1. Preface The Cayman Islands Labour Force Survey (LFS) was designed to measure the characteristics, levels and trends of employment, unemployment and labour force in the Cayman Islands. The LFS is also used for estimating the population of the Cayman Islands, and to provide socio-economic data on resident households. The LFS was conducted bi-annually in most years since 1991 up to 2004. However, it has been conducted on annual basis since 2005. The reference period for this edition of the LFS was the week ending October 11th
2008 while the actual survey was conducted during the period October 12th to November 24th, 2008. Planning and execution of the survey was done by the staff of the Economics and Statistics Office (ESO), a department of the Portfolio of Finance and Economics of the Cayman Islands Government. Data collection was done by the staff together with experienced contracted enumerators. The ESO Survey Supervisor supervised the field interviews while data entry and processing were implemented by the ESO staff with some technical assistance from an international consultant. When comparing LFS 2008 with LFS 2007 and LFS 2006 it should be noted that LFS 2006 was carried out in spring (reference period late April) while the LFS 2007 and LFS 2008 were carried out in the fall (reference period beginning of October). Comparisons between different LFS should be made keeping in mind that all sample surveys are subject to sampling errors (see Section 3 on Methodology). This LFS Report is very similar to the LFS Report 2007 and includes data sets in the following areas:
Employment: the following data sets for employed persons are shown: (a) employment by industry; (b) employment status—whether employed or self employed with employees; (c) estimated

earnings per month; (d) hours of work by industry; (e) employment by occupation classes; Unemployment: the duration of unemployment is presented
along with the means of financial support; Persons not in the labour
force: data on characteristics of persons who are of working age but not in the labour force during the reference period are presented in this report: (a) demographic characteristics; (b) means of financial support; and (c) reasons for not seeking work.
As in the previous LFS Reports, frequency distribution tables on the socio-economic characteristics of sampled households are also shown, including:
Household size Number of personal trips abroad and costs of trips abroad; Money sent abroad and money received from abroad; and Type and tenure of dwelling.
In addition, this Report includes new tables as follows:
Population interval for each district (Table 1, page 13); Employment by occupation and sex (Table 10A, page 34); Employment by occupation and status (Table 10B, page 35); Employment by occupation classes and earning (Table 10C, page36); Employment by sex, occupation classes and earnings (Table 10D and 10E

2. Definitions Population In the LFS, population means the “resident” population; that is persons staying or intending to stay in the Cayman Islands at least six months. Visitors/tourists are not included in the resident population. Also, persons in institutions for more than six months are excluded. Household A private household consists of one or more persons (not necessarily related) living together and sharing at least one of the main daily meals or common housekeeping. In general, therefore, a household will comprise a father, mother and children living together. However, a household is not always a family. Employed Employed persons are those who, during the reference week, did any work for pay or profit; that is, paid work in the context of an employer – employee relationship, or of self-employment. It also includes unpaid family work defined as unpaid work which contributed directly to the operation of a farm, business or professional practice, owned or operated by a related member of the household. Based on guidelines of the International Labour Organization (ILO), work can be for as little as an hour during the reference week; it excludes unpaid domestic housework and volunteer work but includes those temporarily away from their jobs. Unemployed Unemployed persons are those who, during the reference week:
A) Were without work, had actively looked for work in the past four weeks and were available for work.
B) Had not actively looked for work in the past four weeks but had a new job to start in four weeks or less and were available for work.
Labour Force The labour force is composed of those members of the non-institutional population (i.e. those not in residential institutions such as general penitentiary,

