No : 011-23960809 Subject: Adoption of Single Window System in Municipal Corporation of Delhi (MCD) for automatic approval of building plan for plots having area up to 100 sqm. Dear Sir/Mam, This is in reference to a news item appeared in Navbharat Times date 27-02-2014 (Clipping Attached) in which MCD is planning for a ``Single Window System” for approval of building plan on basis of an affidavit and verification by any independent Architect. However one very important aspect is being neglected in this proposal and that is the structural stability of building which is extremely important to be independently verified by an independent Civil Engineer as New Delhi falls in Seismic Zone IV. Any severe earthquake can create havoc causing loss of property and lives of people. A building plan may satisfy the architectural requirements and bylaws of MCD but it is more important that safety of building is not compromised by poor structural design. It is being observed that people resort to build load bearing structure instead of proper reinforced cement concrete (RCC) structure, inadequate amount of reinforcement in concrete members which can fail miserably in both static and seismic load conditions. Architect is not professionally qualified to issue structural stability certificate. An independent Civil Engineer should certify that building has been designed in accordance with Indian Standard Building Code and then should supervise the construction and issue structural stability certificate at the end of construction. This provision should also be made mandatory for all buildings (irrespective of plot size) being constructed in Delhi. Many building is collapsed in New Delhi due to lack of this provision. This provision is already being adopted in city of Mumbai & Navi Mumbai

  • where no building can be permitted without issuance of Structural Stability Certificate .Checking of seismic stability should also be made mandatory.

    I would request to consider this important aspect while making any policy decision on `Single Window Policy & all future constructions in New Delhi.
