Article 12.

(1) Seeds and seedling material used for afforestation on the basis of simple and

etended biologi!al forest reprodu!tion" must be produ!ed in the registered seeds fa!ilitiesand registered forest nurseries.(2) Seeds and seedling material must be pro#ided $ith the re%uired health and

origin !ertifi!ates" issued b& the !ompetent institution.

Article 13.

'ro$ing !onifer trees in areas larger than fi#e he!tares re%uires pro#ision of firees!ape routes and di#ision tra!s.

Article 14.

orest management must be put to the fun!tion of forest prote!tion (sanitar&felling)" and !are and rene$al of the forests" the final ob*e!ti#e thereof being formation ofe!ologi!all& stable and produ!ti#e forests $hi!h are in a!!ordan!e $ith the potentials offorest habitats".

+sage of other forest produ!ts" as $ell as the forest soil" shall be !ondu!ted in the$a& and in the s!ope $hi!h $ould not put in %uestion the !urrent %ualit& and bio,potentialof the forest habitat.

Article 15.

-pening of forests and building forest roads shall be !ondu!ted primaril& in thefun!tion of e!onomi!al forest management and forest land taing into !onsideration otherstate interests su!h as !onne!tion of urban areas" appearan!e of the lands!ape" et!.

2. Forest management area

Article 16.

n order to ensure uniform and lasting management of the forests and forest landson the territor& of the ederation" one or more forest management areas shall beestablished.

/stablishment of forest management areas and !hanges of their borders shall be defined b&the 'o#ernment upon the proposal of the !antonal ministries in !harge of the forestr&issues (hereinafter0 !antonal ministr&)" $ith a pre#iousl& obtained opinion of the ederalinistr&.

ederal inistr& shall eep re!ords on situation and !hanges of the forestmanagement areas on the basis of the reports $hi!h are obligatoril& sent b& the forestmanaging bodies.

Article 17.

orest management areas shall be di#ided into management units.

management unit shall be !onsidered a part of forest management area $hi!h is"b& rule" adapted to !onfiguration of the terrain" organisational needs and !ommuni!ations"and $hi!h en!ompasses one or more forest lots (basins).

management unit shall further be broen do$n into !ompartments and sub,!ompartments.

Article 18.

orest management areas shall be founded on the basis of an epert ba!groundthat !onsists of the pro!essed do!umentation as follo$s0

1. etailed map of the s!ale 105 $ith dra$n eternal borders of the forestmanagement areas" borders of internal di#isions of forests b& management!ompartments and sub,!ompartments" forest !ommuni!ations and other fa!ilities ofimportan!e for forest management" as $ell as a des!ription of forest management areasarea borders

2. ondition of $ood,reser#es !lassified b& tree !ategories" management units and forest

!ategories3. ean annual in!rement for different inds of trees" management units and forest

!ategories4. #erage annual falling #olume for different inds of trees" management units and forest

!ategories5. /!onomi! epert opinion of forest and forest land eploiting" $ithin the borders of the

forest management areas.6. ata on the possibilities of use of other forest produ!ts in a forest management area7. ata on $ater sour!es" $ater !urrents and $ater$ors8. ata on !ultural" histori!al and natural inheritan!e fa!ilities.

Article 19.

ertain forests and forest land o$ned b& the ederation ma& be e!luded from aforest management area for their use for other purposes" if there is !ommon interest forthat. ommon interest shall be deemed to eist in the follo$ing !ases0

1. if a forest or forest land is re%uired for ad*ustment of a spatial plan of the ederation" orarea arrangement in a!!ordan!e $ith this a$ for the purposes of !ulti#ating otherplants on that soil $hi!h &ield more profit to the !ommunit&

2. if the e!lusion is made for the re%uirements of the ederal rm& or defen!e

ommon interest referred to in aragraph 1 shall be spe!ified in a!!ordan!e $ithepropriation regulations.

he pro!edure referred in aragraph 1 of this rti!le shall be initiated upon are%uest of the legal persons for $hose benefit the purpose is !hanged and propert& rightstransferred regarding a spe!ifi! forest and forest land" $ith an obtained opinion of theantonal ministr&.

