Planned U.S. Marine Cargo-Handling Project Kickoffs Top $10 Billion for 2020

Amid a more optimistic China-Trade trade scenario and signs that a North American trade deal will finally be ratified, Industrial Info is tracking more than $10 billion

The potential easing of the U.S.-China tariff conflict via the Phase 1 trade deal between the economic giants could help to dissipate at least some of the angst among

U.S. ports whose business depends heavily on shipments to and from China.

In December, the U.S. elected not to go forward with 15% tariffs on Chinese goods that were set to take effect that month, and China opted to forgo retaliatory tariffs.

The U.S. agreed to halve the 15% tariff rate it imposed in September on $120 billion worth of Chinese goods, according to Reuters, and China agreed to increase

purchases of American products and services by at least $200 billion over the next two years China also agreed to increase the purchase of U.S. agricultural

products by $32 billion over the next two years

Since the start of the trade conflict in 2018, the tariff salvos between the U.S. and China have caused no small amount of perturbation among West Coast ports that

have borne the brunt of the resulting drop in shipments.

In September, six U.S. West Coast ports sent a letter to President Donald Trump that warned the trade conflict would have a long-term negative impact on

employment along the coast

"In fact, 38% of all U.S. exports to China by value go through our six ports alone," the letter said, adding, "California is the largest exporter to China of any state in the

nation; in 2018, California ports collectively saw a decrease of about 30% in exports to China."

The Port of Los Angeles and the Port of Long Beach are home to the nation's largest container complex China accounts for 54% of imports and 29% of U.S. exports

moving through the ports, based on value, according to a study released in November by the Port of Los Angeles. The study said tariffs threaten nearly 1.5 million

U.S. jobs and more than $186 billion of economic activity nationwide.

Industrial Info is tracking $122.7 million worth of projects by the Port of Los Angeles and $88.5 million worth of projects by the Port of Long Beach that are planned to

kick off construction this year. At the Port of Long Beach, a $40 million realignment of the port's Terminal Island Wye rail is in a planning phase. The project includes

installation of 5,000 feet of mainline track and two 2,000-foot storage tracks as part of the port's plans to move more cargo by "on-dock rail." Click here for a list of

Meanwhile, the U.S.-Mexico-Canada Agreement (USM CA) appears to be on track for final ratification. The trade agreement would replace the North American Free

Trade Agreement (NAFTA) The American Association of Port Authorities (AAPA) hailed the trade agreement following its passage in December by the U.S. House of

Representatives. AAPA Chief Executive Officer Chris Conner said "North American ports stand to benefit significantly from the increase in trade and travel between

our three nations, and the certainty that the movement of goods and people won't be hampered by unanticipated trade restrictions or tariffs."

With potential marine cargo-handling project kickoff activity worth $4.2 billion, the U.S. Southeast market region, which includes Alabama, Florida, Georgia,

Mississippi and Tennessee, leads the U.S. market regions in terms of total investment value.

Well over half of the potential investment dollars in the region are tied to the Port of Savannah's $2.5 billion Garden City Terminal expansion, which is currently

planned for kickoff at the very end of this year. The Garden City Terminal is the fourth-busiest container port in the U.S , according to its owner and operator, the

Georgia Ports Authority The terminal moved 4.5 million twenty-foot equivalent units (TEUs) in the fiscal year that ended June 30, 2019.

The ports authority plans to expand the terminal's annual containerized cargo capacity by 45%, from 5.5 million TEUs to 8 million TEUs, by replacing the Talmadge

Memorial Bridge, increasing the ship-to-shore crane fleet, and replacing older cranes so that all of them can handle 14,000-TEU ships. Completion is planned for

The Southwest market region, which includes Texas, Louisiana, Oklahoma and Arkansas, hosts more than $2 billion worth of potential cargo-handling project kickoffs

this year.

In Louisiana, the Port of New Orleans has been evaluating a $1 billion deepwater port container terminal and distribution center expansion. AECOM Technical

Services LLC, part of engineering firm AECOM (NYSE ACM) (Los Angeles), is a consultant for the project, which could double the port's container capacity For more

The Mid-Atlantic market region, which includes Maryland, North Carolina, South Carolina, Virginia and West Virginia, has the third-largest amount of potential marine­

cargo handling investments with kickoffs planned for this year. The $1.5 billion Craney Island marine terminal in Portsmouth, Virginia, would include a terminal with an

8,000-foot wharf and supporting utilities. The Virginia Port Authority is working on the project with Moffatt & Nichol Engineers (Long Beach, California) and the U.S.

Within the coming months, Competitive Power Ventures Incorporated (Braintree, Massachusetts), a subsidiary of Global Infrastructure Partners (New York, New

York),expects to begin construction on its $1.1 billion Three Rivers Energy Center in Morris, Illinois, for which Kiewit is performing EPC services. The natural gas­

fired, combined-cycle (NGCC) power plant is designed to generate 1,100 megawatts (MW) from a pair of combustion turbines and a steam turbine, provided by

General Electric (NYSE GE)

The project has been under consideration since early 2016, but was boosted last year when the Morris City Council approved an ordinance change that would

include it in an enterprise zone, allowing for economic breaks such as no sales tax on building materials, according to the Morris Herald News. For more information,

NGCC plants have become increasingly popular in the past few years, and just last year surpassed coal-fired generation in total output, according to the U.S. Energy

