FREE TRAINING FOR SELLERS OF ALCOHOL
Read on…. SABMiller Training The Service Area is offering 12 half day courses (L1 Award in Responsible Alcohol Retailing) from 24th September to 3rd December 2013 to licensed premises in Westminster to tackle irresponsible drinking. The training is fully funded by the SABMiller UK Scholars Programme, in partnership with the BIIAB. We have 100 free places available across the dates. The course aims to ensure candidates:
Understand the main points of licensing law
Recognise the responsibilities associated with the retail sale of alcohol
Understand the duties concerning under-age sales and serving persons who are drunk
Support the designated supervisor to retail alcohol responsibly. Eligible Candidate Criteria
Candidates must be from tenanted/leased pubs, bars and other types of
licensed outlets including franchised off-licensed operators.
This programme is not available to staff from managed companies.
Learners must also be aged over 18 years and have been employed within
the licensed retail sectors for a minimum of 6 months.

LICENSING SUB-COMMIITTEE – SUMMARY OF DECISIONS
Licensing Sub-Committee – Thursday 5 December 2013
Morrisons, 43 Strutton Ground, SW1 (St James’s Ward / not in stress area) – Application to sell alcohol at the supermarket for consumption off the premises Monday to Saturday 08:00 to 23:00 hours and Sunday 10:00 to 22:30. The Sub-Committee considered, in line with the comments of a number of objectors to the application, that the area was particularly sensitive due to the potential for street drinking as a result of the close proximity of hostels and rough sleepers. Members considered that there was the potential for public nuisance to the large residential community if alcohol was sold late at night. Other premises in Strutton Ground did not sell alcohol until the terminal hour requested by the applicant. Members therefore in order to balance the needs of the business and residents granted Monday to Saturday 08:00 to 22:00 hours and Sunday 10:00 to 22:00 hours. Deliveries to the premises would take place Monday to Friday 07:00 to 22:00 hours and Saturday and Sunday between 08:00 and 20:00 hours. Bonhams, 3 Haunch Of Venison Yard, W1 (West End Ward / not in stress area) - – The Applicant wished to provide late night refreshment and sell alcohol on the lower ground, ground and first floors. In granting the application, the Sub-Committee took into account that the proposed hours were within the Council’s Core Hours policy (with a terminal hour of 23.30 Monday to Thursday, midnight on Friday and Saturday and 22.30 for alcohol on Sundays) and the premises were not located in any of the designated stress areas. The Sub-Committee noted concerns of two local residents and decided that there would be no deliveries between 23:00 and 08:00 hours. Members also attached a condition that the sale of alcohol would be ancillary to the premises’ operation as an auction house to prevent there being a standalone bar.

The purpose of the application is to add the following conditions as requested by Westminster Police Licensing.
1(a). Whenever the premises operates as a night club that is open to the public and providing alcohol and facilities for dancing (notwithstanding b below) all drinking vessels used in the venue shall be polycarbonate. All drink in glass bottles are to be decanted into polycarbonate containers or polycarbonate
carafes prior to being served, with the exception of champagne or bottles of spirits with a minimum size of 70cl supplied by waiter/waitress service to
tables. Staff shall clear all empty champagne and spirit bottles promptly from the tables. Customers shall not be permitted to leave their table carrying any
such glass bottles or drink directly from the bottle. 1(b). Notwithstanding condition a) above, with the written agreement of the Westminster Licensing Police, a copy of which will be held at the premises
reception, glass drinking vessels may be used for private or pre-booked events within the lounge/club area.
2 The premises shall install and maintain a comprehensive CCTV system as per the minimum requirements of the Westminster Police Licensing Team. All
entry and exit points will be covered enabling frontal identification of every person entering in any light condition. The CCTV system shall continually
record whilst the premises is open for licensable activities and during all times when customers remain on the premises. All recordings shall be stored for a
minimum period of 31 days with date and time stamping. Viewing of recordings shall be made available immediately upon the request of Police or authorised
officer throughout the preceding 31 day period. 3 A staff member from the premises who is conversant with the operation of the CCTV system shall be on the premises at all times when the premises is
open. This staff member must be able to provide a Police or authorised council officer copies of recent CCTV images or data with the absolute
minimum of delay when requested. 4 Whenever the premises operates as a night club that is open to the public
and providing alcohol and facilities for dancing all of the door supervisors working at the premises will be employed by an external independent SIA
contractor. 5 All security working outside the premises shall wear yellow high visibility
jackets or tabards.
