Sir, The Conference of Ambassadors has taken note of the lesolu- tion adopted on December 17th, 1923, by the Council of the league of Ee.tions with regard to the question of the territory and port of Memel, of the minutes of the Council rs meetings at which the matter was discussed, and of the documents containing the observations previously submitted by the Lithuanian Govern- ment, the minutes end documents refer*ed to were sent to the Conference in the Secre te ris t 1s letter of December 20th,1923 « After consideration of the question the Conference decided that it was bound, as reçues ted in the CouncilTs resolution to reply to the observations submitted by the Iithuanian Government, some of which are' likely to give en inaccurate idea of the action taken by the Allied Powers. You will find the reply attached hereto. In preparing it the Conference had only one aim, viz.,

i sp u te on t h i s m a t t e r w i t h th e L i t h u a n i a n Government, b u t i ;
