But House Majority Leader Steny Hoyer saysthe case is over. “I know that Steny joins me in hoping that the ethics committee in Congress looks into this adequately and can get to the bottom of all of this,” said Cantor, who appeared along with Hoyer on NBC’s Today show.”The best place for this to be resolved is in the ethics committee and let’s get to the bottom of it.” Otherwise, the whole thing seems to make Cantor want to hold his nose. And he is not alone. “I’m a little taken aback and stunned,” the Virginia lawmaker confided. “I don’t know the facts of this at all. I know that the American people are sickened.” Massa’s descriptions of the events that led him to the exit door have become a spectator sport with more back-and- forthgruntingthan professional tennis. And with only one player. He did, or didn’t, leave because of his health. Did or didn’t grope a male staffer. Did or didn’t jump ship to avoid an ethics probe into sexual harassment claims. Did have a close encounter with a naked Rahm Emanuel. Did decide that Emanuel’s a blood relative of Satan. Did get pushed from office by a White House infuriated over his refusal to back the Obama healthcare reform plan. Or did he? Hoyer describes only one chain of events leading to Massa’s departure, and relatively speaking, his account sounds pretty realistic if only by virtue of its plainness. Hoyer’s office learned of the harassment claims on Feb. 8 and strongly advised the young man in question to go to the ethics committee. In fact, Hoyer may haveapplied somepressure. But not the kind Massa likes to talk about. ”I said further: ‘If you don’t make the complaint, I will.’ And within the next 48 hours, I was told that, in fact, they had contacted the ethics committee, Hoyer recalled. “Within three weeks, as you know, the congressman decided that the charges that were pending, or the situation that existed, was serious enough that he was going to resign.” Did Democrats try to oust Massa? “Absolutely not. Period.” And what about the need for further investigation? “This was a situation that needed to be dealt with immediately.     Kar l Rove , the po l i t i ca loperative widely credited withthe electoral successes of formerU.S. President George W. Bush,says in his new book that he didnot choose gay marriage as aw e d g e i s s u e b u t t h a tcircumstances thrust it his way.Conventional wisdom, at least

    in some circles, has it thatR o v e m a s t e r m i n d e d g a ymarriage as an issue in the

    2004 White House race in a bidto get conservative evangelicals-- a key base for the RepublicanParty, especially during theBush years -- to the polls. Therewere ballot initiatives in about a

    dozen states that year to bangay marriage (or, supporters of such measures would argue,to defend traditional marriage).Many political commentatorshave said such tactics are in

    keeping with the "Rovian"strategy of ginning up the baseto clinch narrow victories.

    Rove , in " Courage andConsequence: My Life as aConservative in the Fight," saysthe ballot initiatives made littledifference to the outcome thatyear and that they were not hisidea anyway." Gay marriage was an uglyfight we had not asked for but

    could win if we handled withcare. Done right, our response togay marriage could show it was

    possible to bring a courteousand caring tone to a divisiveissue. The issue also revealedthe nuttiness of the Left, whichnever saw how pers i s ten tAmerica's traditionalism reallywas. Instead, the Left seemedconvinced that Bush and Ie n g i n e e r e d t h e i s s u e ' semergence to dr ive Bushpartisans to the polls. But, of course, it was a liberal supremecourt that brought the issue tothe fore," he writes.

    H e w a s r e f e r r i n g t o aNovember 2003, MassachusettsSupreme Judicial Court decisionthat legalized gay marriage inthat state. Rove said thatdevelopment sparked the ballotinitiatives and he maintains theirimpact in the election battleagainst Democrat John Kerryhas been greatly exaggerated.What did matter in his view wasthat state court decision." In the end, whether a state hada marriage ballot measure didn't

    affect Bush's share of the vote:he increased his portion of thevote between 2000 and 2004 byan average of 2.7 points in thestates without referenda and byan average of 2.5 points in theeleven states with defense-of-marriage initiatives on theNovember ballot, a statisticallyinsignificant difference ... Butthe Massachusetts SupremeJudicial Court decision did

    affect the 2004 election bym o t i v a t i n g c u l t u r a l l yconservative Democrats and

    i n d e p e n d e n t s w h o m i g h to t h e r w i s e h a v e v o t e dDemocratic to abandon Kerryover his wobbly views onmarriage."Bush of course opposed same-

    sex marriage and called for af e d e r a l c o n s t i t u t io n a lamendment to bar it, thoughRove also notes that the formerpresident supported same-sex

    partner rights such as hospitalvisits and health coverage.

