The difference between 「は」 and 「が」

１、私は図書館（としょかん）にいます。２、だれが居（い）ますか。⇒Let’s think what is the important info!⇒In the case of 「は」 ,important info puts after 「は」　 In contrast, in the case of 「が」 , important 　　info puts before 「が」
