ENGLISH VERSION OF THE LETTER WRITTEN WITH BLOOD BY VIJAY KUMAR HEER TO HONORABLE PRIME

MINISTER OF INDIA

To

Honorable Prime Minister,

Govt. of India, New Delhi.

Subject: To stop imposing T.E.T. on the eligible teachers for getting jobs

Honorable Prime Minister,

With syringe full of my own blood, I am writing this letter with it instead of ordinary ink in the

hopeless situation because T.E.T. means Teacher Eligibility Test has been the name which is the only barricade for

employment to trained J.B.T.s in HP for last 18 months, however, they have successfully qualified the Common Entrance Test

and ten did the J.B.T. training exams and teaching practices to be a J.B.T. teacher ,for which they have been declared eligible

to become J.B.T. teachers after issuing of certificates by H.P.Board of School Education. It means that both trained JBTs of

D.I.E.T.s and Pvt. Recognized JBT Colleges have declared them eligible to become JBT Teacher under the contemporary

notifications/rules/guidelines of the .N.C.T.E. and M.H.R.D. and the left process was their appointments in schools for which a

clear announcement was made on 15-08-2011, but Ministry of Human Resource Development has written a letter to Secretary

Education of H.P. to impose T.E.T. means Teacher Eligibility Test on these trained unemployed JBTs foremployment/appointments in schools. It is injustice.The Govt. of Himachal Pradesh is the final appointing authority and it

should must have independent right to relax T.E.T. to the trained JBTs of 2008-10 batch.

You also have been a teacher but you had also not qualified T.E.T. Your talented leaders are imitating

the teaching license system of America but they must understand that it is not feasible in India as education system of India is

not everywhere like that of U.S.A.

If you had not qualified T.E.T. yourself, are you not a teacher ? If Kapil Sibbal has not passed T.E.T.

himself, isnt he a teacher ? Dr. S. Radhakrishan had also not qualified T.E.T., then wasnt he a tacher? Cant you make

T.E.T. as a substitute of Common Entrance Test for Teacher Training Courses? If the two hours theory based test of T.E.T.

can make any person eligible to be a teacher , please let all other exams banned. Why should D.I.E.T.s, Govt. and Pvt. Colleges

impart teacher training to the ineligible persons ?The persons who qualify T.E.T., may be given the opportunity to do selected

Teacher Training Course and the merit secured in that course including his academic excellence of merits in career may be

made the only rudiments to appoint him as a teacher. But why those persons should be asked to qualify T.E.T. who have

successfully completed J.B.T., B.Ed.,L.T.,O.T.,E.T.T. etc. courses from any recognized Teacher Training Institution who have

declared them eligible to become a teacher as they are already eligible to be a teacher.Now, T.E.T. has been imposed even on

the teachers working in the schools on contractual basis for their regularization in said job. IT MENS THAT THE WHOLE

TEACHER TRAINING SYSTEM MADE BEFORE T.E.T. WAS FOOLISH. Teaching is a practical job and how can we get

enable to recruit best teachers through its theory based test? If any emphasis would have been paid towards taking the

Practical of Teaching in Classrooms for jobs, its authentication would have been deciphered by me , but T.E.T. is being used

as Weapon of Exploitation towards unemployed youths.

Honorable Prime Minister, thousands of rules have been made and changed since 1947

regarding recruitment of teachers.The idea of T.E.T. came under R.T.E. Act 2009 for quality education. But this T.E.T. has

imposed rule of minimum 50% marks for eligibility which has devastated the dream of lacs of unemployed youths who had

successfully completed J.B.T., B.Ed.,L.T.,O.T.,E.T.T. etc. courses and were waiting to get jobs on its basis. If minimum 50%

marks for eligibility condition was to be implemented, then it would have been applied on the post teacher recruitment

exams(entrance for course) and the persons who have already done the said courses must have been relaxed from T.E.T.

If all those persons are ineligible to become teacher due to T.E.T., please ensure that the whole

expenditure done by them on said coursed must be refunded to them and beyond that, they must be paid Unemployment

Allownace for the period of said course & said allowance must be paid on per month scheme. What a ridiculous step has been

taken by your M.H.R.D. and N.C.T.E. who value T.E.T. as pass above all and consider all past courses as failed traumas. All

Boards and universities education is fail before T.E.T.? It is shameful that Lord Krishana has not born and Devil Kans has

stood by the prison of its parents in form of T.E.T. Firstly appoint those persons who have been declared eligible to become a

teacher under his contemporary rules/guidelines/notifications.

Only M.H.R.D. and N.C.T.E. is responsible not deciding the minimum qualification and other criteria

uniformly for whole country and how it issued Recognition to many such teacher training institutions form 1947 to 2012.

Every state has its own problems and pains. Then why M.H.R.D. supremo is imposing T.E.T. on states? If the persons who

have done said teacher training courses before starting T.E.T. are ineligible to be a teacher die to T.E.T., refund their total

money invested and important years of their career wasted in said course? Firstly, they were given opportunity to do the said

courses and now there has been launched a new conspiracy in the disguise of T.E.T. to deprive them from the jobs?

I have addressed my letter to you because you have become Prime Minister from the post of a

teacher. I had sent an ultimatum to your office on 01st

July,2012 saying that if current JBT batch 2008-10 of H.P. is not given

relaxation on T.E.T., I shall write letter with my blood to you. PROMISE IS AFTER ALL PROMISE. I waited your answer

for a week. I also waited for two months to get any answer from M.H.R.D. but these officials and politicians consider common

man as pigmy in prestige. My letter as a teacher leader was not taken seriously.

In the event, it is my first letter written with blood addressed to you and I sway that I shall write

my letters with blood to you until I die due to the draining out of blood in my body and I declare

INCLUDING SH. KAPIL SIBBAL, MINISTER OF M.H.R.D., GOVT. OF INDIA

If you are really a teacher, give me the deserving answer.

Relax T.E.T. to the J.B.T.s batch 2008-10of HP within a week.
