REARVIEW MIRROR: A look at the history of the Village Spires

One of the noticeable features distinguishing Vero Beach from other coastal towns is the lack of high-rise buildings. Indian River County laws have always limited building heights to three stories. Buildings within the city were allowed a maximum of five. In 1973, city officials discovered there was a loophole in the wording of their height-restricting ordinances. That year, a developer challenged the height limits, and won the OK to build the 13-floorVillage Spires condominiums at 3554 Ocean Drive. Residents were worried Vero Beach would turn into “another South Florida” with wall-to-wall condominiums on the beachfront. City officials wasted no time amending the laws and

closing all loopholes that could allow a similar incident in the future. They adopted the county’s three-story maximum and put the limits in the city charter. A voter referendum is required for anything proposed above those limits. The low-rise, low-density nature of the area continues to be attributed to the many years of elected officials listening to citizens and keeping density and height

zoning issues top of mind. To this day, the Village Spires are the only residential buildings in the city that exceed five floors. The only time Vero Beach had a referendum vote was in 1998, when voters approved building a 10-floor, 95-foot air traffic control tower as an exception to the height limit. City officials called that vote a “no-brainer for safety”.

• An avid surfer, Zak Schmitz couldn’t turn down the opportunity to work in Hawaii. So, his first job after graduating from the prestigious Culinary Institute of America was at the Hula Grill on the island of Maui. On his days off, he was able to ride some monster waves. Last fall, the 2010 Sebastian River High School graduate decided to return to Indian River County. “The reason I came back was to be career-focused,” he said. He returned to the place where he had his first job – the Kountry Kitchen. Mark Santangelo, owner of the popular restaurant on Old Dixie Highway, has known Zak for several years. Zak is good friends with Mark’s son, Nick. Zak, 22, considers Mark to be his mentor. Zak’s plan is to

work at the Kountry Kitchen for a couple of years and then open his own restaurant. “I’m just trying to learn (from Mark),” Zak said. Zak is most impressed with the way Mark deals with people and how he keeps a watchful eye on everything in the restaurant. Mark is OK with Zak opening his own restaurant – if all goes as planned, it’ll be a fine-dining establishment on the barrier island. In fact, he wants to help in any way he can. “He’ll go to the top, no question,” Mark said. “I truly believe that he will be the chef of the future in this town.” Why does Mark believe Zak will succeed? “The love he has for the food – his heart and soul are into it,” Mark said. “In this business, you have to love it in

order to succeed.” Zak’s passion for the business is obvious from the moment you meet him. The last Hess gas station in Indian River County – located at the corner of U.S. 1 and 41st Street – switched to Citgo.• Leo Desmond, an attorney with an office on State Highway A1A, joked that he might move his practice if Google keeps referring to A1A as “Nathan Lester Highway 1.” “A1A is iconic,” he said. “It would be like Route 66 being renamed the Thomas McMillen Parkway.”• If you’ve ever thought of giving blood but just can’t bring yourself to do it, perhaps the incentive offered by Classic Car Wash will get you over the hump. Mark Heyer, owner of the car wash, is holding his first blood drive on May 29, from 10 a.m. to 3 p.m.

“We’re going to give a $28 car wash (to anyone who gives a pint of blood),” he said. Heyer said he wanted to hold a blood drive when he heard the county had less than a week’s supply of blood in reserve.• What a wonderful library system we have in Indian River County. I say this after having spent last weekend watching Season 3 of “Homeland” (on a DVD from the library).• About a month ago, you’ll recall, I pointed out the ridiculous 30-cent price difference in a gallon of gas at two Cumberland Farms stores. At the time, “members” were paying $2.14 in Sebastian (County Road 512 and Barber Street) and $2.44 in south county (Oslo Road and 27th Avenue). Last week, there was a noteworthy change in this “Cumberland Gap” dynamic. The price was actually lower in south county! Yep, $2.44 vs. $2.45 in Sebastian. Hmmm. Let’s see how long that lasts.

Some trivia: Whether at Bob Evans or C.J. Cannon’s, Russ and his wife usually eat breakfast at Table 51. In what will be an occasional feature, Russ breaks bread with someone you may or may not know.

The first thing you notice about Leonard Wheeley is his curly hair. At 61, he could be mistaken for a grown-up Peter Brady (from “The Brady Bunch”). But, after talking with him, you walk away remembering his voice. He’s definitely a “natural” for auctioneering. He’s only been at it since 1999, though. That year, friends encouraged him to run the charity auction at an American Heart Association fundraiser. He did such a good job that he was asked to do it again the following year. Fast forward to 2005, and Leonard started his own auction business in Fort Pierce. His business – Asset Auction Services – is now based

out of the Vero World Bazaar and Antique Mall at 720 S. U.S. 1. He holds an auction there every Thursday at 7 p.m. Last week’s auction, his second at the Vero Bazaar, was the 323rd for his business. What’s the toughest thing about what he does? “Getting people to understand that an auction is a last alternative,” he said. “An auction is an act of desperation.”

Leonard says he’s simply the middleman between a seller and a buyer. He estimates that 80 percent of those at his auctions buy with the intention of reselling what they purchase. He sells everything from single items to estates after a death. “Every phone call I get is a different adventure,” he said. (His phone number: 772-971-9231.) If you’re looking for a bargain, there are usually plenty to be found at his auctions. If nothing else, you’ll be entertained. “I put on a good show,” he said with a smile.
