Project Overview

• One funding source: DOLA CDBG-DR Program

o Not an EWP project, Davis bacon interviews on site, section 3 project

• Project goals: complete as much design and restoration as possible – include all permit

fees

o Multi-benefit project

• Approach – not your standard design build project

o Adaptive management approach – research project

o Construction phase

o Team focused on flexibility, bought into the adaptive restoration idea

guide and make it site specific

Questions/Discussion

Will the PowerPoint be posted? Yes

Is the funding for all of the sites? With the design build team we will be narrowing down the

priorities to see what is feasible within the existing funding. We’ve gotten questions about

whether we will get more money, the answer is no, you should not assume we will be getting

more money). we will be working with the funding we have for this project. If future

opportunities come up to pursue another phase of the project, we will consider opportunities

like this but it would be pursued separately.

Do you have an idea of the size of the rocks in area 5? Yes, they are large boulders.

Do you have an approximate length of the project? Approximate total project length is

approximately 14,000 linear feet.

Are we into the permitting phase? No, the RFP states what is needed, we need designs to do

any permitting.

What about stream gauges? What kind of stream gaging effort are we looking for? There are

different levels. Yana will respond to this, we are looking at something that will measure flow

continuously.

Additional response: We haven’t determined the specific type of gauge that will be used

but it will be something similar to a Sutron stream gauge with datalogger, transmitter, and state

sensor that will be compatible with the existing Left Hand Ditch Company stream gauging

system.

Appendix A is a GIS file, is the GIS file available for us to download, I would like the shapefile.

A bid schedule was not provided, why? Because we don’t have a design, it is a design build

project. All we have is the master plan.

What about access to the sites for pre-bid? This is as much as we can provide.

We can’t go up on individual sites? No, that is clearly stated in the RFP, we can’t offer any site

visits. This is a design build project.

Are you going to facilitate site visits for the selected team? Yes, absolutely.

It is unusual to not have site visits at the pre-proposal stages? Is there an issue with access we

should know about? No, the lack of site visits is a logistical issue not a landowner issue. We

can’t offer a driving tour to 9 sites in a narrow canyon with 50 cars. All landowners that we have

spoken to are excited about the project, and most have already signed participation

agreements. I don’t believe there will be landowner issues.

As you prioritize project sites do you have any idea where work will be done and where it

can’t be done? Yes, we went over what were high priority and low priority sites during the

virtual tour in the presentation. We also discussed know constraints. These are also listed in the

RFP. When we get estimates back we will continue to prioritize which sites and activities are

the highest priorities.

Is there a percentage we will be looking for with construction versus design? No.

Are there any power-line relocations that has been identified? Not yet.

Stakeholder engagement, do you see that being done through the whole project or mostly up

front? Yes, this will be led by the LWOG staff. There is more upfront work when building

relationships.

How many different landowners are there? 30 landowners.

What kind of surveying is available on the reach? We assume usable LiDAR is available as well

as some on the ground survey data from Boulder County from when road repairs were

completed in 2016-2017. We currently do not have this data, but we assume we will be able to

acquire this by the time the team is contracted. There is a master plan (mentioned in the RFP)

that provides good concepts for what is proposed.

How did you arrive at the 1.7? We used linear foot estimate when applying for our original

grant application. It is on the lower end but it was the money available. This project will be

more of an iterative process, where we learn what is needed where and adjust over time.

Will a copy of the sign in list be available? Yes.
