Richard Nixon Legacy Forum: New Federalism: RN’s New American Revolution10:30 AM PANEL DISCUSSION • THE EAST ROOM

On October 20, 1972 RN declared a “New American Revolution” fromIndependence Square in Philadelphia, in front of the very hall where the Declaration

of Independence, U.S. Constitution, and Bill of Rights were created and signed. Theoccasion was the signing of a landmark General Revenue Sharing Bill, which was part of hisnational policy to empower state and local governments and prevent the federal governmentfrom submerging the individual and destroying “the dynamism which makes the Americansystem what it is.”“The Constitution of the United States begins with the words, ‘We the People’,” said

RN at the bill’s signing in Philadelphia, “and the bill I shall sign is a demonstration of aprinciple that we have faith in people, we believe in people, and we believe that governmentclosest to the people should have the greatest support.”Join us for a symposium on President Nixon’s philosophy concerning the role of

government and how he—through landmark legislation and sweeping initiatives—renewedthe spirit of democracy in America and gave power back to the people.