3. Forestry organisation

Article 20

n order to se!ure the a!!omplishment of the interests of the ederation in the areaof forestr& a ubli! /nterprise shall be founded at the le#el of the ederation.

he ubli! /nterprise referred to in aragraph 1 of this rti!le shall be foundedunder the name :;osnia (hereinafter0 Forest Enterprise).

he seat of the orest /nterprise shall be in Sara*e#o.

he orest /nterprise shall a!%uire finan!ial assets for its a!ti#it& and

de#elopment01. from the profit of designing ser#i!es rendered.2. from the parts of funds intended for epanded reprodu!tion of forests in the

amount of 1?.3. from loans.4. through earmaring and sale of se!urities.5. from other sour!es.

unds for the foundation and the !ommen!ement of the $or of the orest/nterprise shall be se!ured b& the 'o#ernment.

Article 21

orests and forest land in the ederation o$nership and fa!ilities for forest andforest land management and forest infrastru!ture ma& not be deemed as insol#en!& mass.

Article 22

implementation and finan!ing thereof3. raise" eep and dire!t funds for the epanded reprodu!tion of forests4. determine and adopt the programme of integral prote!tion of forests" organise

and manage the diagnosti!" prognosti! and %uarantine ser#i!es in forestr&.5. determine the e!onomi! poli!&" pri!es of $ood and $ood,related and other

produ!ts and the forestr& in#estment poli!&6. elaborate produ!tion programmes of forest seeds and forest seedlings and

perform epert and health !ontrol7. render forestr& designs8. organise a uniform data,based information s&stem $ith regard to forest

management" forest !adasters" forest land and fa!ilities at the le#el of theederation" in a!!ordan!e $ith the methodolog& elaborated b& the ederationinistr&

9. monitor the maret pla!ement of forestr& produ!ts1. unite annual plans of forest management and monitor their implementation11. elaborate te!hni!al standards" unifi!ation and standardisation of forestr&

e%uipment12. !o,operate $ith s!ientifi! institutions" spe!if& sub*e!ts for s!ientifi! and

resear!h $or" elaborate and implement training programmes for forestr&personnel and implement international !on#entions in the field of forestr&

13. perform all other duties spe!ified b& this a$" Sub,a$s and /nterpriseStatute.

Article 23

he orestr& /nterprise managing bod& shall be the ;oard of ire!tors !onsistingof 15 members.

he ederation 'o#ernment shall appoint three epert and s!ientist members fromthe field of forestr&" the anton inistr& one member ea!h and t$o members shall beappointed b& the orestr& /nterprise in the manner spe!ified b& the Statute.

he members of the ;oard of ire!tors shall be appointed or ele!ted for a four&ear long term of offi!e.

he $or of the ;oard of ire!tors shall be spe!ified b& the @ules of ro!edure.

he ;oard of ire!tors shall submit a report on its $or to the ederationarliament regularl&" and at least on!e a &ear.

Article 24

he orestr& /nterprise ire!tor shall be appointed and dismissed b& the ;oard ofire!tors along $ith a !onsent of the ederal inistr&.

he orestr& /nterprise ire!tor shall be responsible for the implementation of thebusiness poli!& and de!isions of the ;oard of ire!tors in a!!ordan!e $ith this a$ andthe /nterprise Statute.

he orestr& /nterprise ire!tor ma& onl& be a person $ho has a ;S! degree inforestr& studies.

Article 25

Super#ision of the legalit& of $or of the orestr& /nterprise shall be !arried outb& the ederal inistr&.

Article 26

or the purposes of eer!ising the interests of the ederation and antons in thefield of forestr&" the antons shall regulate through their o$n forestr& legislation the

spatial and administrati#e organisation of forestr& $ithin the anton inistr&.

