3 LETTER FROM THE DIRECTOR On behalf of the race committee, welcome to the 40th annual Joe Martin Stage Race. For those who are first time participants, we want to thank you for making the trip. The opportunity to celebrate 40 years of any event is very exciting! In order to accomplish this milestone it took the dedication and hard work of many men and women, as well as the vision and determination of one of the original race directors, Joe Martin. Joe was truly passionate about all things cycling and we honor his legacy today. THANK YOU JOE! We’re excited that this is our 15th consecutive year to be part of the USA Cycling Pro Race Tour (PRT) and third year on the UCI America Tour calendar. The Joe Martin Stage Race has been and continues to be successful because of your support as teams and individuals. We feel very fortunate to once again have some of the top cyclists not only from across the USA, but from around the world competing in Northwest Arkansas. The continued goal of the Joe Martin Stage Race is to bring a nationally and internationally competitive field of cyclists to our area and to expose our community to an exciting, colorful sport. The Joe Martin Stage Race has been and continues to be successful because of your support as teams and individuals. UCI/PRT RACE MANAGER’S

MEETINGPRO/ELITE STAGE RACE(Time Trial, Two Road Races, Criterium)

Please note that some of the following information which applies to UCI Pro Men and Pro Women 1, 2 might not apply to Elite Men 1, 2.

ORGANIZATION INFORMATIONOrganizationJoe Martin Stage Race - is a UCI 2.2 stage race held under USAC permit # 2017-1122. The event is owned and promoted by All Sports Productions, Inc., Fayetteville, Arkansas 72701. The UCI rules and scale of penalties are solely applicable to UCI categories. This race is open to Men and Women’ Elite categories and is held on the UCI America Tour calendar. For Elite Men 1, 2, the USAC rules and scale of penalties are in effect.

UCI POINTS INFORMATION: UCI CLASS 2.2

ParticipationThe number of riders per team is a maximum of eight, minimum of five for UCI Men and UCI Women. The UCI Pro Men race is open to UCI pro continental teams, UCI continental teams, national teams, regional and club teams. The Women Elite race is open to UCI women’s teams, National teams, regional and club teams, and mixed teams.

Licenses: Active participants in Category A races, including officials, riders, team managers, drivers, and mechanics, must hold a Federation license or a license from a governing body that is a member of UCI and must show such license at registration.

MANAGER’S MEETING - MANDATORYThe mandatory manager’s meeting is Wednesday evening, March 29, in the Bella Vista room located on the second floor of The Chancellor Hotel.

UCI/PRT/ELITE RACE RULES & INFORMATION

GENERAL REGULATIONSSupportAll stages will have officials on the race courses, in the caravans and at the finish lines. Motor officials will support each road stage. State, county and city law enforcement will provide support on all stages. See specific sections concerning neutral support which will be provided by Shimano Neutral Support.

Medical ServicesNorthwest Physician’s Specialty Hospital will coordinate all medical services throughout the event. In addition, Central EMS, advanced medical personnel and team doctors will follow pro/elite road races and be staged at the finish lines. Trained personnel will staff the medical tent at each staging area and the Vendor Expo area on Sunday during the Criterium. Northwest Physician’s Specialty Hospital is located at 3873 Parkview Dr, Fayetteville, AR 72703 and phone number is 479-571-7070. Washington Regional Hospital is located at 3215 N. Hills Blvd., Fayetteville, AR, 72703 and phone number is 479-463-1000. MediServe is located on 117 Sycamore, Fayetteville, AR, 72703 and phone number is 479-521-0200.

Radio TourThe frequency for radio tour will be announced at the manager’s meetings.

Summit FinishesNo stages are summit finishes for purposes of applying UCI regulation 2.6.027

Sign-in & Bib Numbers Rider sign-in is mandatory at the start line of each stage. Exception: Time Trial.

• Racers must successfully complete each stage within the time limit, in order to be eligible to continue to the next stage.• All numbers supplied by the organizer must be used. One frame and two jersey bib numbers will be provided. Both bib numbers will be placed on the left and right side of jersey European style (on jersey pocket with bottom of number facing down). Frame number on bike for all stages. For time trial, one bib number may be worn on the bottom center of uniform if wearing a skinsuit; otherwise place bib on right jersey pocket. NOTE: Number, epaulet, cycle plate or frame plate changed (cut, folded) or badly positioned may result in a progressive fine starting at $30. Please help the officials do their job by correctly placing numbers and ensuring they are visible.

