This letter is submitted to acknowledge the completion of TDD #01-9005-17, PCS #2552. The TDD was issued by you at the request of On-Scene Coordinator (OSC) Richard Haworth to provide for Technical Assistance Team (TAT) support in collecting sediment, water, and hide samples from the Acton Land Management site in Acton, York County, Maine.

TAT members Joe Pilon, John Kallfelz, Paul Smart and Tom Saccoccio comprised the sampling team. The sampling team arrived at the site on Tuesday, May 22, 1990 and completed sampling activities on Wednesday, May 23, 1990.

The samples were submitted to CompuChem Laboratories located in Research Triangle Park, Chapel Hill, North Carolina. The analyses conducted by the laboratory included volatile organic compound (VOC), base/neutral, acid extractable (BNA), total chromium, hexavalent chromium, priority pollutant metals, and EP toxicity metals (EP TOX). Full analytical results have not yet been received. Upon receipt of the results, they will be submitted directly to OSC Haworth.

Techniques and methodologies employed while sampling are addressed within the Site Sampling QA/QC Plan. Also included in the Site Sampling QA/QC Plan is a site diagram indicating sample locations. The Cost Tracking Summary includes hours expended, total hourly costs, hotel, per diem and miscellaneous expenses.

Tasks which remain to be completed by TAT include coordination with the subcontracted laboratory and a data validation/QC review of the analytical data package, when it is received. We will complete these tasks under TDD 01-9005-17A, PCS #2648.

CHRONOLOGICAL SUMMARY

CHRONOLOGICAL SUMMARY

The following chronology of events summarizes the activities conducted by the Roy F. Weston Technical Assistance Team (TAT) at the Acton Land Management Site in Acton, York County, Maine.

TAT members Joe Pilon, John Kallfelz, Paul Smart and Tom Saccoccio comprised the sampling team. The sampling team arrived at the site on Tuesday, May 22, 1990 and completed sampling activities on Wednesday, May 23, 1990.

The samples were submitted to CompuChem Laboratories located in Research Triangle Park, Chapel Hill, North Carolina. The analyses conducted by the laboratory included volatile organic compound (VOC), base/neutral, acid extractable (BNA), total chromium, hexavalent chromium, priority pollutant metals, and EP toxicity metals (EP TOX).

Tuesday. Mav 22. 1990 Weather: Showers

1530 hrs: The sampling team arrived at the ALM site. TAT member Joe Pilon and John Kallfelz calibrated air monitoring equipment while TAT members Paul Smart and Tom Saccoccio donned level B personal protective equipment (PPE) to perform an initial air monitoring survey of the ALM site.

1645 hrs: TAT members Saccoccio and Smart performed air monitoring of the site using a radiation meter, a combustible gas indicator, and an HNu photoionization detector.

1715 hrs: Air monitoring was completed. No readings above background levels were recorded. TAT personnel downgraded to level D PPE for all activities other than lagoon sampling, and hide sample collection.

1730 hrs: TAT members Pilon and Saccoccio donned level C PPE and prepared to sample lagoons #1 and #2, (Figure #2, Attachment 2 - Site Sampling QA/QC Plan). TAT members Kallfelz and Smart ran safety lines while the samplers collected sediment samples from two locations within each lagoon utilizing a john boat and a hand-operated sediment dredge .

1920 hrs: Assuming the same responsibilities and PPE, the TAT members collected sediment samples from lagoons #3 and #4.

2040 hrs: Collection of sediment samples from each lagoon was completed. The TAT members decontaminated the john boat and sampling equipment.

2120 hrs: All equipment was decontaminated and stored. The chain-of-custody procedures were carried out for all samples.

2300 hrs: The TAT members depart the ALM site.

Wednesday. Mav 23. 1990 Weather: Cloudy/Showery

8:30 hrs: TAT members Kallfelz, Smart and Saccoccio supplies and start chain-of-custody procedures. TAT member Pilon confirms Federal Express shipping time.

1030 hrs: The TAT members arrived at the ALM site. TAT members Smart and Saccoccio donned level C PPE and collected hide samples from the hide piles located on the ALM site.

1135 hrs: Hide sample collection was completed. TAT members Pilon and Saccoccio donned level C PPE and prepared to collect water samples from lagoons #1-4. TAT members Kallfelz and Smart ran safety lines while the samples were being collected.

1330 hrs: Sampling of the lagoons was completed. TAT members Pilon and Smart conducted a walk-through of the river bank to determine river sampling locations. TAT members Kallfelz and Saccoccio decontaminated sampling equipment used for the collection of lagoon water samples.

1345 hrs: Sediment samples and water samples were collected from the Salmon Falls River by TAT members Pilon, Smart and Saccoccio.

1415 hrs: All sampling activities were completed, and all samples were containerized and packaged with proper chain-of-custody for shipment by Federal Express.

1530 hrs: TAT members Pilon and Saccoccio departed from the ALM site.

1600 hrs: TAT members Kallfelz and Smart departed the site for the TAT office.