4. Forestry management plan and contracting proects

Article 27

orests and forest land shall be managed on the basis of a forestr& managementplan for a region" i.e." on the basis of a forestr& management plan for an forestr&management unit (hereinafter0 forestr& management plan) and !ontra!ting pro*e!ts.

forestr& management plan is a plan for long term management of forests andforest land $hi!h defines the management prin!iples in a!!ordan!e $ith the adoptedstrateg& of forestr& de#elopment.

n de#eloping the forestr& management plan" the starting point must bepreser#ation and promotion of e!onomi! and generall& useful fun!tions of forests"e!onomi!al eploitation of forest produ!tion !apa!ities" i.e." the potential of forest habitat"$hile taing into !onsideration general de#elopment of the forestr& management regionand other a!ti#ities.

he forestr& management plan must spe!if& en#ironmental" produ!ti#e ande!onomi! ba!ground for a biologi!al impro#ement of forests and in!rease of forestprodu!tion.

he forestr& management plan shall be elaborated and adopted for the period of 1&ears.

he forestr& management plan must be e!onomi!all& balan!ed for the period of 1&ears" and pro#isional for the net 1 &ears.

n !ase of the ederation,o$ned forests" and one forest management area" or onemanagement unit" one forest management plan shall be adopted.

n !ase of pri#ate forests and forest land" the forest management plan shall beadopted for the muni!ipalit& area.

@egulations on the forestr& management plan elements shall be passed b& the ederalinistr& appl&ing spe!ial !riteria to ederal and pri#ate forests.

orestr& management plan" $ater supplies plan and hunting management plan must beharmoni=ed mutuall& and $ith urban planning strateg& of the ederation.

strateg& for forestr& de#elopment shall be passed b& the 'o#ernment upon a proposalb& the ederal inistr&.

Article 28.

rafting of the forestr& management plan and its re#ision ma& be !arried out b& legal andph&si!al entities registered for su!h a!ti#ities" $hi!h as their emplo&ees ha#e at least a;.S!. or a spe!ialist for forests management and a graduated forestr& engineer for tass ofsil#i!ulture" prote!tion" use" opening of forests $ith at least fi#e &ears of eperien!e insimilar tass.

Ao!ational super#ision o#er the de#elopment of the forestr& management plan shall be theresponsibilit& of the ordering part&.

Super#ision o#er the de#elopment of the forestr& management plan shall be !arried out b&an epert !ommission !omposed of members $ho" at least" must ha#e %ualifi!ations

re%uired for persons in#ol#ed in the de#eloping of the plan.

Article 29.

or forests and forest lands o$ned b& the ederation" and forest and forest lands o$nedb& other legal entities" forestr& management plan for separate forest e!onom& regions ande!onomi! units shall be adopted b& the enterprises for forests that manage respe!ti#eforests.

or pri#ate forests and forest land" forestr& management plan shall be passed b& theantonal inistr& in !harge for forestr&.

Article 30.

orestr& management plan for forests and forest lands o$ned b& the ederation shall bepassed $ith !onsent of the ederal inistr&" based on a proposal of the epert!ommission.orestr& management plan for forests and forest land o$ned b& the ederation !annot beapplied unless the ederal inistr& has gi#en its !onsent.

orestr& management plan for forests and forest land o$ned b& other legal entities and!iti=ens shall be passed on the basis of a proposal of the epert !ommission.egal entities in !harge of drafting the forestr& management plan shall be obliged toremed&" on their o$n epense" mistaes and short!omings in forestr& management plan$hi!h $ere established b& the epert !ommissions referred to paragraph 1 and 3 of thisrti!le.he ederal inister shall determine a !omposition" a manner of $or and a!ompensation for the $or of the members of the epert !ommissions.