FinishesAfter completing your races, please do not congregate at the finish line. Never cross the finish line in the opposite direction or a second time in the same direction. Be sensitive to the photo finish cameras!

Thursday, Friday and Saturday results will be posted at The Chancellor Hotel (70 East Ave., Fayetteville, AR 72701), at the start area of each stage near sign-in, and immediately adjacent to the podium at the criterium on Sunday. UCI team managers will receive a hard copy of results each day plus unofficial results will be sent by email. Results will also be posted on the event web site - www.joemartinstagerace.com under Results.

Anti-dopingAnti-doping inspections may be carried out by the UCI and/or USADA. Moreover, and in conformity with the law of the USA, the USA antidoping legislation is applicable in addition to the UCI antidoping regulations. The UCI antidoping regulations are entirely applicable to the event. After each race, the bib numbers of the riders required to present themselves for anti-doping will be posted in the Results area, and at the doping control station. It is the rider’s responsibility to check this list and present himself/herself when called upon. Failure to appear when selected results in a positive test. Alternates must also present themselves until released by doping control. Locations of Doping Control Stations: See course detail sections and finish locater maps.

UCI/PRT/ELITE RACE RULES & INFORMATION

Juniors Information (Men 1, 2 only)All juniors must use junior gearing. Blocked gears are permitted. Roll outs will be performed for all junior riders prior to the start of some stages. Additionally, the top 3 junior finishers of these stages are subject to verification after the stage finish. • Thursday Time Trial – roll out for all juniors will occur approximately 15 minutes before the rider’s appointed time in the start area. Please allow sufficient time before the start.

• Friday and Saturday Road Races – roll out for all juniors will occur 1 hour before the start of their race, near sign-in.

• Sunday Criterium – roll outs occur 15 minutes before the races in which any junior is participating behind the start/finish announcer’s stage and for the top 5 juniors at the finish of the race.

TIMING & CLASSIFICATIONSFinishing Time Limits • Time Trial - None • Road Races - must finish each road stage within 15% of the winner’s time.

• Criterium – calculated or actual times must be within 15% of the winner’s time.

Time BonusesFinishing Time bonuses will be awarded in both Road Races and Criterium for all three categories. No bonus times will be awarded in the Time Trial. • Road stages: Top 3 finishers: 10, 6 and 4 seconds, respectively. • Criterium: Top 3 finishers: 10, 6 and 4 seconds, respectively.

• Intermediate sprints: 3, 2, and 1 seconds at Points intermediate sprint lines.

Individual General Classification (GC)1. Individual rider’s general classifications will be calculated by summing that rider’s time in all individual stages, taking into account any time bonuses and/or penalties.2. In cases where two or more riders are tied in their final general classifications, their order will be determined by adding the fractions of a second from the individual Time Trial back into the total time. If this does not resolve the tie, the next method is adding their places obtained in each stage. If this does not suffice to break the tie, their placing in the last stage ridden will break ties.

Points Classification – UCI Races OnlyPoints will be awarded at intermediate locations and at the finish, except during the Time Trial, where no points are awarded. The 2nd place finisher in the Time Trial will be obligated to wear the jersey during the next stage. Intermediate Sprints – 5, 3 and 1 points Stage 2 Road Race: 1 sprint (Men/Women) Stage 3 Road Race: Men – 3 sprints Women – 2 sprints Stage 4 Criterium: Men – 3 sprints (every 10 laps) Women – 3 sprints (every 5 laps)Stage Finishes – 15, 12, 10, 7, 6, 5, 4, 3, 2, and 1 point

Signage: Green 1K and 200M signs, and a green background with “Sprint” will mark the line. In the event of a tie in the general individual classification by points, the following criteria shall be applied in order until the riders are separated: 1. Number of stage wins 2. Number of wins in intermediate sprints counting for the classification on points 3. General Individual Classification by Time.

AWARDS & STAGES

Under 23 General Classification (U23)The U23 classification is open to riders of racing age 22 or under, as indicated on the license. This classification applies only to Men Pro 1 and Women Pro 1, 2.

