The same procedures would be followed for the collection of soil vapor sampling in subsequent confirmation sampling events. Baseline and confirmation soil sampling will be performed to evaluate the performance and progress of remediation of the SVE systems at the Sites as presented in Section 3.0 (Performance and Shutdown Criteria) of the Operations Maintenance and Monitoring Plan ("OMM&C Plan") (Appendix E to the Final Design/Build Report (Revision 3) - Soil Vapor Extraction / Air Sparging. Midco fI Superfund Site. Gary. Indiana. ENVIRON, April 2005, "Final SVE/AS DBR"). In general, the procedures included in the 1993 Remedial fJesign/Remedial Action Quality Assurance Project Plan - Part 1 ("QAPP-Part 1"), the 1993 Remedial Design/Remedial Action Quality Assurance Project Plan - Part 2 ("QAPP-Part 2"). as well as the QAPP Addendum for Soil Treatment Alternate Remedy ("QAPP-Part 2 Addendum") (Appendix H to the Final SVE/AS DBR) will be followed. These site-specific procedures for Summa canister sample collection have been developed utilizing guidance contained in Attachment 1, as well from direct consultation with the USEPA-approved project laboratory. Pre-Sampling Preparations Prior to sample collection, the vapor monitoring points and nearby penetrations of the polyethylene sheeting of the temporary vapor barrier ("TVB") will be sealed. Once the vapor barrier locations are sealed, each vapor monitoring point will be tested to ensure vapor flow at each location using the project-dedicated vacuum pump. The vacuum pump will be connected ta the sample port at each monitoring point and operated to \erify flow from each point. Cover soils will remain pulled back from each location to inspect the polyethylene layer for leaks during purging. Dear Mr. Boice:

On behalf of the Midco Remedial Corporation (MRC), this letter describes the procedures to be followed for the collection of the baseline soil vapor samples prior to operation of the soil vapor extraction (SVE) systems at the Midco I and Midco 11 Sites (the "Sites"). The same procedures would be followed for the collection of soil vapor sampling in subsequent confirmation sampling events. Baseline and confirmation soil sampling will be performed to evaluate the performance and progress of remediation of the SVE systems at the Sites as presented in Section 3.0 (Performance and Shutdown Criteria) of the Operations Maintenance and Monitoring Plan ("OMM&C Plan") (Appendix E to the Final Design/Build Report (Revision 3) - Soil Vapor Extraction / Air Sparging. Sample Train Configuration Prior to commencement of the baseline soil vapor concentration field sampling event, each vapor monitoring point will be side tapped below the air tight cap and fitted with a threaded male connector sampling port and cap. To conduct the sampling, each sample port will be connected to a dedicated sample train, to direct the sample from the vapor monitoring point into a 1-Liter Summa canister. An illustration of the sample train is included in the Attached Figure 1. Each sample train will consist of'/i-inch Teflon tubing affixed with '/4-inch compression fittings (with Teflon ferrules) compatible with the Summa canister connection. As shown in Figure 1, each sample train will incorporate a stainless steel union tee to allow for in-parallel connection of a 1-liter Summa canister and a project-dedicated vacuum pump during the sample collection process. To minimize the potential of sample dilution from trapped pockets of air in the sample train during vapor monitoring point purging, the Tetlon tubing lengths will be constructed as short as possible. In addition, the inlet tubing to the vacuum pump will be equipped with an air-tight ball valve which will be opened during purging, but closed prior to sample collection to prevent backflow of air through the vacuum pump into the Summa canister. Continuous flame ionization detector/photo ionization detector (FID/PID) monitoring during the vapor point purging process will be accomplished by affixing a short length of Teflon tube to the outlet of the vacuum pump and directing the air stream past the FID/PID inlet.

Soil Vapor Sampling Procedures As specified in the QAPP-Part 2 Addendum, the soil vapor samples collected will be analyzed for the specified VOCs by EPA Compendium Method TO-14A (Modified). In lieu of sample collection using Tedlar bags, the alternate method of sample collection using SUMMA canisters will be performed. The soil vapor sampling protocol developed for collection of a 1-liter Summa canister grab sample at each vapor monitoring point will generally follow the procedure previously included in Appendix 1 of the QAPP-Pait 1. anJ is presented in detail as follows:

• Prior to sampling, each 1 -liter Summa canister will be inspected to confirm a minimum vacuum of at least 25 inches of mercury (Hg) utilizing a vacuum test gauge provided by the laboratory. Canisters received from the laboratory with initial vacuum pressures of less than 25 inches of Hg will not be used.

