(2) Amendments to the Agenda:Chair wolf announced that agenda
item 7.1 to determine the adequa-cy of the Jordan Aggregates final Environmental Impact Statement (fEIS) has been amended.
(3) On a motion by Commissioner ulrich, seconded by Commissioner Menden, the Minutes of January 7, 2014 were approved.
(4) Recognition of Interested Citizens:
A. Employee Relations Director Jack Kemme noted that new employ-ees are attending today’s meeting as a part of their new employee orientation.
B. In response to Thom Boncher’s questions, Chair wolf stated com-ments will not be taken on agenda item 7.1 to determine the adequa-cy of the Jordan Aggregates fEIS. Commissioner ulrich moved, sec-onded by Commissioner Menden to adopt Resolution No. 2014-011; Determining that the Jordan Aggregates final Environmental Impact Statement is Inadequate Based on the State Agency Comments, and Direct Staff to work Collaboratively with the State Agencies to Address These Inadequacies by Preparing an Acceptable Groundwater Monitoring and Mitigation Plan, and Aquifer Degradation Prevention Plan or Mitigation Plan. A copy of the reso-lution is available in the office of the County Administrator and is made a part of this record by reference. The motion carried unanimously.
(8) Develop Strong Public Partnerships
A. Scott County Mental Health Local Advisory Council (LAC) Chair Kim Churchill provided an update on the activities and accomplishments of the LAC since March of 2012.
B. Commissioner Marschall moved, seconded by Commissioner Menden to approve the receipt of funds and the Grant Contract with the Department of Human Services for school-linked mental health services. The motion carried unanimously.

made in the terms and conditions of the Declaration for Prairie Bend Condominiums (henceforth the Declaration) dated May 31, 1995 and recorded in the Office of the County Recorder in and for Scott County, Minnesota on May 31, 1995 as Document No. 353122 as amend-ed by Doc. Man Charged WithFelony Domestic Assault Against GirlfriendA man has been charged with
domestic assault for allegedly choking his girlfriend during an argument.Belle Plaine police took Har-
old Ladell williams into cus-tody friday morning (feb. 7) after a woman with whom he shares an apartment and a child reported he allegedly assaulted her. His cash bail was set at $5,000 Monday (feb. 10). He remained in the county jail Monday afternoon, unable to make bail. He will be back in court friday, feb. 21.According to police, officers
were called to the 300 block of South walnut Street at 1:44 a.m. friday. A woman claimed she and williams had an argu-ment. He left for a time and re-turned.when she rejected his ad-
vances, the woman claimed he assaulted her by choking her to the point she could not breathe. Police noted bruising on the lower left portion of her neck and throat and a scratch on her face, from her nose to hairline.The criminal complaint says
the woman claimed williams had choked her before, but this time the assault was more se-vere.williams claimed the woman
was the aggressor and that she had been drinking. He claimed her medication had not yet taken effect and when it does, everything is fine.williams claimed, according
to the criminal complaint, the bruising on her neck is from when he pushed her off him.He denied previously assault-
ing her, the complaint says.