Team General ClassificationTeam GC calculations (UCI Men & UCI Women) will be made by adding the time of the top 3 riders within each team by stage, without figuring into it any individual time bonuses or penalties. In certain cases it is possible to have penalty time applied to the stage. Teams with fewer than 3 riders will be eliminated from the team classification. Refer to UCI Regulation 2.6.016 for tie-breaking procedures.

Leaders’ Jerseys – sponsored by Champion SystemLeaders of the classifications are required to wear the designating leader’s jersey. If a rider is leading in more than one classification, the next eligible rider in that classification may be required to wear the leader’s jersey. The order of priority and designations are as follows: 1. General Classification (GC): Yellow (men). Pink (women) 2. Points Classification: Green

3. Under 23 (U23): White GC time

AWARDS PROTOCOLThe following riders are required to present themselves for the awards ceremonies. See each stage for specific times. Full team uniform is required.

1. Jersey Leaders will immediately follow stage winners at each ceremony except the time trial which will be performed as described below.

2. Time Trial: Will be performed prior to Friday RR in the Walmart Parking lot. Top 3 from the stage (UCI races only)

3. Road Race 1: Top 3 from the stage, Points Leader, U23 Leader, GC Leader (UCI races only)

4. Road Race 2: Top 3 from the stage, Points Leader, U23 Leader, GC Leader (UCI races only) 5. Criterium: • Pro Men 1: Top 3 for the stage, Points winner, U23 Winner, Top 8 in individual GC, Top Team on GC • Pro Women 1, 2: Top 3 for the stage, Points winner, U23 Winner, Top 5 in individual GC, Top Team on GC • Men 1, 2: Top 3 for the stage, Top 5 in individual GC

ROAD STAGESRoad Closure: UCI Men and Women racers only will have full rolling enclosures at all times, and can use the full width of the road. Whenever the road is more than two lanes wide, riders must use only the right two lanes. Note that Men 1, 2 racers will have a rolling enclosure based upon road conditions; otherwise, standard USAC center line rules will be in effect at all times!

Marshals: There will be corner marshals at all intersections on the courses. Ultimately, it is the riders’ responsibility to know each course!

Neutral Support: Provided by Shimano Neutral Race Support for the UCI Men and UCI Women 1, 2 by means of a minimum of 2 cars.

Elite Men 1, 2: Limited neutral support is available for the Elite Men 1, 2 race. There will also be wheels in, wheels out options. Wheels can be picked up at the finish area after the race. The Joe Martin Stage Race is not responsible for wheels and equipment left at the drop-off area 30 minutes after they are deposited. Wheels and equipment that have not been collected will be moved to The Chancellor Hotel (70 East Ave, Fayetteville, AR 72701) once finish line tear down is complete.

Feed Zones: The neutral feed zones will have hand ups with water and Clif Bar Energy Gels.

1. The time trial is a stage and will count in team and individual GC.

2. UCI Men and UCI Women: The organizer in consultation with the commissaries panel will determine the order of the teams’ rotation. Time Trial start times will be pre-assigned to Cat Men 1, 2 only on Wednesday, March 29.

3. Start times will be emailed to team managers and posted on the event web site, The Chancellor Hotel (70 East Ave, Fayetteville, AR 72701), and at the staging area of the time trial at Devil’s Den. Starts will be at 30-second intervals based on “time of day”.

4. Neutral support will be stationed at the halfway point on the course, approximately 2 km. Follow support vehicles are prohibited on the course. There will be a trainer warm-up area sponsored by CycleOps/Saris Cycling Group near the start line (Large Pavilion). Helmets not required while riders are on a stationary trainer.

5. Feeding is not permitted during the time trial.

6. Equipment: UCI regulations apply for Stage 1 Time Trial (except Elite Men 1 2 race), riders must present themselves to bike check 15 minutes before their posted start time. Officials will be available for pre- check 1 hour prior to the start of the first rider. Teams are encouraged to review the following document: http://www.uci.ch/mm/Document/News/Rulesandregulation/16/51/61/ClarificationGuideofthe UCITechnicalRegulation-15.01.2017-ENG_English.pdf 7. Course: The course is a 3.0 mile / 4.84 kilometer climb out of Devil’s Den State Park. The road steadily climbs 725 feet to the finish with an average grade of 5%, with most of the climb at 6% to 8%. Race officials and volunteers will be posted along the Time Trial course. CENTER-LINE RULE IS IN EFFECT. Riders must remain to the right of the road at all times.

