BELLE PLAINE HERALD, BELLE PLAINE, MINNESOTA PAGE TEN WEDNESDAY, JULY 16, 2014 Legal Notices (continued on the next page) Legal Notices NOTICE Certificate of Need Application for Minnesota Pipe Line Reliability Project Minnesota Pipe Line Company, LLC (“MPL”) is planning to use available capacity on its newest pipeline - Line 4 (formally known as MinnCan) - to improve the overall reliability of its pipeline system (the “Project”). e MPL system is the primary pipeline system that supplies crude oil to the two Twin Cities refineries which produce much of the transportation fuels used in Minnesota and throughout the Upper Midwest. e Project is needed so that the two Minnesota refineries continue to have access to reliable and sufficient crude oil supplies to meet demand for transportation fuels. e addition of six pump stations to MPL Line 4 and upgrades at existing stations will allow the pipeline to operate at its original design capacity of approximately 350,000 barrels of crude oil per day when needed to meet demand. is Project will give MPL the flexibility to shiſt capacity to its newest pipeline in the event of an outage on other segments of the pipeline system. In addition, this Project will allow for MPL to conduct maintenance on other segments of the pipeline system as needed without disrupting crude supplies to the Twin Cities refineries. No new pipeline will be constructed during this project. In order to increase MPL Line 4’s capacity from approximately 165,000 barrels per day to approximately 350,000 barrels per day, MPL plans to construct six pump stations and upgrade existing stations. e new pump stations will be located in rural areas along the route in the counties of Hubbard, Wadena, Morrison, Meeker, McLeod and Scott. No new pipeline will be installed and no new pipeline right-of-way will be acquired for this Project. MPL Line 4 is already capable of handling the additional capacity, so additional work on these pump stations is the only construction necessary to complete the upgrade. If approved by the Commission, MPL intends for the Project to be completed by 2018. is notice is intended to provide the public with details about the reliability project and notify the public regarding how to participate in the Commission’s review process. e reliability project cannot be started until the Commission determines it is needed and issues a Certificate of Need. Just this year it had to make an emergency repair because someone stole the top from a flagpole shortly before the Memorial Day Pro-gram. So far this year, the Vets Club has spent about $600 in repairs and replacements.The flagpoles and flags in the

park are in honor of our veter-ans who have served our coun-try. They made sacrifices so we can enjoy freedom. Families or veterans themselves paid for the poles and they should be respected.Most of our citizens are inher-

ently good, but there are always a few who don’t think before they act. Together, we can make sure these memorials are re-spected. We can help by keep-ing a watchful eye on Veterans Park, and if we see anything, report it to the police. If you see a flag or the top of a flagpole in your home, ask questions.The vandalism hasn’t been

committed by youth alone, but also some adults.

No one was able to locate the 2014 Bar-B-Q Days medallion following last week’s second clue. The third clue is pub-lished below, preceded by the republishing of the first and second clues.A fourth clue, if necessary,

will be available at Golden Touch Jewelry 4 p.m. this Friday.The same rules apply as last

by Ed Witt following the post-ing of a fourth clue the first day of Bar-B-Q Days. He found it stuffed in the dirt up against a storm sewer across the street from Century Park south of Highway 169. It marked the 30th anniversary since the last time witt found the medallion in 1983.