    " Neither Bush nor I regret hisstand on gay marriage. Theissue was thrust upon us and wewere perfectly willing to makeour case. To overturn the time-honored definition of marriageis a socially revolutionary act.To do so through the courts andagainst the will of the peoplemakes the attempt even moreradical," Rove writes, giving the

    s t a n d a r d c r i t i q u e o f g a ymarriage that one hears in

    conservative Christian circles.Rove also talks about the

    allegations that his adoptedfather was gay -- allegations weblogged about the other daywhen he said in an interviewthat families should be off limitsin politics. He says that thereporters who pushed thoseallegations were " driven byhatred" and that they wanted topush the angle that Karl Rove,the anti-gay crusader, had a gayfather.For the record, Rove says he

    does not know to this day anddoes not care if his late fatherwas gay.Rove does not have much more

    to say on the hot-button socialissues and religious vote thathave been associated with himand Bush. I have only had achance to read a few sections of the book but according to theindex the word abortion is onlyfound on about a dozen of thebook's over 500 pages and some

    of those references are brief.The word "evangelicalism" ismentioned on only a handful of pages as well.Rove was widely seen as a

    hardened warrior in the trenchesof America's culture wars. Buthe says he was reluctantlydragged into some of thosebattles.

    One day after resigning as afreshman congressman fromUpstate New York, Eric Massahas found his 15 minutes of fame.He landed on two major talk

    shows Tuesday Fox NewsChannels Glenn Beck andCNNs Larry King and they

    both wanted to know abouta l l e g a t i o n s o f s e x u a lhar rassment aga ins t males ta ffe rs .Larry King asked him outright

    if he was gay. Massa, who ismarried, said it was an insult toevery gay American that such aquestion was being asked in thisday and age, and he refused toanswer it.Glenn Beck wanted Massa to

    name names in his allegations of a conspiracy to oust him fromCongress. When the talk showhost didnt succeed in elicitingthe answers he was seeking, heapologized to his audience forwasting their time with theinterview.

    main reason he resigned wasbecause of health concerns. Atanother, he said Democraticleadership wanted him gonebecause he didnt support their

W h e npressed, Massa said he forcedhimself out.I am in trouble because Im aDemocrat standing up to ahorrific mistake that were aboutto make, period, Massa toldKing.     has stiffed Barack Obama overhis attempts to kick-start MiddleEast peace negotiations. But thesudden, highly inflammatoryannouncement of plans to buildan additional 1,600 homes in

    occupied East Jerusalem , in themidst of a visit to Israel of USvice-president Joe Biden, wascertainly the most brutallycontemptuous rebuff so far toAmerican peacemaking.

    It may be that BinyaminNetanyahu , Israel's rightwingprime minister, was unaware inadvance of the provisionaldecision by a Jerusalem districtplanning committee , as he

    claims. But the announcementwas promulgated by his interiorministry, which thereby gave itan official stamp of approval. If Netanyahu did not know, thenwhy not?

    D e s p i t e t h e e v i d e n tembarrassment and considerablepolitical damage caused by thedecision, Netanyahu has so farmade no move to repudiate it.Lesser figures, such as welfare

    minister Isaac Herzog and

    Israeli government spokesmanMark Regev were deployed onf i r e f i g h t i n g d u t i e s o nWednesday, dutifully utteringconditional words of contrition."We have to express ourapologies for this seriousblunder," Herzog said.But protestations of innocence

    by interior minister Eli Yishai,head of the Shas religious partyin Netanyahu's coalition and nogreat advocate of Americanattempts to forge a two-statepeace sett lement with thePalestinians, are hard to credit.