Article 31.

orestr& management plan for forests and forest land re%uired for defense of theederation shall be submitted b& the ederal inistr& of efense to the 'o#ernment for itsappro#al" $ith prior opinion of the ederal inistr&.

Article 32.

f it is established during the implementation of the forestr& management plan that the!ir!umstan!es and fa!ts on $hi!h its pro#isions are based upon ha#e essentiall& !hanged"the bod& $hi!h passed the plan must !arr& out an etraordinar& re#ision of the plan in amanner and a!!ording to the pro!edure applied for its passage.

he implementation of the forestr& management plan for forests o$ned b& the ederationshall be !arried out based on !ontra!torsB pro*e!ts.

ontra!torsB pro*e!ts shall be $ored out for a model,forest unit a!!ording to themethodolog& adopted b& the ederal inistr&.ontra!torsB pro*e!ts ma& be $ored out b& graduated engineers of forestr& ha#ing$ored a minimum of fi#e &ears in the profession" $ho are authori=ed in $riting b& thelegal entit& managing forests.

ontra!torsB pro*e!ts shall be adopted b& the responsible organ of the legal entit& in!harge for managing forests $ith the deadline to !arr& it out in the period no longer thant$o &ears.

he bearer of the pro*e!t i.e. the legal entit& managing forests" and the epert authori=edb& a bearerBs de!ision to !arr& out epert $or based on the pro*e!t" shall be responsiblefor harmoni=ation of !ontra!torsB pro*e!ts and the pro#isions of the forestr& managementplan or the annual plan as $ell as for the implementation of the pro*e!t.

ontra!torsB pro*e!ts shall represent permanent do!umentation en!losed to forestr&management plan.

Article 35.

ri#ate forests and forest lands shall be managed b& their o$ners. /pert andadministrati#e duties shall be !arried out b& the muni!ipal ser#i!e responsible for forestr&affairs. muni!ipalit& ma& transfer some epert and administrati#e tass !on!erning forestmanaging to the legal entit& in !harge for the integral forestr& management.

!ontra!tor pro*e!t for forests and forest lands o$ned b& legal and ph&si!al entities shallbe drafted under spe!ial" simplified methodolog& that is adopted b& the ederal inistr&.

he pro*e!t referred to in paragraph 2 of this rti!le shall be passed b& the responsibleantonal inistr&.

ro#isions of rti!le 39" para 3" 4" 5 and 6 of this a$ shall be applied for drafting andimplementing !ontra!torsB pro*e!ts for forests o$ned b& !iti=ens or legal entities.

Article 36.

e!hni!al a!!eptan!e shall be !arried out for sil#i!ulting and other $ors.

he ommission for te!hni!al a!!eptan!e shall establish $hether the $or !ompleted!orresponds $ith !ontra!torsB pro*e!ts.

he ommission is obliged to !arr& out te!hni!al a!!eptan!e for sil#i!ulturing $ors!ompleted in the !urrent &ear t$o &ears after planting" and for other $ors" the net &ear.

f it is established on the o!!asion of the te!hni!al a!!eptan!e that the $ors ha#e notbeen !ompleted su!!essfull& and a!!ording to the !ontra!torsB pro*e!ts" the !ontra!tor isobliged to eliminate established failures and !omplete the $ors $ithin a deadline set forthb& the ommission referred to in paragraph 2 of this rti!le.

5. !anaging t"e protecti#e $orests% $orests o$ special p&rpose and roc'y soils (carst)

Article 37.

orestr& management plan and !ontra!torsB pro*e!ts must foresee for prote!ti#e forestsand forests of spe!ial purpose the $a& of managing forests and their regeneration ina!!ordan!e $ith the purpose for $hi!h the forests are so de!lared" as $ell as $ith theguidelines and in a manner as defined b& the a!t de!laring a forest prote!ti#e or a forest ofspe!ial purpose.