1915 hrs: TAT member Pilon completed shipping paperwork and relinquished the samples to Federal Express for shipment to CompuChem Laboratories.

1.0 BACKGROUND

The Acton Land Management Site is comprised of four lagoons on approximately five acres of land. The lagoons abut the Salmon Falls River to the north and Miller Brook to the west on the Maine/New Hampshire border and Highway 109 to the east and a marginally populated rural area to the south. The site was operated by the now defunct Greene Tannery formerly of Milton Mills New Hampshire. Greene Tannery utilized the lagoons as a tannery waste storage area.

2.0 OBJECTIVES

The objective of the sampling survey is to obtain sufficient analytical data from a representative number of samples which can be used to determine whether further actions at the site by the U.S. EPA Emergency Planning and Response Branch are necessary.

3.0 QUALITY ASSURANCE LEVELS

The quality assurance (QA) levels for the on-site screening activities will be QA1. These activities include the use of the following instrumentation/test equipment:

MSA Combustible Gas Indicator/Oxygen meter (CGI) Victoreen Radiation Meter (Rad Meter) HNU Photoionization Detector- 10.2eV probe (HNU-10.2)

Samples collected will be analyzed by CompuChem Laboratories in Chapel Hill, North Carolina. The QA level for the samples will be QA 2. See section 6.0 for further details.

4.0 APPROACH AND SAMPLING METHODOLOGIES

The sampling survey will be conducted on or about May 23, 1990. Samples will be collected for, but are not limited to, volatile organic compounds (VOC), base neutral and acid extractables (BNA), EP toxicity metals (EP TOX), total chromium, hexavalent chromium, and priority pollutant metals. Each media will be screened in the field prior to sample collection, if practical, to determine the location and quantity of samples. The samples will be containerized, preserved, and analyzed in accordance with Table 1. U.S. EPA chain of custody procedures will be utilized for all sampling activities. Samples will be disposed of by CompuChem Laboratories. All contaminated sampling materials will be disposed of by the U.S. EPA New England Regional Laboratory (NERL).

4.1 Sample Locations

Approximately eight sediment and four water samples may be obtained from lagoons 1, 2, 3, and 4 (Figure 2). The area around the four lagoons will be monitored with the HNU-10.2, CGI, and Rad Meter. Three river sediment samples, and one water sample may be obtained from Miller Brook. Sediment samples will be obtained at a depth of approximately one to three inches below the sediment surface of the brook. The four lagoons are currently covered with approximately 1 - 36 inches of water. Sampling of lagoons will be accomplished using a john boat which will be towed out toward the center of the lagoon by the use of ropes. Sediment samples will be collected by a hand operated

sediment dredge (Aqua Dredge). Upon determination of a sampling location, the Aqua Dredge will be lowered to the bottom, triggered, and a sediment sample obtained. The trip blanks required for the samples are three 40 ml VOA vials of organic free water. The trip blanks as with the samples will be preserved on ice. Water samples from the lagoons and river to be analyzed for total chromium will also be preserved with nitric acid to a pH of less than 2.

One sample will be obtained from each hide pile (Figure 2) at a depth of approximately four inches below the hide surface. The sample will be obtained by using hand scissors to cut down into the hide to a three inch square sample. Samples may be submitted for, but not limited to, VOA, BNA, EP Tox, Total Chromium, Hexavalent Chromium, and Priority Pollutant Metals.

4.2 Decontamination

Air monitoring equipment will not come into contact with the ground in the sampling area, and therefore will not require decontamination. All personnel protective equipment will be decontaminated using a dry decon and if necessary a soap wash and water rinse. Protective clothing will then be placed in a garbage bag along with all other waste generated and garbage bags will be disposed of by EPA NERL. Equipment used for lagoon sampling will be decontaminated using hexane rinse, soap wash and water rinse after each sampling station and lagoon.

6.0 QUALITY ASSURANCE REQUIREMENTS

The on-site screening activities will employ the following QA level 1 requirements: sample documentation; instrument calibration/ performance check; and the determination of a detection limit, if appropriate.

The analyses of samples at the laboratory will employ the following QA level 2 requirements: sample documentation; chain of custody; sample holding times; method blanks, rinseate blanks, trip blanks, preparation blanks; initial and continuing calibration data; definitive identification: confirm the identification of analytes via a second GC column or mass spectra on the samples submitted (for organics only); and provide gas chromatogram and/or mass spectra.

7.0 DELIVERABLES

A formal report documenting all project activities will be generated by the Roy F. Weston Technical Assistance Team.

8.0 DATA VALIDATION

A data quality review of the sample analyses will be conducted by the Roy F. Weston Technical Assistance Team and/or EPA New England Regional Laboratory personnel.

QA level 1 data will be evaluated for calibration and detection limits.

QA level 2 data will be evaluated by the following: results of 10% of the samples in the analytical data packages will be evaluated for all of the elements listed in Section 6, "QA Requirements"; and holding times, blank contamination, and detection capability will be reviewed for all samples.