    " T h e r e w a s c e r t a i n l y n ointention to provoke anyone,and certainly not to come alongand hurt the vice-president of the United States," Yishai said.These are weasel words. Is it to

    be believed that Yishai, likeNetanyahu, was unaware of what his own ministry wasdoing? Did he have no idea theplanning decision was pending?Did he, as an experienced

    poli t ician, not foresee thedestructive political implicationso f t h i s a m b u s h ? L i k eNetanyahu, Yishai presumablyregards Jerusalem as Israel'seternal and indivisible capital.Another day on, it seems he wasdetermined to rub Biden's nosein that insupportable idea.The Americans, until now, have

    been too polite, or too weak, tosay it, but Netanyahu spent most

    last year deliberately frustrating

    Obama's pledge to mediate aresolution of the Israel-Palestineconflict and with it, an end tothe Israel-Arab confrontationthat has scarred the region forgenerations. Netanyahu resisteddirect talks, rejected a fullsettlement freeze, flaunted hisuncompromising views onJerusalem, pooh-poohed a Syriaopening, and, at the same time,endlessly reiterated his supposedwill ingness to talk to theP a l e s t i n i a n s " w i t h o u tc o n d i t i o n s " .Simultaneously, Israel's leader

    tried, with some success, to shiftthe US conversation on to Iran,w h i c h h e s a y s p o s e s a nexistential threat to his countryand the region. All in all, it wasan Oscar-standard performancein obfuscation, prevaricationand disingenuousness. To theachingly smart, but politicallyl e s s p u g n a c i o u s O b a m a ,Netanyahu's behaviour wasintellectually insulting. The fact

    he has put up with it until nowmay be a measure of Israel'sclout in Washington, especiallyon Capitol Hill.This could change. Obama's

    problem, and not just in theMiddle East, is that he is likedbut not feared. After a first yearin office devoid of substantiveachievement , Washingtoninsiders say the president mustshow he is ready to fight, to get

    down and dirty, to drop his

    professorial aloofness and getpublicly passionate and angryabout the things he believes in.At home, this could apply tohealthcare reform . Abroad, thenew approach may single outIsrael-Palestine.Biden's visit, though reassuring

    and conciliatory on the surfaceu n t i l t h e e a s t J e r u s a l e mbombshell dropped, may mark the s ta r t o f th i s toughera p p r o a c h . M a n y O b a m asuppor te rs in the US andEurope, and in the post-CairoMuslim world, will wish it so.

    The vice-president, whosea t tack dog qua l i t i es wereunleashed on the subjects of Russia and Ukraine last year,certainly did not mince hiswords, once he realised theextent of the insult."I condemn the decision by thegovernment of Israel to advanceplanning for new housing unitsin east Jerusalem," Biden said."The announcement . . . i s

    precisely the kind of step thatundermines the trust we needright now and runs counter tothe constructive discussions thatI've had here in Israel." In thelast part of this sentence Bidenseems to be suggesting thatNetanyahu told him one thing tohis face and did another behindhis back. Little wonder he keptIsrael's first couple waiting fordinner.

    It doesn't seem to realise it, but

    Israel cannot afford to keep onbehaving in this disobligingmanner towards its friends.Whether it is blatant disregardf o r i n t e r n a t i o n a l r u l e sconcerning the protection of civilian life, as in Gaza; whetherit is calculated insults aimed atneighbours, as with Turkey; orwhether i t is the theft of passports and identities fromfriendly countries and thelawless assassination of itsenemies, as in Dubai, it goes toofar.Now, Netanyahu has deeply

    been found in some of thefamous moon rocks brought

    back to Earth by the Apolloastronauts, scientists announcedl a s t W e d n e s d a y .(Related: "Apollo 11 at 40:Facts, Myths, Photos, andMore." )The water levels detected in

    Apollo moon rocks and volcanicglasses are in the thousands of p a r t s p e r m i l l i o n , a tmostwhich explains whyanalyses of the samples in the

    late 1960s and early 1970sconcluded that the moon wasabsolutely arid."Only in the last decade haveinstruments become sensitiveenough to even analyze water atthose kinds of concentrations,"said Gary Lofgren , the lunarcurator at NASA's Johnson

    Space Center in Houston, Texas.Lofgen, who wasn't involved

    with the new research, called it"solid work" worthy of furtherinvestigation.( R e a d m o r e a b o u t m o o ne x p l o r a t i o n . )

    New Line of Evidence forMoon WaterHints of water in moon samples

    first surfaced in a 2008 study inthe journal Nature, in whichsc ien t i s t s repor ted havingdetecting water molecules inlunar glasses from the Apollomissions .

