most attractive projects, they are the most crucial at this time. Without an assured water supply, roads, and technology we will not be attractive to employers, investors or developers.

I am very proud of our City Council, their vision and their focus on the core building blocks that make our City strong now and will continue to do so in the future. We are appreciative of our residents and your continued support as we work together to build a strong community. None of us know what the future holds, but what we do know is the importance of responsible decision making now to set the foundation for future councils to build upon.

The Arizona heat wave has passed and people are beginning to venture outside. This is a perfect time of year to start holding community events to encourage meeting your neighbors. A picnic, pot-lucks, coffee hours, holiday cookie exchange and the list goes on. Find creative ways to get to meet your neighbors

other than just another “meeting.”  The Community Services Unit can be scheduled to attend your planned functions.

CSU Officers can speak to your neighborhood about safety concerns and simple actions that can reduce the chances of your neighborhood becoming victim. The students at Estrella Mountain Elementary School have taken a trip around the world without even leaving

their neighborhood and no passports needed! This is because of the afterschool group called Culture club, led by Mrs. Mendoza, Mrs. Alvarez, and Mrs. Urrea.

Culture club meets for about an hour the first Monday of each month when a speaker comes in to share with about forty interested and eager students about his or her culture and customs. Speakers often bring in music, video samples, clothing, crafts, regalia, and one of the favorites, food, to share with the students and teach them what life is like where they come from. The world is such an amazing place with so much to learn and experience and this is just one way to open the students’ minds to the diverse world we live in.

‘50s Sock HopSaturday, September 21st, 7:00pm to 9:00pm Starpointe Residents Club Cocktails and Conversations is going back in time! We are putting on our poodle skirts and greasing back our hair so that we can hop back to the 1950s for a good ‘ole fashioned Sock Hop complete with a live band and a car show by the Estrella Mountain Car Club.

‘That Kool Band’ will be out to perform a two hour show that is sure to have you tapping your toes or dancing up a storm. They will be bringing us their show titled ‘At the Hop,’ a musi-cal tribute to some of the greatest Rock & Roll stars of the ‘50s and ‘60s including ‘The Beach Boys,’ ‘The Beatles,’ ‘Dion and the Belmonts,’ and many, many more. They preformed here in Estrella last May and many of those that attended have said they put on a great show so you don’t want to miss them.

Members of the Estrella Mountain Car club will be displaying some of their hot rods and unique car collections at the event, too. This club is a group of 30 residents and guests whose members own over 40 unique automobiles. The years and models of these cars range from current convertibles to exotic imports to restored hotrods. You don’t have to be a member of the Estrella Mountain Car Club to show off your car. If you have a unique or classic car that you would like to display at the event there will be spaces in the parking lot reserved for you to show off your cars, too.

Dinner will include a classic menu of burgers, chips, and side salads catered by Dad’s Catering. The evening’s signature

• Mountain Ranch Marketplace has signed a lease with Progressive Physical Therapy.
