Organic law under the American system of law and government, the constitution of a territory under the direct control of the federal governmentAnOrganic Act, in United States law, is anActof the United States Congress that establishes a territory of the United States or an agency to manage certain federal lands.The 1943 Constitution remained in force in Japanese-controlled areas of the Philippines, but was never recognized as legitimate or binding by the governments of the United States or of the Commonwealth of the Philippines and guerrilla organizations loyal to them.

Capitalism is aneconomicsystem in which private people, not thegovernment, own andruncompanies. These companiescompete with other companies forbusiness. They decide what products they want to produce, how much they should cost and where to sell them. Companies do all these things in order to makeprofitsfor theirowners. People who use their money to start companies orrun companies are called capitalists.

The Philippines is a republican state(Article II, Section 1)

Republic,form ofgovernmentin which astateis ruled by representatives of thecitizenbody. Modern republics are founded on the idea thatsovereigntyrests with the people, though who is included and excluded from the category of the people has varied across history. Because citizens do not govern the state themselves but through representatives, republics may be distinguished from direct democracy, though modern representative democracies are by and large republics. The termrepublicmay also be applied to any form of government in which thehead of stateis not a hereditarymonarch.

Defining features of authoritarianism include the existence of a single leader or small group of leaders with ultimate political authority. Believing in the supremacy of the authority of the state over all organizations in society, authoritarian leaders make all important government policy decisions. The states needs are paramount; individualism is encouraged only to the extent that it benefits the state. Aparliamentary systemis a system of democratic governance of a state in which theexecutive branch derives its democratic legitimacy from, and is held accountable to, thelegislature(parliament); the executive andlegislative branchesare thus interconnected. In a parliamentary system, thehead of stateis normally a different person from thehead of government. This is in contrast to apresidential systemin a democracy, where the head of state often is also the head of government, and most importantly, the executive branch does not derive its democratic legitimacy from the legislature.

The following amendments were likewise ratified by the people:1.) Establishing a modified parliamentary form of government 2.) Instituting electoral reforms; 3.) Permitting natural-born citizens who have lost their citizenship to be a transferee of private land, for use by them as residence.Thus,paved the way for the June 16, 1981 Presidential Election.

The declaration issued under Proclamation 1081 suspended the civil rights and imposed military authority in the country.Marcos explained that martial law was not a military takeover but was then the only option to resolve the countrys dilemma on rebellion that stages national chaos threatening the peace and order of the country.With the stroke of a pen, Marcos closed the Philippine Congress and assumed its legislative responsibilities. During the 1972-81 martial law period, Marcos, invested with dictatorial powers, issued hundreds of presidential decrees, many of which were never published.