Article 38.

he ederal efense inister" in agreement $ith the ederal inister" shall determine amanner of forest management for forests and forest lands separated from the forestmanaging region for the needs of the ederation rm&" $ith !ompulsor& de#eloping of theforestr& management plan.

Article 39.

orests and forest lands in the areas of !arst mae an integral part of the forest managingregion $ithin $hose borders it is" and management must be in fun!tion of epanding forestsurfa!es" obtaining and preser#ing generall& useful fun!tions of forests.

n the pro!edure of the adoption of the !antonal urban planning strateg& it isne!essar& to obtain the opinion of the legal person managing forests and the ederalinistr&.

n determining spatial !onditions" in parti!ular !onditions for the building offa!ilities under aragraph 1 of this rti!le and the building of fa!ilities in forests or onforest lands" it is ne!essar& to obtain the appro#al of the ederal inistr&" $hi!h $illin!lude !onditions in line $ith $hi!h the te!hni!al do!umentation shall be made.

Article 49

Setting of open fire in forests" on forest land as $ell as on land in the dire!t #i!init&of forest is forbidden.

s an e!eption to aragraph 1 of this rti!le it is allo$ed to set open fire and touse !har!oal for setting fire in forests" on forest land and in the immediate #i!init& offorest" onl& on pla!es and $ith appropriate measures of pre!aution determined b& the legalperson managing forests" or the !antonal ministr& for forests for $hi!h legal and ph&si!alpersons ha#e propert& rights.

!!ording to this a$" an open fire is !onsidered to be a fire made outside of!losed premises" or premises $ith a roof and a se!ured fire,pla!e.

Article 51

egal person managing forests is obliged to ensure forest prote!tion against fire"illegal usurpation" use and other illegal a!tions.

egal persons managing forests as $ell as forest o$ners shall be obliged topermanentl& establish and uphold forest maintenan!e.

orest maintenan!e" in the sense of this a$" shall be !onsidered as undertaing ofmeasures for pre#ention from fire" harmful inse!ts and plant diseases" pre#ention of thedamaging effe!ts of $ind" sno$ and other damaging fa!tors" pre#ention of the damagingof trees during felling" irregular felling of trees (trees uprooted b& the for!e of $ind" treesbroen b& $ind and trees in the pro!ess of $ithering)" remo#al of !oniferousB bar fromthe felled trees and tree,stumps in the period from pril 1 stto -!tober 1st" use of non,bared !oniferous trees for the maing of fen!e around farms" as $ell as prote!tionmeasures for &oung forests.

9. Forest +oads

Article 55

@oads $hi!h are primaril& used for forest managing" and $hi!h are registered as$oring assets of legal persons managing forests" shall be !onsidered as forest roads.

orest roads ma& be utilised b& other legal entities and !iti=ens under the !onditionsstipulated in a general pie!e of legislation of the legal entit& $ithin $hose assets the& fall"and the& are obliged to pa& !ompensation for their utilisation.

he !ompensation amount from paragraph 2 of this rti!le shall be defined b& the legalentit& from paragraph 1 of this rti!le in agreement b& the ederation inistr&. he!ompensation amount ma& also be defined b& !ontra!t.

n !ase the forest road is utilised for the needs of publi! transport of persons $ithin theterritor& of the ederation" the !ompensation shall be defined b& agreement b& the legalentities from paragraph 1 of this rti!le and the ederation inistr& !ompetent for theaffairs pertinent to traffi! and !ommuni!ations.1.10. "e game in t"e $orests

Article 56

-f the game in the forest" onl& those inds ma& be reared in those numbers $hi!h are notharmful to the proper forest management.

he inds and numbers of the game under paragraph 1 of this rti!le shall be defined b&the forestr& management basi! plan in a!!ordan!e $ith the hunting management basi! planand regulations pertinent to hunting.