• The 1-liter Summa canister and vapor monitoring point vacuum pump will be connected to the dedicated vapor monitoring point sample train as shown in Figure !.

• Prior lo sampling, each vapor monitoring point will he developed by evacuating a minimum of one internal well volume. The vapor monitoring point purge process will be conducted with a vacuum pump connected to the sample tubir.g. A PID/FID in.strument with an 11.8 eV bulb will be used to collect soil vapor field readings from the vacuum pump outlet. The maintenance, calibration, and operation of the Foxboro Century Model TVAIOOO PID.'FID will follow the specifications and procedures included in the QAPP-Part 2 Addendum.

• Vapor monitoring point purging will be considered completed once PID/FID readings have reached a plateau, but not before one internal well volume has been purged. The duration of the purge and the flow rate out of the vacuum pump will be monitored and recorded at each sample location. The volume of air purged will be calculated by multiplying the measured duration by the purge air flow rate.

• Following vapor monitoring purging, the ball valve at the inlet to the vacuum pump will be closed to isolate the vacuum pump during sample ollection. The Summa canister will then be connected to the Teflon tubing of the dedicated sair.ple tram as shown in Figure I.

• A soil vapor grab sample will be collected into a 1-liter capacity Summa canister by opening the Summa canister valve.

• Following the conclusion of sample collection, the canister collection valve will be closed and the canister disconnected from the sample train. The final canister pressure will subsequently be measured using the vacuum gauge provided by the laboratory,

• Following completion of final pressure measurement, the residual canister vacuum (if any) will be recorded and the safety cap will be secured to the canister inlet.

Sample Handling and Analysis Samples will be handled according to the general procedures included in Section 19 of the 1993 Remedial Design/Remedial Action Investigation and Monitoring Plan (I&MP). Soil gas samples collected in 1-liter Summa canisters will be returned to the laboratory in the original packaging material and will be sealed with tape and custody seals. Air Toxics Ltd. of Folsom, California will perform the analysis of the samples according to EPA Compendium Method T0-I4A (Modified). Air samples will be analyzed for the list of VOCs as provided in Table 6-25 of the l&MP. Samples will be delivered within two weeks, as appropriate for Summa canister samples. Chain-of-custody procedures as specified in Section 19 of the l&MP will be followed. A completed chain-of-custody record will be maintained for the canisters to document personnel custody of the samples.

Sample Designation Samples of soil gas will be labeled in accordance with the l&MP Table 19-1. Consistent with the designations presented in I&MP Table 19-1, the following sampling code will be used for the baseline soil vapor samples:

Quality' Assurance and Quality Control Quality Assurance and Quality Control samples will be collected as specified in Section 6.5.1 of the l&MP and in the QAPP-Part 2 Addendum. Duplicate vapor monitoring point samples will be collected at a frequency of 1 per sampling round, or one duplicate sample per 20 samples collected, whichever is less. Contrary to prior procedures described in the QAPP-Part 2 Addendum, trip blanks will not be analyzed, based on laboratory guidance (see Section 4.1.5 of Attachment 1).

Sample data will be validated using procedures specified in Section 9 of the QAPP-Part 2. As specified in the QAPP-Part 2 Addendum, laboratory analytical results from baseline and confirmation vapor sampling events will undergo 100% data validation.

Field Documentation Field activities will be documented according to the procedures included in Section 19.0 of the I&MP.

Health and Safety The health and safety procedures in the Task-Specific HASP Addendum for SVE/AS System Construction and Operation (Appendix G to the Final SVE/AS DBR) will be followed.

Specifically, VOCs and HCN will be monitored within the breathing zone during purging and sampling activities.

Schedule At present, sampling activities are planned to begin the week of October 24, 2005. Sampling would be performed at the vapor monitoring points at the Midco II Site first, followed by sampling of the vapor monitoring points at the Midco I Site. Sampling at both sites is estimated to take approximately two weeks.