retirement homes) 15 years of age and over, who during the reference week were employed or unemployed.
Not in the Labour Force Those persons in the non-institution population (i.e. those not in residential institutions such as general penitentiary, retirement homes)—15 years of age and over –who, during the reference week, were neither employed nor unemployed. Unemployment Rate The unemployment rate represents the number of unemployed persons expressed as a percentage of the labour force. The unemployment rate for a particular group (age, status sex, etc.) is the number unemployed in that group expressed as a percentage of the labour force for that group. Participation Rate Participation rate is the number of persons in the labour force as a proportion of the working age population. The participation rate for a particular group (age, status sex, etc.) is the number of persons in the labour force in that group expressed as a percentage of the working age population for that group. Employment/Population Ratio The employment/population ratio represents the number of persons employed expressed as a percentage of the population 15 years of age and over. The employment/population ratio for a particular group (age, sex, marital status, etc) is the number employed in that group expressed as a percentage of the population for that group. Rounding and Suppression Estimates published are rounded to the nearest whole number but all derived values (totals, averages, rates, ratios, etc) are calculated from un-rounded figures. Therefore, the sum of individual rounded items may not equal the total. In addition the difference of one person for the same category in different tables is due to rounding off. As practiced in previous LFS, estimates of 25 or lower (but not zero) have been suppressed as indicated by “…” as they are considered to be too unreliable to be useful.

3. Methodology The statistics contained in this report are based on information obtained through a sample survey of households. Sampleles of representative households were drawn at random from a sampling frame based on the ESO’s Household Register. A full update of the Register was conducted in the spring and summer of 2008 resulting in the substantial increase of the numbers of households compare to the Registry as of 2007. The total number of households in the sampling frame was 22,632. Interviews were conducted during October 12th – November 24th given that the reference week was the week ending October 11th 2008. The number of households which fully or partially completed the survey was 1,292. The following table depicts the district distribution of samples by district:

It should be noted that results from sample surveys are always subject to some uncertainty because only a part of the total has been measured. This is called the sampling error. In this Report, an attempt is made to include the calculations of confidence intervals for the population estimate for the country and its six districts. The 2008 LFS questionnaire and the Field Manual are available at the ESO website: www.eso.ky.

5. Summary of Results The main results from the 2008 Labour Force Survey (LFS) are presented in this report. 5.1 Population The total population of the Cayman Islands was estimated at 57,009 persons. At 95 percent confidence interval, the lower bound of the population is estimated at 55,200 while the upper bound is 58,800.1 The population intervals for the districts are similarly estimated and are shown in Table1 below:

The estimated total number of males during the reference period was 28,264 (or 49.6%) while the total number of females was 28,745 (or 50.4%). Of the total population during the reference week, 31,858 (or 56%) were Caymanians, and 25,152 (or 44% ) were non-Caymanians.

The latter’s revision arose from the result of the full updating of the Household Registry in the spring and summer of 2008 which saw an increase in the number of households compared to what was recorded as of the fall of 2007.

The population in the Cayman Islands is dominated by persons aged 25 – 44 years of age (please see Chart 2). The median age is 35 years, which is almost the same as in LFS 2007, when the median age was estimated at 36 years.

5.2 Labour Force Of the total population during the reference week, 38,999 persons were in the labour force. Of those in the labour force, 37,450 persons (or 96%) were employed, while 1,549 (or 4%) were unemployed. (Please see Chart 3).

In terms of nationality/status, there were 17,686 Caymanians in the labour force (45.9%), while Non-Caymanians numbered 21,313 persons (54.1%). Of all the Caymanians in the labour force, 16,517 (or 93.4%) were employed while 1,169 persons (or 6.6%) were unemployed. Of all the Non-Caymanians in the labour force, 20,932 (or 98.2%) were employed while 380 (or 1.8%) were unemployed. The unemployment rate is slightly higher in LFS 2008 (4.0%) than in the fall LFS 2007 (3.8%). It should be noted that the employment pattern by status and by sex in LFS 2007 and LFS 2008 are similar.

Other characteristics of the labour force are as follows:
• The overall participation rate (that is, the proportion of the labour force to the total working age population) was 84.1 percent. The overall participation rate of Caymanians was 76.3 percent, while the overall participation rate of Non-Caymanians was 91.9 percent.
• In terms of gender, there were 20,128 (or 51.6%) males in the labour force
while there were 18,871 females (or 48.4%) . 5.3 Employed Persons The key characteristics of the employed persons (37,450) during the survey period are as follows:
• In terms of gender, 19,355 (or 51.7%) were male and 18,094 (or 48.3%) were female.
• In terms of age, majority of the employed were in the following age brackets: 35-44 years (31.4%), 25-34 years (30.7%) and 45-54 (20.2%).