11. *roperty and ,egal +elations

Article 57

orests and forest lands in the o$nership of the ederation ma& not be alienated to otherpersons (natural or legal)" e!ept for in the !ases en#isaged b& this a$ (reallo!ation ofholdings" land regrouping).

he right of o$nership of forests and forest lands ma& not be a!%uired on the basis ofo!!upan!& o#er a !ertain period of time (on the basis of retention).

rbitrar& o!!upation of forests and forest lands in the o$nership of the ederation shall beprohibited and punishable.

Article 58

or transferred rights in !ases referred to and under the pro!edure from rti!le 17"paragraph 1" and rti!le 48 of this a$" or for restri!ting rights $ith respe!t to forestsand forest lands b& de!laring forests as prote!ted" i.e. the spe!ial,purpose forests" b&establishing usufru!ts in the forest and temporar& o!!upation of the forest land" the legalentit& managing the forest and forest lands shall ha#e the right to !ompensation $hi!h

he !ompensation shall be made b& the legal entit& to $hi!h the rights $ith respe!t toforests and forest lands are transferred or upon $hose re%uest i.e. to $hose ad#antage!ertain right $ith respe!t to forests and forest lands is restri!ted.

he legal entit& go#erning the forest and forest lands ma& use the !ompensation fundsobtained for transferred or restri!ted rights $ith respe!t to forests and forest lands onl& forthe purpose of etended biologi!al reprodu!tion of forests or pur!hase of forests" i.e. offorest lands.

Article 59

he !ompensation for transferred right $ith respe!t to forests and forest lands shall bedefined as the amount of the #alue of the forest and forest lands established throughe#aluation at the time of transfer.

f the right to use the forest and forest lands is transferred for eploitation for differentpurposes" the legal entit& shall ha#e the right to use first the #olume of $ood of that foreston those lands" $hile the !ompensation shall be determined a!!ording to paragraph 1 ofthis rti!le" redu!ed b& the #alue of the #olume of $ood used.

he !ompensation for allo!ated forest lands shall be made in !ash if it is not possible to!ompensate $ith other land suitable for sil#i!ulture and forest managing.

f the forest land is allo!ated under the pro#isions of rti!le 19" paragraph 1" item 1 of thisa$ for the !onstru!tion of $ater management fa!ilities $hi!h are defined b& the

ederation to be of general interest and for $hi!h the !onstru!tion programme has beenappro#ed b& the ederation" a !ompensation shall be defined under the regulations onepropriation.

n the most immediate prote!tion =one of the sour!e of potable $ater intended forsuppl&ing settlements and !ities $here sanitar&,sil#i!ultural deforestation is foreseen" thelegal entit& managing the forests shall ha#e the right to !ompensation for the realisedependitures of forest management for the period from the formation of the forest estateuntil the pro!lamation of the forests as prote!ted" i.e. for ependitures of guarding andprote!ting forests.

he amount of !ompensation referred to in paragraph 5 of this rti!le shall be defined b&agreement bet$een the interested legal entities" and failing that agreement" the!ompensation shall be defined under the regulation on epropriation.

Article 60

he legal entities go#erning forest and forest lands and the o$ner of pri#ate forest $hoseforest has been de!lared prote!ted forest" i.e. forest $ith a spe!ial purpose" if thatde!laration restri!ts their rights $ith respe!t to forest and forest lands" shall ha#e the rightto !ompensation in the amount b& $hi!h the re#enues from that forest are redu!ed" i.e. inthe amount b& $hi!h ependitures of its maintenan!e are in!reased.

f the !ompensation under paragraph 1 of this rti!le is not defined b& agreement" it shallbe de!ided on b& a !ompetent !ourt.

n !ase of establishing the right of usufru!t in the forest and in the forest land(!onstru!tion of roads" railroads" buildings" $ater management" se$age s&stem" gas andele!tri! pipes et!.) in the pro!edure pres!ribed b& la$" the !ompensation shall be definedin the amount b& $hi!h" on the basis of established usufru!t" the #alue of the forest orforest lands and the produ!tion of the $ood is redu!ed.