8. Awards Ceremonies – UCI only: None on Thursday. It will take place on Friday at the staging area for the men’s race at the Walmart parking lot. The podium is next to rider sign in. Riders must present themselves in full team uniform. UCI Women – 10:00 am; UCI Men – 10:45 am

Directions: The course is approximately 24 miles / 38.7 km (45 minutes driving time) south of Fayetteville. • Before 11:30 am arrival at the staging area - Take I-540 south to exit 45, turn right/west onto Hwy. 74. • After 11:30 am arrival at the staging area - take I-49 south to exit 53, then proceed south on Hwy 170 to Devil’s Den. • Address: 11333 West Arkansas Hwy 74, Winslow, AR 72959. • Riders will only be allowed to park in designated areas within the park. Campground C area will be the main parking area, which is approximately 1 kilometer from the start • Staging area is located next to the Large Pavilion. Course: The course has three sections: 1. The first section is an outbound route of 11.1 mi / 17.9 km section (comprised of a 1.4 mi neutral along with a 9.7 mi race section) to the main loop from the Start/Finish area. Riders will leave large parking lot staging area and proceed south on Razorback Rd/Hwy 265 to the loop.

2. The main portion of the course is a 23-mile / 37.0 km loop. See table above for # of laps.

3. The final inbound stretch is the same 11 mile/17.7 km section which the peloton used on the outbound stretch.

Feed zones: No feeding in the first zone on the first lap of the race. Feeding begins at second feed zone.

Directions to Feed Zones – see maps for locations • Saturday Feed Zone #1 – GPS Coordinates: N 35.911985 W 094.224344. From staging area proceed on Hwy. 265 for approximately 11 miles. Turn left onto Hwy 156 and proceed 2.65 mi / 4.27 km. Feed zone is closed on the first lap. • Saturday Feed Zone #2 Mile 25.2/ Km 40.6 on trip report. GPS Coordinates: N 35.89696 W 094.29249. From staging area proceed south on Hwy. 265 for 11 miles to the Hwy 265 / 156 intersection. Turn right and proceed for 1/10 mi / 0.16 km and then bear left on Hwy. 265. Team Car Deviation: Just before the 15th & Razorback intersection and approximately 100 meters from the line the caravan will deviate to the left and proceed parallel to the finishing stretch.

Course: The course is 1.2 miles / 1.94 km long. A tough climb to the finish will challenge the field as the race progresses. There is NO warming up on the course. The course will be closed from 1:45 pm to 2:30 pm for a kid’s ride. Amateur events will be taking place throughout the day. A trainer warm-up area sponsored by CycleOps/Saris Cycling Group is available all day adjacent to the race announcer’s stage.

Pits: There are 2 neutral pits on course, located immediately after turns one (just past the Start) & six (after the bottom of the long descent) from start/finish line. Shimano Neutral Race Support staffs both pits. One representative from each Pro Men and Pro Women’s team are allowed to provide assistance in each pit. Wheels in, wheels out will also be allowed. Due to limited wheel support area, please remove wheels immediately after your race finishes. The Joe Martin Stage Race is not responsible for wheels and equipment left in the service areas 30 minutes after a race has ended.

Intermediate Sprints: At the Start/Finish line, every 10 laps (Men) and every 5 laps (Women). Sprint lap will start after the respective laps have elapsed. Race announcer will alert riders of upcoming sprint lap. Bell will sound once to go for sprint lap.

Mishaps: Free lap rule is in effect. Riders will not be permitted to reenter the race with less than 4 laps remaining. They will be given the time of the group they were with as determined by the panel of commissaries and will be placed behind riders completing the last lap of the race.

Time Limit: All riders about to be lapped will be pulled from the race at the finish line by the officials and assigned a calculated time based on their average speed at the time they were pulled. Riders’ calculated or actual finishing times must be within 15% of the winner’s time.

PRO TEAM CRITERIUM PARKING INFORMATION:Pro Men and Women teams with team-only vehicles are required to park in a team-designated area near the start/finish and within the course perimeter. This area can be accessed from College Ave. on Meadow St. See Criterium map for parking details.

Award Ceremonies: ALL CATEGORIES immediately after the stage finish. The podium is at the Vendor Expo next to Pro Team parking area. Team uniforms required for all presentations.