• Of all the employed persons, 90.7 percent were paid employees and 8.7
percent were self-employed. In terms of status, 83.2 percent of Caymanians and 96.6 percent of Non-Caymanians were paid employees. Hence, the self-employed are mainly Caymanians; almost all Non-Caymanians are paid employees.

• In terms of industry, the top five employers doing the survey were: o Construction - 15.5% o Real Estate, Renting and Business Activities - 13.4% o Wholesale and Retail - 12.6% o Financial Services – 10.1% o Education, Health and Social Work - 7.9%
The manufacturing and the agricultural sectors in the Cayman Islands are small, comprising only 2.1 and 1.9 percent respectively, of total employment. The industries dominated by females were Private Households with Employees (88.31%) and Education, Health and Social Work (77.0%). The industries dominated by males are as follows: Construction (92.1%), Agriculture and Fishing (84.7%), and Manufacturing, Mining, Printing and Publishing (81.5%) respectively. • In terms of occupation classes, the top five classes were:
o Professionals, Technicians and Associate Professionals - 26.5% o Craft and Related Workers - 13.7% o Legislators, Senior Officials & Managers - 10.4% o Sales and Services Elementary Occupations – 10.2% o Personal Service Workers – 9.0%
The occupations classes dominated by females were Customer Service Clerks (87.3%), Sales and Services Elementary Occupation (81.6%) and Office Clerks (75.5%) respectively. The occupations classes dominated by males were Labourers in Agriculture, Construction, Manufacturing and Transport (96.9%), Craft related Workers (94.8%), Agricultural and Fishery Workers (93.6%) and Drivers and Mobile Plant Operators (90.0%) respectively. The occupations classes dominated by Caymanians were Legislators, Senior Officials and Managers (60.6%), Office Clerks (69.5%), Drivers and Mobile Plant Operators (65.0%), Plant and Machine Operators and Assemblers (63.5%), Customer Service Clerks (60.2%), Protective Service Workers (58.0%)

The occupations classes dominated by Non–Caymanians were Sales and Services Elementary Occupations (78.9%), Personal Services Workers (76.8%), Labourers in Agriculture, Construction, Manufacturing and Transport (70.4%) and Agricultural and Fishery Workers (66.5%) and Professionals, Technicians & Associate Professionals (51.9%). The average number of hours worked per week by females was 40.7 while males worked on average 42.9 hours. The average number of hours worked per week for both was 41.8. 5.4 Unemployed Persons The estimated number of unemployed during the survey period was 1,549 (or 4.0% of the labour force). The unemployed persons consisted of 1,169 Caymanians (75 %) and 380 Non-Caymanians (25%). The sex distribution among the unemployed was even.

In terms of age, the highest unemployment rate was found among the 15-19 years of age (35.6%). Hence more than one third of the youth (15-19 years) in the labour force were unemployed, most of them Caymanians.

The majority of the unemployed (60%) did not have work for at least six months. The main means of support for the unemployed were their spouse/partner (39%) or parents (32%).
5.5 Persons Not in the Labour Force The number of persons estimated to be not in the labour force reached 7,377.
• Approximately 3,000 or 40 percent of these are persons over the age of 55.
• The number of persons between the ages 15 and 19 was 1,812 or almost 25% of those not in the labour force.

The main means of support of persons not in the labour force were
parents (30.8%) or spouse (22.1%). 5.6 General Household Characteristics Some highlights from the housing questions were as follows:
• About 77% of the sampled households had one to three members and about 28% were one-person households. The average household size was 2.5 persons.
• About 37% of the population sent money abroad during the last 12
months, but only about 6% received money from abroad.
• 61% of the sampled households had internet access at home and 66% had at least one computer. Almost all households had at least one cell phone.
• 49.7% of households were dwelling in rented housing while 46.0% owned
their dwellings with or without mortgage.
• The average (mean) rent paid per month was about CI$1,033.
