COUNTY OF SCOTTJUNE 16, 2015

(1) The Board of Commissioners, in and for the County of Scott, Min-nesota, met in the Courthouse Board Room in the City of Shakopee, Min-nesota, and convened at 9:00 a.m., with the following members pres-ent: Commissioner ulrich, presiding, Commissioner wagner, Commis-sioner wolf, Commissioner Beard, and Commissioner Marschall.

(2) Amendments to the AgendaChair ulrich announced the addi-

tion of agenda item 7.1a to approve a Joint Power Agreement with the Department of Corrections. Agenda item 7.1 will become 7.1b.

Commissioner wolf moved, sec-onded by Commissioner Beard to ap-prove the amended agenda as noted. The motion carried unanimously.

(3) Minutes:On a motion by Commissioner

wolf, seconded by Commissioner Beard, the Minutes of June 2, 2015 were approved.

Chair ulrich recessed the meeting at 9:20 a.m. to allow the Board of Com-missioners to tour the New Options

program. Chair ulrich reconvened the meeting at 10:33 a.m.

(4) Recognition of Interested Citi-zens:

Maria Cermak thanked the Com-missioners for giving her the oppor-tunity to serve on a citizens’ advisory committee; however, she is moving and will need to resign from the com-mittee.

Ms. Cermak also addressed the Board regarding the history of land owned by the Shakopee Mdewakan-ton Sioux Community that was origi-nally owned by the Cermak family.

(5) Consent Agenda:Commissioner Marschall requested

the agenda item regarding the Coop-erative Agreement with the City of Belle Plaine be pulled from the con-sent agenda for discussion.

On a motion by Commissioner Beard, seconded by Commissioner Marschall, the following actions were approved unanimously. All resolu-tions are available in the office of the County Administrator and are made a part of this record by reference.

A. Approve the request for a con-servation easement, preliminary plat, and final plat of Mik’s Acres, Randy and Chris Kubes, applicants, consist-ing of three lots and one outlot on 59.74 acres in Section 33 of Cedar Lake Township.

B. Approve the request for Con-ditional use Permit #1373-C-10 for Verizon wireless, applicants, to construct and operate a 134 foot monopole wireless communications tower in Section 33 of St. Lawrence Township, zoned urban Expansion Reserve.

C. Declare a negative declaration on the need for an Environmental Impact Statement and adopt Reso-lution No. 2015 112; Approving the findings of fact and Conclusions for the Quarry Creek Environmental As-sessment worksheet.

D. Adopt Resolution No. 2015-113; Authorizing the Execution of a Pur-chase Agreement and the Purchase of the Property of Al Schendlinger and Nancy Ludden Through the federal Emergency Management Agency’s Hazard Mitigation Program.

E. Adopt Resolution No. 2015-114; Authorizing the Purchase of a Parcel of Tax forfeited Land (PID 270011430) by the City of Shakopee Economic Development Authority.

f. Commissioner Beard moved, sec-onded by Commissioner Marschall to adopt Resolution No. 2015 115; Requesting the Classification of Nine Tax-forfeited Parcels of Land in Scott County.

G. Adopt Resolution No. 2015-116; Requesting Approval of the Request by Builders Development and fi-nance, Inc. to Repurchase Three Parcels of Tax-forfeited Land in the City of Elko New Market.

H. Authorize the release of the MS4 Annual Report to the Minnesota Pol-lution Control Agency.

I. Approve the purchase and instal-lation of hardware from Cisco Sys-tems, Inc. and installation assistance from CDw-G in an amount not to ex-ceed $167,000 to upgrade the Infor-mation Technology infrastructure.

J. Adopt Resolution No. 2015-118; Authorizing Entering Into an Agreement with Dominion Voting Systems, Inc. for Equipment Acqui-sition, Licensing, Professional Ser-vices, and Maintenance and Support for the Replacement of the Elections Voting Equipment and Software.

K. Adopt Resolution No. 2015-111; Establishing the Boundaries of the Election Districts for Scott County for the Soil and water Conservation District.

M. Administrator and is made a part of this record by reference. The motion carried on a vote of four ayes with Commissioner wagner dissenting.

Staff was directed to follow the standard practice of disbursing the County’s portion in a lump sum when the project has been completed and accepted by the County Engineer.

B. Commissioner wolf moved, sec-onded by Commissioner Beard to ap-prove the renewal of the Joint Powers Agreement between the Scott County Jail and the Minnesota Department of Corrections (DOC) to house DOC work release offenders in the Scott County Jail. The motion carried unanimously.

(7) Provide a Supportive Organiza-tional Culture:

Vice Chair Marschall presented Equipment Mechanic Bruce wil-liams with a plaque in recognition of his upcoming retirement from his employment with Scott County.

Commissioner Beard moved, sec-onded by Commissioner wolf to re-move from the table the request to adopt Resolution No. 2015-098 Ap-proving a Service Agreement with Climb Theatre, Inc. The motion car-

ried unanimously. Commissioner Marschall moved,

seconded by Commissioner Beard to adopt Resolution No. 2015-096; Approving a Service Contract with Climb Theatre, Inc. to Educate School Children who Reside in Scott County on Solid waste and Re-cycling. A copy of the resolution is available in the office of the County Administrator and is made a part of this record by reference. The motion carried on a vote of four ayes with Commissioner Beard abstaining.