    That team, however, hadn'tbeen able to prove the waterhadn't been introduced to themoon rocks on Earth, perhapsthrough sloppy handling.One way to determine a water

    sample ' s b i r thp lace i s tom e a s u r e t h e a m o u n t s o f different hydrogen isotopesinside the watera techniqueunavailable to the Nature team,sa id James Greenwood , a

    p r o f e s s o r o f E a r t h a n denvi ronmenta l sc iences a tWe s l e y a n U n i v e r s i t y i nMiddle town, Connec t icu t .

    Isotope measurements canserve as fingerprints. Waterfrom Earth 's mantle has adifferent isotope ratio than waterfrom a comet, for example.

    When the Nature study cameout, Greenwood was pioneeringa technique that allowed him tostudy the chemical makeups of Martian meteorites. He laterapplied his method to samplesof the mineral apatite, culledfrom a variety of moon-rock t y p e s , t o d e t e r m i n e t h ef i n g e r p r i n t o f t h e w a t e rm o l e c u l e s i n s i d e .The work proves that the moon-

    rock water "is not from us," hesaid at a presentation of hisfindings at the 41st Lunar andPlanetary Science Conference in

    Houston, Texas.( Video: Moon 101. )Water in the Moon MineralsAt the presentation, a second

    team announced the discoveryof water in apatite-bearing rocksfrom one of the moon's mares,dark regions thought to havebeen formed by ancient lunarlava flows. (See "VolcanoesRocked Dark S ide of theMoon." )

    In part by bombarding themineral with a particle beamfrom an electron microprobe,the researchers were able tocalculate the amounts of thegases fluorine and chlorinewithin the sample.

    Given known formulas forapatite, the amounts of fluorine

    and chlorine present suggestthere ' s another compoundneeded to complete the mineral'scrystal structure.The missing molecule, the team

    c o n c l u d e d , m u s t b eh y d r o x i d e a c o m m o ncomponent of apatite and abyproduct of the breakup of water.The finding is "one of the first

    to detect water in a lunarmagmatic mineral" and adds toevidence that moon magma, ingeneral, contains trace amountso f w a t e r , a c c o r d i n g t o

    geoscientist Francis McCubbin ,who participated in the research.

    But, though discoveries of moon water continue to mount,they're really just drops in thebucket, said McCubbin, of theCarnegie Institution for Sciencein Washington, D.C."While there is a lot more waterin the moon than we previouslythought," he said, "it is stillorders of magnitude drier than

    t h e E a r t h a n d M a r s a n dtherefore completely consistentwith the last 40 years of lunarsample observation."Where's Moon Water From?Going forward, the researchers

    plan to investigate how waterended up in the moon. The mostcommon guesses center on the

    moon's earliest days, shortlyafter it had been created by thecollision of a Mars-size objectwith Earth.One possibility, according to

    Wesleyan's Greenwood, is thaticy comets hit the molten youngmoon as it was still solidifying.Another possibility, said the

    C a r n e g i e I n s t i t u t i o n ' sMcCubbin, is that not quite allthe water was driven off whenchunks of Earth were flungs p a c e w a r d t o f o r m t h emoonin other words, thewater may be from an ancient

    US hid from the UK securityservices the torture they weremeting out to the Muslim menthey had labelled terrorists,comes as a bit of surprise. In alecture given in the Palace of Westminster , she related:"I said to my staff, 'Why is he[Khalid Sheikh Mohammed]talking?' because our experienceof Irish prisoners and terroristswas tha t they never sa id

    anyth ing "They said the Americans sayh e i s v e r y p r o u d o f h i sachievements when questionedabout it. It wasn't actually untilafter I retired that I read that, infact, he had been waterboarded160 times."She went on to claim that "The

    Americans were very keen thatpeople like us did not discover

    what they were doing."It did not require a high degree

    of James Bond-style espionagefor MI5 to realise much earlierthan she says it did thatGuantnamo and other US siteswere places where torture waspractised.Before her retirement in 2007,

    then, all that Manningham-Buller needed to have beendoing was read a decentnewspaper or use a web search,either of which would haveproduced headlines and articlesthat would have pricked the