Information Administration (EIA). Kiewit is providing EPC services for several other NCGG plants, including Indeck Energy Services lncorporated's (Buffalo Grove,

Illinois) $1 billion Indeck Niles Energy Center in Niles, Michigan, which had been struggling to get off the ground since 2000. The pivotal factor, not surprisingly,

was pricing: The project was shelved for a long period when natural gas prices were higher, but was revived after they dropped and the market indicated they would

Other NGCC projects that are nearing or under construction and include Kiewit as an EPC provider include

• J-POWER USA Development Company Limited's (Schaumburg, Illinois) $1 billion Jackson Generating Station in Elwood, Illinois, which will generate 1,100

MW; see project report

• Emera Incorporated (TSX EMA) subsidiary Tampa Electric Company's (Tampa, Florida) $853 million TECO Big Bend Station in Apollo Beach, Florida, which

will generate 1,090 MW; see project report

• Fortress Investment Group LLC (New York, New York) $500 million Long Ridge Energy Generation Station in Hannibal, Ohio, which will generate 485 MW;

see project report

NGL Pipeline, Mass Transit Projects Winding Down

One of Kiewit's highest-profile projects nearing completion is DCP Midstream LP's (NYSEDCP) (Denver, Colorado) expansion of the Front Range Pipeline from

Colorado to the Texas Gulf Coast DCP is adding a series of pump stations to the 435-mile system that are expected to bolster natural gas liquids (NGL) takeaway

from the Denver-Julesburg Basin from 150,000 to 230,000 barrels per day (BBUd). Front Range links to the Mid-America Pipeline and Texas Express Pipeline

systems.

Each of the pump stations is valued at about $35 million; the first of the nine, in Kiowa, Colorado, was completed in August Click here for a list of Front Range pump

Among Kiewit's largest projects set to wrap up this year is the City of Honolulu Transportation Department's $2.72 billion commuter rail system (Segment I) in

Kapolei, Hawaii, which will run seven miles from the University of Hawaii at West Oahu to the Pearl Highlands area. It will serve seven stations, including one at the

nearby Leeward Community College.

Other light-rail projects designed to improve commuter service in crowded metropolitan areas are Sound Transit's (Seattle, Washington) $1.5 billion extension of

the North Corridor rail line in Seattle, which will add 8.5 miles along the always-busy Interstate 5 corridor, which bisects the city, and Valley Metro Regional Public

Transportation Authority's (Phoenix, Arizona) $623 million extension of the South Central line in Phoenix, which will run 5.5 miles through the downtown area.

The Kapolei project kicked off in mid-2014 and is set to be completed in the second quarter of this year The Seattle and Phoenix projects kicked off last autumn and

The computers & semiconductors leads primarily because of several large projects of this type planned to kick off in China. Among these projects is Shanxi lncoflex

Semiconductor Technology Limited's (Xian, China) construction of a grassroot sixth-generation AMOLED manufacturing plant AMOLED is a display technology used

in high-end applications such as mobile devices, smart watches, laptops and televisions. The facility will include a 550,000-square-meter, dust-free workshop,

warehouses and office buildings, along with production lines. The project is expected to wrap up in late 2021. For more information, see Industrial Info's project

While much smaller than the multibillion-dollar projects, North American planned projects in this sector include Logic Supply lncorporated's (South Burlington,

Vermont) expansion of its computer systems manufacturing plant in Burlington, Vermont The project entails constructing a 60,000-square-foot manufacturing and

distribution center to increase the company's manufacturing and storage space Construction is expected to be completed by the end of this year. For more

Transportation Systems

The transportation systems sector encompasses a broad array of projects, including rail and airports. One of the largest projects set to kick off this quarter in this

sector is the expansion of the Green Line light rail transit system in Calgary, Alberta. The project includes the construction of a 20-kilometer light rail line with 14

stations, eight bridges, elevated track, a four-kilometer tunnel, and a vehicle maintenance and storage facility Hatch Limited (Calgary) is providing design­

engineering services on the $4.9 billion project, which is expected to wrap up in 2026. For more information, see Industrial Info's project report.

In South America, Brazil is planning to kick off a railway expansion to improve logistics between the states of Mato Grosso do Sul and Parana. The project will be

constructed in two phases and entails laying approximately 750 kilometers of track to reach the Port of Paranagua in Parana, Brazil's second-largest port in terms of

Automotive

The automotive sector ranks third in terms of project value behind semiconductors & computers and transportation systems. Among the projects planned to kick off

this quarter is Ford Motor Company's (NYSE F) (Dearborn, Michigan) upgrade and retooling project for its assembly plant in Flat Rock, Michigan. The project will

establish a new automotive paint shop and a discontinuation of the existing plastic painting operation, as well as modifications of the existing body shop and

assemble line to enable the plant to manufacture the next-generation Mustang and electric vehicles. Gala & Associates Incorporated (Beverly Hills, Michigan) is

In the Middle East, Saudi Arabia's National Tire Company (Al Jubail) will establish a grassroot car and truck tire manufacturing plant in Al Jubail. The $1.6 billion

greenfield project entails construction of a production plant with a capacity of 14 million car tires and 6 million truck tires per year. Along with production equipment,

the facility will include a power plant, utility buildings and training facilities. The project is expected to be completed in the summer of 2021. For more information, see