Article 61

he land in o$nership of the ederation and the land pri#atel& o$ned b& !iti=ens or b&indi#idual legal persons ma& be temporaril& o!!upied for transport and storage of forestprodu!ts" $ith the !ompensation in#ol#ed" if this is not possible in a different $a& or thatdifferent $a& $ould be in!omparabl& more epensi#e.

he ruling on definition of temporar& o!!upation of the land and on the !ompensationfrom paragraph 1 of this rti!le shall be defied in a greater detail b& the !antonal la$ onforests.

n !ase temporar& o!!upation of the land in!urs damage" apart from the !ompensationfrom paragraph 2 of this rti!le" the damage shall also be !ompensated for.

Article 62

he legal entities managing forests and forest lands $hose a!ti#ities in#ol#e those ondeforestation" $ood pro!essing and trade" shall allo!ate funds for a simple biologi!alreprodu!tion of forests. he basis for allo!ating funds shall be the re#enue earned b&selling timber (a!!ording to the maret pri!es" free on,loaded on the forest road) and the#alue of the timber used for personal needs" at least 15 ? of the re#enue earned.

/!eptionall& from the pro#ision in paragraph 1 of this rti!le" 1 ? shall be allo!ated forthe forests in the arst area " under the !riteria from paragraph 1 of this rti!le.

f upon !ompletion of annual a!!ounting the surplus of funds is established on separatea!!ounts of simple biologi!al reprodu!tion from paragraph 3 of this rti!le" that surplusshall be transferred to spe!ial a!!ounts for epanded biologi!al reprodu!tion of forests ofthe orest /nterprise. +nused funds shall be used for earmared purposes for therealisation of the programmes of etended biologi!al reprodu!tion of forests in the net

&ear.

he legal entities managing forests and forest lands in the o$nership of the ederationshall allo!ate 3 ? of the funds under the basis from rti!le 76" paragraph 1" of this a$.

he allo!ated funds from the pre#ious paragraph for the realisation of the programme ofepanded biologi!al reprodu!tion of forests shall be paid to the separate a!!ount of theorest /nterprise.

-$ners of pri#ate forests shall pro#ide funds for settlement of ependitures of elaborationand implementation of the bases and programmes for forest management of the forests$ith the right of o$nership of legal and natural persons0(11. from the re#enues earned through the sale of $ood assortments under the rates

defined in rti!le 67" paragraph 1 of this a$ !al!ulated under the pri!e list of theforest enterprises for $ood assortments" free on,loaded on a forest tru! road

he enterprises and other legal entities $hi!h perform e!onomi! a!ti#it& in the territor& ofthe ederation" e!ept for the legal entities managing forests" shall pa& the !ompensationfor utilising the generall& useful fun!tions of the forests.

he !ompensation from paragraph 1 of this rti!le shall be paid from the total re#enue inthe amount of "1 ?.

he funds for the utilisation of the generall& useful fun!tions of the forests shall be se!uredfrom the ederation ;udget in the amount of "1 ? of the annual budget.

he funds from paragraphs 2 and 3 of this rti!le shall be paid on a spe!iala!!ount of the ederal inistr& %uarterl& and upon the annual final statement of a!!ounts.

he allo!ation of the funds to the users shall be made a!!ording to the !riteriabased on a sub,la$ a!t determined b& the ederal inistr&.

he !ontrol o#er !al!ulation and pa&ment of the funds from paragraph 2 of thisrti!le shall be done b& the a&ment -perations nstitute of the ederation upon the semi,annual" i.e. annual final statement of a!!ount.

he borders of forests and forest land determined and mared in a!!ordan!eregulations to date shall be !onsidered determined.

ederation shall be determined b& the de!ision of the bod& nominated the 'o#ernment atthe re%uest of the legal entit& managing the forests and forest land" and in a!!ordan!e $ithannual programs adopted b& the orest /nterprise and !anton forest enterprises.