    A channel in an ancient Martian"riverbed" wasn't carved byliquid water but was built bymolten lava, according to a newstudy of surface features onMars .Pictures of the red planet have

    long revealed features such asva l leys and a l luv ia l fansreminiscent of those seenaround water bodies on Earth.(Related: "Huge Mars RegionShaped by Water, Rover

    as we know it, so these formerlywet landscapes have been toutedas some of the best places onMars to look for traces of pastlife.But new high-resolution images

    of a peculiar 168-mile-long (270-kilometer-long) channel nearthe Ascraeus Mons volcanoaren't likely to have been made

    by water after all."We started seeing that, insteadof this [liquid] cutting into anexisting surface, it was buildinga surfaceit built a ridge up to40 meters [130 feet] high"millions of years ago, said studyco-author Jacob Bleacher of NASA's Goddard Space FlightCenter in Greenbelt, Maryland.

    The channel is also roofed overin some areas and lined withventsfeatures most oftenassociated with lava tubes. OnEarth, lava tubes form duringsustained volcanic eruptions ,when lava flowing throughpreviously solidified massesleaves behind empty channels inthe rock.     of our smoking gun."That's not to say liquid water

    never flowed on Mars, saidBleacher, who presented hiswork last week at the 41st Lunara n d P l a n e t a r y S c i e n c eC o n f e r e n c e .But the findings do mean that

    researchers might need toreevaluate when and where theythink water might have existedo n t h e r e d p l a n e t .

    because they add new layers toMars's volcanic history, saidLaszlo Kestay , a planetarygeologist on the NASA teamthat produced the new images of

    the channel."I think there are some veryclearly water-formed features onMars, but there are other thingsthat are more puzzling. Jake andc o l l e a g u e s m a k e a v e r ycompelling case that at least thisone is volcanic," said Kestay,wi th the U.S . Geologica lSurvey's Astrogeology ScienceCenter.And there's a good chance other

    channels in the Ascraeus Monsarea will turn out to be lava-made as well, Kestay said.In general, the latest find is

    among the myriad new detailsabout Martian lava flows beinguncovered by high-resolutionimaging of the Martian surface,Kestay said.The new image data, he said,

    are "revealing not just thesechannels but a whole suite of smaller volcanic features andshowing that volcanism is morewidespread spatially than peoplethought."

    NASA Grants a "HiWish"In addition, the new studyhighlights a pioneering programthat allows people anywhere inthe world to get behind the lensof the Mars-orbiting cameraused in Bleacher ' s work :N A S A ' s H i g h R e s o l u t i o nImaging Science Experiment. HiRISE started sending back

    color pictures of the Martiansurface in 2007 , with theprimary goal of f inding asuitable landing site for theupcoming Mars rover Curiosity ,slated to launch in 2011.Now that the options have been

    narrowed down to four possiblelanding s i tes , NASA haslaunched HiWish , a Web sitewhere the public can suggestnew targets for the high-resolution camera.Bleacher's research is based on

    The proportion of schools judged inadequate has leaptsince a tougher inspectionregime was introduced last year.Ofsted inspectors placed 218

    schools 10 per cent of thoseinspected in i ts lowestcategory in the first four monthsof the new regime.Of these, 102 were placed in

    special measures and 116 givennotices to improve.This represents a jump of 150

    per cent from the previousacademic year, when 4 per centof the schools inspected werefound to be inadequate.Fewer schools were also judged

    outstanding. A total of 199 weregiven Osfteds highest ratingb e t w e e n S e p t e m b e r a n dDecember, or 10 per cent of those inspected, compared with19 per cent in the previous year.Christine Gilbert, Ofsteds chief

    inspector, said it was misleadingto compare the figures because

    since the new inspections were

    introduced in autumn last yearinspectors had focused onweaker schools.Schools previously found to be

    good or outstanding are nowinspected less once everyfive years while those judgedonly satisfactory or weak areinspected every three years.Weaker schools also receivemonitoring visits after aninspection.Ms Gilbert said: My job is to

    raise expectations on behalf of the pupils and parents. It seemsto be absolutely right thatparents expect their child canattend a good school, that theycan thrive at that school, learnwell at that school and achievegood results.The new inspection regime

    brought protests from heads andteachers, particularly ver then e w n e w t h r e s h o l d s f o rachievement, child protectionand equality which schools hadto meet to be judged good oroutstanding.Ms Gilbert suggested that such
