    Long Beach Democratic Club Constitution and Bylaws

    Preamble

    In order to manifest our interests in government affairs, to interpret

    and apply the ideals and principles of the Democratic Party, and to beable to server local, State and Federal branches of our government,we do hereby associate ourselves together to establish this DemocraticClub of Long Beach.

    ARTICLE I - Policy

    Section I It shall be the aim of this organization in all its efforts tocontribute to the advancement of the Democratic Party, to encourageits members in the development of leadership among themselves, tosupport the principles of the State and National platforms of the

    Democratic Party.

    Section II This organization may endorse by affirmative vote of sixtypercent of those members voting any Democrat who has filed as acandidate for partisan or non-partisan office. The following shallgovern the endorsement process:

    This organization shall not endorse more candidates for an officethan the number to be elected for that office.

    This organization shall make no form of endorsement and shall not

    support in any way a candidate who is not a Democrat.

    Endorsement procedures shall only take place when requested inwriting by a candidate who has taken out papers for an office, orby a member of this organization. In all races, irrespective ofany other consideration, where an endorsement procedure isinstituted all candidates who are registered Democrats shall benotified of the date, time and place of all relevant meetings andof their rights to consideration.

    No endorsement shall take place until the deadline for filing has

    passed.

    Any voting member may request a secret ballot at any stage in theproceedings.

    "No Endorsement" shall be an option on each ballot and shall becounted toward the total. If no endorsement is made succeedingballots shall drop the name or names of candidates receiving less

    than twenty percent of the vote. Where there is no candidatewho has less than twenty percent of the vote, or three ballotshave been taken, it shall be deemed that this organization hasmade no endorsement in said race.

    This organization shall support the nominees of the Democratic Partyafter primary elections have taken place.

    Persons eligible to vote in the endorsement procedures are membersof the organization in good standing who have attended at leastone meeting within the previous twelve (12) months. A memberin good standing is defined as a member whose dues are paid.Exceptions to the above are elected officials and individuals whohave been members in good standing for at least three years.

    ARTICLE II - Membership

    Section I All members shall be registered Democrats with thefollowing exceptions:

    A minor who has stated the intention to register as a Democrat uponreaching majority.

    A citizen who has not yet met residency qualifications but has statedintention to register as a Democrat upon fulfilling residencyrequirements.

    A person in the process of naturalization who ha stated his or herintention to register as a Democrat upon becoming a citizen.

    Section II Members may be expelled for cause by a vote of two-thirdsof the membership.

    ARTICLE III - Officers and Committees

    Section I The officers shall be the following:

    President

    Vice Presidents 1. Programs 2. Membership

    Secretary

    Treasurer

    in any election unless he or she is a member in good standing.

    Section IV Assumption of Office: Elected officers shall assume officein December and shall serve for a period of one year. In the event ofa vacancy in any office other than the President, the President shall fill

    the vacancy by appointment.

    ARTICLE VII - Amendments

    Amendments to this Constitution may be made by a two-thirds vote ofthe membership present at one meeting provided the membership beinformed in writing of the proposed constitutional amendment to besubmitted at the said meeting.

    BYLAWS

    Quorum: A quorum shall be declared to exist in such regularly orspecially called meetings of the organization, of which allmembers have been informed in writing one week in advance, atwhich twenty-five percent of the membership is present. Fourmembers of the Executive Board shall comprise a quorum.

    Membership fees for participating members shall be determined by amajority vote at the November meeting. Annual dues shallcover December through November of the following year.

    No proxies are recognized in any membership or Executive Board

    meeting.

    This organization's funds shall be deposited in a bank recommendedby the Executive Board. There shall be three signatures tovouch for such deposits, any two of which can be eligible tovouch for withdrawal of any funds as approved by the ExecutiveBoard.

    All the duties and responsibilities of all the Committees shall bedefined by the President, based on the recommendations of theExecutive Board.
